recommending for the declaration of its validity pursuant to Section 56
(0) of R.A. 7160, the same being, to the opinion of the Provincial Legal
Office (PLO), an exercise of the power authorized under Section 447 (I),
(viii) of the Code. Provided, that, the creation of the position does not
violate the prohibition under Section 325 (a) & (g) of the Code.

‘AN ORDINANCE CREATING THE POSITION OF MUNICIPAL ADMINISTRATOR |, SALARY GRADE 24,
UNDER THE OFFICE OF THE MUNICIPAL MAYOR OF THE MUNICIPALITY OF JAVIER, LEYTE.
BE IT ORDAINED by the Sangguniang Bayan of Javier, Leyte, THAT :
SECTION 1. The plantilla position of Municipal Administrator I, Salary Grade 24, under the Office
of the Municipal Mayor of the Municipality of Javier, Leyte, is hereby CREATED.
SECTION 2. The qualification for the position herein created is subject to the Minimum
Standards, Guidelines, Rules and Regulations and Laws of the Civil Service Commission,
SECTION 3. The plantilla position of Municipal Administrator shall perform the following duties
and functions
1, Develop plans and strategies and upon approval thereof by the mayor, as the case may be,
Implement the same particularly those which have to do with the management and
administration-related programs and projects which the mayor is empowered to implement
‘and which the sanggunian is empowered to provide for under this Code.
2. In addition to the foregoing duties and functions, the administration shall :
{i) Assist in the coordination of the work of all the officials ofthe local government unit,
under the supervision, direction, and control of the mayor, and for this purpose, he may
convene the chiefs offices and other officials ofthe local government unit.
* Gi) Establish and maintain a sound personnel program for the local government unit
designed to promote career development and uphold the merit principle in the local
government service ;
(i) Conduct a continuing organizational development of the local government unit
; with the end in view of instituting effective administrative reforms ;
