Scope of Works
Grid Substations
400V switchboards, for supplies to sub station services, free standing and for
indoor installation, are to be supplied and installed.
The incoming supplies to each switchboard are to be interlocked to
automatically establish supply to the busbar in the event of failure of the
incoming supply and not to parallel any supplies. In case of failure of incoming,
Diesel Generator shall be automatically switched on for emergency supplies.
1.2.1.3.1 400V Main switchboard comprising:
Auto changeover logic for Bus-section breakers, Incoming Breakers &
Generator Breaker initiated by:
Incomer No. 1 from No. 1, 160 kVA, 36/0.4kV Auxiliary transformer.
Diesel Generator for emergency supply.
1 Set - Busbars (3Phases, Neutral and Earth).
5 Nos - 4pole MCCBs for two incoming, one bus section, one
Generator and three outgoing (rating shall be according to
the load required).
1 Set - Equipment required for interlocking and automatic switch
over between incomer 1 & 2 and diesel generator including
auto changeovers.
2 Sets - Indicator lamps for each distribution board.
2 Nos - Ammeters.
2 Nos - Voltmeters.

1.2.1.6.1 For 3 Nos. 36 kV feeders for out going lines each comprising with: -
(a) IEDs shall be provided as per the requirements given in Chapter 5 of
Technical Specification -Grid Substation for following functions.
Clause 5.8.6 - 36kV Overhead Line Protection
Clause 5.10.3 - 36kV Auto-Reclosing
Clause 5.16 - Trip circuit supervision
Clause 5.20.6.2.11 - Control IED’S on 36 kV level
(b) Operation counter auto-trip for circuit-breaker.

1.2.1.10 Substation Earthing
Design and erection of lightning protection system with earth wires as specified.
1.2.1.12 Grounding system comprising;-

Note :-36 kV side of Power, Earthing and Auxiliary transformers and 400V sides
of Auxiliary transformers shall be supplied with end box type only.
1.2.1.15 Diesel Generator System
All support structures necessary for the works specified under the Employer’s
Requirements shall be provided by the Contractor. Materials used for the
structures shall comply with the Technical Specification – Grid Substation.
1.2.1.17 Spare Parts
Spare parts specified under Schedule of Rates & Prices shall be provided by the
Contractor.
Note:
Add Drop Multiplexers (ADM) type STM 1 shall be provided with redundant power
supply unit to New Anuradhapura GSS, Vavuniya GSS and Kilinochchi GSS. These
ADMs should be able to provide all communication facilities to above substations
(PLTS, SCADA, Tele Protection and Administrative 2 wire, voice Telephone
facilities).
Administrative telephone facilities for Kilinochchi substation shall be provided by the
existing PAX at New Anuradhapura GSS (DCX-600). For New Anuradhapura GSS
and Vavuniya GSS (DCX 700), administrative telephones shall be provided by the
existing PAXs at respective substations. However, in order to integrate
administrative telephone network, existing PAXs at New Anuradhapura GSS and
Vavuniya GSS shall be connected on 4-wire trunk basis. The required spares shall
be supplied for the above PAXs to provide administrative telephone facilities to New
Anuradhapura GSS, Vavuniya GSS and Kilinochchi GSS.
Existing PLC links at New Anuradhapura-Vavuniya link shall be removed after
installing the fiber optic equipments at New Anuradhapura GSS, Vavuniya GSS and
Kilinochchi GSS. Sufficient optical patch codes for connecting distribution frame
(patch panel) to fiber optic equipments and other related equipments shall be
provided with necessary terminations. The administrative 2 wire subscriber remote
with ringing facility shall be provided to Kilinochchi GSS from New Anuradhapura
GSS PAX through the OPGW link.
The OPGW link from New Anuradhapura-Kilinochchi will be around 122 km in
length. The Optical transmitters at New Anuradhapura GSS to Kilinochchi GSS and
vise-versa shall be capable of handling the required line including all losses.
1.2.2.2.1 Fiber Optic Equipment – New Anuradhapura GSS.

Any of the civil works to be undertake for the satisfactory completion of the
items under 1.2.6

Erection of structures and Plant & Equipment specified in the clause 1.2 of
Scope of Work at following locations.

Scope of Works
Transmission Line
One circuit of the existing transmission lines where the ground wires to be
replaced with OPGW, will be in energized state (hot line) throughout the
contract period. Contractor will be expected to carry out the Works under live
line condition (one circuit). The removed galvanized steel ground wire shall be
neatly bundled and shall be delivered to the asset management stores along
with the removed accessories as instructed by the Employer’s Representative.
2.1.2 Climate
The climatic data given are for the standard period for 1945-1975.
The climate is that of a tropical region and the following meteorological
information is set out for guidance only.
(i) Monthly mean maximum and minimum wet bulb temperatures with
offsets from average.
(iii) Monthly means of the relative humidity obtained from dry and wet
bulb readings at day and night (state I & II respectively) with
offsets from average.
(iv) Monthly means of the relative humidity obtained from the minimum
dry and maximum wet bulb readings with offsets from average.
The averages are taken for the standard period of 1945-1975 and are
shown in table 1.2.
(D) RAINFALL
The rainfall figures given in Table 1.2 are based on average rainfall.
(E) WIND
One to three second gusts at 145 km per hour have been recorded with a
mean speed of 27km per hour over 24 hours.
(F) STORMS
The frequency of thunder-storms is high, the isokeraunic level being
approximately 60 days per annum on average for the island.
