ACTIVITY DESIGN

I. TITLE : KATARUNGANG PAMBARANGAY SKILLS ENHANCEMENT

SEMINAR-WORKSHOP

II. RATIONALE

Decentralization conveyed by the enactment of Republic Act 7160,

otherwise known as the Local Government Code of 1991, paved the way for the
institutionalization of the Katarungang Pambarangay or the Barangay Justice
System as a compulsory alternative venue to formal settlement of disputes. The
system is design not merely to decongest the courts cases but to address
inequalities in access to justice, particularly experienced by marginalized
communities; and to perpetuate the Filipino time-honored means of settling
disputes amicable for the maintenance of peace and harmony. The Barangay’s
being the basic political unit in the country, alongside its mandate to deliver basic
services.

With the assumption of the new sets of Barangay Officials brought about by
the May 2018 barangay elections, the change in leadership thru reorganization in
the puroks who were consequently appointed by the Punong Barangay as
members of the Lupong Tagapamayapa and the new development in our legal
system, it is imperative to orient and upgrade the skills of the Lupon Members for
them to effectively their duties in resolving cases.

III. OBJECTIVES

1. Provide the participants with the necessary knowledge and

understanding on the Katarungang Pambarangay Law and its
implementing rules and regulations such as the establishment,
administration and operation of the Lupon Tagapamayapa and the
Pangkat ng Tagapagkasundo as well as the procedure in settling disputes
among barangay members through mediation, conciliation and
arbitration;

2. Orient the conciliators and mediators in the values and proper attitudes
to promote just, speedy and inexpensive administration of justice at the
barangay level;
 3. Train the Lupon Members whose tasks as conciliators require good
dosage of patience, tact and psychology to get the parties to talk things
over and their conciliation techniques; and

4. Improve the participant’s skills through role playing exercises.

IV. METHODOLOGY

The activity will be using the methods of lecture-discussions, open forum,

workshop and role playing and mock sessions.

V. DATE AND VENUE

This will be a three day (3) activity to be held on June 17-19, 2019 at the
Barangay Session Hall, Km. 8.5 Matina Pangi, Talomo District Davao City.

To be participated by the Punong Barangay, Barangay Secretary and

Seventeen (17) Lupon Members.
