The United Youth Care Foundation and New Day Transitional Housing Program discriminated
against me because of my disability. My Name is Zalonda Woods and I, along with my two
children, who are 14 and 8 years old, lived at the Southpoint Apartments, at 3242 South Holden
Road Apartment F, from November 12, 2018 to April 14, 2019 through a program run by United
Youth Care Foundation/New Day Transitional Housing Program. We lived in a two-bedroom
apartment, along with another woman and her two children. I believe that I and other residents of
South Point Apartments were discriminated against and subject to differential treatment,
harassment, threats and retaliatory evictions because of our disabilities by the management of
United Youth Care Foundation, and the management of United Youth Care Foundation’s sister
company, the New Day Transitional Housing Program. They forced those of us who they
believed to have disabilities into a fraudulent “extensive outpatient treatment program”, put our
children in unsafe childcare arrangements, added false information and diagnoses to our medical
files, and used us as a means to generate revenue. We were preyed upon, and once I began to ask
questions about my file and situation, they threatened, intimidated and harassed me, and tried to
evict me for asking questions.
At the South Point Apartment complex (which United Youth Care Foundation and New Day
Transitional Housing Program rent out to people like me) at 3242 South Holden Road Apartment
F, and at the United Youth Care Foundation Office (Also known as United Youth Care Services)
at 1207 4th St, in Greensboro.
I moved out on April 14, 2019. The management of United Youth Care Foundation and New
Day Transitional Housing Program harassed me nearly every day leading up to that point. They
sent me a retaliatory demand letter on March 18, 2019 which threatened me with eviction after I
complained and asked questions about my treatment.

11. When did you begin to have problems with your housing provider?
I moved into 3242 S Holden Rd Apartment F on November 12, 2018 under false pretenses. I was
told I was moving into an emergency shelter for women and families. Instead, I was forced into a
fraudulent program they described as extensive outpatient services.
12. Do you know other tenants that have been treated similarly or differently from you?
Yes, other people with perceived disabilities have been subject to the same discriminatory
treatment, and people without disabilities are treated as normal tenants of the property.
13. Do you have any witnesses to the act of discrimination?
Yes, many times and that is why I was asked to leave the program and threatened with eviction.
Multiple times:
I was told I was not allowed to see my file, and then I was told that I was banned from the
facility where I was expected to go receive “treatment”. After they banned me from the treatment
facility, they sent me a demand letter threatening me with eviction because I was not complying
with the rules of the program.
19. When was the last time you communicated verbally or in writing to the Respondent or
their Representative?
The last time I emailed them was on February 13, 2019. They sent me a demand letter on March
18, 2019. I spoke with them in person multiple times after that assuring them that I would move
as soon as I was able to. I left the South Point Apartments on April 14, 2019 and have not heard
from them since.
20. To the best of your knowledge, was the discriminatory act company policy, in the lease
agreement or application?
I was not allowed to see the company’s documentation or policies. However, the discriminatory
behavior of United Youth Care Foundation/New Day Transitional Housing Program is de-facto
policy as applied. It is abundantly apparent that they pick out people whom they perceive to have
a disability and abuse them on a consistent basis.
21. What reasons do you feel the Respondent will give for their actions?
The Respondent will likely deny all of my claims and pretend that my claims are fabricated.
However, if pressed about forcing people into fraudulent treatment programs, it is likely that the
management will say that the program is voluntary (which is questionable considering the fact
that they prey on vulnerable and homeless individuals with disabilities), and that they need
people to attend classes or treatment sessions in order to fund their operations. Being that this
organization is working with people who do have both physical and cognitive disabilities, it is
likely that they will try to justify their behavior by claiming that their clients, including myself,
lack the mental faculties to understand whether the treatment they offer is appropriate, or
whether their diagnoses are correct, or whether other basic facts about the situation are accurate.
I do not feel that the staff of United Youth Care Foundation/New Day Transitional Housing
Program behave in ethical ways towards people with disabilities. I believe they should
immediately cease operations as a health care provider, treatment program and housing provider.
Additionally, I believe they should admit to falsifying documents and diagnoses, take corrective
action to clear up false statements in persons files, and offer damages to people whom they have
harmed, including my family.
I no longer live at the United Youth Care Foundation/New Day Transitional Housing Program,
nor do I ever want to live there again.
25. Does the property receive federal funding? (Section 8, HAP, any federal $$$ housing)
I am unaware of all of their funding streams but I know they receive Medicaid funding.
I learned about United Youth Care Foundation when they approached me outside of the
Department of Social Services in November 2018. They asked me if I needed housing and if I
received Medicaid. I replied affirmatively to both questions and they told me I could enter into
an emergency shelter program they ran. These were false pretenses for me to move into what
turned out to be a transitional housing program that was tied to a fraudulent Medicaid scam.
I knew people at the Homeless Union of Greensboro who told me to file a fair housing
complaint.
