Leaders are seldom born to possess skills in leading people to work continuously that
will strengthen the vision and mission of the community. Most often new leaders act on their
natural skills without considering the established development plans of the barangay and the
government mission intended to reduce poverty and create inclusive economic growth for
women in deprived, depressed and underserved communities like Barangay Caputatan Norte,
Medellin, Cebu.

In 2013, Cebu Normal University with former Barangay Captain Hon. Agnes S Yaun of
Barangay Caputatan Norte, Medellin, Cebu ventured on Sports Apparel Program under the My
Skills, My Key, My Future: A Women’s Livelihood Project of the said community.

It had successfully trained 48 unemployed mothers in 2014 using Home-Based


Technologies like Sewing, Bag Making, Rug Making, Cooking and Craft making to eventually
help women set up micro-enterprises using Home- based Technologies. The purpose is to
increase productivity and expand the women’s group livelihood program from rug-making to
T-Shirt Making, Jogging Pants Making, Bag making using recycled materials through the
Shared Service Facility of Department of Trade and Industry-Cebu as lead partner.

This “visioning thing” to a group of people became the challenge when there was a
change of leadership in the community with Hon. Agnes S Yaun was elected as one of
Municipal Councilors in the Municipality of Medellin, Cebu.

The change of leadership, middle management condition for communication and


information strategies in the Barangay from FY 2015-2018 had changed the direction of the
business project under the DTI-SSF program. What was created as an initiative in building
citizenship and enabling organizational performance management defined in the formulation
of DTI-SSF proposal to come up a bottom-up transformation entrepreneurial centre towards
a sustainable program have inefficiently periled the operation of the sports apparel project.

With the newly elected Barangay Leader Hon. Raul G Remulta, CNU is hopeful that the
mission of the DTI-SSF Sewing Centre in Barangay Caputatan Norte, Medellin, Cebu will be
revived and operational to achieve the peace and progress of the community.
To ensure the restoration of the operation of the DTI-SSF Project, CNU instituted in
crafting relevant approaches from November – February 2019 to recover the months of
inactivity of the sewing centre and enrol more women to participate as part of the agenda
and mission of empowering women.

To achieve this mission, CNU invested in training since July to present to the new
elected Barangay Captain Hon. Raul G Remulta through visioning and commissioning
capability building activities particularly in Transformative Leadership, Project Monitoring and
Evaluation involving sitio leaders and project leaders of E-HELP Projects in Barangay
Caputatan Norte, Medellin, Cebu, and extension project management training program that
will examine the basics of bringing together women involved in extension services to put
together a well-defined, planned, and executed extension project implementation under the
DTI-SSF Project.

We hope that by the end of February 2019 a well-committed team of women


entrepreneurs will sustain the execution of the WIRE project and gain the knowledge in
delivering projects on time and on budget and meet the annual project target and project life
cycle of Women in Rug Entrepreneurship (WIRE): A DTI – SSF Project.

We firmly believed that Department of Trade and Industry – Cebu management team
will reconsider in withdrawing the sewing units for good from Barangay Caputatan Norte,
Medellin, Cebu as the mission of most government agencies is to educate the community in
facing and overcoming the challenges encountered towards a productive and profitable project
direction and development.

As guarantor, CNU will continue to commit in strengthening the culture and values of
the community to make a process in sustaining improvements for change management and
co-operate team dynamism in creating new pathways the vision and mission of Barangay
Caputatan Norte, Medellin, Cebu with the help of DTI – SSF Program.
