The 165 anti-fraud counseling hotline


Criminal Investigation Bureau of Taiwan NPA

In order to crack down on fraudulent phone calls, the National Police


Agency (NPA) set up a “Anti-fraud hotline 165” for the public in April 26 th,
2004. If you receive a phone call from a fraudster, just pick up your phone
and dial 165. After dialing the number, a receptionist will record the details
of the incident and provide information to the victim.

To fully realize the integration of intelligence resources and


comprehensive cooperation between agencies, with the objective of
apprehending heads of fraud syndicates, the Anti-Fraud Command Center
of CIB (Criminal Investigation Bureau) was established on August 24th,
2016 to pursue cross-ministry, cross-agency, and cross-field collaboration,
so as to implement multi-faceted Anti-Fraud task, and to seize fraud, with
all mechanisms to protect our citizens from becoming the victims of fraud,
and to ensure private property.

The 165 anti-fraud counseling hotline is responsible for providing


anti-fraud advice and processing criminal complaints against fraudulent
crimes. NPA has established various information systems in order to
coordinate all police agencies and cooperate with financial and
telecommunication companies. In 2016, the 165 anti-fraud counseling
hotline received 621,084 calls and there were 1,613 cases, which involved
effectively deterred fraud calls and dummy accounts. The sum of the
secured money amounted to about NT$243,870,000.

The NPA has developed a security strengthening and safety program


relating to financial institutions, jewelry shops, pawnshops, and gas
stations in order to enhance security. The NPA supervised all police
agencies to take additional measures to enhance the security of financial
institutions, to hold anti-bank robbery drills and to draw a plan to perform
duties of patrol, guard, and surveillance at the most needed times. The
preliminary results looked promising as the schemes to enhance financial
institutions security effectively discouraged the occurrence of robberies. In
2016, 12 bank robberies were reported and 11 of them subsequently
solved, despite NT$1,900,000 lost.

In order to uproot fraud syndicates, the NPA integrated a variety of


domestic and international intelligence to trace the sources of evidence,
such as money collectors and telecommunication system providers, in
fraud-related cases. In 2016 alone, police uncovered 50 call centers and
confiscated types of evidence. By reviewing and analyzing this direct and
circumstantial evidence from those scenes, police have been able to
improve their investigation and interrogation skills.

In 2016, the NPA further established "165 Anti-Fraud App" and


signed the cooperation MOU with Whoscall. By using a Caller
Identification App from Whoscall, citizens are allowed to identify any
callers and be alert to potential frauds right away. The NPA continued the
crime prevention program by conducting household visits, utilizing mass
media sources, official anti-fraud webpages, and antifraud apps, holding
community policing forums and campaigns to strengthen public awareness
of fraudulent trends and criminal chicanery.
