Executive Summary

The Commission on Elections (COMELEC) is the primary institution mandated by the 1987 Constitution to administer and
manage elections in the Philippines. Organizationally, all policies are formulated by the COMELEC En Banc, thru the assistance of
the different departments in the main office, while the execution thereof are assigned to COMELEC field offices particularly the
Offices of the Election Officer (OEO).

Part of COMELEC’s function is to prepare and maintain barangay and precinct maps, which shall be used in maintaining a
clean list of voters. However, the last mapping project conducted by COMELEC was in 2000 was participated mostly by election
workers without any background on cartography. Since then, no mapping activity was undertaken rendering the barangay and precinct
maps useless.

In Valenzuela City, it was discovered during a congressional inquiry that the OEOs do not have barangay and precinct maps.
This resulted to erroneous assignment of precincts and designation of accessible polling places to voters. The problem caused voters
difficulty to look for their names during elections, thereby preventing them to freely exercise their right to suffrage. In addition,
elections in the past were marred by logistical problems due to absence of effective tools that will aid in the preparation for elections.
After evaluating the problem on obsolete or absence of barangay and precinct maps, it was discovered that election workers in
Valenzuela City are not equipped with proper knowledge and skills to produce the maps.

In this regard, the scholar, who is the EO of 2nd District of Valenzuela City, implemented a project entitled “ Use of
Geographic Information System (GIS) for Election Management in the 2nd District, Valenzuela City.” The project aimed to effectively
administer elections in the said area through the use of GIS in updating Barangay and Precinct Maps. GIS is a new technology used by
different public and private institutions in their analysis, assessment, operation and administration with reference to a particular
location on Earth. As a result, the OEO generated 1500 desired Barangay and Precinct maps within the period of 3 months. Moreover,
the election workers were capacitated to operate GIS softwares. The project went smoothly due to collaboration of COMELEC and
other government agencies such as the National Mapping and Resource Information Authority (Namria) and the Local Government of
Valenzuela City.
After execution of the project, the voters of the 2nd District of Valenzuela City can expect better service from the OEO as it
would try to rectify the erroneous assignment of precincts and designation of polling places based on the proposed precinct maps.
Moreover, the maps shall be used in the management of elections such as preparation of security plans, delivery of election documents
and paraphernalia, conduct continuing and satellite registrations, and implementation of GAD related activities. Truly, the project
significantly contributes to the realization of the mission-vision of the COMELEC: “ a modernized Election Management Body that is
independent, voter centered and capable of conducting free, orderly, honest, peaceful, credible, gender responsive and socially
inclusive elections, in active partnership with election stakeholders.”
