The Global Alliance for Improved Nutrition (GAIN) is a Swiss-based foundation launched at the UN in 2002 to tackle
the human suffering caused by malnutrition. Working with both governments and businesses, we aim to transform
food systems so that they deliver more nutritious food for all people. In particular, we aim to make healthier food
choices more desirable, more available, and more affordable. GAIN’s mission is to advance nutrition outcomes by
improving consumption of nutritious and safe food for all people, especially the most vulnerable to malnutrition.

GAIN will implement a project titled “Leadership to Ensure Adequate Nutrition” (LEAN). LEAN aims to improve
maternal and child nutrition in the remote Chattogram Hill Tracts (CHT) of Bangladesh, through a consortium led by
United Purpose (UP) and funded by the European Union (EU). LEAN will work to improve maternal and child nutrition
for 282,000 pregnant & lactating women, children under 5 and adolescent girls by providing holistic, nutrition-sensitive
and nutrition-specific livelihoods models to diversify diets and income for the most vulnerable whilst working with
local, district and national governments to promote nutrition-sensitive governance at all levels. The Project will cover
under-served rural areas in 18 Upazilas (sub districts) of 3 CHT districts (Rangamati, Bandarban and Khagrachari) to
achieve three results. R1: Improved capacity, commitment and accountability of national, regional and local
institutions to ensure better integration of nutrition services; R2: Enhanced awareness, demand and consumption of
nutritious food intake of direct nutrition inputs (DNIs) and improve WASH practices; and R3: Strengthened vertical
and horizontal alliances for nutrition sensitive, transparent and climate smart value chains.

Description

Overall Purpose
The Finance and Administration Officer is a key position in the Bangladesh country office. This position is
expected to provide support to the Finance and Administration Manager/Country Director, staff and
consultants in maintaining good relationships with external stakeholders. She/he will be mainly responsible
for providing general financial support to the LEAN project including financial reporting, processing of
financial transactions and monitoring of expenditure against the budget. He/she will also support to country
operations team in regard to other programs.

Responsibilities:
Finance Support:
• Ensure understanding and transactions within the office and Executive Agencies and consultants are
conducted in line with Finance manual and procedures. Manage receivables and payables in line with GAIN
guidelines. Prepare cash flow and fund flow statements for review.
• Follow up on regular expenditure of LEAN based on EU guidelines.
• Assist with monthly closing, ensuring all transactions of LEAN for the month are recorded accurately and
deadlines set by GAIN headquarter are met. Coordinate with local banks to ensure timely review of bank
statements coordinates the organization of meetings and workshops for GAIN programs needed and
requested.
• Prepare monthly financial reports of LEAN project according to EU guideline.
• Provide support to A Wahab & Co. while reviewing/ examining financial documents
• Ensure preparation and availability of statutory financial records (e.g. FD4, income tax return) and tax
compliance and compliances relating to foreign grants.
• Secure the proper filling and storage of all financial records

• Oversee the proper monitoring of GAIN’s funds and assets which are transferred to EAs (Executive
Agencies) for the implementation of LEAN and other GAIN programs.

Human Resource Support:


• Maintain sickness, leave administration of the LEAN project employees, record employee benefits including
medical and relevant HR data with regard to the country to the Finance and Administration Manager.
• Maintain the filing of confidential HR documents and regular follow up in terms of Insurance policy and
payroll with the agencies.

General Support:
• Understand the context of NGOAB compliance and how to do budget for FD6. Also, prepare progress report
based on activities and budget from FD6
• Keep agendas up-to-date, organizes travel arrangements, accommodation, local transport and security
advice.IT and Telephone management in country office.
• Ensure the procurement policy has been followed during any purchase in the office or for the programs.
• Maintain regular communication with partners in regards to compliance and reporting.

Logistics Services:
• Make travel arrangement for the team and external visitors, attend visitors, provide ICT support and arrange
the project procurements, based on the authorization, guidelines and with the approval of the finance and
admin manager
• Oversee the proper upkeep and maintenance of office premises and working facilities like telephone system,
photocopying machines and furniture to provide the best possible physical environment for staff to discharge
their duties.
• Ensure timely verification of stocks and assets, inventories at the office and project sites as deemed fit.
• Manage the vehicle administration activity to ensure proper upkeep of vehicles, cost optimization, proper
maintenance and usage as per GAIN policies. Ensure log books are accurate in order to have complete
transparency in its usage. Timely insure all hired vehicles as per established procedures.

management, international aid, development programs or portfolio management.
• Ability to travel on occasion

Experience
• Minimum 2 years documented working experience related to European Union funded project in Finance
preferably in an international NGO

Education
• Bachelors or Masters (preferred) in Commerce or Accounting.
