As decided by NDMA, the Telecom Infrastructure part of the LBAS must be initiated
centrally by NDMA for its uniformity and interoperability. As an economical and practical
option, it is recommended to deploy the system on regional / cluster basis.

However, whatever resources required at state level / EOC / user-end shall be handled
by respective state authorities.
a)     There shall be three primary operational requirements for a LBAS:-
1)     Accuracy.
2)     Guaranteed delivery, even for roaming users.
3)     Quality of Service (QoS), to ensure, high capacity handling, even during
peak consumer traffic.
b)      The proposed LBAS shall cater both for the subscribed and unregistered, Nil
balance cellphone users.
c)      There shall not be any requirement for installation of a software or App on end user
handset/SIM.
d)      The alert sending telecom application should work from a hosted environment and
be capable of sending alerts through various ways i.e. Priority SMS, LB-SMS, CB,
email, social media, TV, Radio, etc.
e)     Primary alert channels shall be both Location SMS and Cell Broadcast
f)        The system should be exclusive for the operational exploitation of NDMA / SDMA
and TSP’s are not allowed for its commercial usage.
With Telecom Regulatory Authority of India (TRAI):-
SLA Agreements & Authorization to barge-in or take-over of communication media, to
push public alerts, prior impending disasters or during emergencies.
•         To accept all Digitally Signed Alert Transmissions from SEOC, over internationally
recognized open message exchange data standard, - Common Alerting Protocol
(CAP).
•         This includes, from capture of full screen (like Breaking News), or pop-up or
replacement of bottom scroll file.
•        Issue necessary orders to the Media, Broadcasters and Cell/Telecom companies to
progressively build working relationship with EOCs and SDMAs.
With Bureau of Indian Standards (BIS):-
Include CAP ver1.2 as mandatory protocol in all communication systems being sold or
imported or being used in India.
On switching on, every such device must check for compliance with Indian
Transmission or Communication Standards and IF NOT, forcefully push a firmware or
software update for continual of its service within India. Such firmware update shall
permit

•        Popup & screen overrides with digitally signed alert contents in every user device

•         To have standardized audio and visual alert, even when user-device on Standby,
or Sleep or Silent or Do Not Disturb modes
Other Generic Requirements:-
·       Privacy – Subscriber data cannot leave the respective Telecom operator network
·        Security - System should be CERT-IN certified or undertaking to be given by
vendor (India specific)
·       For sending SMS or CB, the sender ID need not be a registered by the DOT.
·        Every offered system shall be open for integration with other existing user devices
thru XML, JSON, REST or API.
NDMA may initiate discussions with various LBAS vendors, Telecom operators and
Telecom Infrastructure providers.
Based on the outcome of discussions, RFI may be called. Accordingly, a generic
technical specification may be promulgated to all SDMAs/NCRMPs for the initiation of
suitable follow-up actions.
