NATIONWIDE SMOKING BAN IN THE PHILIPPINES”

OVERVIEW

Last July 23, 2017, the nationwide

smoking ban in the Philippines was officially

in effect as per Executive Order No. 26

which was signed by our President Rodrigo

Duterte last May 16, 2017. Under EO 26,

smoking is forbidden in public and private

transportation utilities, as well as

establishments such as schools, hospitals, clinics, food preparation areas, and locations in which

fire hazards are present. The order allows smoking only in designated smoking areas (DSA),

which may either be an open space or a separate area with proper ventilation, and where

warnings on the ill effects of smoking should be posted.

According to the Department of Health (DOH), the designated smoking area should be an

enclosed space whether it is indoor or outdoor and should have proper ventilation inside the

room. Those who not comply in the requirements will be violated in specific amount depending

on the number of their offenses.

OBJECTIVES

 To proposed an overview about the importance of outdoor smoking cabin

 To proposed an ergonomically designed outdoor smoking cabin

 To proposed target locations for the outdoor smoking cabin


IMPORTANCE OF OUTDOOR SMOKING CABIN

 Having a smoking cabin will complies the requirements of Executive Order No. 26 and

provide a specific location where cigarette smoking is allowed

 This project will result to 100% smoke-free city that will not affect and harm other

people and reduce the smoke in public places

 Efficient air purification and no smoke nuisance

 Smoking cabin also beneficial to smokers as it provides shelter from any climates and

they will be more comfortable

 The street’s cigarette filter waste will be also lessen

 On the other hand, it also promotes discipline to the smokers

 Outdoor smoking cabin is safer than indoors because it is located in an open space which

is more convenient to the smokers

EXECUTIVE ORDER NO.26: REQUIREMENTS FOR OUTDOOR DSA

SECTION 4.1 There shall be no opening that will allow air to escape from the DSA to the

smoke-free area of the building or conveyance, except for a single door equipped with an

automatic door closer, provided that it the OSA is not located in an open space, such door shall

open directly towards a Non-Smoking Buffer Zone (Suffer Zone) as defined in this Order;

SECTION 4.2 The DSA shall not be located in or within ten (10) meters from entrances, exits, or

any place where people pass or congregate, or in front of air intake ducts;

SECTION 4.6 Minors shall not be allowed inside the DSA


SECTION 4.7 The DSA shall have the following signage highly visible and prominently

displayed:

(8.1) "Smoking Area signage;

(8.2) Graphic health warnings on the effects of tobacco use; and

(8.3) Prohibition on the entry of persons below eighteen (18) years old.

SECTION 4.8 Other standards and specifications to better ensure a smoke-free environment as

may be prescribed by the Inter-Agency Committee-Tobacco under Republic Act No. 9211,

provided that such standards and specifications are consistent with this Order and that persons-

in-charge are given sixty (60) days to comply.

However, there shall be no DSAs in the following public places:

(a) Centers of youth activity such as playschools, preparatory schools, elementary

schools, high schools, colleges and universities, youth hostels and recreational facilities

for minors;

(b) Elevators and stairwells;

(c) Locations in which fire hazards are present, including gas stations and storage areas

for flammable liquids, gas, explosives or combustible materials;

(d) Within the buildings and premises of public and private hospitals, medical, dental,

and optical clinics, health centers, nursing homes, dispensaries and laboratories; and

(e) Food preparation areas


PROPER VENTILATION DESIGN

1. Exhaust Fan

You need to install some sort of exhaust system that can

move the smoke from the inside to the outside.

A typical room measuring 10′ x 12′ with eight-foot

ceilings would require an exhaust fan rated at 200-300 CFM

1. PLANTS

Plants That Help Clean Cigarette Smoke

Research into plants that clean the toxins present in cigarette smoke began in the 1960s as a

remediation project for environmental damage done at a biological warfare facility. Cigarette smoke

contains more than 7,000 chemicals, hundreds of them harmful and about 70 known to cause cancer.

It’s not news that plants use carbon monoxide, a product of combustion. Other chemicals produced in

secondhand smoke include benzene, formaldehyde, arsenic and tuolene, all toxic.

hardy in USDA zones 10 through 12. Spider plant (Chlorophytum comosum), hardy in USDA zones 9

through 11, provides plenty of leaf surface in its mounds of grasslike leaves to also rank as a top formal

dehyde eater. English ivy (Hedera helix), hardy from USDA zones 4 through 9, and dracaenas (Dracaena
marginata, Dracaena Janet Craig and Dracaena “Warneckei”), hardy in USDA zones 10 through 12, all

neutralize benzene. Other high-performing chemical-eaters were corn plant (Dracaena fra grans

"Massangeana"), hardy in USDA zones 10 through 12, and peace lily (Spathiphyllum spp.), hardy in

Flowering Plants

Researchers found few flowering plants that fought cigarette smoke chemicals as aggressively as

foliage plants. Garden mums (Chrysanthemum morifolium or Dendranthema morifolium), hardy from

USDA zones 5 through 9, and Gerbera daisies (Gerbera jamesonii), hardy in zones 8 to 10, both gobble

benzene. Chrysanthemums and azaleas (Rhododendron spp.), hardy from USDA zones 5 to 9, eat

formaldehyde.
Considerations

Wolverton and his researchers found that one plant per 100 square feet of indoor space would

be needed to effect significant change, meaning that a large space would require a jungle to clean

smoke with plants alone. They also discovered that plant roots played a part in pulling carbon and other

plant nutrients out of toxins as they pass through soil. Study plants were commonly available

houseplants. Successful pollution fighters were tropical understory plants that thrive under the low-light

conditions common to houseplants. Although no plant or combination of plants can effectively

neutralize all of the thousands of chemicals present in cigarette smoke, use of selected greenery proved

to help clean up carbon dioxide, dangerous hydrocarbons such as benzene and organic compounds such

as formaldehyde. These plants will be put inside the smoking cabin with enough sunlight directed to

them and enough water around them.

2. CHARCOAL

Charcoal absorbs the odor of the cigarette smoke reducing the smell inside the cabin. It can be put with

3. AIR PURIFIER

While there is no research to support that cigarette odors cause cancer, it has been found that

particles from secondhand tobacco smoke can settle into dust and onto surfaces and remain long after

the smoke is gone. According to the American Cancer Society, some studies suggest the particles can last

for months. Researchers are now calling this third hand smoke or residual tobacco smoke. Dust samples

taken from the homes of smokers show that third hand smoke contains NNK and PAHs, carcinogens

known to cause lung cancer. Research also shows that third hand smoke can damage the DNA of human

cells and that particles that settle from tobacco smoke can form more cancer-causing compounds which

may be stirred up and inhaled with other house dust, absorbed through the skin or accidentally taken in

through the mouth.

For these reasons, it is important to eliminate not only the odors caused by cigarettes smoke,

but also the lingering particles, making the best air purifier for smokers, one that can do both. To choose

an efficient air filter for smoke is also crucial.

There is no risk-free level of second-hand smoke exposure. Even a brief exposure to cigarette

smoke can be harmful to a person’s health. According to Dr. J. Taylor Hays at the Mayo Clinic, HEPA air
