Creating the Barangay Physical Fitness and Sports Development Council

WHEREAS, Section 16 or the General Welfare Clause of the Local Government Code provides that all
local government units (LGUs) shall exercise their powers for the efficient governance and those, which are
essential to the promotion of the general welfare within their respective territorial jurisdictions;

WHEREAS, Health and safety program for the constituents should be considered as one of the primordial
concerns of all LGUs including the barangays;

WHEREAS, Executive Order No. 457 has directed all the LGUs to create their respective Physical Fitness
and Sports Development Councils to act as the nationwide organizational network to assist the Philippine Sports
Commission in the planning, information dissemination, and actual implementation and monitoring of the National
Policy and Program of the “Sports for All”;

NOW THEREFORE I, ____________________, Punong Barangay of Barangay ________________,

DigosCity, Davao del Sur, by virtue of the power vested in me by pertinent laws do hereby order.

Section 1.Creation of the Barangay Physical Fitness and Sports Development Council. There is hereby
created a Barangay Physical Fitness and Sports Development Council (BPFSDC) in this barangay it shall be
composed of the following:

Section 2. Duties and Functions of the BPFSDC. The BPFSDC shall have the following duties and
functions.
 Meets at least once a month and plan and formulate a blue print for the barangay sports program based on
the National Policy and Program of “Sports for All”.
 Oversees and ensures the implementation of the physical fitness and sports program and activities in the
barangay.
 Disseminate proper information on the national policy and program to encourage the active participation of
its constituents on the physical fitness and sports activities.
 Assists in the identification, recruitment and training of gifted and talented athletes from its area of
jurisdiction to ensure a wide base for the selection of national athletes who will represent in the country in
international sports competitions.
 Submits reports to the City Physical Fitness and Sports Development Council and other concerned
agencies.
 Perform other functions deemed necessary to promote and implement the National Policy and Program on
sports.

Section 3. Effectivity. This Order shall take effect immediately.
