EMERGENCY PREPAREDNESS AND PROPER


RESPONSE PLAN
A. In case of FIRE
1) The fire extinguishers shall be inspected quarterly by Fire Fighting Team Head.
2) The employee/client/visitor who discovers fire in the branch premises shall
immediately inform the Fuert Team Head or Fire Fighting Team Head or any of its
members.
3) Members of the Fire Fighting Team shall attempt to put out the fire using the fire
extinguishers. Members shall handle the fire extinguishers located at the branch
lobby, while members shall take charge of the fire extinguishers located at the 2nd
floor.
4) Other FUERT members shall carry out their respective duties and responsibilities
as defined in the manual.
5) The FUERT Head or Head, FFT shall contact authorized representative of local
fire Department and nearest Police Station for assistance.
6) The FUERT Head or Deputy FUERT Heads shall reactivate the alarm, if needed.
- 3 successive sounds of the buzzer (to inform/alarm the employee of the existence
of fire)
- 1 long sound of the buzzer ( to inform /alarm the employees/clients/visitors to
evacuate the branch, led by the Evacuation Team)
7) When announcement to evacuate is given, employees shall quickly secure
important documents (Priority 1) kept in filing cabinets or vaults and proceed to
evacuation site and wait for instructions.

B. BOMB THREAT AND EXPLOSION


1) When a bomb threat is received
An employee who receives a bomb threat should make an effort to follow the
following procedures:
a.) Most bomb threat calls through the telephone or cellular phone are very brief.
The caller usually states his message in a few words and hangs up. However,
whenever possible, every effort should be made to obtain detailed information from
the caller, such as:
 The location of the bomb
 Time set for detonation
 Description of explosive or container
 Type pf explosives, if known
 Reason (motive) for the call or threat
b.) The employee receiving the call should also note the following details:
 Date and time of call
 Exact language used
 Gender of the caller
 Peculiar or identifiable accent
 Possible race
 Identifiable background noise such as juke box music, trucks, cars or
conversation.
c.) Bomb threats made through the telephone should immediately be reported to
the FUERT Head who (in consonance with Emergency Alert System
procedures) inform the FURT Head (MBG Head) or FURT Deputy Team
Leader (RH). The FUERT Head the alerts the nearest local Police
Department Bomb Disposal Unit. A preliminary decision may be made with
respect to the necessity for searching and/or evacuating the building.

While the search is in progress, the Fire Fighting Team shall enclose with a
cordon the suspected vicinity area and screen all visitors/ clients within the
branch premises. The entry of visitors/ clients into the branch may be
suspended temporarily.

Threats received through a letter should be forwarded to the Search Team


Leader . The local Police Department should then be informed accordingly
about the bomb threat.The letter should be preserved for evidence and
possible fingerprinting and should be handled carefully one the letter has
been opened. It should then be referred to the nearest policedepartment or
National Bureau of Investigation (NBI) for investigation purposes.

2. When an explosion device is located

a) Any suspicious explosion device/object found in the Branch/ Filed unit


premises shall be immediately reported to the Branch/Unit Head.
b) Employees/clients/visitors in the branch premises where a suspicious
object has been found shall be evacuated.
c) Employees/clients/visitors shall be warned not to touch nor move the
suspicious object
d) The local PNP Department Bomb Disposal Unit shall be immediately called
to defuse the explosive device.
e) After the Bomb Disposal Unit members have completed the defusion
procedures, employees/clients/visitors will be informed accordingly if they
may safety return to their respective work areas and resume normal work
activities.

3. When an explosion occurs without warning

a) Immediate evacuation of the building shall be effected, in accordance with


the general evacuation plan of the Branch/Field Unit under the supervision of
the FUERT.
b) The local PNP and Fire Department shall be informed accordingly by the
FUERT Head or his deputy
c) Fire Fighting Team members shall put out the incipient fire as soon as
possible.
d) First Aid Team members shall provide first aid for the injured
personnel/clients/visitors and arrange for their immediate transfer to the
nearest hospital, if necessary.

C. EARTHQUAKE

1) Before the earthquake

a) The FUERT Head shall ensure thatbreakable/flammable items and heavy


materials are stored/placed in lower most shelves.
b) The employees shall identify formidable portions/areas of the building like sturdy
tables, where they can take refuge during the earthquake.
c) Employees shall familiarize themselves with the evacuation, plan emergency exits,
use of fire extinguishers and first aid kits
2) During the Earthquake

a) Branch personnel can secure protection from falling debris by bracing themselves
in doorways or perform “ duck, cover and hold” under a sturdy desk or table
b) Branch personnel shall move away from the glass walls of the building.

3) After the earthquake

a) The FUERT Head shall decide if employees are to be evacuated


b) Evacuation of employees shall be undertaken in a calm and orderly manner
c) Search and rescue operations shall be conducted by the Search Team in the Bank
premises
d) The FUERT shall check electrical and water lines for possible defects. If any
damage is suspect, the system shall be turned off at the main switch.
e) The FUERT Head shall conduct immediate evaluation on the extent of damage (if
any) of the building and property: prepare Damage Assessment Report (DAR) and
submit same to the President and CEO ( Chairman of Crisis Management
Committee) and Business Continuity Officer (BCO).
f) Evacuates of the building shall no longer be allowed to reenter the damaged
building until the FUERT has declared that it is safe to do so.
h) The Fire Fighting Team shall carry out tight security and strictly implement access
control measures to prevent illegal intrusions and looting/pilferage.
i) The FUERT Head shall request assistance from local government agencies, if
necessary.

D. BANK ROBBERY AND OTHER RELATED INCIDENT

“CONFIDENTIAL “– action plan/security measures in place are written in a


separates sheets and thoroughly discussed with branch employees concerned.

E. EVACUATION PROCEDURES
1) The FUERT Team Head or his Deputy shall activate the alarm buzzer in case of
Emergency situation
< 3 successive sounds of the buzzer ( to inform/alarm the employees of the
existence of fire)
< 1 long sound of the buzzer (to inform all employees /clients/visitors to evacuate the
branch, led by the Evacuation Team)

2) Upon hearing the alarm, the Team Heads shall make themselves available and
perform their assigned tasks. The Evacuation Team Head shall gather the employees
near the emergency exits conduct a head count, administer the group to the
evacuation site.

3)Employees/clients/visitors are advised to:


a) Keep calm
b) Walk towards said designed areas
c) Wait for further instructions from the Evacuation Team Head

4) Evacuation Team Head ( Marlo Amil) shall lead the way towards the evacuation
site.

5) The evacuation site for bank properties shall be at Iligan Branch- in case of
earthquake or fire: 2nd floor LBP-Tubod Bldg. – in case of flood.
