SUBJECT : Labor Day IO Counter Measures

1. Reference: Memo from DPCR dated April 29, 2019 with subject stated as
above.

2. On May 1, 2019, the Philippines will commemorate the 117th Labor Day Celebration.
Significant developments reveals, from April 1-15, 2019, the LLOs staged 28 mass protest actions in
key cities of NCR, and Regions 1, 5, 6, 7, 10, and 12. Fifteen of said rallies were spearheaded by the
MAKABAYAN PLGs and nominees, particularly ANAKPAWIS, BAYAN MUNA and KABATAAN
PLGs. They raised various socio-economic issues with particular emphasis on human rights
violations, extra-judicial killings, and militarization.

3. The LLOs will once again exploit the upcoming Labor Day celebration based on planned
mass protest actions from the labor and health sectors. Mass protest actions will be held in the so-
called traditional key areas of rallies such as NCR, Bicol region and Western Visayas. Meanwhile, the
TU members from Southern Tagalog are expected to augment the rallyists in NCR based on the
mapped-out plan and observed yearly trend.

4. On the other hand, it remains to be seen whether the LLOs in Negros Island will be able to
gather their target participants of 6, 000 amid the issue on the killings of 14 farmers in Negros
Oriental. Although, it forms part of their human rights campaign, it has not created an impact that can
turn the public opinion in favor of the LLOs.

5. Meanwhile, the Labor Day will also provide a venue for the LLOs to promote the candidacies
of CTG-fielded candidates. The participants to this year’s mobilization are expected to be larger than
the previous Labor Day rallies since this will also serve as their “miting de avance” for the upcoming
elections. They might also use it to isolate the Duterte administration as they strengthen their united
front building.
 6. In view of the foregoing, concerned PNP offices/units are hereby tasked to undertake the
following IO-related actions to possibly disrupt/diffuse/dissipate CTG’s sinister plans:

Labor Day IO Counter Measures

On April 29, 2019 around 4:00 PM, PCPT MOHAMMAD E DORO, OIC of Baroy MPS, in
relation to PATROL PLAN 2030, conducted accounting of personnel and PICE re on the Labor Day
IO Counter Measures to PNP and NUP at Baroy MPS, Baroy, Lanao del Norte. Activity ended at
about 5:00 PM of same date.

On April 30, 2019 around 9:10 AM, PMSg Hitler Canoy, Traffic Invest. PNCO of Baroy MPS, in
relation to PATROL PLAN 2030, conducted awareness regarding on the Labor Day IO Counter
Measures to residents of Brgy. Mananao,Baroy, Lanao del Norte. Activity ended at about 10:00 AM of
same date.
 On April 30, 2019 around 8:30 AM, PSMS Rutchel V Salvacion, PCR PNCO of Baroy MPS, in
relation to PATROL PLAN 2030, posting on video regarding on Plaza Miranda Bombing, revelation
and testimonies on surrendered CTG to Social Media, held at Baroy Station, Baroy, Lanao del Norte.
Activity ended at about 10:00 AM of same date.
