Chapter 1

THE PROBLEM AND ITS SETTING

Introduction

A Curfew was implemented in all barangay in Tandag, the Barangay

Pangi is the one of the barangay implementing the curfew hours. This policy

made to discipline each resident in being a time conscious. Curfew were set to

try and lower the youth crime rate, Curfew makes you feel imprisoned since you

cannot leave house for parties or be at one of your friend’s house for long time.

The mean purpose of the law ordinance strives to reduce adolescent crime.

Many of people drink alcohol at the late night particularly some students. Some

people drink alcohol to comfort themselves, but some people over do it and

become a danger to themselves and others. It is one reason why the government

implemented the curfew hour, to reduce the youth crime rate.

According to the experts from Ruefle and Reynolds analysis, those who

support juvenile curfews indicate that neighborhoods afflicted with high rates of

crime may use curfew as a “means to protect non-delinquent youth from crime

and to deny delinquent youth the opportunity to engage in criminal behavior. By

keeping youth under the age of 18 off the street, curfews are expected to reduce

the incidence of crime among the cohort most likely to offend, according to the

Federal Bureau of investigation’s (FBI’S) 2011 Uniform Crime Report (UCR).

Since a juvenile perpetrator of crime often takes as their victims other youth, it is

hoped that rates of youth victimization will drop as well.

The critics of curfew ordinances oppose these initiatives on both practical

and legal grounds. According to the National Council on Crime and Delinquency

(NCCD), curfew enforcement is often ineffective and unnecessarily funnels large

numbers of non-delinquent youth into a criminal justice system that is already

inundated with alleged offenders. In addition, some opponents cite a dearth of

empirical evidence supporting the efficacy of curfew legislation.

Minor curfews are local ordinances prescribing minors, generally within a

specified age range, from occupying public areas and streets during particular

times. It is enacted by a local or state government that restricts certain people

from being in public places at specified times of the day. Many cities and towns

have a curfew law in place to prevent teenagers from being out at certain times,

typically spanning the late hours of the night or school hours during the day. Any

teenagers caught out after curfew can face a fine or even jail time, depending

upon the specific laws of the town. Youth crime is a major growing problem, often

in involving both drugs and violence imposing youth curfew can help to solve

these problems, as they young people off the street, and therefore out of trouble,

and prevent them from congregating in the in the hours of darkness.

Conceptual/ Theoretical Framework

The effects on Curfew on the Attitude of students towards their Studies

and their Academic Performance, Many parents or guardians prevent their

children from staying out late at night by imposing curfew, so that they can study

or perform well in school. But many students still perform badly in school, even if

they are forced to be home early. “People value their sense of freedom and like

to protect an image of efficacy (Baer et.al. 2010). When social pressure threatens

their sense of freedom, they tend to rebel.”

According to the theory of psychological reactance, people act to defend

their freedom. Experiments have shown that attempts restrict a person’s freedom

often results in a reactive “boomerang effect.” Restricting someone’s movement

is also reducing or talking away one’s freedom. Most people use restriction as a

preventive measure. For some it may work for others, it may not. It may produce

good result for others, for some, it may do more harm than good. Imposing

curfew can be viewed as a form of freedom restriction.

Statement of the problem

This study investigates the effects of curfew hour in Brgy. Pangi. Specifically

the study sought to answer the following inquiry.

1. What is the profile of the respondents in terms of:

1.1 Age;

1.2 Sex;

1.3 Civil status;

1.4 Highest educational attainment;

1.5 Length of residency;

1.6 Occupation;

1.7 Location / Purok in Barangay;

2. What is the effect of curfew hour program of Barangay Pangi ?

3. Is there a significant difference in the responses of the 2 groups of

respondents?

4. Is there a significant relationship between the profile and the effect of

curfew hour program of Brgy. Pangi?

5. What are the problems encountered in implementation of the curfew

hours?

6. What intervention could be proposed based on the findings of the

program?

Scope and limitations

This research entitled “The Effects of Curfew Hour in Barangay Pangi,

Tandag City” the purpose of this study is to get information or responses about

the said program to the people who lived in a particular barangay. There are 70

youth’s population, 15 barangay officials and 70 parents in counts. With a 7

Puroks included in this study paper made there is no another individuals includes

it is just limits only with the parameter of Barangay Pangi. This study is located

at Barangay Pangi, Tandag City, Surigao del Sur. It is conducted during the

second semester of the school year 2017-2018.

Significance of the Study

This research is conducted by the researchers to present an assessment

or responses of the respondents to the program of Curfew Hour, this is to know

how the program help the barangays in terms of the effects of curfew hour

program. To the following people:

To the Public Administration. It can helps them to better understand the

main reason of having a curfew hour’s law. And to be their guiding instruments

for conducting other studies in which relates to this topic.

To the Public Administration Instructors/ Professor. This can be used

as their in structural materials for expanding the topics that related to curfew

hour’s policy and its rules.

To the residents of Barangay Pangi. To help this people clearly

understand the key point of having a curfew hour’s in their place. And to let know

that the government cared for their safety and protection not only for an adults

but same also to the juvenile within the area where this people lived.

To the LGU of Tandag City. This may serve as their guiding tool in

continuing the further investigation on the effects of curfew hour’s within its scope

barangay under.

Definition of terms

The following definition of terms are used in the study based on

conceptual understand of the researchers:

Rate – The number of times something happens or is done during a

particular period of time.

Ordinance – A law or regulation make by a city or town government

Restrict – To limit the amount or range of (something)

Curfew – An order or law that requires people to be indoors after a certain

time at night.

Vulnerable – Easily hurt or harmed physically, mentally, or emotionally.

Inevitably – As is to be expected.

Delinquent – A young person who regularly does illegal or immoral

things.

Juvenile – Unpleasantly childish.

Afflicted – To cause pain or suffering to (Someone or Something)

Suppress – To end or Shop (Something) by force.
