I..Introduction and Rationale

In response with Department Order No. 39, s. 2017 entitled Operational

Guidelines on the Implementation of School-Based Feeding Program for School Years

2017-2022, schools in Santiago North Cluster have been implementers of SBFP since

it was downloaded. Santiago North Cluster of Schools established school-based

feeding program which aimed to provide feeding to learners, prioritizing the Severely

Wasted (SW) and Wasted (W), and all Kinder in selected Philippine Plan of Action for

Nutrition (PPAN) areas; Improve the nutritional status of the SW/W and all Kinder

(PPAN areas) learners at the end of at least 120 feeding days; ensure 100%

deworming of target beneficiaries prior to the feeding activity; Conduct group daily

hand washing and tooth brushing activities as stipulated in DepEd Order No. 10, s.

2016, to impart development of positive health promoting values and behaviors;

Promote health and nutrition information and awareness among target beneficiaries

through the K to 12 Curriculum and its alternative modalities of education; and

Encourage Gulayan sa Paaralan Program (GPP) and backyard vegetable gardening

to augment the feeding program and to complement the nutrition and poverty-

reduction initiatives of the Government.

The Division of Santiago is conducting a yearly Search for the Best Implementer

of School-Based Feeding Program to recognize the outstanding performance of the

school in the enhancement of SBFP, to motivate school heads and SBFP coordinators
to perform well and generate great enthusiasm and interest of program

implementers and stakeholders, to enhance SBFP, and to strengthen program

enhancement initiatives.

Awards have been bagged by the participants from North Cluster in the

previous Division Search for the Best Implementer of SBFP held at the Division of

Santiago City. It was last School Year that the Best Implementer was introduced and

one school representative from North Cluster ranked as First runner up in the Regional

level.

This study will deal on measuring the implementation of the SBFP activities

among the nine schools of Santiago North Cluster in the Division of Santiago City.

This study aims to measure who among the schools implements the activities

and criteria of the SBFP program.

The conceptual framework served as the guide of the researcher in coming up

with this proposed study which is clearly illustrated below.

The first box deals with the researcher made questionnaire wherein the respondents

will be answering based on their implementation of SBFP program and activities in

their own schools.


The second box contains the outstanding implementation of the SBFP Program for the

School year 2018-2019.

The third box is on improved implementation of SBFP Program.

II..Literature Reviews and Studies

Education and learning depend on good health and nutrition, especially among

young children. When children lack certain nutrients in their diet or suffer from hunger,

malnutrition, and diseases, their potential for learning is diminished compared when

they are healthy and well nourished (Del Rosso 1999). Thus, investments have been

made for these two forms of human capital development through food for education

(FFE) programs (Adelman et al. 2008).

The SBFP is well appreciated by beneficiary and volunteer parents as well as

by implementers (school heads, teachers, and DepED monitoring staff). All voiced

hopes that the program will be continued and expanded, if possible, to cover not only

severely wasted pupils but also wasted pupils, if not all the children. School heads and

teachers involved in the program expressed commitment to the program despite the

extra workload as they were inspired by the reduced number of severely wasted

students
Several bills have already been filed to institutionalize the school feeding

program. Senator Sonny Angara’s Senate Bill No. 2020 and Senator Grace Poe’s

Senate Bill No. 79 generally try to address the budgeting challenges.

But as the study shows, focusing on improving the logistics of how the SBFP is

implemented and carried out is just as crucial to meeting the program’s objectives and

improving the nutrition and education of the country’s most vulnerable young children.

Deped and researchers realize that the improving performance of pupils is one

of the principal concerns of the school and one of the factors to the realization of this

goal is the implementation of the SBFP.

Nowadays, no one could deny the urgency of the major hunger problems,

particularly malnutrition among schoolchildren.

The cause is the widespread poverty and lack of awareness of parents and

children on the effect of malnutrition in their lives

Part of the UN Millennium Development Goals (MDGs) is the enhancement of

the health and education status of children.

To help in achieving these MDGs, The Department of Education (DepEd) has

been conducting School-Based Feeding Programs (SBFP) since 2010.

School canteens are also tasked to help in the elimination of malnutrition among

students.

School heads and regional offices are obliged to monitor canteen and SBFP

implementations.
“There’s no doubt that with this school feeding program, the performance of

children improved,”(Deped ASEC Tonisito Umali)

He noted that class attendance increased by 85-100% during and after the

feeding period, and drop-out rates among Grade 1-3 pupils decreased.

Part of the goal is to educate families about health and nutrition, so that they

could sustain the progress children have made during the school feeding programs.

DepEd mandates schools to provide nutrition, proper grooming and hygiene

counseling for both students and parents. It also has a deworming program, in

partnership with the Department of Health (DOH).(Fritzie Rodriquez-,Article in

Rappler)

DepEd, through its regional offices, identifies students nationwide who are

malnourished. SBFP beneficiaries are selected based on this database.

Department of Education (DepEd) Secretary Leonor Magtolis Briones reported

an improved performance in the implementation of the School-Based Feeding

Program (SBFP), as well as the plan to increase the number of its target beneficiaries

during the first Senate Committee on Finance Hearing on the DepEd’s proposed 2018

budget on September 18 that was according to PTV News date September 28, 2017.

Furthermore, assessments of DepEd indicate that 73% of the undernourished

student beneficiaries reached the normal nutrition status at the end of the 120 feeding

days, and have also demonstrated improvement in school attendance and class

participation.
DepEd Order No. 39, s. 2017 urged all public elementary schools to implement

and raise the awareness of pupils and parents through enhancing strategies and best

practices for the success implementation of the program.

Regional and Division Offices conducted Search for the Best Implementer of

School-Based Feeding Program and some schools in the Division of Santiago City

were recipients of the said awards.

The article of Rodriquez of rappler.net was included in the study for it is related

in the study on hand in terms of the DepEd orders and laws that mandates the internal

and external stakeholders in the implementation of SBFP highlighting on relative ways

on addressing hunger.

III. Research Questions

This study aims to determine the implementation of School-Based Feeding

Program of the schools in the North Cluster of Schools Division of Santiago City.

Specifically, it will answer the following questions:

1. What is the extent of implementation of School-Based Feeding Program of the

9 schools of Santiago North Cluster.

2. What are the experiences of the school personnel in the implementation of

School-Based Feeding Program as to:

a. Innovations initiated and

b. Insights learned
IV. Scope and Limitation

The respondents of this study will be the 9 schools of North Cluster in the

Division of Santiago City for S.Y. 2018-2019 who will be evaluated as to the

implementation of School-Based Feeding Program based on the derived

questionnaire.

V. Research Methodology

The study will be conducted among the 9 schools of North Cluster in the

Schools Division of Santiago City utilizing mixed-method of research particularly the

embedded design.

The respondents will be asked to check the level of the school’s implementation

of the School-Based Feeding Program and will be interviewed along the challenges of

implementing the program.

In this study 9 schools of North Cluster will be the respondents.

b..Data Collection

The researcher will make a proposal for the research. The proponent will seek

the help of the Division Screening Committee . Upon approval by the Division

Screening Committee the proponent will seek for an approval or permit from the

Schools Division Office of Santiago City. The approved proposal from the Schools
Division Office of Santiago City will be the basis for the administration of the

questionnaire.

Questionnaire method will be employ in this study. The researcher-made

questionnaire determined the level of implementation of the School-Based Feeding

Program in the 9 schools of Santiago North Cluster.

Further, the respondents will be interviewed on their experiences in

implementing the program. Result of the interview substantiated the qualitative

findings.

c. Ethical issues

Permission will be ask form the North Cluster Head, school heads and the

SBFP Coordinator of the respondent schools before the conduct of the study. Their

responses will be treated with utmost confidentiality and names of the respondents will

not be revealed.

d. Plan for data Analysis

To measure the level of implementation of the SBFP activities of the identified

school respondents, total scores on the evaluation tool will be added, mean and

standard deviation will be computed.

The level of practice will be interpreted based on the implementation of SBFP

for School year 2018-2019 which is the current accomplishment of SBFP.
