VALUES RESTORATION PROGRAM OVERVIEW

"Righteousness Exalts a Nation!”

VRP is a banner program of the Council for the Restoration of Filipino Values (CRFV), a Civil
Service Commission-accredited institution and Corruption Prevention Unit established in 1994 to curb
the rise of corruption in the Philippines through the restoration of world renowned Filipino values that
have been eroded by wickedness, greed covetousness, compromise, and sin.
CRFV is dedicated to the effort in transforming the Filipino public servant and the local
government leadership to subscribe to the Code of Ethics and Values that shall provide the Philippines
with righteousness, incorruptible, and sincere service towards a graft-free society through the help and
guidance of the Word of God consistent to the exemplary life of the Lord Jesus Christ.

CRFV envisions a community marked with a character of an honest and righteous environment,
geared towards a graft-free society.

The heart of what we do is to raise value-laden and ethical leaders who will transform the
nation through exemplary values.

The Values Restoration Program (VRP) has been an all-encompassing program of CRFV as all its
activities, trainings, and programs are geared towards values restoration. CRFV’s advocacy for a value-
laden workforce was strengthened with the establishment of its partnership with the Civil Service
Commission through the issuance of the CSC Announcement No. 40, series of 2013 and 2017. It
enjoins all Constitutional bodies, Departments, Bureaus, and National Government Agencies, Local
Government Units (LGUs), Government-owned and controlled corporation with original charters
(GOCCs), and State Universities and Colleges (SUCs).

The VRP requires the recruitment and appointment of Values Restoration Officers (VROs) both
from public and private sectors that will be strategic men and women of stature in their respective
offices who will create significant moves, exemplifying the integration of values in the discharge of
their duties and responsibilities in achieving a value-laden workforce that will result to change at the
organizational level producing excellence in public service, and subsequently impacting society and the
nation.

The VROs take the lead in the discussion of Weekly Value Focus after the flag ceremony as
stipulated in the CSC Announcement No. 40, and aligned to the CSC’s core values- Patriotism,
Integrity, Excellence, and Spirituality (PIES).
Moreover, the VROs will coordinate all VRP matters, which include the task to arrange small
group discussions within their respective agencies, facilitate in-depth study and internalization of the
weekly value focus until it is ingrained in the system.
