1. SCOPE

This procedure describes the general directives and minimum requirements, which are
applicable to the packing and handling of Flare Tip, Flare Stack, Flare Ignition Skid, LPG Bottle skid
and also to be followed for protection when shipping until arrive at client’s site or in storage site. This
procedure used in “BLOCK A GAS DEVELOPMENT PROJECT”.
The package will be supplied are flare system package, information that package as follow:
1.1 Flare Ignition Skid (47-SJP-501).
1.2 LPG Bottle Skid (47-SJP-502).
1.3 HP Flare Tip included Stack (47-KZZ-701).
1.4 Acid Gas Flare Tip included Stack (47-KZZ-702).
1.5 Template for HP& ACID Gas Flare Stack and Deadman.

2. REFERENCES

The following Codes, Standard and Specification shall be incorporated into this
procedure. Unless otherwise described on this procedure.
2.1 ISO 9000 - 2, Clause 4.15 (Handling, Storage, Packaging, Preservation and Delivery
Procedure).
2.2 Client’s specification BLA-G-PR-00-605 (Project Shipping and Packing Instruction to Vendor).
2.3 Manufacturer's recommendation for handling, storage and treatment.

3. RESPONSIBILITY

3.1. Workshop Leader responsible for the management and control of this procedure.
3.2. Workshop Leader responsible to ensure that activity complies with this procedure.
3.3 Fabrication Leader and Warehouse Storekeeper are responsible for packing, marking,
and handling the package.

4.1 General
4.1.1 Checked internal and external side to ensure that they are free from all weld
spatter, scale, rust, cuttings, filings, dust, etc., as well as all foreign materials.
4.1.2 Measure the dimensions of the goods will be packed and then create packing
with properly and solidly to protect both mechanically and chemically the
contents from any damage under normal transportation or handling during a
period of shipping until to the site, prior to installation.
4.1.3 Wrapping the goods and insert to the packing. If required, internal side of
packing may be install plastic to protect packing from water and rain.
4.1.4 For safety and secure reasons, the following special protective shall be taken
into consideration:
- Protection from theft or pilferage.
Items shipped on cradles, skids or pallets must be securely fastened to the
cradle, skid or pallet by bolts or steel strapping.
- Protection from moisture.
If equipment, materials or any supplies are susceptible to damage from
moisture, they shall be wrapped with moisture-proof wrapping materials and
silica gel is required. The internal surfaces of boxes shall be lined with waterproof
barrier materials (with terpaulin thickness 0.25mm).
- Protection for projecting parts.
Any projecting parts shall be removed, if possible, packed separately or suitably
protected and painted with yellow oil-based paint to protect them from damage in
the hold of vessels or during transportation.
- Protection of flange face.
All flange face on the piping shall be protected with soft material such as teflon
and wood or with rubber gasket this for protect from scratch.
- Protection of threaded connection.
All trheaded connection shall be protected with plug from plastic or teflon.
- Protection of internal piping.
All internal piping of stack shall be protected with chemical inhibitor.

- Protection for template (template flare stack and deadman).


All template will be protect with wood plate thickness 10mm at bottom and top on
each template to ensure no bending when packaging and delivery.
4.1.5 After the material is complete packaged and weighed, the outside of packing
shall be labeled with address and weight of the package as well as with any
other pertinent information.
4.1.6 Put packing list, shipping mark, material safety data sheet (MSDS) and other
documents related with the goods to the outside of packing as shipping
document.
4.1.7 The GOODS will be packed and preserved in a safe and secure manner so as
to prevent damages during shipping, on-site storage construction and long
stand by period from impacts, environmental conditions effects and admission
of debris.

4.2 Applicable Packing Style

4.2.1 Wooden Box/Crate


For packing the loose part or equipments and accessories, such as: Flare
Ignition skid, LPG Bottle Skid, Flare Tip, Local Control Panel, Electrical/Instrument
component, Platform, Spare Part for commissioning, Template for base stack and
deadman, etc.

Any Case with a net weight exceeding 1500 Kg shall be provided complete with
steel plates on the lifting points. The steel plates shall not have sharp edges which
could otherwise interfere with nylon slings during handling.

1. Coated pipe must only be lifted by wide belt slings. Chain chairs, cables, tongs
hooks or other equipment likely to damage the coating shall not be permitted.

4.4.1

Shipping mark shall be marked on two side and only package number and gross weight
shall be marked on top.
4.4.2 Center of gravity and lifting position for stack, wooden box, conduit and other shall be
marked on the surface for the safe handling.

4.4.4 Shipping mark on all equipment and materials, (Stack, piping, conduit, steel structures,
etc), which are required for top coating / final painting shall not be directly stenciled on
the body, but on plywood board and attached or fastened to the cargoes.

4.4 Packing List

4.5.1 The following information shall be included.

- Packing list number and date (Vendor‟s own).

- Name and address of the Vendor.

- Name and address of the Purchaser.

- Name of consignee.

- Project name.

- Project code.

- P.O. Number.

- Item number shown on the P.O. (left side column of the 2nd and following sheets of P.O.,

- Total quantity of delivered package.

- Net weight for each package in kilogram (kgs).

- Total net weight of packages in kilogram (kgs).

- Gross weight for each package in kilogram (kgs).

- Total gross weight of packages in kilogram (kgs).

- Measurement for each package in cubic meter (m3).

- Total measurement of packages in cubic meter (m3).

- Packing style for each package.

4.5 Packing Inspection


All packaging equipment/material and packaging process/procedures shall be subject
to inspection by JEC, or the authorized agent appointed by JEC or the client during all stages of
packing work.

5. HANDLING INSTRUCTION

5.1 General

5.1.1 Checked all receiving documents: delivery order, purchase order, packing list,
mill certificate, MSDS and also material physic.
5.1.2 Material identified and tagging shall be done as per project required
5.1.3 After inspection and identification, all material shall be stored in proper storage
until shipped to customer or used in fabrication. For small and low equipment or
material keep on warehouse and put on the racks. For big or heavy equipment
keep on open area. Special for pipe and plate stainless steel provide with
tarpaulin cover.
5.1.4 Where all equipments or materials are stored in the rack, heavy items are to
be on the lower shelves to avoid accidents and also rack for stainless steel and
carbon steel material shall be separated to avoid contact both of them.
5.1.5 Painting material and weld consumable shall be stored in segregated and
secure area, which there provided with additional equipment for maintain and
treatment. Suitable conditions shall be maintained for sensitive and explo-
sive/inflammable items.
5.1.6 All materials, products or components used in the manufacturing area are
handled and stored in accordance with the manufacturer’s Material Safety Data
Sheet (MSDS), applicable safety regulations or work instructions so as to
prevent injury to personnel and damage or deterioration to the material.
5.1.7 To facilitate activity and avoid the accident, lifting equipments such as:
overhead crane, mobile crane, forklift and trolley shall be used when handling
heavy equipment/material.
5.1.8 Manual lifting by hand just allowed for low and small part/material under 10
kilos or defined by national or international laws.
5.1.9 To loading and unloading the package shall be used overhead crane or forklift
with minimum capacity 5 Tones (SWL).
5.1.10 Keep all warehouse areas in a clean and orderly condition
5.1.11 Wear gloves when lifting or handling objects with sharp or splintered edges.
Make sure the gloves are free from oil, grease, or other agents that may cause
a poor grip. Besides that, also wear other PPE (personal protective equipment)
such as: hard hat and helmet.

5.2 Loading and Unloading the Package

5.2.1 The sequence and safety activity when loading the package at workshop as
follow:
a. Positioning the truck into the workshop with the end of bed at the rear and the
head facing the exit door.
b. Place the crane facing the package. Secure the Crane by activating the
support.
c. Install the shackles and sling in to the package, and ensure that they are
properly fastened.
d. Set the master link on the hook of the crane.
e. Lift the sling slowly until it is in a tight position.
f. Check the shackles, slings, and master link that they are properly set.
g. Slowly pick up the package unit until the bottom of the shell is 0,25 m above
the ground. Ensure stability of that is in horizontal alignment position.
h. Recheck the shackles, slings and master link and make sure they are
secured.
i. Make sure that the paint of unit or equipment will not be scratched during
handling operation.
j. Lift the package with care and slow until above the bed of truck.
k. Locate the package at a save position, avoid unbalance.
l. Release sling from the package with the position safe and balanced.
m. The package should be tighten-up by truck operator by means of sling belt
into 3 locations, the one at the front, and the others into the middle and the
rear of Low-bed chassis.
n. The package shall be covered with plastic tarps during delivery.
o. Truck ready to go out from workshop

5.2.2 The sequence and safety activity when unloading the package at site as follow:
a. Check the package from broken or losing during transportation up to site and
make sure the sling still fastening tight the package.
b. Positioning the truck into the safe or open area at site from site facility.
c. Place the mobile crane facing to beside the truck.
d. Install the shackles and sling in to the package, and ensure that they are
properly fastened.
e. Set the master link on the hook of the crane.
f. Loosen and remove the sling belt from the package prior lifting activity.
g. Lift the sling slowly until it is in a tight position.

h. Check the shackles, slings, and master link that they are properly set.
i. Slowly pick up the package unit until the bottom of the shell is 0,25 meter
above the bed of truck. Ensure stability of that is in horizontal alignment
position.
j. Recheck the shackles, slings and master link and make sure they are
secured.
k. Make sure that the paint of unit or equipment will not be scratched during
handling operation.
l. Lift the package with care and slow until above the bed of truck.
m. Remove and locate the package at a save area.
n. Release sling from the package with the position safe and balanced.
o. Truck ready to go out from warehouse site or field.
