l have not gotten a call from the Governor yet, but will let you know if I do.

Let me offer some talking points so we are all on the same page. I think these pretty much
follow my discussion with Kate et al last evening:

Regarding the facility and security. We have been and will continue to rely on the Navy to
make the appropriate call on these issues. They have been working with local officials and are.
In the best position to assess the situation. Also note that as of the Friday deadline for pre-
registering to speak at the meeting, there were 24 registrants. -

Regarding the ACHP re presentation. We are operating under the most expeditious process to
provide the Navy with ACHP comments within the prescribed regulatory time limit. The
process will engage the ACHP leadership and all the ACHP members in the formulation of the
comments, ensuring the highest level of attention to the issues. [if you want to get weedy, a
panel meeting would have only engaged five members.)

-The chairman was unable to attend due to medical reasons. -The vice chairman's tribe is
engaged in litigation with the Navy on another issue in the area and could not participate.

~The executive director needed to stay in DC due to the likely confirmation of a new ACHP
chairman this week and the prospect of a government sh utdown, which would close the ACHP
at the end of the week.
"The director of OFAP was scheduled to attend but had a family medical emergency on
Monday that caused him to cancel.

Regarding delaying the meeting. if the meeting is postponed, the ACHP will not be able to

regulatory ti meframe for delivering the comments to the Navy. A draft comment letter needs
to go to the membership at the beginning of January. The only way a meeting could be
rescheduled would be if the Navy agreed to extend the deadline for ACHP comment.

Kate —- two updates. First, Governor Inslee has called OSD and will be. calling the ACH-P if he
has not done so yet regarding tomorrow’s meeting. Specific concerns include:

1. Meeting location location isn't big enough '

3. ACHP attendance -— ACHP needs to send more senior leadership than Reid/Kate
4. Delay the meeting —- The Gov's office doesn't think'these concerns can be resolved
before the meeting tomorrow so they are requesting that we push the meeting to a later
date. '

Second, the Sound Defense Alliance (a consortium of 7 smaller NGOs against the Growler
basing) is planning a rally in advance of the meeting. They sent out the following

Defend the Reserve!

STAND UP and SH OW UP for Ebey's Reserve and our region against the Department of
Defense and the GrowlerJet expansion.

The Section 106 process begins when federal actions have the potential to affect historic
properties. The Section 106 Process regarding Ebey's Landing was recently terminated by the
Navy. The Advisory Council on Historic -
Preservation (ACH P) has 45 days to provide comments to the Dept of Defense to recommend
alternatives to the proposed expansion at NASWi The Sound Defense Alliance Growler '
Section 106 position is the following:

1. The. additional Growlers will cause "indirect. harm" to'historic sites as determined by the
Navy and, therefore, the No Action is the only acceptable alternative.

2. The proposals brought forth by the Navy thus far fall far short of mitigation and fa ii to
considerthe damage to historic sites beyond Whidbey Island. The Navy's noise modeling and
impact assumptions are biased toward
understating the impact, and, as a result have excluded consideration of harm to other ' '
historic sites. '

3. While some jurisdictions may benefit from a payment from the Navy, the SDA does not
recognize any monetary compensation as a sufficient mitigation or minimization action.

This Wednesday, the ACHP will hold a meeting for public comment and take their
recommendations to the Secretary of the Navy. We need to SHOW UP and STAN DUP for the
Reserve and show the ACHP the scale of our community
opposition While pre registration for speaking has closed, there will be a chance to sign up at
the meeting for a two minute time slot. It Is important that we speak to the historical
significance of Ebey s Landing National
Historical Reserve and the spirit in which it was set aside for preservation by Congress in
1978.

Pre-hearing rally outside the Coupevilie High School Performing Arts Center at 4pm. Wear
green in solidarity —~ jackets, scarves, hats. Bring battery operated ca ndles and flashlights.

VOLUNTEER REQUESTS:
~People to take photos and video and post to social media, using our hashtag
#NoNewJetsNoNewFlights
