AFFIDAVIT OF COMPLAINT

I, GRELINA M. LIM, Filipino, of legal age, married, and a resident of Brgy. Poblacion,
Baroy, Lanao del Norte, after having been duly sworn in according with law, hereby
depose and state:

1. That this affidavit complaint is executed for the purpose of investigating and filing
necessary charges as determined by the Department of Interior and Local
Government (DILG) and other government agencies concerned of certain
barangay officials who are engaged in partisan political activity;
2. That the following Punong Barangay’s are the main subjects of this complaint:
a. Brgy. Lindongan – Ramil Quijano
b. Brgy. Pendulonan – Cresencio Ilagan Jr.
c. Brgy. Riverside – Lino Paalisbo
d. Brgy. Limuag – Eric Caravantes
e. Brgy. Tinubdan – Julieta Bongcarawan
f. Brgy. Maliwanag – Romeo Monte
3. That COMELEC Res No 9132, sec 1, defines a person engaged in partisan
political activity as someone who is directly or indirectly soliciting votes, pledges
or support for or against any candidate;
4. That COMELEC and Civil Service Commission joint circular no. 001 series of
2016, paragraph 14, clearly states that only the president, vice president,
members of the cabinet and other elective public officials EXCEPT BARANGAY
OFFICIALS are person allowed to engage in partisan political activity;
5. That in accordance with the above cited joint circular, the following Punong
Barangay’s irrefutably violated the said memorandum when they personally
support the candidacy of the PDP Laban Mayoralty Candidate Rosa Dahab
Olafsson by acting as election leaders of the said political party and having
accepted certain amounts of money in exchange, directly or indirectly;
6. That vote and support buying in our Municipality perpetrated by the incumbent
mayor is rampant and has become a public knowledge in our province especially
due to the unconscionably increasing amount of money involved;
7. That said punong barangay’s further violated the same circular despite of the
frequent warnings and advisories of the DILG to ensure that they remain neutral
when they, together with some of their barangay officials and workers were seen
by residents of their respective barangays as actively soliciting votes in favor of
the incumbent mayor;
8. That this representation only prays for a fair, honest and credible election if only
not to put the Duterte Administration’s crusade for good governance and against
corruption in a bad light;
That I am executing this affidavit to attest to the truthfulness of the foregoing and to
support the commencement of an official investigation and/or the filing of necessary
charges of the aforementioned barangay officials.
