A.

Format of the DEBATE


1. The debates will consist of four teams of two persons a chairperson or Mister/Madame speaker, and
an adjudicator or panel of adjudicators.
2. Teams will consist of the following members:
 Opening government
- Prime Minister and Deputy Prime Minister.
 Opening opposition
-Leader of the opposition and Deputy Leader of opposition.
 Closing Government
-Member of the Government and Government Whip.
 Closing opposition
-Member of the Opposition and Opposition Whip.

3. Members will speak in the following order:

 (Speaker in order members)


 Prime Minister
 Opposition Leader
 Deputy Prime Minister
 Deputy Opposition Leader
 Members of the Government
 Members of the Opposition
 Government Whip
 Opposition Whip
B. The MOTION
1. The motion should be worked clearly.
2. The members should debate on the motion in the spirit of the motion and the tournament.

C. PREPARATION
1. Teams should have at least 15 minutes to prepare for all debates.
2. Teams should arrive at their debate venue w/in 5 minutes of the scheduled starting time for the
debate.
3. Members are permitted to use printed or written material during preparation and during the debate.

D. POINTS of INFORMATION
1. May be asked between the end of the 1st-minute and the 6th-minute mark of the speech.
2. May place one hand on his/her head and extend the other toward the member speaking.
3. The member who is speaking may allow the offer.
4. Should not exceed 15 sec. in length.
5. The member who is speaking may ask the person asking the point of information to sit down where
the offered has had the reasonable opportunity to be heard and understood.
6. Members should attempt to answer at least 2 points of information during their speech.
7. Will be assessed accordingly to the effect they have on the persuasiveness of the cases.
8. Points of Order and Points of Personal Privilege are not permitted.

E. The ADJUDICATION
1. The debate should be adjudicated by a panel of at least 3 adjudicators.
2. The adjudicators should confer and rank the teams from 1st place to last place.
3. There should be no verbal adjudication of the debate and the results should be related.

A. DEFINITIONS
1. Should state the issue for debate arising out of the motion and state the meaning of any
term in the motion.
2. The Prime Minister should provide the definition at the beginning of speech.
3. Truistic definition when the case is that of something w/c should not be done and there is no
reasonable. Tautological definition when the case is that of a certain state of affairs existing
or not existing.
4. Should have a clear and logical link to the motion.
5. Squirreling is prohibited.
6. Time and Place setting the debate is prohibited.

B. CHALLENGING the OPPOSITION


1. The leader of the opposition may challenge the definition if it violates rules 3, 4, 5 and 6.
2. The leader of the opposition should clearly.
3. The leader of the opposition should substitute an alternative definition.

C. ASSESSING the DEFINITIONAL CHALLENGE

1. Definition to be unreasonable
a) The definition is self-proving (Truistic or tautological).
b) The definition has no clear and logical link to the motion.
c) The definition has been squirreled; or.
d) The definition has time or place to set the debate.
2. The ones to establish that the definition is unreasonable are on the opposition.

A. The DEFINITION of the MATTER


1. It is not the arguments a debater uses to further his/her case and persuade the audience.
2. Includes arguments and reasoning.
3. It includes points of information offered and points of information taken.

B. The DUTY to PRESENT MATTER


1. Government members must present a positive matter.
2. Opposition members should attempt to present positive matter.
3. All members should attempt to answer.

C. The ELEMENTS of MATTER


-Arguments should relate to the issue of the debate and the case being presented.

D. ASSESSING MATTER
1. The matter presented should be persuasive.
2. Matter should be assessed from the viewpoint of the average reasonable person.
3. Adjudicators should not allow bias to influence their assessment.

A. The DEFINITION of MANNER


1. Manner is the presentation of speech.
2. Includes the style of the members’ presentation and the structure.

B. The ELEMENTS of STYLE
1. Eye contact
2. Voice modulation
3. Hand gestures
4. Language should be clear and simple
5. Use of notes
6. Use of Humor
7. Other elements may affect the Effectiveness of the presentation of the manner.

C. The ELEMENTS of STRUCTURE


1. The structure of the organization of the material of the speech of each member.
2. The structure or organization of the material of the team.

D. ASSESSING MANNER
1. The manner of the member should be effective.
2. Adjudicators should not be discriminated.

 RANKING the TEAM


1. The adjudicators rank the teams from 1st place to last place.
a) 1st Place team should be awarded 3 points.
b) 2nd Place team should be awarded 2 points.
c) 3nd Place team should be awarded 1 point.
d) 4nd Place team should be awarded Zero.
2. Teams may receive zero points when they fail to arrive at the debate venue.
3. Team may receive zero points when the adjudicators unanimously.
