PROBLEMS AND ITS SETTING

Introduction

“Education is the key to success.” Nobody can deny the fact that education is an

extremely important for bringing the change in the lives of individuals but not all of us

were given a chance to attend formal schooling.

According to the R. A. no. 7722 every child must attend formal school where

he/she wants. The government should ensure and support the education offer free

education to all. But this is not really applied by other institution for they are concern on

the salary of the teachers especially in private school.

Public school offer free tuition for elementary and high school student. This may

count for high enrollment in schools, although enrollment has a high result many poor

families is unable to finance the ancillary school needs of their children.

Department of education has a program for out of school youth, which the

alternative learning system ( ALS ), in which all the non-schoolers are given opportunity

to pursue schooling and even for those who already married, they still attend this

program if they want to have a certificate that will help them find a better job.

The main goal of the Philippine education of all ( EFA ) 2015 - national action

plan (preferred in 2006 ) cascaded from the millennium development goal which is to

eradicate poverty all over the world. One way of reducing the poverty rate is promote

literacy through the program education of all. Its aim is to provide basic competencies

among school and out of school youth that will bring about function literacy or all.

Ensuring that energy Filipinos has the basic competencies is equipment to enabling all
Filipinos to be functional literate means having a complete range of skill - cognitive

effective and behavioral that would enable the individual to live and work as human

persons, develop their potential make critical decision and function effectively in society

within the context of the environment to improve their quality of life and society. Being

able to read and write marks people lives. It improves the quality of life of people in

many and most profound ways, not necessarily economic in nature.

Becoming literate is related to human dignity, self-esteem, liberty, identify,

autonomy, critical, thinking, knowledge, creativity, participation which are important

human satisfying factors beyond materials conditions, studies indicate that Asia pacific

region harbors the largest number of child workers in the 5-14 category with a total

127.3 million ( ILO,2004 ). The Philippines is likewise faced with the program problem of

a large and rapidly growing out of schoolyouth especially in the rural and outskirt of the

Philippine provinces and citizen 1999 the number of Philippines out of school children

and youth was estimated to have reached 8.9 million mainly as a result of family

poverty, lack of interest and motivation to study and the high cost of schooling. This

pressing scenario of the condition of the youth yield different cause oriented groups to

develop program and projects to revive their interest and motivation of lifting themselves

out from poverty and build their capacity to provide for themselves through education

designing an alternative learning system that focuses of the needs of out of school

youth is a responses to encourage them to learn to formal school system and become

productive members of the society as cited by pogov.et.al (2007).

An OSY who is interested to receive formal education without attending regular

classes is exposed to instructional intervention and is provided with the basic literacy
skills to equip them with necessary competencies to go through life’s challenge and

prepare them for the accreditation and equivalency (A and E) test which will eventually

give this OSY a chance to apply for college or for work right out of the capitation

instructional and interventional program because the program also aimed at preparing

te out of school youth for work by introducing them to different livelihood opportunities

this study looked at how the ( UP program empowered the out of school youth to

become functional in the society through the instructional intervention program that will

promote literacy and serve as powerful motivator for the tapaderos ( sugar cane

laborers ) to build their senses of self and worth and drew themselves as useful

members of the society.

Background of the Study

Education brings many benefits to both individual and socities . Education is

viewed as a fundamental to the development of individual as such the right to primary

education is legally guaranteed in most countries of the world (UNESCO 2005)

Above all, international human convention as well recognize the right to

education has been satisfied by a succession of human rights in 1948to the convention

on the right of children in1989, which received the status of international law in 1990.

According to the article 28 of convention government have the responsibility of

making a primary education compulsory and available for free all. Education is

recognized as crucial not only to human development and to eradication of poverty but

also to enable people to live in dignity ( wils.et:al.2006 ). The education for all (EFA)

movement and the millennium development goals (MDG’s) have resulted in more
attention in education. So that tomore individuals ideas school is the local point of the

education process UNESCO (2005) states that the role of the school is not merely not

to get children into school but to ensure their continued stay in school to completion.

This perspective suggests the needs for school to prvide an environment conductive to

ensure learners do not drop out.

.In Infanta, despite of many programs and projects of the government by

providing basic education, livelihood and skills training, job placement and recruitment,

there are still increasing number of Out of School Youth.

Situation of OSY in INFANTA particularly in Dinahican that many children get

have a early pregnant and work for there family, Sometimes the others are in Street

they Tambay with them friends and they do anything want they want to do..

In Barangay Dinahican, there are 5260 Out of School Children/ Youth ages from

6 to 21 based from database of the barangay as of August 22, 2018.

With the above mentioned situation, the researchers come up with a study of

determining the causes and effects of out of school youth of Barangay Dinahican ,

Infanta, Quezon.
Statement of the problem

The main objective of this study is to determine the causes and effects of

Out of School Youth in Barangay, Dinahican.

Specifically, this research will answer the following questions:

1. What are the causes OSY in Barangay Dinahican?

2. What are the effect of being OSY in Barangay Dinahican?

3. What are the on-going intervention of different sectors in dealing

with OSY?

A. Baranggay

B. DepEd

C. LGU

D. Other government agencies

4. What are the plans and aspiration of Out of School Youth in Brgy,

Dinahican?

5. What is the implication of this study?

Significance of the study

This study contribute to make awareness in the community on how education

impacted the generation now a day; targeting the local Government Unit/s, Public and

Private School and other Higher Educational Institution for then to enable and empower

the youth making their dreams possible and achievable success rate in studying.
To the community : this study will help them contribute to the needs of OSY by

showing positive attitudes toward the environment in the community and in school

setting.

To the Public and Private School : This will help them know their stand on how to

slowdown the rate of out of school youth by doing extra effort on encouraging students

to have good out look in class ,making a deeper understanding in a teacher student

relationship.

To the Government LGU/NGO's : This study will serve as a evaluation tool for them to

know better about the source of the problem and take action that can produce better

program and project to target the parents not letting their children drop from school.

To the SK Officials : This study will serve as a basis on their up coming events

assessing the core needs and problem of the OSY , to once again help them go back to

schooling.

To the local Barangay's : This study will help, if not prevent will lessen juvinale crimes

and issues if the Local Barangay will use this study as a basis if their propaganda.

To the Research : This will help the research know more about the cause and effect

relationship of OSY and the uncontrolable number of issues relating to youth , That will

serve as the starter pack to better studies in the future if needed.


Scope and Limitation of the study

This study focuses on the causes and effect of Out of School Youth.in Brgy.

Dinahican. This involves an interview and focused group discussion and research for

those who are out of school youth in Dinahican. This research is designed to have a

thorough knowledge of problem of youth on why they cannot attend the formal school.

And how to them sole their problems by being aware of the programs of department of

education.

The selection of the respondents are only limited to 20 respondents selected

randomly of OSY in Dinahican who cannot attend formal school.

Definition of term

Variables and sub-variables or values in conceptual framework are defined except very

commonvariable like grade level, gender, school type where the values

specialized institution or for professional practice. In this study, Accreditation means

A and E test – Meriam Webster defined as a paper and pencil test designedto

measure the competencies of those who have neither attended nor finished elementary

or secondary education in the formal school system.

Dropouts – Meriam Webster defined as a person who has abandoned a course

of study or has rejected conventional society to pursue an alternative life style.


Education - Meriam Dictionary defined as a the processing of receiving or

giving systematic instruction, especially at a school or university.

Intervention – Meriam Webster defined as a specific program or set of stepto

help a child improve in an area of need. Instructional Intervention focus on subjects like

reading and writing.Are designed so that you and the school can thank your child

progress.

School – Meriam Webster defined as the building used an information for

educating children. Where they learn read and write.

Youth - Meriam Dictionary defined as a time of life when some one as young

the time when young person has not yet become adult.
