1 INTRODUCTION

1.1 Purpose of the document

The document describes the procedure for commissioning 1660sm network elements when building a
network. There are three separate phases:

Local tests on each network element.

During this first phase, the circuits used for the long term transmission tests in the third phase are
defined; qualification of the network depends on the results of these tests. By defining the circuits
as early as possible in the procedure, the various loopbacks involved in the tests can be set up before
leaving the relevant sites (see section 1.2).

Commissioning the network elements for:

- received optical signal measurements, then:
- evaluation of margins with respect to saturation and sensitivity of their ports.
Integration into the network is conditional on the availability of the 1353SH5 manager.

 Network integration and acceptance testing:

- Supervision of the network elements by manager applications (1353SH5 and craft
terminals),
- Storage of equipment operating parameters,
- Protection tests in operation (synchronization and transmission),
- Long term transmission tests with loopbacks where appropriate,
- Restoration, if necessary, of operating parameters.

The various tests and checks are the responsibility of the supplier who provides the results in the test
sheets appended to this manual.

Network integration is the final step in commissioning prior to equipment cut-over.

1.2 Commissioning procedure

1.2.1 Local tests

When its software version has been checked or, where appropriate, when it has been downloaded, all
equipment is configured in accordance with its operating parameters (equipment and OS addresses,
LAPD, RAP and MESA configuration, synchronization configuration, optical port ALS modes, ASAP
profile).
These parameters will then be stored in an MIB on the Craft Terminal connected to the equipment.
This MIB will be loaded at the end of this first
1660phase to restore the initialMANUAL
SM COMMISSIONING parameters thatTEST
WITH might have
SHEETS been modified by the local tests and eliminate any loopbacks and cross-connections.
The equipment port signals are accessed only via the distribution frames, this applies from the
ED 1 equipment's
Proposal -configuration
10/07/00 according to its basic operating parameters (section 2.6) throughout the
commissioning procedure.
TSD/PTS 8AS 29374 0001 UZALA 6/132
Before local tests can be run on OMSNs, they and the links used for their long term transmission
tests must be anticipated to minimize the need for movements between sites. These tests may, for
example, include loopbacks on the PDH ports of a network element at distribution frame level. These
loopbacks must therefore be set up on completion of this local test phase and at the latest when it is
connected prior to leaving the site.

1.2.2 Connection
The purpose of this operation is to connect the OMSNs by stages, to check, section by section, the
viability of the transmitted optical signals.

Connection is carried out in accordance with the phases below, starting from the OMSN used as GNE
(normally) and progressing in the normal direction of the network:

Phase 0: The OMSNs are tested locally but not connected to the line.

OMSN2 OMSN3
OMSN1

OMSN5 OMSN4

Phase 1: First two OMSNs are checked

OMSN1 OMSN2 OMSN3

OMSN5 OMSN6

Phase 2: The next two OMSNs are checked

OMSN1 OMSN2 OMSN3

OMSN5 OMSN4

It is important for the OMSNs already connected (OMSN1 of phase 2) to be left in their operating
configurations (by loading their MIB from the craft terminal connected to them).

1660 SM COMMISSIONING MANUAL WITH TEST

SHEETS
ED 1 Proposal - 10/07/00

TSD/PTS 8AS 29374 0001 UZALA 9/132

It is also important for the loopbacks required for the long term transmission tests on the equipment
to be set up.
If the procedure for connecting an OMSN (such as OMSN1 in phase 2) entails modifying one of its
operating parameters (forcing transmission from an optical port, for example), it is important to make a
note of the parameter so that it can be restored to its operating setting provided on downloading from a
manager (1353SH5, local or remote Craft Terminal) from the equipment's operating.

1.2.3 Long term transmission tests

These tests must involve all the optical paths of the network to be commissioned and each type of
PDH port must be represented.
The PDH port loopbacks set up on the distribution frames may result in cable lengths longer than the
distance tolerated for normal receive mode operation of the electrical ports, since the distance travelled
by the received signal then involves a round trip from the equipment to the distribution frame.
One solution is to set up the loopbacks on the equipment or to have the port loopbacks set up by
software.

blocking in respect of the handover process,
REJECTED box: equipment not compliant and preventing handover by the equipment supplier
unless rectified.

The WITH RESERVATIONS and REJECTED check boxes may be explained in a report at the end of
the document specifying the problems encountered; the number of the report will then be recorded on
the test sheet.

1.4 Procedure in the event of faults

Analysis on the fault site:

Visual inspection,
Analysis of equipment alarms,
Analysis of alarms supplied by the craft terminal, via the manager application,
Measuring instrument results.

Actions on site:

Cleaning optical jumpers,

Changing boards (Alcatel 3000),
Checking connectors, backplane headers, etc.
In the event of failure on persistent faults, call base support.

1.5 General instruction

Before carrying out any visual examination of an optical connector, check that the laser source is off (by
removing the board).
Always cover an optical connector with its protection when no longer used.
When the Forced on mode is no longer justified for an optical port (at the end of a test), revert to ALS
mode.
Use appropriate products for cleaning.

equipment.

2.3.3 Checking OB continuity and frame ground

To check the segregation of rack frame grounds and 0V (these are linked only at the 48V output or to a
Telecom ground plate), measure as follows:

Using a universal tester:

Remove the TRU's protective cover,
With a voltmeter set to the 50 V = range, check that there is no abnormal voltage between the 0B of
the TRU and the exposed metal parts of the rack (frame ground) (this voltage should be < 500 mV),
Set the voltmeter to the 1V range and repeat the measurement between 0B and rack frame ground;
The measured voltage should be approximately 10mV.

If the reading differs significantly from this, check the ground connections.

 If no voltage is measured (0 mV), check for absence of strap X17A (see Technical Handbook).

2.4 Setting up the equipment

2.4.1 Starting up the craft terminal

Start up a session in Windows NT,
Connect the serial port of the craft terminal to the F interface on the EQUICO board in slot 22,
Choose the 1320CT menu via the Start button in the task bar. This opens the Network Element
Synthesis (NES) window.

2.4.2 Supervision by the craft terminal

The NES window opens with a default map.
This map shows the equipment with a connector that is initially open. Closure of this symbolizes
recognition by the craft terminal of the equipment address.
Activate equipment supervision via the NE Directory/Supervision command.
The craft terminal then displays the equipment type and its version in the righthand part of the
NES window.
 Compare the equipment type and version with that in the customer documentation.
If the equipment version is incorrect, download

 If the software version is already loaded, has an Operational state: Enabled and
a Current state: Standby, activate it so that it has a Current state: Commit
(Activate command in the Current State/Action menu for the version in the
Software Package information window). Then go on to section 2.4.4 (Hardware
configuration).
 If the equipment version is correct and the Package Software version is already
downloaded, has an Operational state: Enabled and a Current state: Commit, go on
to section 2.4.4 (Hardware configuration).

2.4.3 Downloading the software

Software can be downloaded in two ways:

2.4.3.1 Download via the Craft Terminal

The version must first be loaded on the craft terminal (refer to its installation manual) and then load
it on the equipment from the craft terminal. For this second loading stage, use the Download/Init
download command in the EML-USM window, and select then confirm the required version.
When downloading is finished, activate the downloaded version so that it has a Current state:
Commit (Activate command in the Current State/Action menu for the version in the Software Package
information window).
Only the EQUICO board in slot 22 is downloaded.

2.4.3.2 Download with the SIBDL application

This method, which uses the TCP/IP protocol, can be used via the F interface of the EQUICO board
in slot 22, or via the Q interface of the same board (see operator manual).
Use of this method takes the EQUICO board out of service.
Test 6

2.4.4 Hardware configuration

From the craft terminal, configure the representation of the equipment in the EMLUSM window in
accordance with the customer documentation.
Select Equipment then the View menu in the EMLUSM window.
Double click Equipment/rack/subrack to obtain the view representing the equipment configuration
in the craft terminal: SR60M.
Select then configure in turn each slot of the equipment (see appendix 1).

For STM1, STM4 and STM16 boards, configure each electrical or optical interface in accordance
with the DCS (see appendix 1).
Configure each optical interface in ALS mode.

The identity of the boards, installed and configured in the craft terminal, is reflected in absence of
any RUTM (replaceable unit type mismatch), RUM (replaceable unit missing) or RUP (replaceable
unit problem) alarms for each corresponding slot in the craft terminal's SR60M view. Alarms other
than the above may appear in the same way on the SR60M view; any ambiguity can be dispelled by
clicking the corresponding slot in the SR60M view: the icons of the above alarm will then become
visible at the bottom of the resulting view. They should be coloured green.

In the case of an alarm, the origin of the fault (installation in the NE or craft terminal
configuration) will be identified by comparing the labels of the boards configured in the craft
terminal with the information supplied by the inventory (see below).
Test 7

2.4.5 Inventory
The Remote Inventory information concerning a board physically installed in the subrack can be
obtained by:
 Selecting the appropriate slot in the SR60M view on the craft terminal,
 Choosing the Equipment/Remote Inventory/Board level command in the SR60M view.

The Remote Inventory information concerning an electrical or optical interface physically installed in
the subrack can be obtained by:
 Selecting the interface in the view of the board of which it is a daughter board (view
obtained directly from the SR60M view).
 Activating the Equipment/Remote Inventory/Board level command in the board's view.

Check the consistency of the information with the data in the customer documentation.
Test 8
2.5 Alarms
The results of the tests in sections 2.5.1 and 2.5.2 are combined in sheet 9, and those of section 2.5.3 are
combined in sheet 10.
The alarms generated to check these tests ( inconsistency of the LAPD configurations of two ports
opposite each other - absence of the synchronization signal of the equipment ) have severities ( resp. MIN and
MAJ ) that cannot be modified.

At this point, some equipment alarms ( LOS alarm, for example ) are not indicated on the front panel or
on the craft terminal, because they have a default No alarm profile (ASAP) which gives them a Not alarmed
severity level, for which there is no display or processing provided in the craft terminal applications.
To check that such alarms are registered correctly by their display on the craft terminal or on the
equipment, it is therefore important to assign them a different profile giving these alarms the required severity
(major, minor, etc).
The procedure for assigning a profile and, by extension, a severity to an alarm, is realisable and
described in the appendix, as is how to create a profile with which to assign an alarm a severity not represented
in the existing profiles. This assignment is carried out via a functional window on the craft terminal, so it is
important to carry out the process at the lowest possible level in the window tree structure (in the PDH Port
view: r01s01sl04/port#x-P window, for example, for the LOS alarm on the port). The assignment of a profile
from a higher level view can be masked by the same operation performed at the lowest level, even if this was
done first.

When commissioning is finished, Alcatel recommends the use of profile #10001 in operation. However,
the user can assign a different existing profile or create a new one for operation.

2.5.2 Remote alarms (CONGI in slot 4)
Connect the remote alarms and housekeeping alarms TRU transfer cable to the top 15-way connector of
the CONGI board in slot 10.
The alarms generated to check the test of this section 2.5.2 are the same as the alarms of next section
2.5.3.
So that the signalling of these alarms ( led or remote alarm loop ) is not masked by previous alarms, it
may be necessary to assign a No alarm ASAP profile to the remaining alarms prior to this test.

Configure the signal of one of the equipment ports as only synchronization signal ( Views /
Synchronization menu of the EML-USM window – see appendix 1 ).
Remove the signal from this port.
 On the distribution frame, check for a circuit closed on OBS on the UG remote alarm

2.6 Equipment configuration - storage
For this, the equipment must be configured with its basic operating parameters. These are:
 the NE address,
 the OS address,
 the configuration of the NTP server,
 the LAPD configuration,
 the ETHERNET configuration,
 the RAP and MESA configurations (where appropriate),
 its synchronization parameters,
 the ASAP profile of its alarms,
 the ALS mode of its optical interfaces.

The first seven configurations are accessed via the Views/Comm Routing command and the
appropriate operating parameters are available in the DCS or test sheet 2 in this manual.

 Save the equipment configuration in an MIB on the craft terminal. When

restored and activated, this MIB will reconfigure the equipment according to its operating
parameters and will cancel any loopback on the ports.
 Modify one of the equipment parameters.
 Restore then activate the MIB.
 Check that the above parameter is restored to its initial value.

These operations must be carried out on all the optical interfaces.
The link budget is recorded when the OMSNs are connected.

2.7.1 Checking laser safety

 Connect, according to the labelling, the ports of the optical module to the appropriate
jumpers,
 Set the optical ports to ALS enable mode (see appendix 1).
 On the distribution frame, disconnect the transmit port of the optical interface
and connect to it a photometer, at the wavelength.
 Check that the optical output power from the board is zero.
 Set the optical port to ALS Automatic Restart: ALS Enable mode.
 Check that transmission occurs for approximately 2 seconds after a time interval of no

So, for each of the equipment's optical modules:
connect, according to the labelling, the ports of the optical module to the appropriate jumpers,
from the Craft terminal, declare laser forcing on the module (see appendix 1 ),
based on the labelling, at the distribution frame end, measure the available power at the port of the
jumper directly connected to the transmit port of the optical module,
check that the measured value is consistent with the table below,
compare the value with the factory test sheet; if necessary, note any deviation on the test sheet,
at the distribution frame end, loop the opposing jumpers of the same module,
from the craft terminal, check that there are no receive LOS alarms on the module.

After these measurements:

unloop the jumpers at the distribution frame end.
cancel laser forcing for the module and set it to the ALS Enable mode (see appendix 1 ).

3 CONNECTING OMSNS
TSD/PTS 8AS 29374 0001 UZALA 43/132
When the OMSNs have been connected, it is important to check that the signals received via the
optical interfaces lead to correct operation of the optical interfaces in normal conditions of use.
These checks are carried out in turn, on each optical link, in an order to be defined at the outset (section
2) so that all the links of the network from end to end are subjected to the checks listed above.

When an OMSN has to be connected to equipment that is not part of the contract, the checks will
stop at the distribution frame to which it is directly connected; they will then be limited to the checks
described in the first part of this manual.

The optical margin relative to the sensitivity of the line port is measured over the entire optical link
connecting two OMSNs of the contract.
This margin Mg is expressed as follows:
Mg = Pr – P1
in which Pr is the received power and P1 the sensitivity of the optical port.

Depending on customer requirements, two sensitivity measurements are proposed: the first uses the
measured sensitivity threshold of the receive line port and the second uses its maximum value supplied
by the manufacturer.
The test plugs take account of both methods.

Connect the equipment.

3.1 Received power

For each of the equipment's optical interfaces, measure received power Pr at the appropriate
distribution frame port using a photometer.
To obtain a receive optical signal, force transmission from the local optical interface so that the
remote optical interface (in ALS mode) returns an optical signal.
Repeat this test on the spare fibre, if provided.
Check the consistency of the received power measurement against the cable documentation.

3.2 Optical margin relative to saturation

Knowing the minimum saturation threshold value of the optical port used (see table in section 2.7),
check that the received power has a margin of at least 1 db relative to saturation.

3.3 Measuring line sensitivity of the optical ports

This measurement is justified only if its result is used instead of the sensitivity value guaranteed by the
manufacturer to calculate the path's optical margin (see section 3).
For this measurement, there are two possibilities:
Four measurement points between 10-6 and 10-9 were used in the factory (see factory measurement
sheet), in which case you should apply the two-point measurement method described below.
The factory measurements include fewer than four 1660points, in which case youMANUAL

4 NETWORK TESTS
The aim of these tests is to:
check (in the case of first creation) supervision of the equipment by the 1353SH5 and 1354RM5
management systems,
check the protection provided by the equipment (transmission and synchronization).
check, over a 48 hour period, the bit error ratios on the links chosen initially to evaluate
transmission quality on the network.

4.1 Equipment supervision by the management systems

4.1.1 Supervision by the 1353SH5

When the 1353SH5 and 1354RM5 network managers are installed, they can supervise the network
elements.
These are defined in a map on the 1353SH5 manager by their references (OMSN, 1660SM) and their
versions. The definition of each equipment (or network element) is supplemented by its P Sel, S
Selector, T Sel and NSAP address information (items supplied by the DCS).

Since the equipment has previously been configured with its address, the address of the 1353SH5, its
LAPD, MESA and RAP (if appropriate) configurations, the 1353SH5 can access it, supervise it and,
lastly, upload its operating configuration (Supervision/Align up command in the map view).

At this stage, the equipment is configured according to the customer's requirements that are not yet
downloaded into the equipment (operator profiles, etc).

Each of the remaining alarms displayed in the EML-USM views is analyzed for correction. At the
end of this examination, each network element should be free of all alarms.
The results of these operations and any problems (alarm remaining on a network element, etc) must
be entered in the corresponding acceptance test sheet.

4.1.2 Supervision by an RECT craft terminal

If the equipment has an LAPD configuration, it should be supervised by an RECT craft terminal, and the
equipment to which this RECT terminal is connected will then serve as a mediation device for
maintenance information concerning the supervised network element. Having granted access to the
network element from the craft terminal:
Check that:
 the NE is supervised in the RECT craft terminal's NES view (display showing its
NSAP address, its type and its version),
 the EML-USM view of the network element gives its supervised state (SUP icon
green),
 inventory information is compliant with the customer documentation
(Equipment/Remote inventory command),
 alarms are reported to the RECT craft terminal when generated in the network
element, and the history logs are displayed correctly,
 when a new ASAP is created and activated from the RECT craft terminal, it is
registered by the NE,
 when the NE configuration is backed up in an MIB, the NE configuration is modified
and then the initial MIB is restored and activated, the NE is restored to its initial
configuration.

4.5 Long term transmission tests

The aim of these tests is to monitor transmission quality on the circuits provided at the outset.
Both directions of transmission on these circuits are monitored by a test set connected to one of its
terminal ports in the originating station and with a physical loopback at the far end.
Create the circuits using the 1354RM5 manager.
Connect the test sets to the distribution frame ports selected on the originating station (normally the
GNE station). Each test set must be set to the bit rate and pseudo-random pattern stipulated in the table
in section 2.9.
Check:
that there are no alarms on the manager system,
that there are no errors over a ten-minute period on the test sets before continuing.
Then, proceed as follows:
Clear the maintenance memories of all the NEs.
Reset the counters on the test sets.
Activate the test set printers.

The results of the 24-hour tests on each circuit must comply with the generally accepted thresholds S1
and S2 below:
If each parameter is below S1, the link is accepted,
If one of the parameters is between S1 and S2, a second test must be carried out,
If one of the parameters is greater than S2, the link is unacceptable.

BIT RATE on TEST THRESHOLD ES SES

2 Mbit/s S1 1 0

for one path S2 12 1

Note: A correction factor K is applied to thresholds S1 and S2 if the ring is swept K times.

If condition S1 is not satisfied:

 Use the 1353SH5 manager system to check the maintenance memories of each network
element to determine the cause of the errors (board fault, port alarm, etc).
 Analyze, if the fault is not external.

5.6 Bidirectional link at 2 Mbit/s (C12) between two SDH ports (STM1 and STM4) with
TU12 structure
An analyser generates a STM4 signal in which the AU4s have a TU12 structure. In this signal, the
analyser inserts a 2 Mbit/s pattern on one of the TU12s of AU4#1 of the STM4 signal (TU12 = 1.1.1 for
example).
This analyser is connected to the optical port of an S4.1 board ( in slot 24, for example ), this port
having a TU12 structure to transmit the 2 Mb/s pattern of the analyser.
A bidirectional link transmits this pattern between the optical port on the S4.1 board and the top port
of a P4S1 board, having a TU12 structure ( in slot 25, for example ). The latter port is looped back on
itself.
The analyser measures the bit error ratio on the 2 Mbit/s pattern inserted into its transmit signal, sent
over the link and delivered to it on its receive port via the optical port on the board S4.1 to which it is
connected.

This link is described below by its three component cross-connections.

First AU4#1 cross-connection of the top optical port on the STM4 board in slot 7 and one of the VC4
ports of the matrix on the SYNTH1 board in slot 9.

Display the transmission window from the EML-USM view (Views/Transmission command).
Choose the Add TP command.
In the resulting TP Search window, display the boards of the equipment in the lefthand part, click
the S41 board in slot 24, specify AU4 & VC4 as the TP Class of the Filter Section and click Search
TP. The list of AU4 TPs on the board is displayed in the righthand part. Select TP
r01sr1sl24/port#01-#01-AU4P and click OK.
The transmission view then shows the AU4#1 icon of the S4.1 board. Click this icon and choose
the Views / Terminate TP command. Clicking the AU4#1 in the Transmission view then displays a
VC4 port of the matrix in slot 23 (the VC4 of port#1 of the matrix in this case), to which the
AU4#1 of the optical port on the S41 board in slot 24 is connected.
The AU4#1 of the optical port on the S41 board in slot 24 is then linked to the first VC4 port
(port#1) of the matrix on the MATRICE board in slot 23.
Set this VC4 to TU12 structure (Views/Structure TP/TU12 command after selecting it).

Second AU4#1 cross-connection of the top port of the STM1 board in slot 9 and one of the VC4 ports
of the matrix on the SYNTH1 board in slot 9.

Proceed as above, replacing the AU4#1 of the optical port on the S41 board in slot 24 with the
AU4#1 of the top optical port on the P4S1 board in slot 25.
The AU4#1 of the top optical port on the S41 board in slot 25 is then linked to the second VC4 port
(port#2) of the matrix on the MATRICE board in slot 23.
Set this VC4 to TU12 structure (Views/Structure TP/TU12 command after selecting it).
