1.0 Background

The Office of Enforcement and Removal Operations (ERO), is an organizational element


of the Department of Homeland Security (DHS), U.S. Immigration and Customs
Enforcement (ICE) responsible for promoting public safety and national security by
removing illegal aliens from the United States (U.S.) through the fair enforcement of U.S.
Immigration Laws.

ICE ensures that aliens detained by the agency are provided sound conditions and care in
accordance with ICE Performance-Based National Detention Standards 2011 (PBNDS
2011). One of the primary ways ICE cares for detained persons is by providing
nutritional meals as identified in Section 4.1 Food services, of ICE PBNDS 2011.

ICE ERO has a requirement for the procurement of snack meals to be delivered to the
Bakersfield, California Field Office. The snack meals must:

1. Provide nutritious quality contents


2. Be Properly Wrapped
3. Correct Individual Counts per Request

2.0 Scope of Work

The scope of work covered by this Statement of Work (SOW) is to procure prepackaged
snack meal and be delivered daily upon request twenty-four (24) hours a day, seven (7)
days a week promptly.

3.0 Specifications and Requirements

The contractor shall furnish all labor, supplies, supervision, materials, equipment, and
transportation to provide these meals to ICE ERO Bakersfield sub office.

3.1 Snack Meals

The Contractor shall furnish freshly prepared meals. Each snack meal shall contain:

o Three slices of white or 100% whole wheat bread.


o Two slices of meat (turkey or chicken).
o Two to four-ounce vegetables cleaned ready to eat (carrots, celery etc.).
o One individual size prepackaged granola bar (or similar).

3.2 Special meals

Upon request the contractor shall provide freshly prepared special meals which are:

o Vegetarian
o Halal or Kosher

3.3 Cases of Water

The Contractor shall provide cases of water which will accompany each meal. The
case must have:

o Bottles of drinking water 16.9 fluid ounces, in plastic container.


o Cases of at least 32 bottles per case.

Due to allergy precautions peanuts, peanut butter or any peanut based products are now
allowed. Fruit, chips, and condiments (mustard, ketchup, mayonnaise, etc.) are not
allowed. All meals shall be prepared off-site. No food preparation shall be allowed in the
Detention Facility. Quantities are estimated to be 55 meals per day, actual need may
vary.

3.4 Packaging

The contractor shall package snack, and specials meal as follows:

o Bread & meat wrapped in plastic


o Vegetables wrapped separately in plastic
o Snacks prepackaged plastic wrapper
o Bottled water in pallet load caseload, and individual quantities.

Packaged meals shall not contain any glass or metal containers.

4.0 Delivery

Prior to delivery, the Contractor must confirm the following with the Contracting Officer
Representative (COR) or facility Point of Contact (POC):

• Actual quantities to be delivered, by phone or fax, typically 24 hours or more in


advance.

• Contractor shall assure appropriate storage and timely delivery of all meals. Meals
must be prepared in keep in containers that are compliant with temperature
requirements as well as all applicable health and sanitation standards set forth by the
United states Department of Agriculture (USDA) for food safety.

• Contractor personnel shall be responsible for all apparatus used to unload the
contractor’s vehicle and transport meals to the designated storage areas. The
apparatus (cart/dolly/etc.) must be able to fit through a sally port and able to navigate
through standard ADA compliant halls and doorways.

• Upon delivery, meals will be counted and inspected by ICE personal.

5.0 Period of Performance

This requirement will be for a twelve (12) month base period plus four (4), 12-month
option periods. The base year will begin upon the date of award.

6.0 Place of Performance

7.0 Hour of Operation

The contractor shall provide snack meals during regular working hours (7:45 AM to 4:15
PM, Monday through Friday, excluding Federal Holidays).

8.0 Quality Assurance

The Government will perform quality assurance procedures to verify that the food and
services have been delivered in an acceptable manner to the Government. Quality
assurance will be performed routinely by the Government on either a scheduled or
unscheduled basis.

9.0 Quality Control

The Contractor shall insure quality and freshness of all food being delivered. The
Contractor must provide an operational quality control plan on how the company will
insure the quality and freshness of all food being delivered.
