One of the duties and responsibilities of the Youth Formation Program Coordinator is to
develop one ( l) division database for newly-elected SPG/SSG and school clubs/organizations
with Constitution and By-Laws officers and newly-appointed Teacher-Advisers and to be
submitted to the Regional and Central Office.

2. With this. all public elementary and secondary schools are required to conduct a homeroom and
club/organization election on or before June 14,2019.

OF THE SUPREME STUDENT GOVERNMENT

l. The Supreme Student Covernment (SSG) is the foremost co-curricular student


organization authorized to operate and implement pertinent programs, projects and
activities in schools nationwide. It lays the groundwork for good governance,
volunteerism, unity and cooperation by providing the students various venues where
they can improve their leadership knowledge, skills and attitudes. It trains students to
become better members cf society in accordance with the ideals and principles d
p icipatory democracy and good citizenship. More importantly, ir helps the Department
d Fiucation (DepEd) achieve its thrusts as indicated in the Education for All (EFAI
Goals, Millennium Development Goals (MDGs) and the Basic Education Social Reform
Agenda (BESRA)

2. In order to synchronize its programs, projects and activities (PPAs),the following


are mandated to be implemented annually by the SSG in the school and community:

a. organize the participation d students and volunteers in the annual


Brigada Eskwela;
b. lead/participate in the National Greening Program (NGP)and other
env ironment-re lated activ ities;
c. conduct activities and awareness campaigns to encourage parents
to enlist their five-year old children for kindergarten;
d. conduct book and toy drive and other school supplies for donation
to schools with kinde rgarten;
e. conduct activities to prevent students from dropping-out d schools;
f. conduct English Speaking Campaigns, and Reading and Tutorial
Servicesl
c. conduct activities to support Anti-Drug Abuse Education and
Campai gn;
h. assist in ensuring that the school is a smoke/tobacco free place;
lead students in organizing activities which start during the
Teachers' Month Carnpaign every September and which culminate
during the World Teachers-Day celebration on October 5; and
J encourage and support the participation d students in recognized
co- cu rri cul ar clubs/ organizations and activities.

3. The following organizational support mechan.isms shall be provided by DepEd at


all levels to ensure that the abovementioned PPAs are implemented:

as sources of feedback and policy recommendations on issues and
concerns that affect them;

SSG pursuant to DepEd Order No. 79, s. 2OO9 by alt public
secondary school s:
c organization cf the Division, Regional and National Advisers
Associations d SSGs as support groups for the implementation and
monitoring d the Student Government Program (SGp);
d conduct d recognition and awards programs and activities for
outstanding SSG organizations, officers and advisers through
division, regional and national led initiatives;
e subject to existing Dep policies and guidelines on volunrary
contributions, collection d not more rhan Sixty pesos (php60.00)as
SSG Developmental Fund is encouraged to finance its programs,
projects and activities;
f. conduct d the synchronized SSG elections and requisite rurn-over
d responsibil ities, financial statements and other records and
properties;
implementation d the synchronization d elections d all other
school-based co-curricular organiza(ions;
h conduct d student-leadershi p trainings at the division and regional
levels provided prior coordination with the Center for Students and
Co-Curricular Affairs (CSCA)is done for purposes d uniformity and
compliance with SSG and SGP-related standards and policies;
1. attendance in the annual National Leadership Training for Student
Government Officers (NLTSGO);
l creation d the school's respective SSG Facebook Page to create a
virtual network among other SSGs for purposes d establishing
direct exchange d information, sharing best practices, and giving
feedbacks and suggestions- These social networking accounts shall
be linked to the official Facebook Page cf the CSCA
(http:/ /www.facebook.com/ csca.deped); and,
k monitoring, evaluation and rating d SSGs' implementation d the
mandated programs, projects and activities and submission of
elections and other required reports.

4. The conduct cf the PPAs shall be documented by the SSG Adviser and submitted
with all the supporting data by the school head/principal to the schools division/city
superintendent (SDS)through the SGP Division Coordinator. The SDS through the SGP
Division Coordinator shall consolidate all reports in a matrix and submit the same to the
CSCA copy furnished the SGP Regional Coordinator.

5. All school heads/principals, SDS, Regional Directors (RDs) are tasked to ensure
the smooth implementation d the SGP through this DepEd Order. The SGP Division
Coordinators are required to monitor compliance of all SSGs and their respective SSG
Advisers with these directives. The SGP Regional Coordinators shall actively lead and
coordinate all SSG and SGP-related activities d all concerned in all levels.
6- At the national level, the DepEd-CSCA is in-charge d the management,
supervision, coordination and monitoring d the activities d the ssGs and the sGp.

inconsistent with this Order are repealed. The provisions of this Order shall remain
in force and in effect until rescinded or amended.

PREAMBLE

We, the studerrts of [rrame of xhool], believing in the need for a tretter organized Su prerne Pupil
Goverltment and Suprenrs Shrdent Govemrnent and in the development of the youth as future leaders of
the nation, do hereby pronrulgate and adopt this Constitution and By-Laws of the Supreme Pupil
Govcrtrrnents arrd Suprenre Studetrt Goverrrrnents in Elernentary and Secondary Schools that shall advancg
intplement, and mairrtain our goals and aspirations, embody the itleals and principles of freedom, erpality,
justice an(l demrrcracy, ant{ Fromote the welfare of all students and acadenric standards of our Alma Mater.

Article I
General Provisions

S€ction 1 'Ihis Constitution and By-Laws shall be krrown as the Constitution and Uy-Laws of
Suprenre Pupil Governments and Supreme Student Governmetrts of [name of srhool]

studenl body.

Section 9 The SPG / SSG shall encouragc an op€n communication and dialogue with other
student organizations, movemerlts, and other sectors of society not inconsisterrt with
its prilciples and purpos€s.
Section 10 The SIC / SSG shall remain at all times, accountable and transparent with all of ib
transactions irrvolving the interest of its constituents who they must serve with
outmost responsibility, integrity, Ioyalty, efficiency, arrd professionalism.

Membership

Section 1 Every student has the right to learn in an inclusive, child-friendly, gender-sensitive,
safe, and motivating environment-

Section 3 Every shrdent lras the right to avail of all the s€rvices offered by the SI€ / SSC which
irrcludes but hot limited to organizin& joining, and actively participating in clubs,
orgarrizations, groups, and otlrer associations for purposes not contrary to existirrg
policies.

Section 4 lvery student has the t ight to conduct and to actively participate in all school activities
and progranrs.

Section 6 Every student has the right to suffrage, to apply for a position, to nominate, and to be
elected into office, arrd ho exercise other electoral practices.

monthly basis. A terminal rePort must be submitted to tlre school authorities and
the incomingsPG / SSG Officers during the turn-over of resPonsil)ilities'
Article VIII

Section 1 The officers of the StG are the tluly clected President, Vice.Presiden! Secretary,
Treasurer, Auditor, Public Information Officer, Peace Officer, arrd, Gpade Level
Courrilors.

Section 2 'l'he officers of the SSG are tlre duly elected Presiden! Vice-I,resident, Secletary,
Treasurer, Auditor, Public Irrformation Officer, Peace Officer, Grade Level Chairperson if
applicable and tlre Grade l,evel Representatives.

Section 3 The Grade Level Councilor / Grade tevel Representative who shall get the lriglrest
number of votes among the eletted Grade Level Councilors / Representatives in thejr
resPective grade level shall serve as the Grade Level Chairperson of the grade level
coltcerned.

Section 4 AII SPG / SSG elections shalI be conducted school-wide annually

Section 5 1he campaign procedures ald elections shall be in accordance witlt the SPG / SSC
COMELIIC Standard Election Code.

Section 6 Cartdidates for all the SI',G / SSC elective positions shall:
6.1. Bc bona fide students;
62. Be of good academic standing with a general average of 85 and above without
any failing grade during the 1"r to 3.d grading period of the curtent school year;
6,3. Be of good moral character;
6.4. Have not been subiected to any diriplinary sanctiou
6.5. Have submitted the SPC / SSG Election Application Packet to be approved by a
representative of the SPG / SSG Commission on Elections;

Section 7 Once elected, alt Src / SSG Officers, except tlre Grade Level Chairpersons, Councilors
aud Representatives, shall be considered resigned and ineligible from all major elertive
or appointive positions in other clubs arrd organizations. Ma.ior elective or aPPointive
positions shall refer to the Positions of President, Vice-President, Secretary, Treasurer,
Auditor, Public Inforrtation Officer, Peace Officer or equivalent Positions, including
Editor-in-Chief, Managing Editor and Associate Editor of thc Sthool Paper or
Publication.

Scttion 8 No residency shall be required of the candidates for all the SPG / SSG elective positions

S€ction 9 The officers o( the SPG / SSG shallhold office for one (1) school year.
Article IX

Section 1 The SPG / SSG Prerident slrall be the chief executive officer of the SPG / SSG. He/She
shall have the following duties:
'1,1. Officialty represent the student body at any funchon on or off the campus;
^1.2. Preside over all meetings and/or may designate another officer to preside for a
specific mecting;
1,3. Serve as ex-officio menber of all executive com mitbqs;
7.4. Enforce thiq Constitution, By-Laws, and other regulations that nray be
Promulgated;
1.5. Sign all the official minutes, proiect proposals, resolutielrs, correspondencet and
other official papers of ttre SI'G / SSC;
1.6. Represont the SPG / SSG or designate his/her representatiye for arry external or
intcrna I affairs/ functiorrs;
7.7. Head tlre Coordirrating Council of School Co-Cu rricular Organizations;
1.8. .lmplement SPG / SSG programs and projects;
1.9. Create Ad Hoc Committees, as the need arises.'l'he Chairpersorr of w[ich shall
be appoirrtecl by the SPG / SSG President; and,
1.10. Perform other functions inherent and incidental to his/her office.

Section 2 Tlre Vice-President shall have the following duties:


2."1- Assist the President in all matters where his/her assistance is necessary;
?.7. Assume the Office of the President should the position become vacanU
2.3. Supervise members in planning and arranging meetinSs, or programs of
activities;
2.4. Head dre Irrternal Aflairs Cornmittee, concephralize programs, proiects, and plan
activities with the Crade Level Councilors / Representatives; atrd,
2.5. Perform other duties assigned by theSPG / SSG.

Section 3 The Se.cretary shall have the following duties:


3.1. Keep accurate records of the minutes and document proceedinBs in every
meeting;
3.2. Keep a file of all the pertinent documents and papers of the SPG / SSG nrrd make
them accessible to the studeut body;
3.3. Provide im[rediate documentations and reports for every implemented projec!
3.4. Call and prepare all notices of SPG / SSG meetings;
3.5. Head the SPG / SSG Secretarial and,
3.6. Perform other duties assigned by the SPG / S;G.

Sectiotr 4 The Treasurer shall have the following duties:

2.8 Serve as an ex-officio menrlrcr of any and all Finance Committee for the purpose
of considering budBelary and/or financial matters of the SPG / SSG;
2.9 Conduct an invcntory of all SPG / SSG property and subrnit a report, in writing,
of its condition and state; and,
2.10 Perform otlrer duties assigned Lry theSPG / SSG.

5.2, Audit all expenditures of the SIG / SSG funds;

5.5. Act as the assistant head of the Financia[ Committee; and,
5.6. Perfotm other duties assigned by the SPG / SSG.
Section 6 The Puhlic Infornration Officer shall have the followirrg duties:
6.1. DisseNina te and promote the thrusts and objectives of the SPG / SSG;
6.2 Builtl and mairrfain a crerlible image for the SPG / SSG;
6.3. Take charge in the promotion of SPG / SSG projects and activities;
64 Head the Publicity Committee; and,
6.5 Perlornt other duties assigned by the SPG / SSG

Section 7 The Peace Officer shall have the following duties:


7.1. Help the presiding officer in maintaining peace and order during the lneetin8s;
7.2. Act as disciplinary officer, if necessary;
7.3. Maintain peace and order within the prenr ises of the sclrool;
7.4. Act as chief peace officer and over all Sergeants-at-arms of subordinate
organizalions and classes;
7.5. Chair the StudenLd Welfare Committee and appoint ils merebers; and,
7.6. Perform other du ties assignetl by the SPG / SSG.
Section 8 The Crade Level Chairperson/s shall have tlre following dutics:
8.1. Act as the grade level head coordinator of all SPG / SSG programs and projects
to the Grade I-evel Councilor/s / Representative/s of his,/her grade level.
8.2. Perform othcr du ties assigned by the SPG / SSG.
S€ctioh 9 The Grade Level Councilor,/s and Represenla tive/ s shall lrave the followirrg
du ties:
9.1. Represent hr/lrer grade hvel in all of the meetings of the Si'G / SSG;
9.2. Serve as the grievance desk for their respective grade level;
9.3. Conceptualize and implement programs and projects, atrd rccommend pol.icies
for their respective grade level;
9.4. Assist in the effective implementation of the SI}G / SSG's prograrns and Proiectsi
and,
9.5. Perform other duties assigned by the SPG / SSG-

Perman ent Committees in th ePu niUStud ent Covernmcnt

Section 1 There slrall be seven (7) permanent comnrittees in the SPG / SSG; namely, the Exe<utive
Conmittee, lnternal Affairs Committee, Secretariat, Finance Committee, Publicity
Comnlittee, Students' Welfare Comrnittee and the Spe(ial Proj€rts Comntittee. Members
of eaclr committec irr th€ SPG / SSG shall be appointed by the Presi<tent from autollg the
officers of the homeroom organizations upon which tlre recommendation of the
chairperson of the committee

Section 2 The Executive Committee shall be headed by the President and shall act as tlrc
adrninistrative arm of the SI{ / SSG.

Sectiou 3 The Internal Affairs Committe€ shall be headed by the Vice President and shall take
charge of all the matters regardirrg ttre members of the SPG / SSG and tlreir functions.

Section 4 The Secretariat slrall bc headed by the Secretary and shall be the official SPG / SSG work
8rouP.

Section 5 The Finance Committ€€ shall be headed by the Treasurer and shall be assisted by the
Auditor. This committee shall take charge of all monetary matters and properties of the
SIIG / SSC.

Sechon 6 The Publicity Committee shall be headed by the Public Information Officer arrd shlrll lrc
responsible for dissenrinating information on rnatters concerning the SPG,/ SSG.

Section 7 The Students' Welfare Comnrittee shall be headed by the Peace Officer and shall bok
after the righb of the students and act upon their complaints.

Section 9 Other Committees, petmanmt or ad hoc in nature, may be creacd by the SI{ / SSG as

Article Xl
Homeroom Class Oreanizations

Section 1 Tlrere shall be a homeroom class organization in every section composed of officers
parallel to the organizational structure of the SPC / SSG.

Scthon 2 The homeroom class organization shall be respomibh in implementing programs and
proiects of each class.

Section 3 The homeroom class organization shall assist the SII / SSG in implementing its
programs and projects.
Sectron 4 The homeroom class organization shalt be guided by the designated class adviser who
must be part of tlre teaching staff of the xhool.

Article Xll
Coordinating Council of Campus Co-Curicular OrBanizations

Section 1 The Coordinating Council shall be headed by the President of the SPG / SSG as the
Chairperson.

Section 2 'l he Coordinating Council shall be composed


of the different Presidents of all recognized
legitimate campus co-curricu lar organizations.

Section 3 The Coordinating Council shall have the following functionsi


3.1. Coordinate school-wide activities, which need the participation and involvement
of the whole student body;
3.2. Provide and support a consultative m€chanism for ttre implementation of the
various programs and projects of all co<urricular organizalions;
3.3. Plan programs and synchronize student activities in the campus;
1.4. Serve as the venue to present accomplishment reports, financial reports, and
such other reports of the SIJTG/SSG and other organizatiqns as leeded oI
required; and,

3.5 Set rules and starrdards for the collection of membership fees or corrtributions by
recognizetl campus co-curricular clubs or organizations for the approval of the
School Head.

Section 4 The Coordinating Council shall meet at least once every quarter or upon notice of the
Chairperson upon the request of any of its members as often as the council may deern
ll€cessary-

Section 5 Tlre School Head shall serve as the Adviser of the Coordinating Council. As such, all
resolutions and agreements arrived at by the Coordinatirrg Council shall be noted by the
School tlead.

Article XIII
Adviser

Section l The SPG / SSG Adviser shall be endorsed to the School Head from among the three (3)
teacher-nominees submitted by the newly-elected SPG / SSG of(icers through a
resolution.

Section 2 The SIC / SSG Adviser shall have tlre following qualifications:
2.1. I{ave experieuce irr organizational managemenq
2.2. With good character and rePutation in the school and community;
2.3. Conlp€tmt, able, and willing to work with the student leaders from phnning to
irnpletnentatiorr of Proiects, programs and activrties
Settion 3 The SPG / SSG adviser shall monitor all progtams, projecb, activities, and megtings of
the sPG / SSG at all rimes.

Section 4 The Advisorship in the SPG / SSG shalt be equiv4lent to one teaching load as per
Republic Act No. 4670

Section 5 'the SPG / SSG COMELEC Adviser shall lre endorsed to the School Head from among
the three (3) te.lcher-nomitrees subtlitted by the COMI!LEC Chair through a resolution.

Scction 6 The SPG / SSG COMELEC Adviser shaU have the following qualifications:
6.1. l-lave experierce in organizational managenrenu
6.2. With good character and reputation in the school and cornmunity;
63. Must be rrorlpartisan and exPerienced irr handlilg student govetnment
elections.

Sectiorr 7 The SPC / SSG COMELEC adviser shall monitor all activities and meetings of the
SPG / SSG COMELEC at all times.

Artlcle XIV
Commission on Elections

Se.ction 1 The Commission on Electiorrs, lrerein referred to as the SPG /S COMELEC, shall be
established within (21) days before the day ofelection

Section 2 The SIIG / SSG COMELEC shal[ be the only agelrcy that will manage the elmtoral
process, including the canrpaign.

Scction 3 The SPG/SSG COMELEC members shall have the following qualifications
3.1. Must be non-partisan;
3.?. Do not have a vested irterested in the election; and
3.4. Not in any way related to any of the candidates
Sertion 4 The conpositiolr of the menrbers in the SPG COMELEC shall be threq (3) from Grade 4
and Grade 5, and four (4) from Grade 6.

S€ction 5 'Ihe composition of the members in the SSG COMIILEC shall be three (3) flom each
Grade level.

Scction 6 The melrbers of the SPG / SSG COMEI-EC shall setect a Chailperson amotrg its
lnembers.

Section 7 The SI'G / SSG COMELEC shall have the followirrg duties and resPonsibilities
7.', . Conduct fair, holrest, and systematic elections;
7.2. Adhere to the Standard SIIG / SSG Election Codc;
7.3. Validate the electoral proceedirrgs atrd results;
7.4. Accept or revoke candidacy;
7-5. Ptoclaim thc new set of officers;
7.6, Keep all pertinent ele<tion papers/do(uments;
Decide on protests relative to the conduct and results of elections;
7.8. Prepare and distribute the nec€ssary election paraphernalia, cettificate of
candidacy forms, and other election related materials before, during, and afqer
the election; and,
7.8. Dinualify candidates who have viotated any of the guidelirres, whkh have been
promulgated.

Article XV
Tlre General As senr blv

Section 1 The Geleral Assembly of the S / SSG shall be composed of all elected Flomeroorn
Class Organization Presidents of the rhool.

Section 2 The General Assembly shall be a forum for in(ormation atrd corrsultations, from which
decisions shall be sigtificantly considered.

Sechon 3 The Geueral Assembly shall be convened by the SPG / SSG Presidcnt once every two
nronths and as tlre need arises.

Article XVI
lfembershio to the Division, Recional and National Federation of SuDreme Student
Governmcnts

Section 1 The SSG shall be, and shau remain to be, an automatic member of the Drvision, Regional
and National Federation of Supreme Student Governnr€nts.

Scction 2 As such, the SSG shall abide by the rules and regulations issued by the ProPer federation
consistent with the policies and guidelines of the Department of Education,

Article XvU
Mqeting and Quorum

Scchon 1 The SPG / SSG shall conduct regular meetings every first and third week of the nronth
or as aSreed upon by the officers of the SIG/SSG.

Section 2 Special meetings of the SIG / SSG may be called upon by the SPG / SSG President or by
a maiority of the SfrG / SSG officers.

Sertion 3 Malority of the officers of the SIG / SSG (50%+1) shall constitute a rluorum.

Section 4 Each member of the SIG / SSG is entiUed to only one vote.

Section 5 Ifthe votes end in a draw, the SPG / SSG President or the Acting Chair of the meeting
shall cast tlre vote to break the tie.

Sectiorr 6 No proxy shall be allowed when voting,


Article XVIII
Finance

Section 1 All receipB of moneys from all soulces shall be evidenced by acknowledgement receipts.

Section 2 A monthly r€port on the receipts and/or collections made duly signed by the Treasungr
atrrl the President, and noted by the SPG / SSG Adviser shall be pos ted on tln
SPG rz SSG bulletin board and be submitted to the School Head

Section 3 The SPG / SSG shall deposit all funds received collected and shall maintain bankirg
connection for the regular deposit and savings account of the SPG / SSG

Section 4 The organization may accept cash donations from arry nrember or any public or privaE
petson or irrstitution, as long as it will not af(ect or compromise the mtegrity of the
SPC / SSG.

Section 5 The SII / SSG may undertake fund-raising activities to su]nidize ib pro.,ects and
activities as long as it will not affect orcompromise the integrity of the SPC / SSG.

Section 6 The SPG / SSG shallenjoy the freedom to determine its priorities in lhe disbursement o{
ils funds, provided that it shall be actually, directly, and exclusively used to support
and/or finance SPG / SSG programs, projects and activities.

Section 7 AII disbursernent and bank withdrawals shall be made in accordance with tlre programs,
projects and activities of the SPG / SSG embodied in the yearly action plan endorsed by
the SIIG / SSG Adviser aM duly approved by the School Head.

Section 8 The SII / SSC President and the 'freasurer shall be the signatory of all fun{
disbursements and bank withdrawals of the SPG / SSG. All fund disbursements and
bank withdrawals must be accompanied with an SPG / SSG resolution duly noted by
the SIIG / SSG Adviser. All expenses must be supported by official receipts. The Schopl
Head shall be provided a copy of aJl the resolutions relative the disbu rsemen\ made.

Section 9 The SPG / SSG, through the Treasurer and the Auditor, shall protnulgate financial
guidelfules for proper financial management

Section 10 At the end of every activity, the SPG / SSG shall liquidate exPenses beforc another
disbursement. Without this, succeeding bank withdrawals shall not be authorized.
Funds of the SIrG / aSG shall be audited at the end of the term of the SPG / SSG and at
the end of every activity.

Se(tion 11 Financial statements shall be postcd in the SPG / SSG Bulletin Board every month,
printed in every issue of the School Paper and, the School Head must be furnished with a

Article XIX

Section 1 The officers of the SPG / SSG may be impeached on the following grounds:
1.1. Culpable violations of the Corutitution and By-Laws;
7.2. Gross nrisconduct, violation to person in authority, negligence, and disloya'lty to
the cause of the SPG / SSG and the school;
1.3. Non-attendance irr botlr regular and special meetings for three (3) times without
valid cause; and,
"1.4. Abuse or misuse of power and authority.

Section 2 Two+hirds (2/3) vote of the General Assembly shall be necessary to decide after hearing
a case of impeachrnenl

$ection 3 The decision of the General Assembly shall be final. However, the officer charged shall
be informed twenty (20) days prior to his/her impeachment case proceedings, of the
charge/charges against him/her, to afford him/her the opportunity kr be heard with or
without.l counsel in his,/her defense.

Section 4 Resigration of an elected officer shall be in writing and shall take effect five (5) days after
the approval of the maiority of the SPG / SSG officers.

Section 5 Resignation of an appointed offer shall be in writing and shall take effect immediately
afher the approval of the appointing authority.

Section 6 Any vacancy in any of the positions for the reason of death, resignation, impeachment,
shall be filled, subject to the recommendation of the SI{ / SSG.

Serction 7 Arry vacancy in the SPG / Src, except the position of the PresidenL shall be filled,
withir ten (10) school days from the day the position is rendered or considered vacant
by appoirrtment of the President from among the qualified members of the SPG /
SSG. hnmediately upon appointment, the appointee shall serve the remaining period-

Article XX
Ratification of the Constitution

Section 1 This Constitution and By-Laws rnay be anrended or modified in full or in part once every
three (3) years frorn its official issuance through a DepEd Order or Memorandum.

tion 2 The school SIrC / SSC, the Division, Regiorral and/or National Federations of Student
Governments may propose amendmenls. Such proposal shall be carried through a
resolulion duly signed and concurred in by a majority of vote of the School Src / SSG
officers, the Division, Regional or National t-ederation officers concerned votirrg
s€parately.
Section 3 Proposed amendments shall be transmitted to the Office of the Undersecretary for
Regional Operations at least (1) rnonth before holding any National Con{erence or evmb
organized for the purpose, where tlte same shall be submitted for consultation,
discussion and deliberation.

Section 4 Amendments to thi.s Constilution and By-Laws shall take effe(t immediately upon
approval of the kretary of the Deparknent of Education.
