GENERAL CONDITIONS FOR ELECTRICAL & MECHANICAL WORKS

1. The scope of work comprising of operation & maintenance of all the electrical & mechanical installations, in non
Residential Building i/c Street Light, Boundary Light and Park Light at old Building& ARMIS building in ARC
Complex, Mayur Vihar, Delhi
2. The contractors are advised to visit the site of work to have an idea of the execution of the work; failure to do so
will not absolve their responsibility to do the work as specified in agreement.

3. The contractor shall maintain complaint register etc. as required for work. The complaints shall either be reported
manually or over telephone. The mobile phones are not allowed inside the campus.

4. The following Minimum staff shall be deputed at site at different shift and different E & M Services /day
(consolidated staff for entire E&M services)

5. Attendance register of staff deputed shall be maintained and kept at site office and duty chart of workers shall be
displayed at site office/service centre. In case of absence of any staff, recovery shall be made at the following rates:-

i) Skilled labour @ Rs. 1300/- per day per person per shift
ii) Unskilled labour @ Rs. 1000/- per day per person per shift
iii) Electrician @ Rs. 1600/- per day

6. All the material to be used on this work by the contractor shall be got approved from the Engineer-in-Charge before
Installation at site. The contractor has to maintained 20% inventory at site all the time during of contract

7. The bad workmanship will not be accepted and defects shall be rectified at contractor’s risk and cost to the
satisfaction of the Engineer-in-Charge. The electrical works are to be executed in coordination with the building
work and no claim for idle labour will be entertained.

8. All the debris of the works should be removed and the site should be cleared by the contractor immediately after
accumulating of debris. Similarly, any rejected material should be immediately cleared off from the site by the
contractor.

9. The contractor has to make his own arrangement for the Tools before start of work in Working Condition for
use by his staff. Further T&P required at site shall be arranged by contractor. Following T&P shall always be
available at site of work otherwise recovery at the rate of Rs. 500/- per day will be made in case the contractor
is failed to provide the said T&P within 15 days from the date of start, department is free to procure the same
and made available to the site staff and the cost of the same will be recovered form the R/A bill.

10. The Contractor shall depute 1 no. supervisor for all works covered under the scope, who shall remain present at site
from 9.00 AM to 5.00 PM on all working days excluding Sunday and Holidays. He has to monitor that the complaint
lodged are attended within the time schedule. He shall also supervise the quality of work/workmanship. He shall co-
ordinate among client department, CPWD and his staff so as to achieve greater satisfaction of client department.

11. The work shall be carried out in such a manner so that it may not interfere or effect or disturb other works, being
executed by other agencies. He shall arrange his work with respect to other in an acceptable and coordinated manner
and shall perform it in proper sequence to the complete satisfaction of the Engineer-in-Charge. Any damage done by
the contractor to any existing work shall be made good by him at his own cost. Otherwise the same shall be got done
at his risk and cost.

12. The contractor shall take all necessary precautions to prevent any nuisance or inconvenience to the Occupants and
to the public in general and to prevent any damage to such properties and any pollution of smoke, streams and
waterways. He shall make good at his cost and to the satisfaction of the Engineer-in-Charge, any damage to roads,
paths, cross drainage works or public or private property whatsoever caused by the execution of the work or by
traffic brought thereon by the contractor. Utmost care shall be taken to keep the noise level to the barest minimum so
that no disturbance as far as possible is caused to the occupants/users of adjoining buildings.

13. Any damage caused to the fittings/switch gears/installation/machinery as a result of negligent execution of the
work, shall be replaced/to be made good by the contractor at his own cost.

14. The main/associated contractor shall have registration with Employee Provident Fund Commissioner and
Employee’s Estate Insurance Corporation for safe guarding the interest of his workmen. The contractor shall
obtain all necessary approval from state/Local Body as per law in vogue.

15. The Contractor will submit all the credentials of Staff to be deputed at site as per requirement of
Agreement within 7 days from the start of Works to the Engineer-in-Charge. A Screening Committee
headed by Engineer-in-Charge will scrutinise the competency of staff to be employed in the work.

The screening committee will hold an interview of the staff to be engaged in the work for assessing the
capability/suitability of the staff for the maintenance work.

16. All staff employed by the contractor should be issued uniform, name badges and identity cards by the contractor. The
staff deployed by the contractor should wear neat and clean uniform daily. For ensuring this, two sets of winter and 2
sets of summer uniform shall be given to each staff. In case staff is not found in uniform, recovery @ of Rs. 100 per
person per day will be made from the bill.

17. The character and antecedents of staff employed by the contractor shall be got verified from the police by the
contractor. The contractor shall have to apply before concerned police station within 10 days from the date of
start of work.

18. The staff engaged by the contractor should be well behaved, polite and courteous. Any complaints against staff
misbehaviour should be taken very seriously and such staff should be removed by the contractor immediately from
the site and arrange replacement for the same failing which the Engineer-in-charge has the power to cancel the
contract and the contractor shall have no right to claim of loss/compensation.

19. The contractor shall take immediate action to attend any complaint assigned to him through site order
book/verbal instruction from Engineer-in-charge or on telephones from occupants. In all cases the complaints
shall be attended in the specified duration as mentioned below: -

a) No delay complaint of emergent nature such as electricity not being available shall be attended within 1
hour.

b) Minor complaints will be attended within 4 hours.

c) Major complaints will be attended within 7 days or as decided by Engineer-in-charge.

20. The contractor has to work in restricted area and in restricted time due to security reasons. He shall be bound by the
instructions of security staff and Engineer-in-Charge in this respect.

21. Contractor shall provide name, father’s name, residential address and other details i/c photo as may be required by the
security staff for issue of photo pass to the labour engaged on work.

22. The Department shall arrange entry passes for site Complex.

23. All the complaint registers, log books, workers diary, test result registers or any other record shall be provided by the
contractor, maintained by the staff of the contractor and shall be handed over to the department on the completion/
termination of the contract.

24. All the electrical items supplied by the firm shall be ISI Marked subject to Make mentioned in Approved Make List of
Items.

25. The contractors shall pay the wages & allowances as applicable and revised time to time by the Govt. and the
Contractor shall submit the proof of increased wages paid to the workers deployed for re-imbursement/claim under
Clause 10C of agreement.

26. ESI & EPF shall be reimbursed to the firm as actual basis paid by the firm on production of proper documentary
evidence.

27. The Contractor shall pay to the engaged staff according to minimum wages act on or before 7th day of every month by
ECS or by Cheque only & submit copy of same with bill duly verified by AE/JE (E). No payment in cash is allowed in
any case.

28. The contractor whose bid is accepted will also be required to furnish labour licenses registration with EPFO, ESIC &
BOCW welfare board and electrical contractor license from appropriate authority.

29. Scope of works includes comprehensive maintenance and operations of E&M Services. This includes internal
electrical Installation, external electrical Installation i.e. distribution board, main board and all type of light
fixtures like brass bracket, fluorescent fitting, LED light fitting, gate light, lawn/compound light, garden light,
security light, Street Light ceiling fan, exhaust fan, fresh air fan, feeder Pillars, All Sub LT Panels and
Substation equipment, DG Sets, AC Plants, WT/ST ACs etc as installed at site. Fire fighting equipment,

fire alarm equipment, drinking water pump, submersible/ booster pump, gas suppression system, UPS,
precision air conditioning equipment.

30. All complaints and work executed shall be properly recorded in the complaint register and documented. This
register shall be kept at site office/service centre and abstract of daily complaint received/attended shall be
recorded in the register and compiled list of monthly complaint shall be submitted on first day of every
succeeding month. Attendance register of staff deputed shall be maintained and kept at site office and duty chart
of worker shall be displayed at site office/service centre.

31. The contractor shall carry out a survey every month covering at least 10% of the complaints received during the
month and submit feedback report of users to the Engineer-in-charge.

32. No running bill will be paid to the contractor unless he produces the proof of paid receipt of ESI / EPF
contribution and other document as required in Agreement to the concerned authority.

33. Safety of staff will be the responsibility of the contractor as per labour law. The department will not be a party in
such litigation.

34. The staff deployed by the contractor is only for services. The department will not be responsible for their
regularization.

35.“Maintenance of Specialized E&M System will be got maintained comprehensively by the


Manufacturer/Authorized Agents only.
Therefore the Contractor has to submit the copy of Agreement from the respective Manufacturer /
Authorized Agent within 15 days from the date of start of Works, having the validity period same as that
of Agreement, failing which payment of Comprehensive maintenance of these items shall be deducted on
prorata basis .
Services like Comprehensive maintenance of AC Plant, Precision air conditioner,Dehumidifier, UPS, RO
plant and DG Set etc as per the detail given in the respective Sub Head are to be got maintained through
respective manufacturer/authorized service center.

36. After the expiry of the contract, the firm shall have to hand over complete installation to the department in proper
working order. All defects and deficiencies shall have to be rectified by the firm to the entire satisfaction of
Engineer-in-charge failing which, the work shall be got done at the risk and cost of the firm.

37. The contractor shall have to arrange for issue of identity cards as per directions from the department for all staff
engaged within two week of start of work at his own cost and also submit two extra photographs of each workers
for record. If he fails to do so, the department shall recover Rs. 25/- per person per day for this default from the
monthly bills.

38. Any Renovation Works carried out separately by any Agency during the currency of the Contract shall be
maintained under the Scope of this Works but any major defects in the said works during the guaranty period is
the responsibility of concerned agency who executed the work.

39. Details of Replacement of Electrical & Mechanical accessories under the scope of Works :–All Type of Switch,
Socket, Holders, Lamps, Fl/CFL Tube, CFL Fittings, Bulk Head Fittings, Call Bells, Copper/Electronics, Igniters,
MCB, Capacitors, Bearing, Cable Joint, Relays, DOL/Star –Delta Starter, Valves, Ammeter, Voltmeters,
Indicating Instrument, V-Belts, IGBTs Transformer, FRLS PVC Insulated Wires, 3mm thick Phenolic laminated
Sheet, T/L Starter, Plug Top- of reputed make/Existing Items Make or as decided by Engineer in Charge ( Fans,
Exhaust Fan, Fl Fittings, Battery, ACB,MCCB are not included)

40. Scope of work also includes all type of Fans and Motors would be re-winded by copper conductor wire and
would be re-installed in presence of Engineer in Charge and entry would be made by JE(E) duly counter signed
by AE(E) in a separate register .

41. All type of preventive maintenance and periodically test of Installation would as per relevant CPWD
Specification, (General Specification of Electrical Works Part-I Internal 2013, Part III Part -IV Substation, Part-
V wet Riser, Part- VII DG Set 2013 , HVAC-2017 and External 1994) would be carried out by the contractor and
a records would be prepared by Contractor duly signed by JE(E) and AE(E) and submitted along with bill;
otherwise no payment would be released .

42. Dismantled material received from the works shall not be taken back by the department. The contractor
may quote their rates considering the salvage value of the dismantle material received. However all
dismantled material should be counted for and details to be entered in the dismantle register maintained
by the contractor. This shall always be available at site and should be checked and counter signed
regularly by JE/AE/EE.

43. The contractor or his representative is bound to sign the site order book as and when required by the Engineer-in-
Charge and to comply with the remarks therein.

Remarks-The above mentioned Conditions are applicable for all the Sub Head.

ANNEXURE – ‘A’

ADDITIONAL TERMS AND CONDITIONS FOR INTERNAL ELECTRICAL INSTALLATIONS AND


OUTDOOR LIGHTING

1.0 SCOPE OF WORK

1.1 The scope of work includes maintenance of Electrical Installations of following non residential building
i/c street lighting etc., details given below:-

a) Old Building ARC complex.


b) ARMIS Building ARC complex.
c) Street lighting, Park lighting & flood lighting etc. in the entire campus.

2. All the works shall be carried out as per CPWD specifications, Indian Electricity Rules-1965 amended up
to date and to the entire satisfaction of Engineer-in-Charge.

3. Generally the contractor has to depute following staff with proper uniform in General shift (9 AM to 5
PM) and also for round the clock shift. But the duty hours can be changed as per discretion of the
Engineer-in-charge. Normally the staff will be employed as under.

For Old building & ARMIS building

The above staffs are minimum requirement, the contractor shall depute more staff as and when situation
arises so that the works are executed in time for which no extra cost shall be made. In no case the
contractor shall reduce this staff strength, otherwise recovery shall be affected. The duty timing can be
changed as per direction of the Engineer-in-charge.

4. The installations shall be maintained on all days of the month including Sundays & holidays and weekly
rest of the staff shall be given by making alternative arrangement for which no extra payment shall be
made.
1. In case of absence of any staff from duty, the following recoveries shall be made from the contractor and
the contractor will have no claim from the department.

(a) Skilled labour @ Rs. 1300/- per day per person per shift
(b) Unskilled labour @ Rs. 1000/- per day per person per shift

5. QUALIFICATION AND EXPERIENCE OF STAFF

(a) Wireman should possess class II license for wireman issued by electricity authority within 3 years
experience in maintenance of electrical installations.

(b) Khallasi should be physically and mentally fit to work, should be able to read and write and three years
experience in assisting the wireman in the electrical work.

6. Emergency complaints such as no current, leakage of current, sparks short circuiting, fire hazards
of any nature etc. shall be attended within one hour otherwise a recovery of Rs.500/- per Emergency
complaints shall be made from the contractor’s bill.

7. Normal complaints shall be attended within four hours otherwise a recovery of Rs. 500/- per
complaint shall be made.

8. The Engineer-in-Charge has the right to remove/terminate the services of any worker without
assigning any reason.

9. The scope of work includes attending day-to-day complaints, repairs/maintenance of all electrical
installations & fittings provided by CPWD, rectifying defect and making functional all electrical
points, fans, luminaries & circuit wiring, sub main wiring, Rewinding of Ceiling Fan, switchgears, bus
bars, cables etc in the electrical installation by replacing the defective item/parts/wires, SP/TP/DP MCBs,
Fl/CFL Tube, boards, Switch/socket, Holder, Regulator, capacitor, Rubber insulator, Hylem sheet, call
bell, plug top, choke, LED driver, tube starter, tube holder, igniter, switch gears, Wall Bracket Fitting, ,
Circular Ceiling Fitting, Bulk Head Fitting etc., repairs/replacement of switch gears, boards, compound
light/street light fitting, Basket Ball Pole, Bearing Cable Joint, Relays, DOL/Star –Delta Starter, Valves,
Ammeter, Voltmeters, Indicating Instrument etc.

10. Whenever required ,proper UG Cable joint shall be provided ( In any case temporary / Loop joint is not
allowed)

11. Painting of electrical installation such as street light / compound light poles/ Basket Ball Pole (except
octagonal/pre powder coated Poles) or other items has to be done once in year with superior quality one /
two coats of paint as per instructions of Engineer-in-Charge. Nothing extra will be paid on this account.
The decision of the Engineer-in-Charge shall be final and binding.

12. Any damage caused to the fittings/switch gears/installation/machinery as a result of negligent execution of
the work, shall be replaced/to be make good by the contractor at his own risk and cost.

13. All the equipments and installations shall be maintained in neat and clean condition. The watch and ward
of installation shall be the responsibility of the contractor.

14. The contractor shall maintain the required quantity of material at site as and when required as per the
direction of Engineer-in-charge.

16. Inspection of electrical installation is intended primarily from fire safety considerations. Following points
need to be observed as part of inspection, and corrective measures as necessary should be taken
immediately, including coordination with the client or departments concerned official, as may be required.

16.1 Check that – there is no sign of heating up, burning smell, sparking at any of the boards (SDBs as well as
main boards), and Rising Mains. These may occur due to overloading or loose terminations. Highly
unbalanced loading may cause heavy neutral currents and consequent heating of neutral conductors and
terminals.

16.2 No temporary wiring exists anywhere in the building as far as possible.

16.3 There should not be any joint in cords connecting the WTAC units/voltage regulators/office equipments
like photocopier, PC etc.

16.4 There should not be any misuse of socket outlets, such as connecting power load to light socket,
connection of multiple loads to one socket, use of heaters in record room, library etc. in such cases of

additional demands of outlet, these should be provided early, after taking approval of the competent
authority.

16.5 The shafts/spaces for electrical services should not be misused, for storage or for dumping rubbish.

16.6 The spaces in front of DB’s and sockets should be free from any kind of storage of files/papers etc.

17. While cleaning fittings and fans, the fixing/suspending arrangements should also be checked and attended
to as necessary. Care should be taken that the alignment is not disturbed.

17.1 In the case of cleaning of ceiling fans, remove the blades, and wash the same with detergent, without
causing any deformation of blade angle. Check the shackle/reel insulator and replace if damaged. Check
that down rod is fully screwed up to the last thread on both ends and that threads are not loose. Check split
pins and quarter pins and replace if any strain deformation or damage is observed. If any other system of
suspension has been adopted, check the soundness of the same and tighten as necessary. Fix fan blades
tightly to the body, Operate the fan at different speeds; to ensure no wobbling/noise.

17.2 As per specifications; lubrication needs to be done as necessary. In such cases, the fan needs to be brought
down, after removing the blades. The old grease should be replaced with a fresh one, after cleaning the
bearing. If damaged, the bearing should be replaced. (The bearing will be supplied by the contractor).

18. Insulation test for should be done during monsoon season, as per clause 16.2 of CPWD specifications for
elect. Works Part I Internal 2013. For conducting this test, extra man power shall be employed and no
extra payment will be made for this.

19. Earth continuity test and earth electrode resistance test should be conducted before summer season,
as per clauses 16.4 and 16.5 of CPWD specifications for elect. Works Part-I Internal 2013.

22.1 Record the test results giving identification references. If results are not satisfactory in any part of the
installation, reason should be checked and corrective measures be taken immediately.

22.2 The sundry materials like insulation tape, greasing / oiling of ceiling / exhaust fan, screws, nut & bolts,
detergent for cleaning, dhoti, cotton waste, split pin, quarter pin etc. are to be arranged by the contractor
for which nothing extra will be paid.

23. The following works are excluded from the Scope of this works

(a) Complete rewiring in any room of Non residential Building


(b) Complete replacement of UG Cable between Feeder Pillar/ Main Board to DBs/Street Light Pole.
(c) Replacement of ceiling fans, Electrical fans & wall fans.

ANNEXURE -'B'

Additional Terms and Condition for Sub-Station and DG sets and UPS

1.0 SCOPE OF WORK

The scope of work includes operation and maintenance of 3 x 1000 KVA & 2 x 500 KVA substation
equipments along with all accessories and DG sets at ARC Complex Mayur Vihar, New Delhi.

1.1 There are 3 Nos., 1000 KVA & 2Nos 500 KVA each Transformers, HT Panels, LT Panels (Normal and
Emergency) APFC panel and all related accessories. 2 x 500 KVA DG sets, 2 x 380 KVA & 2 x 110
KVA DG sets with AMF Panel installed at site.

1.2 The scope of work includes annual maintenance of Substation equipments i.e. servicing of HT panel, MV
Panel, (should be carried out in presence of E-in-C or his representative and TEST report for Dielectric
strength once in a year before monsoon season shall be submitted) ,PT’s, calibration of IDMT relays
(should be carried out by reverse injection method with the help of proper tool & kit and in presence of E-
in-C or his representative)once a year, replacement of silica Gel in Breather as and when required.

1.3 Any damage caused to the fittings/ switch gears/ installations/ machinery as a result of negligent
execution of this work, shall have to be made good/ replaced by the contractor at his own risk and cost.

2.2 Replacement of faulty indicating instruments, meters etc. in HT panel, MV panel/feeder pillars.
2.3 Repair and replacement of damaged internal wiring, fuses, MCB in HT/LT panel whenever required.

2.4 Daily Checking the MV panel etc. for local heating of any feeder.

2.5 Daily Check for any leakage of transformer oil, level of oil in consecrated tank, condition of silica gel
and take remedial action required.

2.6 Inspect all cable end terminations, including control cables; Tighten as required and insuring the system
remain functional and Healthy.

2.7 Maintaining the Log Book with daily Entry and taking remedial measure if required accordingly.

2.8 Insulation Test should be done before monsoon season as per clause 16.2 of CPWD General Specification
for Electrical Works Part I Internal 2013.

a) Earth continuity test and earth electrode resistance test should be conducted during summer season, as per
clauses 16.4 and 16.5 of the above specifications.

b) Record the test results giving identification references. If results are not satisfactory in any part of the
installation, reason should be checked and corrective action be taken immediately.

3.0 STAFF TO BE DEPLOYED

KV and above issued by electricity authority with 5 years experience in installation and/ or maintenance of
Sub-Station / DG sets.

Khallasi:- Should be physically and mentally fit to work, should be able to read and write and three years
experience in assisting the wireman in the electrical work.

4.0 For –Comprehensive Maintenance of DG Sets :

NOTE:- 2 Nos. 500 KVA, 2 Nos. 380 KVA & 2 Nos. 110 KVA DG Set shall got maintained
Comprehensively by the Manufacturer / Authorized Agent/ Authorized Service only.
Therefore the Contractor has to submit the copy of Agreement from the respective Manufacturer /
Authorized Agent within 15 days from the date of start of Works, having the validity period of same as
that of Agreement, failing which payment of Comprehensive maintenance of these items shall be
deducted on prorate basis

4.1 Carrying out B- check of DG sets (replacement of all filters and lube oil, coolant corrosion register element
etc as per OE&M guidelines (Minimum once in three Months or hours run prescribed by the manufacturer,
Whichever is earlier )

4.2 Replacement of battery terminals, hose pipes, V belt etc. whenever needed.

4.3 Topping of distilled water in the batteries. (Replacement of out lived Battery is not included in the scope of
the Works)

4.4 Cleaning of DG Sets, AMF panel and making minor adjustment/repair whenever required to make the DG set
functional.

4.5 Maintaining the Log Book with daily Entry and taking remedial measure accordingly.

4.6 Daily Routine Checks:-

I. Keep the Substation and DG Set Room clean: wipe out dirt from external surface of engine, generator and
control panels, transformer, HT panel etc.

II. Check the levels of diesel daily in services tank, lubricant oil, in engine crankcase, and water in radiator. Fill /
Top up as necessary.

III. Inspect the engine for leakage of diesel oil, engine (lube.) oil, and coolant in the respective system.

IV. Check that the selector in control panel is in AUTO mode.

V. Record the reading of voltage of supply and engine battery voltage.

VI. Run each DG sets for a period of 5-10 minutes daily for testing and entries of these tests shall be recorded in
log books of each DG Sets

4.7 The operation of DG set shall be maintained round the clock on all days of the month including Sundays &
holidays and weekly rest of the staff shall be given by making alternative arrangement for which no extra
payment shall be made.

4.8 In case of break down, the contractor’s staff shall take immediate remedial action with minimum loss of
time. In case of minor faults like blowing out fuses the same shall be attended immediately & in case of
defect in the DG Set installation, the staff shall inform the company, to whom comprehensive maintenance of
DG Set have been given and also to the department officials.

4.9 The DG sets is to be operated in failure of main supply, testing of D.G. sets & as and when required by the
department.

4.10 Weekly Checks:

i) Check the automatic starting of engine by switching of the main supply to the AMF panel. Run the set on
load for 15 minutes. Observe for any abnormality of noise. Vibration, bearing surface heating (whether
warm), engine pick up, voltage level and frequency.
ii) Check the level of electrolyte in the battery of the engine. Top up with distilled water as necessary. If the
battery needs charging (as can be judged by the cell voltage). Arrange for its charging early and also examine
whether trickle charger is defective.
iii) Check whether all panels’ lamps, fuses & instruments are healthy in the control panel.

4.11 Monthly Checks:

i) Checks engine radiator for air restriction if any. Clean up Check the conditions of drive belts, hose and
radiator cap.

ii) Clean the battery terminals and apply grease to prevent corrosion. Check specific gravity of the electrolyte.

iii) Check the exhaust system for leakage, corrosion and vibration, See whether the exhaust smoke is not very dark.

iv) Check that there are no restrictions to air flow in air cleaner.

v) Check that oil heater is functional.

vi) Check coupling with alternator for any sign of fatigue.

4.12 Six Monthly Checks:

i) Inspect the electrical control panel and starters to see that all power/control contacts are clean all terminations,
including control cables. Tighten as required.

ii) Inspect all cable end terminations, including control cables, Tighten as required.

iii) Check all safety control and alarms in the set supply system.

iv) Check and change filters of diesel oil, engine (lub.) oil, coolant and air cleaner element of the Engine after
checking total hours of operation as per manufacture’s recommendation. Drain and change the cooling water.

v) Check the belt tension. Tighten if required.

4.13 Annual Checks:

i) Inspect the fuel tank for any sedimentation. Clean up.

ii) Replace the engine oil as per hours of operation and recommendation of the manufacturer, oil will be
provided by the contractor.

iii) Check shaft alignment and condition of anti-vibration mountings, in case any abnormal noise or vibration is
observed.

iv) Blow through radiator core in a direction opposite to the normal flow of air (Reserve Flushing). conduct
Megger test on all cabling, mains and control wiring motors, and earth test, (Earth test is to be done in
summer).

5.0 For 2X120 KVA (Emerson make), 2X100 KVA (Labotek make), 2X100 KVA (Hitachi make), 2X60
KVA (APC make) UPS

NOTE:- 2X120 KVA (Emerson make), 2X100 KVA (Labotek make), 2X100 KVA (Hitachi make), 2X60
KVA (ARC make) UPS shall got maintained Comprehensively by the Manufacturer / Authorized
Agent only.
Therefore the Contractor has to submit the copy of Agreement from the respective Manufacturer /
Authorized Agent within 15 days from the date of start of Works, having the validity period of same as
that of Agreement, failing which payment of Comprehensive maintenance of these items shall be
deducted on prorata basis.

5.1 The scope of works: The engineer of the manufacturer / authorized agent shall visit the site on monthly basis
for preventive/ routine check up for the healthiness of the system and analyze the parameters / events stored
in the microprocessor control panel. He will also attend the break down call as and when required. During
monthly visit the engineer shall check the entire system & submit his comments along with the printed report
downloaded from the micro processor unit of each UPS.

6.0 EXCLUSION

The following works are excluded from the scope of this Sub-Head of work of this contract.
1. Rewinding of transformer.
2. Replacement of ACB and MCCB.
3. Overhauling and major repair to DG sets.
4. The diesel oil for running the DG Sets shall be arranged and supplied by the department in 200 Ltrs.
Barrels at site store free of cost, which will be filled in service tank by the agency free of charge.
5. Replacement of batteries for D.G. Sets & UPS as and when required.
6. Non Transformer of UPS.

7.0 The Consumption statement of HSD oil shall be prepared monthly by the contractor in the prescribed
Performa as per detail below & shall be submitted to Engineer-in-charge, that would be a part of contractor
bill.

Additional Terms and Condition for Water supply pump sets, Fire fighting system and fire alarm system

1.0 Scope of work

1.1 Operation and maintenance of all Pump sets installed at ARC Complex, Mayur Vihar, Delhi including water
supply pump set, Horticulture pump set, Fire Fighting pump set & RO System In 3 shifts i/c Sunday and
Holidays and Comprehensive maintenance of Fire Alarm system i/c replacement of all faulty accessories
such as Cards, Detectors, Hooter, RI, Wiring, Battery etc as required all days in a month i/c Sunday and
holidays

1.2 Operation of all Pump sets as and when required.

1.3 Repair / rewinding of pump sets, replacement of ball bearing, impeller, gland plate, Valves etc. as per
requirement to keep the system functional.

1.4 Repair/replacement of starters, MCB, contactor, pressure switch, relay etc. for water supply and fire fighting
pump set.

1.5 To check the fire alarm system and carryout all maintenance as per Schedule given below.

1.6 To replace all faulty accessories such as Cards, Detectors, Hooter, RI, Wiring, Battery etc as required to
keep the system healthy. (for fire alarm system)

1.7 Rectify any leakage in the pipe line of fire fighting systems, repair of any accessories of firefighting system
whenever needed.

1.8 All the pump sets, control panel and firefighting pump sets and pipe line and accessories etc.
Shall be painted with synthetic enameled paint of approved shade once a year.

1.9 Daily

I Check the power supply of all the panels in buildings/floors.


II. Check the healthiness of battery and battery water/electrolyte as required.
III. Check the fault indication of the panel and rectify the same.
IV. Check whether signals of fire and fault condition are transmitted from detector / devices on main control
panel.
V. Check the healthiness of the fire fighting system (wet riser, down comer & gas suppression system)
VI. Operate a call point and detector to test the system. Daily choose a different detector/device so that all
detectors may be tested.
VII. Check the fault circuit of each loop/zone from the panel.
VIII. Check the talk back units/PA system circuits and remove faults if any.

1.10 Weekly

I. Checks the water level in the fire tank/terrace tank and fill-up the tank.
II. Check the all glands/valves at the terrace and prevent leakage, if any
III. Check healthiness of the power supply of main control / starter panel, voltage, fuses, remote Starters,
contactors, power, connection etc.
IV. Check the status of hose pipes, nozzles etc.
V. Check the working condition of the pump- motor set
1.11 Monthly
I. Checks and test the performance of all the hooters/alarms/speakers/talkback unit.
II. Check the performance of the manual call points. Check its glasses.
III. Test checks auto-manual function of pressure switch of the down comer system.
IV. Conducting of fire drills as and when required and proper record shall be maintained.

1.12 For making the users familiar with the system, Fire drill shall be carried out. Officials of Local fire service
and nodal officers in charge of various parts of the building shall be involved in conducting fire drill.
Operation of the system shall be demonstrated so that all users are confident of the system and aware of their
duties and responsibility during fire.

1.13 Healthiness of System.

The Healthiness of the system shall be checked through fortnightly testing. During the fortnightly testing a
particular block shall be taken up all internal hydrants and adjoining yard hydrant of all the building shall be
operated and checked.

During the subsequent fortnightly different blocks shall be selected so as to ensure that all the internal
hydrants and yard hydrants of all the blocks is checked once in six months.

The details of such fortnightly testing shall be conducted in presence of JE(E) and AE(E) in-charge to the
extent feasible and shall be recorded in register along with date timing and findings.

1.0 Eligibility:- Shall be carried out by the Manufacturer/Authorized agency only (i.e. Blue Star, Daikin,
Dencohappel Make)
Therefore the Contractor has to submit the copy of Agreement from the respective Manufacturer /
Authorized Agent within 15 days from the date of start of Works, having the validity period of same
as that of Agreement, failing which payment of maintenance of these items shall be deducted on
prorata basis .

2.0 Scope of work

2.1 The engineer of the manufacturer / authorized agent shall visit the site on monthly basis for preventive/
routine check up for the healthiness of the system and analyze the parameters / events store in the
microprocessor control panel. He will also attend the break down call as and when required. During
monthly visit the engineer shall check the entire system & submit his comments along with the printed
report of the chiller/precision AC downloaded from the micro processor unit of each plant.

2.2 The scope of work includes the complete servicing of chiller unit of central AC plant once in a year
preferably before the start of summer season. Servicing includes:

2.2.1 De-scaling of condenser unit.


2.2.2 Checking of compressor unit & its accessories.
2.2.3 Checking & top up / replacement if required of compressor oil. (Compressor oil shall be provided by the
manufacturer / authorized agent without any extra cost).
2.2.4 Checking of leakage in refrigerant system & if required top up / replenishment of refrigerant gas.
(Refrigerant gas shall be provided by the manufacturer / authorized agent without any extra cost)
2.2.5 Lubricating the bearings of motor.
2.2.6 Checking of the microprocessor controller for its proper functioning & repair / replacement of the same.
2.2.7 Taking set of readings after annual servicing & evaluating the performance of the plant (IKW/TR) &
submits its report for working out IKW/TR water flow rate, temperature difference of chiller is to be
measured. For this necessary instruments are to be arranged by the agency.

(B) COMPREHENSIVE MAINTENANCE OF LOW SIDE OF CENTRAL AC PLANTS.

1.0 Eligibility:- The firm carrying out the operation of AC plant.

2.0 Scope of work

2.1 The firm’s engineer / technician shall attend all the equipments on monthly basis for preventive maintenance
as per manufacturer standard and as when required for break down maintenance. During monthly visit
firm’s engineer shall check the entire system & submit the printed report of the different equipments.

2.2 The scope of work also includes proper cleaning of basin of cooling tower every month.

2.3 The scope of work includes repair / replacement of defective parts of AHUs, electrical control panel / main
LT panel / Starter panel (such as meters, MCCBs, MCBs, contractors, relays, timer, control wiring, push
buttons, indicating lights, fuses etc), rewinding of pump motors / AHU motors / cooling tower motors,
replacement of belts in AHU, repair / replacement of accessories of hot water generator, boiler, cooling
tower, other accessories such as valves, pipe insulation, thermostat, thermometer, heating elements, pressure
gauge, cooling tower fan blades, VFDs, motorized valves, fire damper solenoid, filters etc.

2.4 The scope of work also includes the painting of all the equipments, pipes, replacement of damage insulation
on pipe, valves etc once in a year preferably before the start of summer season for which nothing extra shall
be paid.

2.5 It may be noted that above mentioned items are not exhaustive and complete. Anything which is required to
complete the system is included in the scope of work.

(C) COMPREHENSIVE MAINTENANCE OF DEHUMIDIFIER SYSTEM (BRYAIR MAKE)

1.0 Eligibility:- Shall be carried out by the Manufacturer/Authorized agency only (i.e. Bryair Make)
Therefore the Contractor has to submit the copy of Agreement from the respective Manufacturer /
Authorized Agent within 15 days from the date of start of Works, having the validity period of same
as that of Agreement, failing which payment of maintenance of these items shall be deducted on
prorata basis .

2.0 Scope of work

2.1 The firm’s engineer shall visit the site on monthly basis for preventive / routine maintenance as per
manufacturer standard and as when required for break down maintenance. During monthly visit firm’s
engineer shall check the entire system & submit the report of the system.
2.2 The scope of work includes the complete servicing of dehumidifier unit at least twice a year as per
manufacturer standard practice. During maintenance & break down maintenance, the spares required to be
replaced shall be arranged by the firm for which no extra payment shall be made. However the major
repairing of compressor, replacement of cooling coil etc is out of the scope of work which shall be paid
separately. The decision of engineer-in-charge shall be final & biding in this regard.

3.0 STAFF TO BE DEPLOYED

Service Engineer -As per manufacturer’s recommendation.

4.0 QUALIFICATION AND EXPERIENCE

As per OEM standard practice.

5.0 EXCLUSION

The following works are excluded from the scope of work of this contract.

1. The service connection cable from electric substation/feeder pillar to the main control panel of Central AC
plant.
2. Any major work like replacement of cooling coil, blower etc is not included in the scope of low side
comprehensive maintenance work.
3. The major repairing of compressor and replacement of cooling coil of dehumidifier system.

ADDITIONAL TERMS AND CONDITION FOR

Operation of Central AC Plant Package unit, Precession AC & Dehumidifier System

1.0 Scope of work

1.1 The Operation of Central AC plant, Package unit, Precession AC & Dehumidifier System should be carried out
by annually prequalified firm in HVAC system.

1.2 Operation and Maintenance of "Blue Star" make 4 x 110 TR Water Cooled (scroll chiller) type AC plant,
“Daikin Make” 2 x 100 TR AC Plant, “York Make” 2 x 35 TR Central AC Plant, 3 x 5.5 TR Package units.
(Voltas Make), Dehumidifier Bryair make i/c AHU's, Pumps, LT Panels etc round the clock i/c Sunday and
holidays comprising of all the machinery equipment, Hot Water Generator, panels installed in the AC Plant
room at ARC Complex Mayur Vihar.

1.3 The firm has to undertake day to day operation of plants/equipments units by carrying out following.

I. Starting & stopping of the plant as per requirement of the user.


II. Checking operation of each equipment for its normal operating conditions & informing the
abnormalities to concerned official.
III. Recording the reading in log book which will be provided by the contractor.
IV. Recording abnormalities observed of the plant in log sheet and taking remedial measure immediately.
V. Maintain general cleanliness in the plant room, AHU Room etc.
2.0 Details of equipments and installations are as under:-

2.1 The plant comprises of following major equipment along with their control and allied accessories installed in the
plants room.

1. 4 x 110 TR screw type chillers units. (Blue Star Make)


2. 2 x 100 TR screw type chillers units. (Daikin Make)

8. 3 Nos. Precision AC unit of 6 TR & 8.5 TR (Dencohappel make)
9. 1 Nos. hot & cold water unit-280KW.
10. 1 No. Hot Water Generator-50 KW.

Plant Operator:- Should have passed ITI certificate in refrigeration and air conditioning trade and
experience of 3 years in the operation of central ac plant.

Khallasi:- Should be physically and mentally to fit, should be able to read and write and three
years experience in assisting the AC Plant operator.

5.0 EXCLUSION

The following works are excluded from the scope of work of this contract.

1. Repair of any compressor etc.


2. Replacement of any type of P-Sets/Motor/Spares of Electrical Panel/Accessories of low side of AC Plants,
Spare of Dehumidifiers.

ANNEXURE – ‘D-III’

Additional Terms and Condition for Maintenance of Split/Window type AC units

1. Scope of work includes maintenance of 108 no Split/window type AC units including repair/replacement of
defective worn-out parts/spares/compressor, fans, filters etc. as required.
2. During contract period contractor will have to provide 4 regular services i.e on quarterly basis apart from
break down maintenance. There will be no limit of break down calls and contractor will have to attend all
these calls within no time.
3. Service Engineer/technician should attend the complaint within 4 working hours from receipt of complaint.

EXCLUSION

1. Repairing of Split/Window type AC’s Compressor.
