Overview

The Spectrum Power™ Power Applications suite provides


the complete functionalities for:

• Load Frequency control, i.e. for controlling the system frequency and
the power generation in a control area as well as the interchange with

Economic Dispatch (ED)


ED optimally allocates the total generation requirement (sum of base point values
plus system regulation calculated by LFC) among the participating generating units.
The allocation either minimizes the total system production cost or maximizes the
total system profit subject to the

• total generation requirement


• reserve (spinning) requirements
• plant and unit limits
• production cost characteristics

The solution is derived from a two-step algorithm based on incremental costs


(Lambda dispatch algorithm).

ED is executed cyclically, on operator request, or on LFC trigger. It can be executed


either in normal mode or in anticipatory mode.

Recomendaciones

✓ Tanto en los relés de protección como en los controladores de unidad contar con redundancia PRP/HSR.
✓ Puertos Ethernet y cumplimiento de la Norma IEC 61850 edición 2. Posibilidad de contar con varios
protocolos simultáneos (IEC 60870-5-104).
✓ Sincronización de tiempo usando IEEE 1588.
✓ Cyber Security de acuerdo con NERC CIP y BDEW.
✓ Para los relés de protección de generador, funciones falla estator y falla rotor (64S y 64F) 100%. Se
recomienda una protección principal y otra de respaldo de idénticas características por máquina.
✓ Fuentes redundantes para los controladores de unidad, Switch y Firewall.
✓ Hardware flexible y modular para los relés, controladores de unidad, Switch y Firewall
✓ Controladores de unidad con comunicación serial (IEC 60870-5-101/103) y LAN/WAN (IEC 60870-5-104 o
IEC 61850).

Recomendaciones

✓ Experiencia Específica:
Adjuntar certificados de haber ejecutado proyectos similares, es decir suministro de sistemas de control,
protección y Sistemas Scada para Centrales Hidroeléctricas de Generación.
✓ Experiencia del personal:
Director del proyecto: Ingeniero Electricista con al menos diez (10) años de experiencia comprobable donde
haya cumplido en forma continua o discontinua funciones de dirección de proyectos de montaje y puesta en
servicio de Centrales Eléctricas de Generación.
Ingenieros responsables de diseño e ingeniería: Ingeniero Electricista con al menos ocho (8) años de
experiencia comprobable donde haya realizado y ejecutado labores en actividades de ingeniería, diseño y
pruebas de protección y control en Centrales de Generación.
Ingeniero Especialista de Instalación, montaje y puesta en servicio de sistemas de Control, protección, medida
y sus sistemas de gestión: Ingeniero Electricista con al menos cinco (5) años de experiencia comprobable
donde haya cumplido labores de montaje, pruebas y puesta en servicio de Centrales de Generación.
