METHOD STATEMENT

1. PURPOSE
The purpose of this method of statement is to describe the method sequence of activities and
prevent injuries to persons doing earthwork (cutting, excavation, leveling, filling/backfilling, and
compaction) for Modification works for Emergency Response Coordination Centre (ERCC) in
Central Office Building (COB) at Mesaieed

For this reason, MTC will be providing the Job Safety Analysis for Earthwork activities where risk is
assessed as medium or high, before work proceeds.

2. SCOPE

The scope of this method statement is applicable for all the activities and process related to;
2.1 Civil works including excavation, leveling, filling/backfilling, compaction, and including removal
of any other obstructions at site for Temporary Security Facilities.
2.2 Stockpiling excavated satisfactory material and disposal of unnecessary materials.

3. RESPONSIBILITY
3.1 Construction Manager - CM

CM will be responsible for the implementation of construction procedure and method statement, the
Quality Control of work and including Safety measures.

3.2 Supervising Engineer - SE

Supervising Engineer will be responsible for the implementation of this method statement, assuring
and monitoring that works are executed as planned and scheduled.

3.3 Surveyor

Surveyor will be responsible for checking the coordinates and elevations according to approved
design drawings.

3.4 Safety Officer - SO

SO, prior to commencement of any of the construction activities, all the people involved shall
undergo toolbox talk on the Project Site Safety requirements. He shall assess as required any
activity that is conducted that may have a particular Safety Risks. He shall plan and resource the
construction activities.

3.5 Civil QC Engineer

Civil QC Engineer will be responsible for the necessary quality control implementation by following
QP’s specification and guidelines.

Other responsible personnel are: Foreman, Equipment Operator, Surveyor, Survey Aide, Driver,
and Skilled/Unskilled Workers.

5. METHOD STATEMENT
5.1 General Requirements

5.1.1 Construction work shall not commence until all the necessary shop drawings are
approved by QP

5.1.2 Foundation works will not commence until all pre-construction planning and safety
checks are completed.

5.1.3 The supervisor shall be familiar with the latest and approved construction drawings and
method statements.

5.1.4 Plant and equipment requirements will be assessed on a case-by-case basis for each
foundation location and agreed with the Construction Manager prior to starting the
works.

5.2 Survey and Setting out

5.2.1 Prior to commencement of any excavation works, all field measurements of angles and
distances shall be performed to satisfy closure and tolerance requirements.

5.2.2 Provide survey reference points and gridlines for counter checking.

5.2.3 Temporary or permanent marker shall be protected from destruction or disturbances.

5.2.4 All instruments shall be calibrated before used.

5.3 Excavation

5.3.1 Excavation works will be executed in open cut to the size and setting out of foundations
as per reference from construction baseline.

5.3.2 Surveyor/Engineer will verify set out and check edge slope and bottom founding level of
excavations.

5.3.3 Excavation will be carried out with either backhoe or excavator. The excavated material is
loaded directly into the dump truck and transported to temporary stockpile area.

5.3.4 A small bucket or manual digging will be used when excavating between foundations.

5.3.5 Any over excavation is to be backfilled with approved Earth fill material, with the prior
approval of QP.

5.3.6 Any loose, improperly compacted, soft or other unsuitable material which is encountered
below or adjacent to structural foundation levels shall be completely removed, backfilled
with a suitable material and compacted to 95% of the maximum dry density as
determined by BS1377 Part 4 or equal ASTM.

5.3.7 The final bottom founding level under each foundation should be dried and tamped to a
uniform level and shall be inspected by QC before installing the formworks.

5.4 Foundation

5.4.1 After QC inspection of the prepared founding level the formwork system for concrete
foundation will follow. A separate Method Statement for Concrete Works shall be
submitted.

5.5 Filling

5.5.1 After completing construction of the related structure, including expiration of the specified
minimum curing period for cast-in- place concrete, fill the excavation with approved filling
materials.

5.5.2 Fill on adjacent structures shall be placed and compacted in layers, if necessary, to
develop specified density.

5.5.3 Place structural fill in uniform lifts and compact as referenced in the geotechnical report.

5.5.4 Fill the next layer with same material. This will be done layer by layer in horizontal
direction. The thickness of each fill layer shall not exceed the value stated in the design
drawing or project specification for earthworks.

5.5.5 Step excavation side slope with each layer of backfill, as needed, to avoid the
development of unnecessary loads against the structure caused by backfill wedging
between the structure and the excavation sidewalls.

5.5.6 Completed fill layer shall be covered by the next layer until it has been tested, inspected,
and approved.

5.5.7 Potable water shall be mixed with the soil / fill materials to achieve the desired moisture
content in the filling earthwork operations.

5.6 Grading and Leveling

5.6.1 The grading and leveling shall be carried out in accordance with the relevant approved
drawings and to the levels shown thereon. Levels shall be maintained as required by the
project site conditions.

5.7 Compaction

5.7.1 Fill to be compacted by a suitable vibratory plate compactor, jumping compactor or other
approved compaction plant of size and type necessary to achieve the required degree of
compaction.

5.7.2 Material is to be placed in layers within the effective range of compaction of the plant
provided that the maximum loose (un-compacted) thickness of each layer does not
exceed to 200mm.

5.7.3 Adjust the moisture content in accordance with the specification requirements as
necessary to achieve a condition suitable for compaction.

5.8 Clean-Up
5.8.1 During the progress of the work, the work site shall be cleaned up, shall remove and
dispose of all construction debris in the vicinity of the work.
5.8.2 Upon completion of all prior works, MTC Personnel shall remove any materials or rubbish
related to the work carried out and shall leave the site clean and tidy.

6. QUALITY CONTROL
6.1 Material
Filling material for Roadway and Building Works shall comply with QCS 2010

6.1.1 For Roadway - Section 6

Material selected for use in the top 500 mm of cut or fill areas in the Roadway shall in addition to
meeting the requirements for suitable material comply with the following requirements:

 The material passing the 0.075 mm sieve shall be less than 35 %.


 The liquid limit shall not exceed 35% and the plasticity index shall not exceed 10%.
 The soaked CBR value shall not be less than 15 % and the swell shall not exceed 2%

6.1.2 For Building Structures - Section12

Suitable materials shall be approved soil with a liquid limit not exceeding 10%. The material
passing the 0.075mm sieve shall not exceed 20% and the organic matter shall not exceed
2% as determined by BS 1377.

6.2 Testing

6.2.1 Field in-place density testing on backfilled and compacted surfaces shall be performed by
an approved 3rd party testing laboratory personnel by Nuclear (ASTM D6938), or Sand-
Cone Method – The frequency of in-situ compaction testing in accordance with BS 1377.
6.3 Inspection
6.3.1 QC inspector shall perform the inspection to ensure that all activities being performed
with the expected quality.

6.4 Dimension Control


6.4.1 Excavation for any structure would be carried out according to the designed cross
sections. The required dimension of the foundations or any other part would be properly
maintained during the excavation and those requirements would be checked with the
inspection check list.

6.4.2 The final filling level will be decided by designed cross section or as per the drawings
approved by QP. The setting out for finish level would be done by the surveyor.

8. HEALTH, SAFETY & ENVIRONMENTAL

8.1 General Safety Requirements

8.1.1 MTC shall construct the work in accordance with Mesaieed industrial city safety
regulations and State of Qatar HSE requirements.
8.1.2 Maximum safety shall be the target during installation, commissioning, start-up and
operation of the facility. MTC shall comply with the requirements of QP Safety
Regulations for MTCs (QP-REG-S-001). MTC shall be fully responsible for adherence to
the safety requirements by MTC Personnel.
8.1.3 Conditions and precautions listed in the project specifications shall be followed as
minimum. This clause specifies the general safety requirements and precautions to be
taken during the execution of site excavation and backfilling.
8.1.4 In order to maintain the highest standards of Health, Safety and Environment
performance, all employees on the site shall strictly adhere to Company HSE Plan and
QP HSE Requirements. All the personnel shall follow relevant legislative requirements
and QP policy pertaining to safety, health and the environment.

8.1.5 All personnel and labor force shall wear Personal Protective Equipment's (PPE) the
standard safety measure.
8.1.6 Barriers and warning devices shall be placed around all excavations, especially where
excavations are unattended, to indicate a hazard exists, in the immediate vicinity.
8.1.7 Tool Box Meeting shall be conducted and the Work Permit requirements shall be
discussed with the working group.
8.1.8 A Job Safety Analysis will be performed before initiating the works.
8.1.9 Only trained personnel with relevant experience shall be allowed to handle machinery.

8.2 Tools and Equipment

8.2.1 All tools and equipment shall be inspected and shall maintain in sound condition.

8.2.2 Operator and Rigger shall be competent and experienced.

8.2.3 Any person on the site who persistently breaches HSE Procedures, fails to comply with
the Safety requirements or will not co-operate with the site management will face severe
disciplinary action.
