SPECIFICATION
I.GENERAL CONDITION
1. The contractor shall furnish all labor, materials, equipment and perform incidental construction
necessary to complete the project in accordance with the plans, verbal & written instruction of the
Project Engineer as specified.
2. The “Standard specification for Highways & Bridges Revised 1988 Vol. II.” As adopted by the
Philippine Government is hereby made a part of the specification to the extent is herein written in
full.
3. All provisions embodied in Government Procurement Reform Act (Republic Act No. 9184) and
its implementing rules and regulations – A governing infrastructure projects is hereby made a part
of the specification.
4. Bidders shall thoroughly examine the site and note carefully the conditions therein before
submitting proposals and verify from the City Engineer’s Office and other pertinent data of
information for proper guidance in estimating the work.
5. The contractor shall perform all the Quality Control Test necessary, in the presence of the City
Engineer’s Office authorized representative and shoulder all the necessary expenses incurred.
6. The contractor shall pay the lights, power and water required for the completion of the project.
7. The contractor shall be responsible for all the damages that might occur to all persons and
materials as a result of his fault or negligence in connection with the execution of work.
8. All works to be done shall be in the best quality of workmanship under the supervision of
qualified Civil Engineer / Architect.
ELECTRICAL WORKS
It is understood and agreed that the Contractor has by careful examination of the electrical plan
and specifications and the site where appropriate satisfied himself as to the nature and location of the
work and all of work and all conditions which must be met in order to carry out under this project.
1. All electrical installation herein and other related works to be done on this building shall conform
in a accordance with the provisions and code, standard of the following:
1.1 Latest edition of the Philippine Electrical Code
1.2 Republic Act 7920
1.3 National Building Code
1.4 Fire Code of the Philippines
1.5 Local Power Company Standards
1.6 Other requirements of the City Government of Batangas
2. The electrical installation shall be done under the direct supervision of a dully registered
electrical practitioner, e.g. RME, REE and PEE. The Electrical Engineer shall be responsible in
the interpretation of the design intent, plans and specifications and the required standard of the
electrical and other related codes.
3. As required by the RA 7920, for 200AT main capacity and above the Contractor shall have
PCAB LICENSE with specialty in electrical works (S-EE category).
4. Service entrance facilities to the building shall be single phase (1 Ø), 3 wire, 60Hz, 230V, from
the local utility company unless otherwise specified.
5. All materials and equipment to be used shall be new and / or the approved type and shall have an
Imported Commodity Clearance (ICC) seal for foreign made products and a “PS” marks for local
products as proof of clearance for Bureau of Product Standards (BPS).
6. A grounding system shall be provided to all lighting and power circuits and non current carry
metal parts including telephone, data control and relax circuits.
7. All panelboards, main distribution panel, over current protection, etc. shall have a grounding
system shall be provided.
8. All 250V, single-phase, 15 & 20 Ampere receptacles installed in the locations specified shall have
ground – fault circuit interrupter protection for personnel.

12. Where spare / empty conduits are provided, A pull wire shall be inserted from junction box for
future use.
13. Prior to mounting the termination of lighting fixtures, wiring devices, equipment, etc. the
Electrical Contractor shall engage with the Project Engineer of the Construction Division for the
following inspection and field acceptance test.
13.1 Correctness, type and quality of fixture, device of equipment provided if conforming to
specifications as designed or requested.
13.2 Service entrance facilities, main distribution, branch circuit and sub-feeder
continuity and insulation resistance test if required.

14. No change or modification shall be done on these plans without the approval of the Project
Engineer.
15. This specification shall be sole reference of the Contractor on the selection and purchasing of
materials for the project. Any new item / brand / model the Contractor may wish to utilize than
the specifications stated there in shall require approval by the Engineer.
16. All works shall be executed in a professional manner while the job site shall be maintained neat
and orderly at all times.
SCOPE OF WORK
1. The scope of work consist of the furnishing and installation of complete electrical system
exterior and interior – including miscellaneous system. The contractor shall provide ll
supervision, labor, materials, equipment, machinery and all item necessary to complete electrical
system (s).
2. The contractor shall note that all items and equipment are specified in singular; however, the
contractor shall provide and install the number of items in the drawing required for complete
electrical system (s).
3. It is the intention of the specifications and drawings to call for finish works, tested and ready to
use and operation.
4. Any appliance, apparatus, material or work not shown in the drawings but mentioned in the
program of works / specifications or vice versa, or any incidental accessories to make complete
and perfect to all aspects and ready for operation, even if not particular specified, shall be
furnished delivered and installed by the contractor without additional expense of the City
Government of Batangas.
5. Minor details not usually shown or specified but necessary for proper installation and operation
shall be furnished and installed by the contractor.
6. Provide new Main Circuit Breaker, panel board and service wire (2#50.0mm² THW Cu. Wire as
detailed in plan.
7. Installation of Lighting Fixtures power outlet, ACU and all other electrical equipment as detailed
in plan.
