The following is a sample bill on a topic we are not debating. Don’t read too much into the
content or proposals. Rather, consider the format and we hope it gives a clearer picture of what
your bills are going to look like!

REPUBLIC HEALTHCARE BILL 2012

Be it here enacted by the House of Representatives:

Preamble
The Philippine government resolves to provide affordable, quality health care for all Filipinos
and decrease health care spending. The Senate and House of Representatives will act to consider
the implications of the debate on healthcare and the needs of the Filipino nation.

Definitions
Quality – The term “quality” shall determine the proper amount and type of healthcare given to a
beneficiary, which should always be appropriate to medical standards and to the conditions of
the beneficiary.
Spending – “Spending” shall mean the allocations of the budget to healthcare reform and
administration.
Dependents – The term ‘‘dependent’’ has the meaning given such term by the Commissioner.
The dependent will include a spouse or a child. All dependents must be certified or approved as
healthcare recipients by employers.

Content
1. The government mandates that all corporations and government agencies will provide
employee healthcare plans, such that:
a. Corporations will be required to allocate a certain amount of funds to employee
healthcare plans as stipulated in this bill, determined by the firm's budget and the
wage of employees, to be decided in consultation with the Department of Heath
and Department of Labor.
b. New employee contracts will have as a provision the administration of an
appropriate quality healthcare plan as determined by the employer by government
standards.
c. Corporations will not discriminate on the hiring of employees on the basis of their
health (prior to or during their employment). This will apply to employees both to
be hired and already working for the corporation.

2. Healthcare programs will meet standards set by the Department of Health, and also take
into consideration House Bill 4244 (The Reproductive Health Bill). Employees will be
entitled to all the services included in this bill.

3. Corporations and government agencies failing to do so will be subject to:

a. A PHP 1 million fine.
b. The NBI and local police shall be in charge of investigating all the charges
brought against the employers or employees.
c. The judiciary of the respective localities assisted by the appropriate enforcement
personnel shall be responsible for handling all employee and employer complains
regarding healthcare-related concerns or questions

4. Corporations are entitled to outlining terms of their healthcare contract including:


a. The termination of the healthcare contracts coinciding with any termination of
employment or retirement.
b. All healthcare-related benefits are limited to employees (i.e., excluding
dependents) unless otherwise stated or agreed with the employer.
