TERMS OF REFERENCE

1. Introduction & Background

Engro Corporation is a Pakistani public multinational corporation based in Karachi with


subsidiaries involved in production of fertilizers, foods, chemicals, energy and
petrochemicals. The only state of the art Terminal and Storage facility for bulk liquid
chemicals and LPG in Pakistan is just one of the 67 terminals of Vopak in 25 countries
that capacity is around 34.7 million CBM around the world. EVTL maintains high
international standards and is committed to Safety, Health and Environment in its
operations. Terminal is ISO 9001, ISO 14001 and OHSAS 18001 certified. Terminal is
also in compliant with International Code for the Security of Ships and Port Facilities
(ISPS Code).

EVTL's safety system includes Gas Detection Systems, Automatic Deluge Systems,
Firewater Hydrants and Monitors with Foam Injection Unit, Fire Truck and Portable
Firefighting equipment.

A dedicated panel of professionals ensures health and safety of employees, using proven
expertise, tools and training methods. Engro aims to be industry-first in following global
standards set out in Health, Safety and Environment (HSE) management.

A large number of heavy trucks continuously come to the terminal for the
transportation of Chemical, Oil and Gas products to the whole country. The current
demand of tucks / trailers are 26700, which increase to 32000 in future. The total area
of the terminal is 102 acres.

2. Goals of the Study


The consultant will provide an improved Traffic Safety & Parking Management Study of
the terminal. The best option will be the one that provides safety for the all types of
users and can be implemented with ease. In order to overcome the transport related
problems, it is necessary to provide a parking design and traffic circulation plan with
the following features:
 Safe, secure, efficient and smooth circulation of all users

 Comprehensive and Reliable: Fulfilling all the needs and requirements of the

3. Objectives of the study

1. This is a Parking & Traffic Management study to address the concerns related to
safety of motorcyclists and pedestrians, traffic flow and parking area design. The study
will follow the engagement process of drivers and all related stakeholders. Necessary
data collection will be conducted including traffic volumes, topographical features, road
inventory, accidents data etc. The study will determine the issues and analyze
alternative solutions to the overarching goals.
2. To prepare a detailed Traffic Management Study document for the terminal
including but not limited to the following scope of services:
a. Master Planning of Terminal Area
b. Redesigning of Truck Parking Area
c. Signage Plan for Truck Parking Area
d. Road Marking Plan for Parking Bays and Vehicular Circulation
e. Motorcycle Parking and Circulation Plan
f. Pedestrian Movement Plan
g. Traffic Calming Plan

4. Scope of Services
The scope of services for this study is organized into the following major tasks as listed
and summarized below. Each major task is subdivided into subtasks showing the scope
of major tasks and desired output of the study.

Task 1: Master Planning of the Terminal Area


 Conduct Topographic Survey
 Identify and incorporate in the master plan, the full scope of infrastructure
and other supporting facilities that will be needed for the full integrated
project
 Undertake the zoning, sizing and placing of project components (i.e. a detailed
land use plan) as per the requirements
 3D Computer generated images (3D perspectives, multimedia presentation
etc)
 Traffic Simulation and Animation in VISSIM Software

Task 2: Redesigning of Truck Parking Area


 Inventory of parking area, adjacent roads and loading area
 A full day (24 hour) parking demand survey
 Classification of vehicles accessing the parking area
 Improved layout plan for parking of trucks to meet maximum parking
demand
 Circulation plan for trucks from premises entering to parking area and vice-
versa
Task 3: Signage Plan for Truck Parking Area
 Analysis of existing signage pattern
 Identification of all important points for signage installation
 Complete signage plan of parking area as per international standards
 Detail of each sign (size, text size, text color, size of the symbols in signs and
height of signs)
Task 4: Road Marking Plan for Parking Bays and Vehicular Circulation
 Analysis of existing road marking pattern for traffic circulation and parking
bays
 Comprehensive road marking plan for parking area and circulation pattern as
per international standards
 Detail of each type of road marking (size, color, directional arrows and other
features in parking area like kerb stones)
Task 5: Motorcycle Parking and Circulation
 A full day survey to assess motorcycle parking demand in plant area
 Analysis of existing parking capacity and pattern of circulation for
motorcycles
 Preparation of proposed motorcycle parking plans. Segregated motorcycle
circulation from truck movement should be taken into consideration to
minimize conflicting points
 Signage plan for motorcycle parking and circulation path as per international
standards with all details as stated earlier
 Road Marking Plan for motorcycle parking and circulation path
Task 6: Pedestrian Movement Plan
 A full day survey to assess transit demand of pedestrian from truck parking

 Analysis of existing pedestrian movement facilities
 Development of comprehensive Pedestrian Movement Plan
 Pedestrian Movement Plan should consider conflict free passage and
segregated path.
 Signage Plan for pedestrian passage with all details
 Road marking plan for pedestrian movement
Task 7: Traffic Calming Plan
 Development of comprehensive Traffic Calming Plan to make the vehicle and
pedestrian movement in parking area and loading area as safe as possible
with minimum conflicting point
 Preparation of map showing proposed location for installation of Traffic
Calming devices.
 Detail of each traffic calming device that will be proposed for installation.
5 Stakeholder Consultations
The Consultant shall identify the stakeholders of the project including the Engro
Management, drivers, workers and other stakeholders, who will be directly or
indirectly impacted by the proposed project. Identified stakeholders should be
consulted either through meetings, personal interviews, public information gatherings
or other similar means which may be suitable for different audience types. Results of
these stakeholder consultations should be a part of the final parking & traffic
management report.

6 Cost Estimates
The consultant shall prepare tentative cost estimates for complete:

 Traffic Signage
 Road Marking
 Traffic Control Devices
 Other Items (Kerb Stones, Fencing and other road furniture)
