SAFETY TALK

INTRODUCTION

All locations shall form Safety Committee irrespective of the number of employees as it helps to create
and maintain preparedness of employees in charge of safety with a view to reduce all avoidable
accidents. The concept revolves around the idea that active involvement and participation of those who
operate the facilities are the ones who are vitally concerned with dayto-day decision making and
whenever encouragement is given to this innovative spirit of the participating members in Safety
Committees, such participation brings about sharing of concern and a harmony leading to sound
decisions on safety practices.

MEMBERSHIP OF SAFETY COMMITTEE

The committee shall have 50% of the members from the management and 50% from workmen. The
Committee may be constituted as under:

MANAGEMENT

Territory Manager, who by his position can contribute effectively to the Committee, shall be the
Chairman. A Safety Officer and Medical Officer, wherever applicable and the Safety Officer in such cases
shall be the Secretary of the Committee. A representative each from the operations, maintenance and
finance departments, wherever applicable.

Workmen

Workmen’s representatives on the Committee shall be elected by the workmen. The tenure of the
Committee shall be two years. Safety Committee shall meet at least once a month. The minutes of the
meeting shall be recorded and submitted to the Inspector of Factories on demand. Safety Committee
shall assist and cooperate with the Management on the following: In achieving the aims and the
objectives outlined in the Health, Safety and Environment Policy of the Corporation. To deal with all
matters concerning health, safety and environment and to arrive at practicable solutions to problems
encountered. Committee should not deliberate on the matters unconnected with health, safety and
environment issues of the location. To create safety awareness amongst all employees. To undertake
educational, training and promotional activities.

To deliberate on reports of safety, environmental and occupational health surveys, emergency plans,
safety audits, risk assessment and implementation of the recommendations made in the reports. To
carry out health and safety surveys and identify causes of accidents, looking into any complaint made on
the likelihood of an imminent danger to the safety and health of the employees and suggest corrective
measures. To review the implementation of the recommendations made by Safety Committee. In fact
the Committee meetings shall commence with this. Minutes of the Safety Committee meeting shall be
circulated among the committee members and also be displayed on the Notice Board. One copy shall be
sent to concerned Manager / Sr Manager (MI&S)
NATIONAL SAFETY DAY: 4TH MARCH

National Safety Day is celebrated every year throughout the country to mark the Foundation Day of the
National Safety Council set up by the Ministry of Labour, Government of India, as an autonomous body
on 4th March, 1966. The objective was to generate, develop and sustain a movement of safety
awareness at the National level. The following safety pledge shall be taken by all the Employees: “On
this Day, I solemnly affirm that I will rededicate myself to the cause of safety, health and protection of
environment and will do my best to observe rules, regulations and procedures and develop attitudes
and habits conducive for achieving these objectives. I fully realize that accidents and diseases are a drain
on the national economy and may lead to disablement, death, damage to health and property, social
suffering and general degradation of environment. I will do everything possible for the prevention of
accidents and occupational diseases and protection of environment in the interest of self, my family, my
community and the Nation at large”. Fire Prevention Week:

14th to 20th April

Fire Prevention Week is observed to commemorate the tragic death of firemen while fighting the
devastating fire aboard S.S. Stikine berthed at Bombay Docks on 14th April 1944. 14th April is observed
as Fire Services Day. The following safety programmes shall be carried out by undertaking activities
selected from the list below: A fire drill at which the local Fire Brigade is called upon to participate. Invite
local Fire Brigade for giving a talk on their experiences of fires handled and rescue operations
undertaken. Share experience with each other on fire/accidents. The senior employees /PVC Crew /
Other Oil Company representatives deliberate past incidents. Organise a safety film show. Give a talk by
inviting the general public and appraising them of the action taken/equipment and facilities available
with us to prevent and to deal with a possible fire. Conduct a workshop/seminar on safety for Dealers /
Pump Attendants / PCVOs / PCV Crew. One day training session for tank lorry crew including PCV’s.
Invite a representative from PESO of the area to give a talk on the need for various types of licences. A
talk by the Fire & Safety officer of an industry in the area on safe practices/handling of dangerous
products

Invite the Police Officials to share their views & experiences of accidents (traffic) and fire. What they
would expect us to do in an emergency to cordon/control traffic snarls / jams-keep roads open to tank
lorries moving out and emergency vehicles moving in. Talk by a Doctor on First Aid with demonstration.
Talk by Civil Defence personnel on Civil Defence with demonstration. Any other activity that would
conform to local needs. All employees shall wear Safety badges on each day of the week. Stickers shall
be affixed on to all vehicles entering/leaving the premises during the period of the event. Safety posters
shall be displayed at prominent locations.

WORLD ENVIRONMENT DAY: 5TH JUNE

World Environment Day was established by United Nations General Assembly in 1972 as a people’s
event with government, individuals and community groups organising various activities to improve the
environment. Location to undertake eco friendly activities like tree plantation, pollution checks of
vehicles etc. Safety Incentive Schemes To enhance the culture of safety, corporation has introduced
different schemes like: Accident-free Million Man-Hours Location safety awards
