2.

Scope of Work

2.1 General

The work shall cover Engineering and Design, Materials Supply, Skid Assembly and Installation,
Fabrication and Erection, Testing and Commissioning and other services as specified in this document,
including the Manpower, Goods, Consumables and services to be provided an performed by the
Contractor and all activities necessary for the successful completion of the above ground diesel fuel
piping system at JPS.

The information provided in the specification document provides the minimum requirements that shall
be achieved. This document and associated drawings in no way removes any responsibility from the
Contractor to provide the works in compliance with all relevant codes and standard.

All other works and equipment which is not detailed above but which is necessary to complete a
satisfactory instillation shall be provided by the Contractor. The Contractor shall be solely responsible
for, and have control over, construction means, methods, techniques, sequences and procedures and
for coordinating all portions of the Work under the Contract.

The Contractor shall provide and pay for labour, equipment, tools, construction equipment and
machinery, consumables, commissioning material, construction utilities, transportation, and other
facilities and support services necessary for proper execution and successful completion of the Work,
whether temporary or permanent and whether or not incorporated or to be incorporated in the Work.

It is the Bidder’s responsibility to critically verify the scope of work indicated herein, and to propose the
project implementation methodology ( Project Execution plan in Bidder’s proposal). It is understood
that the Contractor shall perform all the Services as necessary to fulfill the objectives of the Contract.

BPMC shall provide all information where available to the Contractor. Should there be a lack of
(information or incomplete information, the Contractor will propose reasonable assumptions or criteria
(agreed by BPMC) in order to complete the deliverables within the target completion time. Lack of
information or incomplete information from BPMC or any other parties will not form any reason or
cause for delay in achieving the target completion date for any deliverable.

The Contractor shall indicate and confirm that any technical and contractual/commercial support
required by each individual employee of the Contractor who is assigned to the project shall be made
available in an effective manner from the Contractor external third party specialists. The Contractor shall
state and provide further details of the name of the third party specialist which will used to support the
engineering and design work.

2.2 Mandatory Site Inspection

Site inspection is Mandatory and pre-requisite before any Bidder can submit their bid. Pictures which
are provided under this section are general in nature, only to give Bidder a preliminary overview of the
Work. Bidder shall not use the pictures as reference in preparing their Bid.
Bidder shall carry out full detailed inspection and site survey at JPS to ascertain the condition of various
components of the site. Special consideration shall be observed for the any special requirements for the
Contractor to gain the access to the components while performing the Work.

During the site inspection and survey, the Bidder shall satisfy himself on the terminal points and actual
condition of the site. The Bidder then shall be deemed to have inspected, examined, verified and fully
understood the actual condition of various components that are required for the successful completion
of the Work, prior to preparation of his bid Submission.

It shall be the sole responsibility of the Bidder to notify BPMC of any discrepancy and to request
clarification on any issue that may arise following the site inspection. Mandatory site inspection can be
arranged for each Bidder separately and accompanied by the BPMC personnel.
