EXECUTIVE SUMMARY
This Phase I Environmental Site Assessment (ESA) of the proposed Sam’s Club #4062 was
performed in accordance with our contractor services agreement with Carlson Consulting
Engineers (CCE), the Wal-Mart Due Diligence Policy (July 26, 2012) and consistent with the
procedures included in ASTM E 1527-05, Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process. Site reconnaissance was
performed by Mr. Travis Stamper of Terracon’s Chattanooga, Tennessee office on April 12,
2013.
A cursory summary of findings is provided below. However, details were not included or fully
developed in this section, and the report must be read in its entirety for a comprehensive
understanding of the items contained herein.
The site is located on the east side of Alcoa Highway US129/Route 155 and south of Mills
Street in Alcoa, Blount County, Tennessee and consists of approximately 14.61 acres of
undeveloped agricultural (pasture) land except for the presence of a former railroad spur
associated with the Alcoa West Plant to the south.
Based on historical information reviewed as part of this assessment, it appears that with
the exception of a railroad spur which bisects the property, the site was an undeveloped
area of the former Alcoa West Plant property used primarily for agricultural purposes
(pasture) from at least 1935 through 2010. Agricultural sites may potentially be subject to
environmental impact resulting from the storage, handling, and use of pesticides,
herbicides or fertilizers; however, if the materials were used and applied in accordance
with manufacturer’s directions, then use of such materials should not be an environmental
concern. Indications of potential area-wide impacts resulting from pesticide and/or
herbicide misuse were not observed during the site reconnaissance. Indications of
potential point-source impacts (barns, silos, etc.) were not identified onsite through the
historical review.
Terracon requested from the client copies of any available, previously conducted
environmental and/or geotechnical reports for the site. Review of the provided draft copy
of the Risk Management and Property Development Plan, Former West Plant indicates
that the site was part of the Farm Lease parcel, but two closed landfills and former
underground storage tanks present adjacent to the site to the south at the former Alcoa West
Plant. Activities at the former Alcoa West Plant constitute recognized environmental
conditions (RECs) to the site, namely Landfill WPA and USTs W-22 through W-25.
The site was part of the former Alcoa West Plant, which is reported to have two closed
landfills designated as State Superfund Sites under a 1984 Commissioners Order because of
buried ignitable wastes in addition to several “closed” UST cases. Activities at the former
Alcoa West Plant constitute RECs, namely from Landfill WPA and USTs W-22 through W-
25.
According to the provided conceptual site plan, the site is approximately 14.61 acres of
undeveloped agricultural (pasture) land with the exception of a former railroad spur which
bisected the property. During Terracon’s site reconnaissance, two stand-up groundwater
monitoring wells were observed along the southern site boundary. These monitoring wells
are believed to be associated with the Alcoa West Plant Landfill WPA, which constitutes a
REC to the site based on its proximity and potential for migration of impacted groundwater.
The site is adjoined to the north by Alcoa Highway/US 129 beyond which lies
McGee/Tyson Airport. The site is adjoined to the east by Mills Street followed by
residential development. The site is adjoined to the west by Alcoa Highway/US 129
beyond which lies residential property. The site is adjoined to the south by the former
Alcoa West Plant, which constitutes a REC to the site.
Significant data gaps were not identified during the execution of the ESA for this site.
o According to the USEPA Map of radon zones, the site is located in Zone 1 (counties
that have a predicted average screening level of greater than 4 picoCuries per liter of
air (pCi/l), which is the EPA guideline action level for annual average indoor radon
concentrations in residential dwellings. Based on the above information, the site is
considered to have an increased potential for elevated indoor concentrations of radon
gas. Structures with basements are more susceptible to radon gas accumulation. If the
proposed structures will not have basements and will not be used for residential

purposes; radon should not adversely impact Wal-Mart’s future intended development or
use of the site; however, on-site testing would be required to evaluate site-specific
concentrations of radon gas.
o If groundwater beneath the site has been impacted with volatile compounds released
from the south adjoining former Alcoa West Plant, the planned Sam’s Club building
could be subject to indoor air quality issues associated with vapor intrusion.
o There is a potential that the USFWS may consider the wooded areas at the site as
suitable summer roosting habitat for the endangered Indiana bat.
Conclusions
We have performed a Phase I ESA of the Proposed Sam’s Club #4062 site located at the east
side of Alcoa Highway US129/Route 155 and south of Mills Street in Alcoa, Blount County,
Tennessee in accordance with our contractor services agreement with Carlson Consulting
Engineers, the Wal-Mart Due Diligence Policy (July 26, 2012), and consistent with the
procedures included in ASTM E 1527-05, Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process. Any exceptions to, or
deletions or deviations from, this practice are described in Section 1.4 of this report.
Based on the Scope of Services and Findings of this assessment, Terracon identified the
following REC associated with adjacent property use.
The south-adjoining former Alcoa West Plant facility, particularly landfill WPA which
adjoins the site to the immediate southeast corner.
Through the assessment of business environmental risks at the site, Terracon determined the
following:
If impacted soil or groundwater is present beneath the site in association with releases
from the former Alcoa West Plant facility, the planned Sam’s Club building could be
subject to indoor air quality issues due to vapor intrusion.
There is a potential that the USFWS may consider the wooded areas at the site as
suitable summer roosting habitat for the endangered Indiana bat.

1.0 INTRODUCTION
The site location is depicted on Figure 1 of Appendix A, which was reproduced from a portion
of the United States Geological Survey (USGS) Maryville, Tennessee 7.5-minute series
topographic map. A diagram of the site and adjoining properties is included as Figure 2 of
Appendix A. A Conceptual Site Plan prepared by Carlson Consulting Engineers Inc. (CCE) is
also included in Appendix A. Acronyms and terms used in this report are described in
Appendix F.
This ESA was performed in accordance with our contractor services agreement with Carlson
Consulting Engineers (CCE), the Wal-Mart Due Diligence Policy (July 26, 2012), and
consistent with the procedures included in ASTM E 1527-05, Standard Practice for
Environmental Site Assessments: Phase I Environmental Site Assessment Process. The
purpose of this ESA is to assist the client in developing information to identify recognized
environmental conditions (RECs) in connection with the site as reflected by the scope of this
report. This purpose was undertaken through user-provided information, a regulatory
database review, historical and physical records review, interviews, including local
government inquiries, as applicable, and a visual noninvasive reconnaissance of the site and
adjoining properties. Other than as expressly stated in Section 1.4 herein, this report has
been prepared in compliance with Wal-Mart’s Environmental Due Diligence Policy.
This ESA was performed in accordance with generally accepted practices of this profession,
undertaken in similar studies at the same time and in the same geographical area. We have
endeavored to meet this standard of care, but may be limited by conditions encountered
during performance, a client-driven scope of work, or inability to review information not
received by the report date. Where appropriate, these limitations are discussed in the text of

the report, and an evaluation of their significance with respect to our findings has been
conducted.
Phase I ESAs, such as the one performed at this site, are of limited scope, noninvasive and
cannot eliminate the potential that hazardous, toxic or petroleum substances are present or
have been released at the site beyond what is identified by the limited scope of this ESA. In
conducting the limited scope of services described herein, certain sources of information and
public records were not reviewed. It should be recognized that environmental concerns may
be documented in public records that were not reviewed. No environmental site assessment
can wholly eliminate uncertainty regarding the potential for recognized environmental
conditions in connection with a property. Performance of this practice is intended to reduce,
but not eliminate, uncertainty regarding the potential for recognized environmental conditions.
The limitations herein must be considered when the user of this report formulates opinions as
to risks associated with the site or otherwise uses the report for any other purpose. These
risks may be further evaluated – but not eliminated – through additional research or
assessment. We will, upon request, advise you of additional research or assessment options
that may be available and associated costs.
1.4 Additional Scope Limitations, ASTM Deviations, and Significant Data Gaps
Based upon the agreed-on scope of services, this ESA did not include subsurface or other
invasive assessments, or other services not particularly identified and discussed herein.
Reasonable attempts were made to obtain information within the scope and time constraints
set forth by the client; however, in some instances, information requested is not, or was not,
received by the issuance date of the report. Information obtained for this ESA was received
from several sources that we believe to be reliable; nonetheless, the authenticity or reliability
of these sources cannot and is not warranted hereunder.
An evaluation of the significance of these limitations and missing information with respect to
our findings has been conducted, and where appropriate, significant data gaps are identified
and discussed in the text of the report. However, it should be recognized that an evaluation of
the significance of these data gaps is based on the information available at the time of report
issuance, and an evaluation of information received after the report issuance date may result
in an alteration of our report. We have no obligation to provide information obtained or
discovered by us after the date of the report, or to perform any additional services, regardless
of whether the information would affect any conclusions, recommendations, or opinions in the
report. This disclaimer specifically applies to any information that has not been provided by

This report represents our service to you as of the report date and constitutes our final

1.5 Reliance
This ESA report is certified to, can be relied upon by, and has been prepared for the exclusive
use of the following entities: Carlson Consulting Engineers, Inc., a Tennessee corporation,
Wyatt, Tarrant & Combs, LLP, a Kentucky limited liability partnership, and Sam's Real Estate
Business Trust, a Delaware statutory trust, and their respective successors, assigns, affiliates,
and subsidiaries.
Reliance on the ESA by the client and all authorized parties will be subject to the terms,
conditions and limitations stated in the ESA report and Terracon's contractor services
agreement with Carlson Consulting Engineers.
Continued viability of this report is subject to ASTM E 1527-05 Sections 4.6 and 4.8. If the
ESA will be used by a different user (third party) than the user for whom the ESA was
originally prepared, the third party must also satisfy the user’s responsibilities in Section 6 of
ASTM E 1527-05.
Mr. Shepherd Tate, Project Manager of Carlson Consulting Engineers, and Mr. Peter Clement,
Senior Project Manager with Wal-Mart, Inc., completed User Questionnaires, which provided
Terracon with the information outlined in the following subsections. A copy of the completed
User Questionnaire is provided in Appendix B.
Mr. Tate and Mr. Clement were not aware of any environmental cleanup liens against the
property that are filed or recorded under federal, tribal, state, or local law. Terracon’s evaluation
of environmental liens and activity and use limitations (AULs) based on title records provided
by Walmart is provided in Section 3.7.
Mr. Tate and Mr. Clement were aware of Activity and Use Limitations (AULs) regarding the
adjacent former parent parcel West Plant property. They indicated that the City of Alcoa requires
that the groundwater at the former West Plant be restricted from use as a permanent deed
restriction. Two closed landfills with engineered caps located at the adjacent parcel are
designated as State Superfund Sites under a 1984 Commissioners Order because of buried
ignitable wastes. Certain designated areas of the former West Plant are subject to TDEC
approval for intrusive environmental investigation.

Mr. Tate and Mr. Clement did not have any specialized knowledge or experience related to the
site or nearby properties that may be material in the identification of recognized environmental
conditions in connection with the site.
Mr. Tate and Mr. Clement indicated that they were not aware of the fair market value of the
property.
Mr. Tate and Mr. Clement indicated that they were aware of a previous environmental report
and provided a draft copy of the Risk Management and Property Development Plan, Former
West Plant by URS Corporation dated October 2006. They also indicated that the site was
located adjacent to an aluminum manufacturing and processing plant and a capped landfill
containing ignitable wastes.
Mr. Tate and Mr. Clement were aware of indicators of the presence or likely presence of
environmental contamination from hazardous substances or petroleum products at the site
property. Mr. Tate and Mr. Clement noted that previously issued environmental reports pertaining
to the overall development of the Former West Plant indicate the presence of a capped landfill
containing buried ignitable wastes directly adjacent to the subject property. Groundwater studies
conducted in 1997 present in the report indicate no significant release has occurred. However,
due to the history of the West Plant, the age of the groundwater studies, and the direction of flow
of groundwater towards the proposed site, there is a possibility of contamination at the property.

Terracon reviewed the following historical sources for indications of RECs. A summary of the
historical review is included in Section 3.12, and copies of pertinent historical documents are
included in Appendix C.
Readily available historical USGS topographic maps were reviewed to identify land uses in
connection with the site and adjoining properties. Reviewed historical topographic maps are
summarized below:

Aerial photographs made available from EDR were reviewed at available intervals to identify
land uses and potential RECs in connection with the site and adjoining properties. Their
clarity and scale may limit the evaluation of some aerial photographs. Review of the available
historical aerial photographs to identify RECs associated with the site is summarized below:

City directory information was requested through EDR and was reviewed at approximate five-
year intervals, if readily available. The city directories reviewed as part of this study were
made available through the Polk’s City Directory, Premier City Directory and Johnson’s City
Directory (selected years reviewed: 1990, 1998, 2001, 2007 and 2013). Based on inquiry with
EDR, the site and immediately adjacent properties were not listed in the reviewed city
directories.
Historical fire insurance maps produced by the Sanborn Map Company were requested from
EDR to evaluate past uses and relevant characteristics of the site and adjoining properties.
Based upon inquiries to EDR, Sanborn Maps are not available for the site area.
The Blount County Property Assessors records were reviewed regarding the site. According
to the records, the current owner of the parent parcel is Aluminum Co. of America.
The client provided Terracon with a Commitment for Title Insurance, dated April 2, 2013,
prepared for the site by First American Title Insurance Company. A copy of the title commitment
is included in Appendix C. A review of the title commitment and underlying documents
indicated that the site has been owned by Aluminum Company of America (Alcoa, Inc.) since
1917. The former Alcoa West Plant is identified in the environmental regulatory database
report and is discussed in Section 4.1.

The client provided Terracon the Title Insurance Commitment (dated April 2, 2013) prepared for
the site by First American Title Insurance Company. Review of the title insurance commitment
and supporting documents provided indicate the following potential evidence of AULs
associated with the parent parcel.
Notice of hazardous substance site dated November 29, 1988, filed of record in
Miscellaneous Book 89, page 809, as amended by instrument dated March 20, 1989,
filed of record in Miscellaneous Book 90, page 914, in the office of the Blount County,
Tennessee Register of Deeds (exception #17).
Notation to Deed declaring that a portion of the subject property is a closed landfill,
filed of record in April 20, 2004, in Record Book 2006, page 2482, in the office of the
Blount County, Tennessee Register of Deeds (exception #19).
The City of Alcoa Code Enforcement Officer was contacted by phone regarding environmental
records for the site. According to the code enforcement department, no records were on file
for the site.
According to the City of Alcoa Planning section the site is currently zoned as Limited
Restriction I. The intent of this zoning is to reserve lands best suited for agricultural, low-
density residential (especially in areas where such natural features as steep slopes, high
erosion potential and public service considerations are a critical determinant), and passive
recreational areas, and prevent the encroachment of urban and other incompatible land uses.

Terracon interviewed Mr. Ken Hays (Kinsey Probasco Hays) and Mr. Paul Weaverling
(International Risk Group), agents for the site owner, to obtain information about historical
uses and potential environmental concerns associated with the site. Mr. Hays and Mr.
Weaverling indicated that the site has been owned by Aluminum Co. of America for over 100
years and has been historically undeveloped agricultural (pasture) land. They further indicated
that the adjacent parcel to the south includes two closed landfills designated as State
Superfund Sites because of buried ignitable wastes. Certain designated areas of the former West
Plant are subject to TDEC approval for intrusive environmental investigation and the City of Alcoa
requires that the groundwater at the former West Plant be restricted from use as a permanent
deed restriction.
Terracon requested from the client copies of any available, previously conducted
environmental and/or geotechnical reports for the site. Terracon reviewed the provided draft

Corporation dated October 2006. This document indicates that the site is part of the former
Farm Lease area (pasture land) and two closed landfills located adjacent to the site to the south
at the former parent parcel and are designated as State Superfund Sites under a 1984
Commissioners Order due to buried ignitable wastes. This report also indicates that underground
storage tanks (W-22 through W-25) located adjacent to the site to the south were excavated and
a groundwater remediation system operated for approximately three years. The case received a
“Closure Letter” letter dated February 9, 2001; however, the report indicated that limited free
product was still present at the time of closure. During a file review at the Tennessee Department
of Environmental and Conservation – Knoxville Field Office, an interoffice correspondence (April
29, 2002) regarding the Alcoa West Plant was observed. The correspondence reveals the
opinion that although there is no documented significant impact to groundwater; flow direction is
believed to be northwest toward the Farm Lease area (site) and that there is a reasonable
possibility that groundwater is contaminated, despite groundwater analytical results. Additionally,
the correspondence discusses speculation of another landfill referred to as Landfill WPH that
could be potentially located on the site. However, Section 2.2.2.9 of the draft Risk Management
and Property Development Plan, Former West Plant indicates that a geophysical survey,
shallow excavation trenches and sampling conducted in 1998 did not reveal evidence of buried
waste in the suspected area north of the former Albron Facility.
Based on historical information reviewed as part of this assessment, it appears that the site
was an undeveloped area of the former Alcoa West Plant property used for agricultural
purposes (pasture) from at least 1935 through 2010 with the exception a former railroad spur
that becomes apparent in a 1955 aerial photograph. Agricultural sites may potentially be
subject to environmental impact resulting from the storage, handling, and use of pesticides,
herbicides or fertilizers; however, if the materials were used and applied in accordance with
manufacturer’s directions, then use of such materials should not be an environmental
concern. Indications of potential area-wide impacts resulting from pesticide and/or herbicide

misuse were not observed during the site reconnaissance. Indications of potential point-
source impacts (barns, silos, etc.) were not identified onsite through the historical review.
The United States EPA and State of Tennessee database information was provided by EDR,
a contract information services company, for indications of environmental concern on and in
the vicinity of the site. Information in this section is subject to the accuracy of the data
provided by the information services company and the date at which the information is
updated, and the scope herein did not include location of facilities listed as "unmappable".
In some of the following subsections, the words up-gradient, cross-gradient and down-
gradient refer to the topographic gradient in relation to the site. As stated previously, the
groundwater flow direction and the depth to shallow groundwater, if present, would likely vary
depending upon seasonal variations in rainfall and the depth to the soil/bedrock interface.
Without the benefit of on-site groundwater monitoring wells surveyed to a datum, groundwater
depth and flow direction beneath the site cannot be ascertained.
Listed below are the names and number of facilities identified on federal and state databases
within the indicated search areas. Database definition, descriptions, and the database search
report are included in the Appendices.

In addition to the above ASTM-required listings, Terracon reviewed other federal, state, local
and proprietary databases provided by the database firm. A list of the additional reviewed
databases is included in the regulatory database report included in Appendix D.
Knoxville Airport HI
This facility is listed as a LUST site with a current status of having a completed tank closure. This
facility is listed as being 0.375 miles to the north of the site. Based upon regulatory status,
apparent topographic gradient, and relative distance from the site, this facility does not
represent RECs to the site at this time.
Unmapped Facilities
Unmapped facilities are those that do not contain sufficient address or location information to
evaluate the facility listing locations relative to the site. The EDR report identified
137 unmapped facilities. These facilities are listed in the EDR report in Appendix D.
Determining the location of unmapped facilities is not within the scope of this assessment.

The Blount County Health Department was contacted by telephone regarding environmental
records or information indicating environmental concerns for the site. As of the writing of this
report, a response from the health department has not been received.
The City of Alcoa Fire Marshal (Darren Stinnett) was contacted by telephone regarding
environmental records or information indicating environmental concerns for the site. The Fire
Marshal indicated that they did not immediately locate any records of incidents or responses
to the site.
The site was part of the former Alcoa West Plant property which is located primarily on the
adjoining property to the south. Terracon reviewed the provided draft copy of the Risk
Management and Property Development Plan, Former West Plant by URS Corporation dated
October 2006. This document indicates two closed landfills located adjacent to the site to the
south at the former parent parcel and are designated as State Superfund Sites under a 1984
Commissioners Order due to buried ignitable wastes. This report also indicates that underground
storage tanks (W-22 through W-25) located adjacent to the site to the south were excavated and
a groundwater remediation system operated for approximately three years. The case received a
“Closure Letter” letter dated February 9, 2001; however, the report indicated that limited free
product was still present at the time of closure. During a file review at the Tennessee Department
of Environmental and Conservation – Knoxville Field Office, an interoffice correspondence (April
29, 2002) regarding the Alcoa West Plant was observed. The correspondence reveals the
opinion that although there is no documented significant impact to groundwater; flow direction is
believed to be northwest toward the Farm Lease parcel (site) and that there is a reasonable
possibility that groundwater is contaminated, despite groundwater analytical results. Additionally,
the correspondence discusses speculation of another landfill referred to as Landfill WPH that
could be potentially located on the site. However, Section 2.2.2.9 of the draft Risk Management
and Property Development Plan, Former West Plant indicates that a geophysical survey,
shallow excavation trenches and sampling conducted in 1998 did not reveal evidence of buried
waste in the suspected area north of the former Albron Facility. Activities at the former Alcoa
West Plant constitute recognized environmental conditions (RECs) to the site, namely from
Landfill WPA and USTs W-22 through W-25. The remaining facilities identified in the database
report do not appear to represent RECs to the site at this time based upon regulatory status,
apparent topographic gradient, and/or relative distance from the site.

The site is located on the east side of Alcoa Highway US129/Route 155 and south of Mills
Street in Alcoa, Blount County, Tennessee and consists approximately 14.61 acres of
undeveloped agricultural (pasture) land with the exception of a former railroad spur which
bisects the site.

Information obtained from the interview with Mr. Hays and Mr. Weaverling is summarized in
Section 3.10 of this report. Terracon interviewed Ms. Aaron Sutton (TDEC), to obtain
information about potential environmental concerns associated with the site. Ms. Sutton
confirmed the potential for contaminant migration through groundwater towards the site from
activities associated with the former Alcoa West Plant. Ms. Sutton was not aware of another
landfill referred to as Landfill WPH that could be potentially located on the site.
The site is approximately 14.61 acres of undeveloped agricultural (pasture) land with the
exception of a wooded area along a former railroad spur which bisects the property. During
site reconnaissance, Terracon observed two groundwater monitoring wells along the southern

property boundary. These monitoring wells are believed to be associated with the Alcoa West
Plant Landfill WPA, which is considered an REC to the site.
Adjoining/Surrounding Properties

The former Alcoa West Plant was located adjacent to the south and potentially up-gradient
relative to the site. Based on its proximity and topographic position relative to the site, the
Alcoa West Plant facility is considered a REC due to the potential for impact to soil and
groundwater beneath the site resulting from previous industrial activities, namely from Landfill
WPA and USTs W-22 through W-25.
The following sections detail business environmental risks evaluated as part of this
assessment.
7.1 Radon
According to a US EPA Map of radon zones, the site is located in Zone 1 (greater than
4pCi/L), an area of high radon gas potential. The EPA recommends a guideline “action level”
of 4.0 picoCuries per liter of air (pCi/l) for annual average indoor radon concentrations in
residential dwellings. The action level is based on an exposure of 18 hours per day for 40
years. Based on the above information, the site is considered to have an increased potential
for elevated indoor concentrations of radon gas. Structures with basements are more
susceptible to radon gas accumulation. The USEPA has not established an action level for
commercial facilities. If the proposed structures will not have basements and will not be used
for residential purposes; radon should not adversely impact Wal-Mart’s future intended
development or use of the site; however, on-site testing would be required to evaluate site-
specific concentrations of radon gas.

Based on the findings of this ESA, documented hazardous substance or petroleum product
contamination was not identified at the site. As such, it appears there is a low potential for
Wal-Mart’s future intended development or use of the site to be impacted by indoor air quality
issues stemming from the existing on-site conditions. However, if impacted soil or
groundwater associated with releases from the former Alcoa West Plant is present beneath
the site, the planned Sam’s Club building could be subject to indoor air quality issues due to
vapor intrusion.
Lead is a toxic heavy metal known to turn up in drinking water. Research data indicate that at
certain levels may threaten human health, especially among infants and children. Natural
water usually contains very little lead. Contamination generally occurs in the water distribution
system or in the supply pipes of the building. Because of this, the EPA has established an
“Action Level” for lead concentrations in drinking water of 0.015 milligrams per liter (mg/l).
The “Action Level” is defined as the concentration of lead in water which, if exceeded, triggers
treatment or other requirements which a water system must follow.
Based on a review of the 2012 Water Quality Report, which was reviewed from the City of
Alcoa website, the source of drinking water for the site is the Little River originating in the
Great Smoky Mountains. The water quality report indicated that the City of Alcoa’s drinking
water met or exceeded the Federal and State requirements in 2011. No onsite structures
were observed during reconnaissance; therefore, laboratory testing and evaluation of lead in
drinking water was not performed.
Based on the findings of this ESA, no commercial or manufacturing facilities appear to have
been historically present onsite. However, the site was part of the former Alcoa West Plant
property which reportedly contains two closed landfills that are designated as State Superfund
Sites under a 1984 Commissioners Order due to buried ignitable wastes. It has been reported
that the City of Alcoa requires that the groundwater at the former West Plant be restricted from
use as a permanent deed restriction. Additionally, certain designated areas of the former West
Plant are subject to TDEC approval prior to intrusive environmental investigation.
Other environmental regulatory compliance issues which may adversely impact Wal-Mart’s
future intended development or use of the site are discussed in Section 7.6, 7.7 and 7.8
below.

Potential health concerns about power lines were first raised in a 1979 study which associated
increased risk of childhood leukemia with residential proximity to power lines. Since that initial
study, numerous other investigations have attempted but failed to clarify whether observed
associations between electromagnetic fields (EMFs) and various health effects were causal or
coincidental. Some scientists have argued the physical impossibility of any health effect due
to weak ambient levels of EMFs, while others maintain that the potential health risks should
not be dismissed even though the evidence remains equivocal and contradictory. After more
than 25 years of intensive study, the health and safety conscious Swedish government has
established a safety limit for exposure to EMF at 2.5 milli-Gauss (mG). Although the
U.S. government has been slower to act in establishing its own standards, the Swedish
standard is generally accepted throughout the world.
Since high voltage overhead power transmission lines are not present on the site, there is a
low potential for Wal-Mart’s future intended development or use of the site to be adversely
impacted by high voltage powerlines.
Terracon reviewed the National Park Service’s website for listed National Register of Historic
Places (NRHP) resources located in the vicinity of the site. None of the NRHP-listed
resources appear to be located within one-half mile of the site. Research shows that the
Alcoa West Plant Office and the Alcoa South Plant Office were once listed but were removed
from the list in November 2006 and March 2009, respectively. Based on these findings, it
appears that there is a low potential for Wal-Mart’s intended development or use of the site to
adversely impact recorded cultural resources.
Terracon understands that CCE has contacted the Tennessee State Historic Preservation
Office (SHPO) to obtain clearance with regard to potential cultural, historic, and archaeological
resource issues. As of the date of this report, agency responses have not been received by
CCE.
Topographic maps, aerial photography, and a U.S. Department of the Interior’s Fish and
Wildlife Service (USFWS) National Wetland Inventory (NWI) Map for the site were reviewed to
identify potential wetland areas. The NWI Map does not indicate wetlands on the site. A copy
of the NWI map is included in Appendix C. Surface waters or evidence of wetland features
were not observed during the site reconnaissance conducted by Terracon. Based on these
findings, it appears that there is a low potential for Wal-Mart’s intended development or use of
the site to adversely impact regulated wetlands or surface waters.
Terracon understands CCE has contacted the US Army Corps of Engineers to obtain
clearance with regard to potential wetlands and surface water issues. As of the date of this
report, an agency response has not been received by CCE.

According to the Tennessee page of the USFWS Threatened and Endangered Species
System website, 7 threatened or endangered species may exist in Blount County, including
the finerayed pigtoe, snail darter, spotfin chub, yellowfin madtom, duskytail darter, Virginia
spiraea, and Indiana bat. The current site conditions do not appear conducive to the existence
of the identified endangered species listed for Blount County, except for the possibility that the
existing wooded areas along the former railroad spur may be considered by the USFWS to be
suitable summer roosting habitat for the federally endangered Indiana bat.
Terracon understands that CCE has contacted the U.S. Fish and Wildlife Service (USFWS) to
obtain clearance with regard to potential threatened or endangered species issues at the site.
As of the date of this report, agency responses have not been received by CCE.
Terracon reviewed the USGS Maryville, Tennessee 7.5 minute topographic map, the National
Wilderness Preservation System website, and the USFWS National Wildlife Refuge (NWR)
Systems website. According to information on these sources, the site is not located within or
adjacent to a designated wilderness area, wildlife refuge, wildlife management area, or wildlife
preserve. During our site reconnaissance, Terracon did not encounter signage that would
indicate that the site is located in a designated wilderness area or a wildlife refuge,
management area, or preserve. Based on the above findings, it appears there is a low
potential for Wal-Mart’s future intended development or use of the site to adversely impact
wildlife refuges or wilderness areas.
Biological agents include bacteria, viruses, fungi, other microorganisms and their associated
toxins. Biological agents have the ability to adversely affect human health in a variety of ways,
ranging from relatively mild, allergic reactions to serious medical conditions, even death. These
organisms are widespread in the natural environment; they are found in water, soil, plants, and
animals. Because many microbes reproduce rapidly and require minimal resources for survival,
biological agents are a potential danger in a wide variety of occupational settings. Based on the
findings of this ESA, biological agents were not identified at the site. Therefore, it appears
that there is a low potential for Wal-Mart’s future intended development or use of the site to be
adversely impacted by issues stemming from existing on-site conditions relative to biological
agents.
7.11 Mold
Based on observations made during site reconnaissance, there were no structures on the site.
Therefore, it appears there is a low potential for Wal-Mart’s future intended development or
use of the site to be adversely impacted by issues stemming from existing on-site conditions
relative to mold.

Based on the findings of this ESA, it appears there is a potential for Wal-Mart’s future intended
development or use of the site to be adversely impacted by existing conditions at the site,
based on the potential of elevated radon in on-site structures (Section 7.1); the potential for
indoor air quality issues if groundwater impact is determined in association with an off-site
source (Section 7.2) and; the potential presence of Indiana bat habitat (Section 7.8).
This Phase I Environmental Site Assessment (ESA) of the proposed Sam’s Club #4062 was
performed in accordance with our contractor services agreement with CCE, the Wal-Mart Due
Diligence Policy (July 26, 2012), and consistent with the procedures included in
ASTM E 1527-05, Standard Practice for Environmental Site Assessments: Phase I
Environmental Site Assessment Process. Site reconnaissance was performed by Mr. Travis
Stamper of Terracon’s Chattanooga, Tennessee office on April 12, 2013.
8.1 Findings
A cursory summary of findings is provided below. However, details were not included or fully
developed in this section, and the report must be read in its entirety for a comprehensive
understanding of the items contained herein.
The site is located on the east side of Alcoa Highway US129/Route 155 and south of Mills
Street in Alcoa, Blount County, Tennessee and consists of approximately 14.61 acres of
undeveloped agricultural (pasture) land except for the presence of a former railroad spur
associated with the Alcoa West Plant to the south.
Based on historical information reviewed as part of this assessment, it appears that with
the exception of a railroad spur which bisects the property, the site was an undeveloped
area of the former Alcoa West Plant property used primarily for agricultural purposes
(pasture) from at least 1935 through 2010. Agricultural sites may potentially be subject to
environmental impact resulting from the storage, handling, and use of pesticides,
herbicides or fertilizers; however, if the materials were used and applied in accordance
with manufacturer’s directions, then use of such materials should not be an environmental
concern. Indications of potential area-wide impacts resulting from pesticide and/or
herbicide misuse were not observed during the site reconnaissance. Indications of
potential point-source impacts (barns, silos, etc.) were not identified onsite through the
historical review.
Terracon requested from the client copies of any available, previously conducted
environmental and/or geotechnical reports for the site. Review of the provided draft copy
of the Risk Management and Property Development Plan, Former West Plant indicates

that the site was part of the Farm Lease parcel, but two closed landfills and former
underground storage tanks present adjacent to the site to the south at the former Alcoa West
Plant. Activities at the former Alcoa West Plant constitute recognized environmental
conditions (RECs) to the site, namely landfill WPA and USTs W22 throughW25.
The site was part of the former Alcoa West Plant, which is reported to have two closed
landfills designated as State Superfund Sites under a 1984 Commissioners Order because of
buried ignitable wastes in addition to several “closed” UST cases. Activities at the former
Alcoa West Plant constitute RECs, particularly landfill WPA.
According to the provided conceptual site plan, the site is approximately 14.61 acres of
undeveloped agricultural (pasture) land with the exception of a former railroad spur which
bisected the property. During Terracon’s site reconnaissance, two stand-up groundwater
monitoring wells were observed along the southern site boundary. These monitoring wells
are believed to be associated with the Alcoa West Plant Landfill WPA, which constitutes a
REC to the site based on its proximity and potential for migration of impacted
groundwater.
The site is adjoined to the north by Alcoa Highway/US 129 beyond which lies
McGee/Tyson Airport. The site is adjoined to the east by Mills Street followed by
residential development. The site is adjoined to the west by Alcoa Highway/US 129
beyond which lies residential property. The site is adjoined to the south by the former
Alcoa West Plant, which constitutes a REC to the site.
Significant data gaps were not identified during the execution of the ESA for this site.

is a low potential for issues related these items to adversely impact Wal-Mart’s future
intended development or use of the site, except for the following:
o According to the USEPA Map of radon zones, the site is located in Zone 1 (counties
that have a predicted average screening level of greater than 4 picoCuries per liter of
air (pCi/l), which is the EPA guideline action level for annual average indoor radon
concentrations in residential dwellings. Based on the above information, the site is
considered to have an increased potential for elevated indoor concentrations of radon
gas. Structures with basements are more susceptible to radon gas accumulation. If the
proposed structures will not have basements and will not be used for residential
purposes; radon should not adversely impact Wal-Mart’s future intended development or
use of the site; however, on-site testing would be required to evaluate site-specific
concentrations of radon gas.
o If groundwater beneath the site has been impacted with volatile compounds released
from the south adjoining former Alcoa West Plant, the planned Sam’s Club building
could be subject to indoor air quality issues associated with vapor intrusion.
o There is a potential that the USFWS may consider the wooded areas at the site as
suitable summer roosting habitat for the endangered Indiana bat.
8.2 Conclusions
We have performed a Phase I ESA of the Proposed Sam’s Club #4062 site located at the east
side of Alcoa Highway US129/Route 155 and south of Mills Street in Alcoa, Blount County,
Tennessee in accordance with our contractor services agreement with Carlson Consulting
Engineers, the Wal-Mart Due Diligence Policy (July 26, 2012), and consistent with the
procedures included in ASTM E 1527-05, Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process. Any exceptions to, or
deletions or deviations from, this practice are described in Section 1.4 of this report.
Based on the Scope of Services and Findings of this assessment, Terracon identified the
following REC associated with adjacent property use.
The south-adjoining former Alcoa West Plant facility, particularly landfill WPA which
adjoins the site to the immediate southeast corner.
Through the assessment of business environmental risks at the site, Terracon determined the
following:

Description: The ALCOA Ammunition Storage Station was located off the intersection
of Middle Settlement Rd and Mt Tabor Rd in Alcoa, TN. Two former DOD
structures, approx. 60’ X 26’ concrete block bldgs, surrounded by a
security fence on the 9.06 acre site
The site was a former ALCOA Ammunition Storage Station which
consisted of 456.1 acres. 9.06 acres were aquired in fee and 447.07
acres were easements for safety fan area. The site was used
exclusiveley for USAF purposes for ammunition storage. The bunkers
have been demolished. The PA/INPR recommended a RAC 5, NOFA. THe TAG
review has not been performed.

HIST FTTS INSP: FIFRA/TSCA Tracking System Inspection & Enforcement Case Listing
A complete inspection and enforcement case listing from the FIFRA/TSCA Tracking System (FTTS) for all ten EPA
regions. The information was obtained from the National Compliance Database (NCDB). NCDB supports the implementation
of FIFRA (Federal Insecticide, Fungicide, and Rodenticide Act) and TSCA (Toxic Substances Control Act). Some
EPA regions are now closing out records. Because of that, and the fact that some EPA regions are not providing
EPA Headquarters with updated records, it was decided to create a HIST FTTS database. It included records that
may not be included in the newer FTTS database updates. This database is no longer updated.

and nursing homes - where individuals who are sensitive receptors are likely to be located.

flow at specific points. EDR has reviewed reports submitted by environmental professionals to regulatory

The U.S. Department of Agriculture’s (USDA) Soil Conservation Service (SCS) leads the National Cooperative Soil
Survey (NCSS) and is responsible for collecting, storing, maintaining and distributing soil survey information
for privately owned lands in the United States. A soil map in a soil survey is a representation of soil patterns
in a landscape. Soil maps for STATSGO are compiled by generalizing more detailed (SSURGO) soil survey maps.

Description of Selected General Terms and Acronyms
Term/Acronym Description
Asbestos Containing Material. Asbestos is a naturally occurring mineral, three varieties of which (chrysotile, amosite, crocidolite) have been
commonly used as fireproofing or binding agents in construction materials. Exposure to asbestos, as well as ACM, has been documented to
cause lung diseases including asbestosis (scarring of the lung), lung cancer and mesothelioma (a cancer of the lung lining).
Regulatory agencies have generally defined ACM as a material containing greater that one (1) percent asbestos, however some states (e.g.
California) define ACM as materials having 0.1% asbestos. In order to define a homogenous material as non-ACM, a minimum number of
samples must be collected from the material dependent upon its type and quantity. Homogenous materials defined as non-ACM must either
have 1) no asbestos identified in all of its samples or 2) an identified asbestos concentration below the appropriate regulatory threshold.
Asbestos concentrations are generally determined using polarized light microscopy or transmission electron microscopy. Point counting is an
analytical method to statistically quantify the percentage of asbestos in a sample. The asbestos component of ACM may either be friable or
ACM
non-friable. Friable materials, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure and have a higher potential for
a fiber release than non-friable ACM. Non-friable ACM are materials that are firmly bound in a matrix by plastic, cement, etc. and, if handled
carefully, will not become friable.
Federal and state regulations require that either all suspect building materials be presumed ACM or that an asbestos survey be performed
prior to renovation, dismantling, demolition, or other activities that may disturb potential ACM. Notifications are required prior to demolition
and/or renovation activities that may impact the condition of ACM in a building. ACM removal may be required if the ACM is likely to be
disturbed or damaged during the demolition or renovation. Abatement of friable or potentially friable ACM must be performed by a licensed
abatement contractor in accordance with state rules and NESHAP. Additionally, OSHA regulations for work classification, worker training and
worker protection will apply.
AHERA Asbestos Hazard Emergency Response Act
Above Ground Storage Tanks. ASTs are generally described as storage tanks less than 10% of which are below ground (i.e., buried). Tanks
AST located in a basement, but not buried, are also considered ASTs. Whether, and the extent to which, an AST is regulated, is determined on a
case-by-case basis and depends upon tank size, its contents and the jurisdiction of its location.
BGS Below Ground Surface
Benzene, Toluene, Ethylbenzene, and Xylenes. BTEX are VOC components found in gasoline and commonly used as analytical indicators of

a petroleum hydrocarbon release.
Comprehensive Environmental Response, Compensation and Liability Act (a.k.a. Superfund). CERCLA is the federal act that regulates
CERCLA abandoned or uncontrolled hazardous waste sites. Under this Act, joint and several liability may be imposed on potentially responsible
parties for cleanup-related costs.
Comprehensive Environmental Response, Compensation and Liability Information System. An EPA compilation of sites having suspected or
actual releases of hazardous substances to the environment. CERCLIS also contains information on site inspections, preliminary

assessments and remediation of hazardous waste sites. These sites are typically reported to EPA by states and municipalities or by third
parties pursuant to CERCLA Section 103.

Polychlorinated Biphenyl. A halogenated organic compound commonly in the form of a viscous liquid or resin, a flowing yellow oil, or a
waxy solid. This compound was historically used as dielectric fluid in electrical equipment (such as electrical transformers and capacitors,
electrical ballasts, hydraulic and heat transfer fluids), and for numerous heat and fire sensitive applications. PCB was preferred due to its

durability, stability (even at high temperatures), good chemical resistance, low volatility, flammability, and conductivity. PCBs, however, do
not break down in the environment and are classified by the EPA as a suspected carcinogen. 1978 regulations, under the Toxic
Substances Control Act, prohibit manufacturing of PCB-containing equipment; however, some of this equipment may still be in use today.
pCi/l Pico Curies per Liter of Air. Unit of measurement for Radon and similar radioactive materials.
PLM Polarized Light Microscopy (see ACM section of the report, if included in the scope of services)
PST Petroleum Storage Tank. An AST or UST that contains a petroleum product.
A radioactive gas resulting from radioactive decay of naturally-occurring radioactive materials in rocks and soils containing uranium, granite,
shale, phosphate, and pitchblende. Radon concentrations are measured in Pico Curies per Liter of Air. Exposure to elevated levels of
radon creates a risk of lung cancer; this risk generally increases as the level of radon and the duration of exposure increases. Outdoors,
Radon radon is diluted to such low concentrations that it usually does not present a health concern. However, radon can accumulate in building
basements or similar enclosed spaces to levels that can pose a risk to human health. Indoor radon concentrations depend primarily upon
the building's construction, design and the concentration of radon in the underlying soil and ground water. The EPA recommended annual
average indoor “action level” concentration for residential structures is 4.0 pCi/l.
Resource Conservation and Recovery Act. Federal act regulating solid and hazardous wastes from point of generation to time of disposal

RCRA The RCRA generators list is part of the RCRIS database maintained by EPA and lists facilities that generate hazardous waste as part of

RCRA The USEPA maintains a database of RCRA facilities associated with treatment, storage, and disposal (TSD) of hazardous materials which

Violators List administrative enforcement actions against facilities for noncompliance.
RCRIS Resource Conservation and Recovery Information System, as defined in the Records Review section of this report.
Recognized Environmental Conditions” are defined by ASTM E1527-05 as “the presence or likely presence of any hazardous substances or
petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of release of any
hazardous substances or petroleum products into structures on the property or into the ground, ground water, or surface water of the

Areas that are typically saturated with surface or ground water that creates an environment supportive of wetland vegetation (i.e., swamps,
marshes, bogs). The Corps of Engineers Wetlands Delineation Manual (Technical Report Y-87-1) defines wetlands as areas inundated or
saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a
prevalence of vegetation typically adapted for life in saturated soil conditions. For an area to be considered a jurisdictional wetland, it must
meet the following criteria: more than 50 percent of the dominant plant species must be categorized as Obligate, Facultative Wetland, or
Facultative on lists of plant species that occur in wetlands; the soil must be hydric; and, wetland hydrology must be present.
Wetlands
The federal Clean Water Act which regulates “waters of the US,” also regulates wetlands, a program jointly administered by the USACE and
the EPA. Waters of the U.S. are defined as: (1) waters used in interstate or foreign commerce, including all waters subject to the ebb and
flow of tides; (2) all interstate waters including interstate wetlands; (3) all other waters such as intrastate lakes, rivers, streams (including
intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie pOrtholes, wet meadows, playa lakes, or natural ponds, etc., which the
use, degradation, or destruction could affect interstate/ foreign commerce; (4) all impoundments of waters otherwise defined as waters of
the U. S., (5) tributaries of waters identified in 1 through 4 above; (6) the territorial seas; and (7) wetlands adjacent to waters identified in 1
through 6 above. Only the USACE has the authority to make a final wetlands jurisdictional determination.
