The Effects of Creating and Implementing a Strategic Action Plan in Solving

Environmental Issues in Hagonoy

Reason(s)/Justification(s) in Choosing the Topic:

The environment plays a significant role in life. It provides indispensable necessities
to humans, animal life and plant life, such as water, food, shelter, and air resources.
Meanwhile, human’s everyday actions and decisions are negatively impacting the
environment, causing pollution, deforestation, overfishing. As the human population
increases, it is understood that the environment will change; scenic roads become busy
interstates, livestock pastures transform into shopping centers, peaceful forests are destroyed
to make room for waste. It appears that the earth is being led to a dim future. As mere visitors
of the earth, humans need to recognize the issues facing the environment and take action.
Humans are already taking an action and providing a program and ideas that we have right
now such as campaigns in solving pollutions, implementing the rules that limiting the excess
use of carbon dioxide and giving a warning about the status of our environment. Rapert et al.
(2002) says that effective strategy implementation is predicated on the assumption that
functional areas within the firm have a basic understanding of the strategy. It is not enough
for us just to implement if we just have some ideas. A better plan, a background knowledge
and a strategy must apply in order for us to achieve a good result.
Hagonoy, geographically is on low-lying land near a coastal area, it sits on the northern
shores of Manila Bay which are primary factors for the community to submerge whenever it
starts to rain heavily. The water released from the nearby Angat and Ipo Dams also cannot be
held by the Bustos Dam, which caused the latter to overflow. The raging waters come down
the Pampanga River as its catch basin and travels along different barangays on its path,
including those in Hagonoy. With just a little downpour, the whole first-class municipality
turns into a body of water. Another factor is the elevation of the town’s roads. The main roads
were raised, but the residents who could not raise their homes to match them suffer. When it
rains, the water flows back into the peoples’ homes, even if the rain is not falling anymore.
Locals have also blamed the chronic flooding on improper waste management by some
people. Rene Crisistomo of the Hagonoy Risk Reduction and Management Office said
discipline of the people is the ‘key’ to avoid this kind of flood. The main purpose of this study
is to create not just a plan, but a strategy in order for us to get a better solution in solving not
just the flood but the environmental problem also. We have the ideas and knowledge about
the solving the issues, but the problem here is the way on how we are going to execute those
ideas. Implementation, we are always doing it, but after implementing, nothing happened,
same result because of the same procedure. According to Albert Einstein (1879-1955)
"Insanity is doing the same thing over and over again and expecting different results." Maybe
for the others they will think that it was systematic process but for me it will be more effective
and hopefully, would create a positive effect that will start in hagonoy.

Expected Contribution to the Growth of Knowledge in ____________.

This research aim is to create a better strategic plan in solving environmental issues
not just only in hagonoy but also in the other places and would contribute to the people’s
awareness about the environmental concern to think that a better action plan with strategic
implementation is needed in solving ones issues.
