1. Introdução
Nesta palestra vou discutir um article de Saskia Sassen que appare em 2015 em '
The Guardian ',1 um dos jornais mais lidos em todo o mundo. O article
foi concebido para o leitor geral, como uma contribuição para o debate público em
curso sobre a globalização e seu impacto sobre as cidades. Neste article Saskia
Sassen descreve sua teoria de desurbanização. Para complementar "a sua leitura"
do article, nesta palestra vou propor "a minha leitura", e fazer algumas observações
avaliações sobre o quadro metodológico em que a teoria de desurbanização de
Sassen parece estar baseada.
Comecemos por isolar o fenómeno a que Saskia Sassen atribui um «efeito causal»,
ou seja, o fenómeno que determina, segundo a sua teoria, a desurbanização das
cidades. Este fenômeno tem se manifestestado nas grandes cidades na última
década e, em sua visão, é negligenciado, apesar de sua importância para os efeitos

cause and effect of unregulated urbanisation and innovation, processes that are
critical to define the role of cities as integrating mechanisms.
At this stage readers are confronted with a theory (and a prediction). A theory
that, in the typical Saskia Sassen style – but this is also true for much of
contemporary ‘critical urbanism’ – is highly abstract and simple.
In fact, Saskia Sassen does not simply outline her de-urbanisation theory. She also
highlights the negative implications of de-urbanisation. The city, according to the
author’s assessment framework, should be understood as a device for political
social and
integration mobility
, both based on ‘social innovation’. ‘Complexity’ and
that kind of ‘social innovation’ – political,
technological, economic,
‘incompleteness’ generate organisational, cultural innovation – that leads to
political integration and social mobility. In the capacity to engender political
integration and social mobility – two defining features of democracy, in her view–
rests ‘the historic meaning of the city’. Therefore, the current wave of investments
is altering the nature and role of cities and – ultimately – is weakening democracy.
Let us first focus on the impact assessment of the urban redevelopment projects
under a caeteris paribus heuristic hypothesis: in the time span relevant for
the analysis, the only changes that are taken into consideration are those
set in motion by the implementation of the urban regeneration projects
under discussion. To assess the impact from this methodological perspective one
must take account of two spatial dimensions of the urban redevelopment
projects: a) the site that is redeveloped, and where certain types of architecture and

elementary urban processes will be inserted; b) the site’s contiguous area, which
will be influenced by the changes in the redeveloped site.

2Milan is a city that is intentionally following a globalisation strategy through the implementation
of mega-projects that display the standard features of the ‘elitist model’ of site redevelopment.
Luxury offices and luxury apartments owned by international and national corporations
characterize the two most important urban redevelopment projects, ‘PortaNuova’ and ‘City Life’.

effects on Milan’s degree of ‘urbanity? Are they making the city ‘less
complex’ and ‘less incomplete’?
The following remark points to a matter that is critical to assess the significance of
mega-projects’ effects. What is relevant is not the flow of new luxury offices and
luxury apartments completed per unit of time. Rather, the focus should be on
changes in the ratio between that flow and the stock of already existing built capital.
Given the initial stock of built capital, if the amount of investment in luxury offices
and apartmentscontinues – and according to Saskia Sassen there is no sign that it
will significantly decrease – the ratio between the stock of luxury offices and
luxury apartments and the total built capital will increase. Yet this increase may be
very moderate given the extension of the (already) built city.
The point I am trying to make is that the assessment of the impact of this
upsurge of investment in cities is a truly empirical question, to be explored case by
case. No generalisation can be made. In the case of Milan, for example, to the
question whether the above-mentioned mega-projects are de-urbanising the city,
one may reasonably reply that these mega-projects are radically modifying their
respective city areas but they are having a negligible impact on the city as a whole.
An even more negligible impact can be assessed when weighted against the
functional urban area of4
Milan, which has 3,839,811 residents (2013) and covers
1,840 hectares of land.
We can now focus on the impact assessment of the urban redevelopment projects after
removing the caeteris paribus heuristic hypothesis and allowing for changes in the rest of the
city. To remove this heuristic hypothesis leads to the following question: during the time in which
a given mega-project of the type discussed above is being implemented and its effects on the city
are unfolding, what is actually happening in the rest of the built and social city?
Let us turn to the case of Milan again. On observing the spatial and social
transformations that have occurred in large parts of Milan in the past decade – for
instance, in the neighbourhoods of Giambellino and Lambrate and in the area
around Via Padova-Viale Monza – one becomes aware of structural changes that
are going in the opposite direction than that set in motion by the above
mentioned redevelopment projects. In fact, in these and other parts of the city –
and in some parts of its hinterland (i.e. within the boundaries of its
functional urban area) – structural changes have occurred that has made Milan
unmistakably ‘more complex’ and ‘more incomplete’ – to use Sassen’s categories.

If visiting Parco Trotter or strolling along Via Padova – just to consider two of
the many areas of Milan in which profound changes in the social and physical
city have manifested – does not suffice, one may turn to the information
contained in the graphs of Figure 4 and 5. The share of foreign residents – the
vast majority coming from non-EU countries – on Milan’s total residents has
soared to about 20% since 1999, when it was about 7%. Add to this that the
ethnic variety of the 260,000 foreign residents is astonishing: Milan has
become a multi-cultural city very rapidly. The changes in the public practices
and private urban processes – generated by the new social morphology of the
city – have been extensive and profound. To the point of turning the
above-mentioned gigantic urban regeneration projects into minor episodes in the recent history of the
city. One could put forward the hypothesis that the effects of the spatial and social
transformations that have occurred in some parts of Milan and its hinterland
have largely counterbalanced those exerted by the two major urban
redevelopment projects mentioned above. Nowadays Milan is definitely more

6. Conclusion
Saskia Sassen’s de-urbanisation theory is a ‘focusing device’ rather than a proper
theory. As a ‘focusing device’ it is useful; but if it is taken as a theory it obscures the
state and evolution of contemporary cities. To misuse the concept of ‘theory’,
engendering much confusion in the interpretation of urban phenomena, seems to
mark much ‘critical urbanism’.
The short- and long-term impacts of urban redevelopment projects of the kind
discussed so far on a given area of the city may be very negative from various
assessment perspectives. Yet, to affirm that it will definitely exert a de-
urbanisation effect on the city – engendering even a ‘weakening of its democracy’
– is unfounded in most cases. Whether the implementation of gigantic urban
redevelopment processes de-urbanises cities is an empirical hypothesis to be
tested case by case, by focusing on the changes taking place in historical time in
the whole city.

6. Conclusão
A teoria da desurbanização de Saskia Sassen é um "dispositivo de focagem" em vez de
