2018 BASKETBALL TOURNAMENT

APARRI, CAGAYAN

TOURNAMENT RULES AND REGULATIONS

ARTICLE I. ELIGIBILITY OF PLAYERS

A. A player is eligible to play in the tournament when he possess any of the following
qualifications.

1. Midgets Division- (3 X 3 Tournament, 4 Players only)


a) He must be an Aparriano who is either born in Aparri or born to Aparriano
parent/s
b) He must have been born on January 1, 2003 or onwards.
2. Juniors Division
a) He must be an Aparriano who is either born in Aparri or born to Aparriano
parent/s
b) He is married to an Aparriano who is actually residing in Aparri.
c) He must have been born on January 1, 1999 or onwards.
3. Seniors Division- (Inter-Color)
a) He must be an Aparriano who is either born in Aparri or born to Aparriano
parent/s
b) He is married to an Aparriano who is actually residing in Aparri.
c) He is a registered voter in Aparri
4. Inter- Agency
a) He must be employed in the agency he represents.
b) If an agency cannot form a team due to lack of eligible players, it may cluster
with another agency. However, clustering my be allowed only with maximum
of two agencies upon prior approval of the Tournament Directors.

B. A player must play only in one division.

ARTICLE II. TEAM COMPOSITION

A. A team may not exceed 15 players who are all entitled to play in any of the scheduled
game of their team (Juniors/Seniors/Inter- Agency). The line-up submitted to the
management or committee shall be considered final and no replacement of players shall
be allowed for whatever reason or purpose.
B. A team must have a Coach and an Assistant Coach.
C. A team may have a Team Manager, Bench Scorer, Timekeeper and a Utility Man.
D. A team must have a Muse who will be the team’s official entry to the search for best muse
during the opening ceremonies of the tournament.

ARTICLE III. UNIFORM AND JERSEY

A. A team must have an official uniform which must be worn by its players during the game.
B. No two or more players shall have the same number on their jerseys.
C. If a player has no number on his jersey or uniform, he shall not be allowed to play.
D. A player, who had already played a game, is not allowed to change the number on his
jersey or uniform, without informing the management.
E. During the pre-game warm-up, all players shall wear their jersey or uniform, otherwise,
they shall not be allowed to stay in the playing court or bench or have a pre-game warm-
up. Should they repeat the same act, they shall be suspended or banned, accordingly.
F. While the game is in progress, no player or team official shall be allowed to remove,
change and exchange his jersey or uniform. Otherwise, he shall be called or sanctioned
with a technical foul.
G. The Coach and other Team Officials must be in appropriate decent attire. Wearing of
shorts and sandos during the game is strictly prohibited.
ARTICE IV.REGISTRATION AND CASH BOND

Cash bond shall be deposited by all participating teams which is refundable and be
released after awarding ceremonies. It may be forfeited in favor of the Management
based on the following grounds:
A. Failure to field in 5 players during a game.
B. Walk-out or deliberate refusal to finish the game.
C. Instigating a fight or rumble.
D. Fielding an ineligible player.
E. Withdrawal or surrender from the game or competition.

If the cash bond is forfeited, the same must be replenished before the concerned team will be
allowed to play its succeeding game. In case the team fails to replenish the cash bond before
their next scheduled game, the team shall be banned to play for the rest of the tournament
and the succeeding tournaments sponsored by the Municipal Government.

ARTICLE V. SUSPENSION/ BAN

A. The FIBA rules shall be supplementary to the herein Tournament Rules and Regulations
(TRR) in governing the tournament. In case of conflict, the TRR shall prevail over the
FIBA rules.
B. In case a player exhibits an act, such as flagrant foul and intentional acts directed against
the referees and players, which could lead to trouble and stoppage of the game, the
referees have the right to throw out the said player outside the playing court. The player
may likewise be suspended or may be banned for the rest of the tournament. The
management shall impose the appropriate penalty upon recommendation of the
officiating/ technical committee. The decision of the management shall immediately be
final and executory. Appeal for reconsideration of the decision shall not be entertained.
C. If a team walks-out from a game, its game shall be forfeited in favor of the opponent and
the team shall be banned to play for the rest of the tournament and the succeeding
tournaments sponsored by the Municipal Government of Aparri. The decision of the
management shall immediately be final and executory. Appeal for reconsideration of the
decision shall not be entertained. In case of rumble, any player, coach, or team official
who shall join the rumble shall automatically be suspended for the rest of the
tournament.
D. In case of intentional foul or deliberate foul which causes physical harm or injury
necessitating medical attention, the player who caused the physical harm or injury shall
shoulder the medical expenses and other incidental expenses of the injured player.
Intentional foul or deliberate foul committed by a player shall be meted a penalty of
suspension or ban for a period of time depending on the gravity of the offense. The
officiating committee shall recommend to the management the penalty to be imposed for
final approval. The decision of the management shall immediately be final and executory.
Appeal for reconsideration of the decision shall not be entertained.
E. Players who are positive of alcoholic breath or under the influence of liquor or prohibited
drugs shall not be allowed to play and shall be automatically thrown out of the playing
court and suspended for the rest of the tournament. Furthermore, coaches, assistant
coaches and team officials who are caught positive with alcoholic beverage shall not be
allowed to sit in the bench.
F. Only the coach, assistant coach, manager, bench scorer, bench timekeeper and one (1)
utility man are allowed to stay in the bench area during a game. No other persons, aside
from the herein mentioned, shall be allowed to sit and stay on the players’ bench. It shall
be the responsibility of the coach to prevent unauthorized persons from sitting on their
bench; otherwise, a bench technical shall be called against their team.
G. Only the Coach or the Assistant Coach shall be allowed to remain standing when the
game is in progress. Any member of the team who shall stand and interfere with the game
shall be meted with a penalty of technical foul.
H. Players and team officials who are caught uttering bad words shall be meted with a
Technical Foul and shall not be allowed to sit on the player’s bench during the game.
I. Players and team officials who exhibit grievous disrespect to tournament officials before,
during and after the game may be suspended for not more than three (3) games. The
Management shall impose the appropriate penalty upon recommendation of the Game
Officials and Technical Committee. The decision of the management shall immediately be
final and executory. Appeal or reconsideration of the decision shall not be entertained.
J. Any player who is found to be ineligible to play as per provision of the herein TRR shall
be banned to play for the rest of the tournament and for a period of 3 years. The team
where the ineligible player played shall likewise be banned for the rest of the tournament
and their scheduled games shall be forfeited in favor of the other opposing teams.

ARTICLE VI. FORFEITURE OF GAME

A. A. team which fails to field-in five (5) players within fifteen (15) minutes after the
scheduled time of their game shall be declared to have lost the game by forfeiture. Any
team declared to have lost the game by forfeiture shall NOT be allowed to play its
succeeding game/s without replenishing/ posting the cash bond forfeited.

ARTICLE VII. PROTEST PROCEDURE

In case a team believes its interests have been adversely affected by a decision of an official or
by any event that took place during a game, it must proceed in the following manner:

i. The Coach or Team Captain shall inform the table officials of his intention to file a
protest immediately after the game by affixing his signature on the score sheet and
indicating thereto that he is intending to file a protest of the game.
ii. Within twenty-four (24) hours, after the game has been declared under protest,
the coach must file a written protest addressed to the Tournament Directors. The
protesting team must present or submit a written protest addressed to the
Tournament Directors stating the grounds thereof with a corresponding non-
refundable protest fee of ₱2,000.00. If the team fails to pay the protest fee, within
twenty-four (24) hours, after the game under protest has been played, the protest
shall not be entertained.
iii. In the written protest, it must specify clearly and briefly the grounds for making
the game “under protest”. All documentary evidence in support of the protest, if
there be any, must be attached to the written protest. Failure on the protestant to
submit his evidence shall be considered as a waiver to present the same.
iv. Within twenty-four (24) hours, from receipt of the written protest, the opposing
team, through its coach “may” file their opposition or counter-protest. Should
there be counter-protest; the opposing team should likewise pay the required
counter protest fee in the amount of ₱2,000.00..
v. With or without the opposition or counter-protest of the opposing team, the
management shall resolve the protest or counter-protest within twenty-four (24)
hours, from receipt of the protest or counter-protest based on the available
evidence presented or discovered by the management during the course of the
investigation.
vi. The decision of the management is final and executory. Reconsideration will not
be entertained.

ARTICLE VIII. POSTPONEMENT OF GAMES

A. No team shall be allowed to ask for the postponement of its games except for justifiable
reasons to be ascertained by the management.
B. Before the game, only the management through the Tournament Directors can declare
any postponement of games. Except in cases of brown-out, inclement weather or
unavailability of playing court, Tournament Directors, may suspend the game and
postpone the same.
C. In case of uncontrolled rumble/fighting (either between players and/or spectators), the
Tournament Directors may suspend the game. However, in case of their absence, the
Technical Committee upon proper coordination with the Tournament Directors, may
suspend the game to prevent further disorder or injuries.
D. In case of postponement of games, the game shall be reset at the discretion of the
management and the technical committee. The schedule of postponed games shall be
posted at the municipal gymnasium.
E. Only the remaining time, before the game was postponed, shall be played by the teams.

ARTICLE IX. TOURNAMENT FORMAT

A. The teams shall be bracketed into two or more bracket depending on the number of
entries.
B. The teams shall play in a single round robin elimination within their respective brackets.
C. The Top 2 Teams in each bracket shall advance to the semi-final round in a back-to-zero
team standing format. In determining the Top 2 Teams the following shall apply:
i. In case of a tie, the win over the other rule shall apply to determine team
standings.
ii. In case of triple or more ties, the goal difference as per provision of FIBA Rules
shall apply to determine team standings.
D. The Top 2 Teams in each bracket shall play in a back-to-zero team standing Single Round
Robin in the Semi-Final Round.
E. The Top 2 Teams in the Semi-Final Round shall advance to the Championship Round for
a Best of 5 Championship Series.
F. The No. 3 and No. 4 Teams shall play in a rubber match game.
G. The scheduling of games shall be determined by drawing of lots.

ARTICLE X. EXECUTIVE COMMITTEE

The Executive Committee of the 2018 Basketball Tournament shall be composed of the
following:

Mr. Romeo A. Maximo Jr., Human Resource Management Officer
For purposes of this tournament the Executive Committee shall perform the following
functions:
A. Appoint various technical committees.
B. Supervise and oversee the overall implementation of the activities of the tournament.
C. Provide policies, support, and guidelines to all committees, team officials and players.
D. Make a disciplinary decisions for improper conducts of players, coaches and team
officials based on the Tournament Rules and Regulations.

ARTICLE XI. TOURNAMENT DIRECTORS

To ensure the proper implementation of the Tournament, Mr. Romarico T. Panaga, Municipal
Treasurer, Mr. Ezitiel R. Membrot, Municipal Accountant, Engr. Rolando A. Liberato,
Municipal Engineer and Mr. Edison Q. Garcia, Municipal Planning and Development
Coordinator are hereby designated as Tournament Directors who shall perform the following
functions, duties and responsibilities:

A. Ensure that the Tournament Rules and Regulations of the tournament are strictly
observed.
B. Supervise and oversee the day-to-day progress of the tournament.
C. Enforce any decisions made to resolve disputes.
D. Impose penalties for any fault or infraction of the Tournament Rules and Regulations.
E. Report any serious incidence to the Executive Committee.
F. Remind the players that, if they have any questions or disputes before a game, they
must ask for clarification and adjudication immediately.

ARTICLE XII. FACILITY AND EQUIPMENT COMMITTEE

The Facility and Equipment Committee of the Tournament shall be composed of the
following:

A. Secures the availability of the gymnasium and prepare its physical set-up as the venue
for the activities relative to the conduct of the basketball tournament.
B. Manages the different equipment needs including balls, score clock, score sheets, etc.
C. Make list of the equipment, required to stage such an event |(basketballs, score sheets,
banners, streamers, signage, etc.)

ARTICLE XIII. TECHNICAL COMMITTEE

The Technical Committee of the Tournament shall be composed of the following:

B. Assist the Tournament Directors in supervising and overseeing the day-to-day conduct
of the tournament.
C. Coordinate with the Game Officials to ensure their availability on the scheduled games.
D. Prepare the tournament format for the approval of the Executive Committee.

ARTICLE XIV. MEDICAL COMMITTEE

The Medical Committee of the Tournament shall be composed of the following:

of the Tournament Directors.

ARTICLE XVIII. RESERVATION CLAUSE

The Municipal Government of Aparri through the Executive Committee reserves the right to
decide on other matters not specifically covered by the Tournament Rules and Regulations of
the 2018 Basketball Tournament.
