1. The Draft of this Information Brochure was prepared by the Directorate of Medical
Education & Research, Maharashtra State, Mumbai.
2. The aforesaid Draft of the Information Brochure was approved by Medical Education
& Drugs Department, Government of Maharashtra vide letter no CET-5319/CR
188/19/Edu-2 Dated 19/06/2019.
3. The aforesaid Approved Information Brochure was forwarded by the Directorate of
Medical Education & Research, Maharashtra State, Mumbai, to the Sate CET CELL
vide letter dated 20/06/2019, bearing No DMER/NEET-UG 2019/Information
Brochure/1-A.
4. Thereafter, the aforesaid Approved Information Brochure was put up for further
confirmation/sanction with the admissions Regulation Authority along with the
Programme of Registration and Physical Documents Verification process.
5. The admissions Regulating Authority has granted its sanction to the aforesaid
information Brochure which was already approved by the Medical Education and
Drugs Department, Government of Maharashtra.
6. This State CET Cell, without making any change whatsoever in the aforesaid
Information Brochure, which has been approved by the Medical Education & Drugs
Department, Government of Maharashtra and that has been further sanctioned by
the Admissions Regulation Authority, has been further sanctioned by the Admissions
Regulation Authority, has published the same on the State CET cell website, which is
www.mahacet.org. This is to once again to clarify that the State CET Cell has not at
all made any change whatsoever in the Information Brochure so approved and
sanctioned by the aforesaid Authorities.

1. INTRODUCTION
The Medical Council of India published Gazette dated 23/06/2017. Clause 5A
regarding Common Counseling is added. The Added clause 5A is as under:-
Common Counseling
The Commissioner, State CET CELL, Mumbai will conduct the admission process for all
the Health Science courses in the State of Maharashtra. Online applications will be
invited from eligible candidate(s) for admission to all Government/Corporation, Private &
Minority Colleges. Online application form will be made available on website
www.mahacet.org.
2.1 The provisional State merit list for seats under State quota in Government /
Corporation, Government Aided and all the quota seats in Private/ Minority colleges
will be published on the website of State CET CELL as per constitutional and / Or
specified reservation claimed by candidate(s).
The Provisional State Merit List will be prepared on the basis of information
submitted by candidate(s) through online process made available on website
www.mahacet.org and document verification at the time of physical document
verification process, which will be declared on 04/07/2019.
2.2 Admission processing Fee: Cost of online application form of NEET-UG 2019 is Rs.
1000/-. This application fee is not refundable, hence candidates are advised to go
through the Information Brochure and ascertain the eligibility. It is sole responsibility
of candidate to ascertain online payment of fees with in prescribed period, failing
which online application will be rejected.
3. DEFINITIONS
a. “Act” means the Maharashtra Unaided Private Professional Educational Institutions
(Regulation of Admissions and Fees) Act, 2015 (Mah. XXVIII of 2015);
b. “Admission Reporting Institution” means an institution where the Candidate shall
report for confirmation for admission by submission of documents and payment of
fees;
c. “Application Form” means the prescribed form to be filled up online or offline by the
candidate for admission to the Courses as defined in clause (e);
d. “CAP Seats” means the seats filled in through the Centralized process of admission
carried out by the Competent Authority/Commissioner State CET CELL;
e. “Courses” means the Undergraduate Medical Courses or Undergraduate Dental
Courses, as the case may be, conducted in the State as per the approval of the MCI
and DCI and affiliated to MUHS;
f. “Document Verification Centre” means the city or town declared by the competent
authority where the document verification is to be conducted;

g. “DCI” means the Dental Council of India constituted under the Dentists Act, 1948 (16
of 1948);
h. “Eligible Candidates” means the candidates who are eligible for different
professional courses as notified by the Government, from time to time, under sub-
section (1) of section 3 of the Act;
i. “HSC” means the Higher Secondary School Certificate (Standard XII) examination
conducted by Maharashtra State Board of Secondary and Higher Secondary
Education as per the provisions of the Maharashtra Secondary and Higher Secondary
Education Boards Act, 1965 (Mah XLI of 1965) or its equivalent certificate awarded
by a recognised Board;
j. “Institutional Quota” means seats available for admission to eligible Candidates at
Institution level as declared by the Government or appropriate authority from time to
time;
k. “inter-se-merit” means the order of merit in respect of various classes or category of
Candidates;
l. “Minority Quota” means seats earmarked for the Minority Community students from
within the State of Maharashtra, belonging to the Minority Community to which the
institution belongs;
m. “MUHS” means the Maharashtra University of Health Sciences established under
sub-section (1) of section 3 of the Maharashtra University of Health Sciences Act,
1998 (Mah. X of 1999);
n. “MCI” means the Medical Council of India constituted under the Indian Medical
Council Act, 1956 (102 of 1956);
o. “National Eligibility-cum-Entrance Test” or “NEET” means the examination
conducted by Central Board of Secondary Education, Delhi for admission to under
graduate Medical and Dental Courses.
p. “Non-Resident Indian (NRI)” means a person who is “not ordinarily resident” under
sub-section (6) of section 6 of the Income Tax Act, 1961, and includes a person
resident outside India under clause (w) of section 2 of the Foreign Exchange
Management Act, 1999, and also includes his child or ward;
q. “Overseas Citizen of India (OCI)” means a candidate or a person registered as an
Overseas Citizen of India as declared by the Central Government under section 7A of
the Citizenship Act 1955, and includes Persons of Indian Origin (PIO).
Explanation.—For the purposes of this clause, all the existing Persons of Indian
Origin (PIO) card-holders registered under Notification of the Government of India,
Ministry of Home Affairs No. F.No. 26011/04/98- F. I, dated 19th August 2002 and
shall now be deemed to be Overseas Citizens of India, (OCI) cardholders by virtue of
Notification of Government of India, Ministry of Home Affairs, No. 25024/9/2014-F.I,
dated 9th January 2015.
r. “Qualifying Examination” means the Higher Secondary Certificate (12th Standard)
or equivalent examination, from an institution situated in the State of Maharashtra
with English, Physics, Chemistry and Biology (Botany and Zoology) at the time of
admission;
s. “Region” means the area in respective Statutory Development Board for Vidarbha,
Marathwada and Rest of Maharashtra;
t. “SSC” means the Secondary School Certificate (Standard X) examination conducted
by Maharashtra State Board of Secondary and Higher Secondary Education as per
the provisions of the Maharashtra Secondary and Higher Secondary Education
Boards Act, 1965 (Mah. XLI of 1965) or its equivalent certificate awarded by a
recognised Board;
u. “SEBC” means Socially and educationally Backward classes of Citizens (SEBC)
includes the Maratha Community declared to be Educationally and Socially Backward
Category (SEBC) in pursuance of the Maharashtra State Reservation (of seats for
admission in educational institutions in the State and for appointments or posts in the
public services under the State) for Educationally and Socially Backward Category
(SEBC) Act, 2018 as per Maharashtra Act No LXII of 2018 Dated 30th November
2018 and Maharashtra ordinance No. XIII of 2019 Dated 20/05/2019 and
Government Letter no. MED-1018/C.R.423/18/Edu-2 Dated 08/03/2019.
v. “EWS” means Economically Weaker Section, include persons who are not covered
under the scheme of reservation for SC, ST, VJ, NT-1, NT-2, NT-3, OBC, SEBC and
whose family has gross annual income below Rs. 8,00,000/- as per Government
resolution of General Administration Department ROD-4019/C.R 31/ 16-A Dated 12
February 2019 And Government Resolution no. MED-1018/C.R 37/19/Edu-2, dated
07 March, 2019.
w. “Orphan” means a child— (i) who is without biological or adoptive parents or legal
guardian; or (ii) whose legal guardian is not willing to take, or capable of taking care
of the child; as defined in Juvenile Justice (Care and Protection of Children) act 2015
and Government Letter no. MED-1018/C.R.201/18/Edu-2, Dated 20 June, 2018.
4.1.2 Overseas Citizen of India (OCI) Candidate will be eligible for Government /
Corporation / Government Aided / Private unaided college for academic year
2019-20 only. Provided such candidate have passed 10 th& 12th from the
State of Maharashtra and should be domicile of Maharashtra or staying in
state of Maharashtra for minimum period of 10 years. (As per Annexure – M)
4.1.3 NRI candidate will be eligible for institutional quota seat only, NRI Candidate
will not be eligible for other seat. (As per Annexure – Y).
4.4 The candidate must be medically fit and must submit a certificate of medical
fitness at the time of Document Verification as per proforma. (Annexure-“H”)
4.5 The candidate must have passed the SSC or equivalent examination from an
Institution situated in the state of Maharashtra. (Please refer 4.1.3, 4.7, 4.8,
Annexure "C" & Annexure "E" for exception)
4.6 The candidate must have passed the qualifying examination i.e. Higher Secondary
Certificate (HSC/12th Standard) or equivalent examination, from an Institution
situated in the State of Maharashtra (Please refer 4.1.3, 4.7, 4.8, Annexure"C" &
Annexure "E" for exception) with English, Physics, Chemistry and Biology
(Botany & Zoology) at the time of document verification.
4.6.1 Eligibility criteria of Qualifying Examination for various courses
4.6.1.1 For MBBS/BDS/BAMS/BUMS/BHMS: A candidate belonging to Open
Category must have obtained not less than 50% (i.e. 150 out of 300)
marks in Physics, Chemistry and Biology taken together at the HSC
(or equivalent) Examination. A candidate belonging to constitutional
reservation (Annexure- B);and constitutional reservation with Person
with disability claim must have obtained not less than 40% (i.e. 120
out of 300) marks in Physics, Chemistry and Biology taken together at
the HSC (or equivalent) Examination. Person with disability candidate
in General category must secure not less than 45% marks (i.e. 135
out of 300) in Physics, Chemistry & Biology (PCB) taken together at
the HSC (or equivalent) Examination or decided by respective central
council.
4.6.1.2 For B.Sc. Nursing - A candidate should have passed in the subjects
of PCB and English individually and must have obtained a minimum
of 45% marks taken together in PCB at the qualified examination i.e.
(10 + 2). Furthermore, the candidates belonging to SC / ST or other
backward classes, the marks obtained in PCB taken together in
qualifying examination be 40% instead of 45% as stated above.
English is a compulsory subject in 10 + 2 for being eligible for
admission to B.Sc(N) OR as prescribed by the Indian Nursing Council
from time to time.
4.6.1.3 For BPTh, BOTh, BASLP & BP & O courses: Clause 4.6.1.1 is not
applicable. Passing grade at HSC/12th Standard or equivalent
examination is however necessary.
4.6.1.4 For admission to BP&O candidates who have passed 12th standard
examination with Physics, Chemistry, Biology and / or Mathematics
are eligible.
4.6.1.5 For admission to BASLP, candidates who have passed 12th standard
examination with Physics, Biology, Chemistry and/or Mathematics
and/or Computer Science are eligible.
4.7 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children of
employees of the Government of Maharashtra or its Undertaking:-
Children of employees of the Government of Maharashtra or its Undertaking
posted on deputation or transfer to a place outside the State of Maharashtra;
or transferred from outside to a place situated within the State of
Maharashtra:-
4.7.1 The children of such employees of Government of Maharashtra or its
undertaking who have joined service since beginning at a place situated
outside the State of Maharashtra but who have been transferred to a
place situated within the State of Maharashtra shall be eligible for
admission even though such children might have passed the S.S.C.(Std.
X) and/or H.S.C. (Std.XII) or equivalent exam from the recognized
Institutions situated outside the State of Maharashtra, provided that
such an employee of Government of Maharashtra or its Undertaking
must have been transferred/ deputed at a place of work located in the
State of Maharashtra and also must have reported-for-duty i.e. joined the
duty before the last date of document verification.
4.7.2 The candidates belonging to the aforesaid category at (1) shall be
required to produce the requisite Certificate from the Office at which
such an employee of Government of Maharashtra or its Undertaking has
reported for duty as a proof that such employee has joined the office
and/or reported for duty before the cutoff date for eligibility i.e. the last
date of submission of Preference Form. The certificate should contain
full name of the employee, designation, transfer order number and date,
date of joining and present status of posting. A copy of transfer order
should also be produced at the time of document verification.
4.7.3 The children of such employees of Government of Maharashtra or its
Undertaking who have been transferred or deputed to a place situated
4.8 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children
of employees of Government of India or its Undertaking:-
4.8.1 The children of the employees of Government of India or its Undertaking shall
be eligible for admission even though they might have passed the S.S.C.
(Std.X) and/or H.S.C. (Std. XII) or equivalent exam from the recognized
Institutions situated outside the State of Maharashtra, provided that such an
employee of Government of India or its Undertaking must have been
transferred from outside State of Maharashtra at a place of work, located in
the State of Maharashtra and also must have reported for duty and must be
working as on the last date of Document verification at a place located in
State of Maharashtra.
4.8.2 The candidates belonging to the aforesaid category (1) shall be required to
produce the requisite Certificate from the Office at which such an employee of
Government of India or its Undertaking has reported for duty as a proof of the
fact that such employee has joined the office and/or reported for duty before
the cutoff date for eligibility i.e., the last date of submission of document
verification. The certificate should contain full name of the employee,
designation, transfer order number and date, date of joining and present
status of posting. A copy of transfer order should also be produced at the time
of document verification.
percentile marks in Physics, Chemistry & Biology (PCB) taken together at NEET
UG-2019. A candidate belonging to constitutional reservation (Annexure B); and
constitutional reservation with Person with disability claim must secure not less
than 40 percentile marks in Physics, Chemistry & Biology (PCB) taken together in
the NEET UG -2019. Person with disability candidate in General category must
secure not less than 45 percentile marks in Physics, Chemistry & Biology (PCB)
taken together in the NEET UG -2019 or decided by respective central council time
to time.
4.10 NEET UG-2019 Marks for Admission to BPTh/BOTh /BASLP /BP&O and B.Sc.
Nursing: A candidate will be selected on the basis of merit in NEET UG -2019 to
above stated courses.
4.11 Additional Eligibility for BUMS: Candidate should have passed SSC (or
equivalent) examination from the recognized board with Urdu or Arabic or Persian
Language as one of the subject.
4.12 Cut-off date for the eligibility: The eligibility of the candidate shall be determined
and/or decided for all purposes including for applicability of all these Rules and
Regulations by considering the last date of physical document verification as the
cut off date. It is made abundantly clear that if a candidate is found ineligible as on
the last date of submission of physical document verification, in terms of these
Rules and Regulations, and if such an ineligible candidate acquires the requisite
eligibility after the aforesaid cutoff date (i.e. the last date of Physical Document
Verification), such subsequent acquisition of eligibility will not make an ineligible
candidate eligible for any purpose whatsoever, much less for the purpose of
admission.
4.13 For Eligibility to Health Science Courses under Defence (specified) reservation in
Government/Corporation/Government Aided Colleges Only: Refer Annexure - C.
4.14 For Eligibility to Health Science Courses under Person with Disability (specified)
reservation in Government / Corporation / Government Aided Colleges only - Refer
Annexure - D.
4.15 For Eligibility to Health Science Courses under Maharashtra Karnataka Border
(MKB) area (specified) reservation in Government / Corporation / Government
Aided Colleges Only - Refer Annexure - E.
4.16 Hilly Area seat claim in Government / Corporation, MBBS Colleges Only - Refer to
conditions/criteria under Annexure-F.
4.17 All those candidates who have passed the S.S.C. (Std. X) and/or H.S.C. (Std. XII)
or equivalent examination/s from an Institution/s situated outside the State of
Maharashtra and not Domicile of Maharashtra are not ELIGIBLEfor admission to
Health Science courses except, those exempted under Rule4.7, 4.8, Defence &
MKB and NRI quota (4.1.3)in private unaided college.
4.18 Admission to Health Science Courses is subject to the grant of eligibility by
Maharashtra University of Health Science, Nashik.
5. CERTIFICATES
The following certificates in original and their attested photocopies must be
Produced/ submitted for scrutiny at the time of physical document verification, as well
as at the time of admission.
5.1 Admit Card and Mark sheet of NEET UG 2019 Examination.
5.2 Nationality Certificate issued by District Magistrate/Addl. District Magistrate or
Metropolitan Magistrate (Competent Authority for issue of such certificate)/valid
Indian Passport or School Leaving Certificate of HSC/12th Std. indicating the
nationality of the candidate as ‘Indian’.
5.3 Domicile Certificate issued by District Magistrate/Metropolitan Magistrate/ Addl.
District Magistrate or Competent Authority for issue of such certificate.
5.4 SSC i.e. 10th Standard or equivalent examination certificate, school
leaving certificate or Birth certificate indicating name of the candidate (for
DOB).
5.5 HSC i.e. 12th Standard or equivalent examination Statement of Marks
5.6 Medical fitness certificate (Annexure-H)

5.11 Document Supporting Religions Minority Status of the candidate:-
(a) The person belonging to Jain / Muslim / Christian minority have to produced
School leaving certificate stating that Candidates belongs to Jain / Muslim /
Christian minority,and / or
(b) Certificate from Religious place that they belongs to Jain / Muslim /christian
Minority.
(c) Affidavit stating that they belong to Jain / Muslim/Christian Minority.
5.12 Applicant belongs to Gujrathi/Sindhi Minority:
(a) The person belonging to Gujrathi/ Sindhi minority have to produce School
leaving certificate stating that Candidate belongs to Gujrathi,/ Sindhi, and / or
(b) Affidavit stating that they belongs to Gujrathi / Sindhi Minority.
5.13 Applicant belongs to Hindi Linguistic Minority :
(a) The candidate belonging to Hindi Linguistic minority should produce school /
College Leaving Certificate stating the candidate mother tongue in Hindi or the
Certificate of Head Master/ Principal certifying that his/her mother tongue is
Hindi. And
(b) Affidavit of Candidate / Parents stating that he /she belongs to Hindi Linguistic

6 REVALUATION OF HSC OR EQUIVALENT EXAMINATION MARKS
If the marks of a candidate at HSC (or equivalent) examination have been revised on
revaluation, the eligibility of the candidate may be altered. The candidate will be
permitted to avail the benefit of revised marks upto the last date of physical
document verification, subject to his/her representation to that effect to the
Competent Authority and production of necessary proof to the satisfaction of the
latter.
k) Candidate should login with Application No. (User Name) and his/her unique
Password to download the printout of Application Form. Candidate has to
preserve the downloaded printout of Application Form for subsequent use.
l) Applicants need not send copy of Application Form or any Document to this
office.
m) Please note that if you commit any mistake in filling the online Application
Form, it cannot be corrected by this office. The office will take no responsibility
of any kind for such applications.
Candidate should preserve the (i) Receipt of online fee payment. (ii) Copy of
downloaded Online application form (iii) downloaded copy of Information
Brochure for subsequent use.
n) Uploading of Documents: After successful online payment, Candidate has to
upload required documents online.

8. PROVISIONAL STATE MERIT LIST
After document verification of candidates, the Competent Authority will prepare and
publish the provisional State Merit List on website of State CET Cell as per schedule.
9. DISTRIBUTION OF SEATS:
9.1 Govt. /Corporation /Govt. Aided/ Private unaided/ Minority Colleges:
Intake capacity of all health sciences institutions / courses and their seat
distribution shall be available on website www.mahacet.org at later date.
9.1.3 All India quota In Government / Corporation Medical & Dental colleges
as well as in the Government, Government aided and Private BAMS,
BUMS & BHMS Colleges :- 15% seats of the intake capacity for MBBS &
BDS courses at Government & Corporation Medical and Dental Colleges and
15% seats of intake capacity for BAMS, BUMS and BHMS course at
Government, Government Aided and Private colleges will be filled through all
India NEET UG 2019 merit. These seats will be filled by Medical counseling
committee (MCC) and by the Ayush Admissions Central Counseling
Committee (AACCC) respectively. The seats surrendered from all India quota
to state quota will be filled by the Commissioner, State CET CELL. The
eligibility and constitution Reservation / PWD Reservation of State quota seats
will be applicable to All India Quota surrender seats.
9.1.4 DISTRIBUTION OF SEATS TO BE ALLOTTED BY THE COMPETENT
AUTHORITY: forIn Government / Corporation / Government Aided / Private
Unaided / Minority colleges, after excluding the seats as provided in Para
9.1.2 and 9.1.3; the remaining seats will be at the disposal of the Competent
Authority & available for candidates of the State for Selection in the following
manner.
9.1.4.1 Out of the seats at the disposal of the Competent Authority, 5% seats
for Person with disability candidates will be carved out. From the
remaining seats, 30% of such seats will be made available for

candidates from the State (State 30% quota) and these seats will be
filled on the basis of State Merit List. There will be constitutional,
specified (except defence quota seats) and female reservations in
these seats as per rules.
9.1.4.4 All the seats for BUMS, BPTh, BOTh, BASLP, BP&O & B.Sc. (Nursing)
courses will be filled by the candidates from the State Level Merit List
only. There will not be 70% regional quota.
The applicant request for change in category from Open to reserve once
provisional merit list is declared, will be straight way rejected. The candidates
EWS reservation – 10% seats of the available seats will be reserved for EWS
candidates. For MBBS/BDS/BAMS/BHMS and BUMS courses, this
reservation will be applicable only if central Government / respective council
increases existing seats. For courses other than MBBS/BDS/BAMS/BHMS
and BUMS courses 10% EWS reservation will be applicable on available
seats (refer annuexure-T).
x The candidates belonging to the following Backward Class categories i.e. SC, ST,
VJ/DT(A), NT-B, NT-C, NT-D, OBC and SEBC will be required to submit the Caste
Validity Certificate at the time of physical Document Verification, failing which the
category claimed, will not be granted and the candidates will be treated as a general
candidate.
x Non-Creamy Layer Certificate: A candidate belonging to VJ, NT1, NT2, NT3, OBC
(including SBC) and SEBC will be required to produce non-creamy layer certificate
valid up to 31/3/2020, at the time of physical document verification and at the time of
admission also, failing which claim will not be granted. It is mandatory to produce Non-
Creamy Layer Certificate (NCL) at the time physical document verification, candidates
producing NCL after the physical document verification will be treated as open
candidates.
A Candidate belonging to ‘Creamy Layer’ amongst the categories (VJ) DT -A, NT-B,
NT-C, NT-D, OBC, SBC and SEBC must note that the provision of reservation is
NOT applicable to him / her. A candidate claiming benefit of reservation under
these categories will be required to produce Non-Creamy Layer Certificate as
specified in the Govt. Resolutions form time to time. The certificate in prescribed
Proforma stating that it is valid up to 31/3/2020 should be submitted at the time of
physical document verification process. EWS candidates should produce eligibility
certificate issued by Competent Authority.
A candidate belonging to backward class from Maharashtra State only, is eligible for
claiming seat under reserved category. All applications for change in category from
open to reserve after the declaration of provisional merit list will be straight way
rejected.
I -The seats remaining vacant from the categories SC, ST, VJ, NT1, NT2, NT3 & OBC will be filled in,
a) From among the candidates of the same category by inter-se State merit. If the seats
still remain vacant, then the seats will be filled,
b) From among the candidates of their respective group of that particular Regional
area where the vacancies exist, by inter-se Regional Area merit. The groups are as
follows:
c) i) Scheduled Castes and Scheduled Caste converts to Buddhism (S.C)
ii) Scheduled Tribes (S.T)
d) i) Vimukta Jati - DT-A (V.J)
ii) Nomadic Tribes - NT-B (N.T-1)

If the seats still remain vacant then the seats will be filled,
f) From among the candidates of all categories mentioned above of that particular
Regional Area where the vacancies exist, by inter -se Regional Area merit. If the seats
still remain vacant then the seats will be filled,
g) From among the candidates of the common merit list of the concerned Regional Area.
If the seats still remain vacant then the seats will be filled,
h) From among the candidates of the common merit list of the inter-se state merit.
II – The seat(s) remaining vacant – from SEBC and EWS category will allotted to general category
candidates.
9.1.5.2 Children of Defence personnel (DEF): (Refer Annexure-C)
The candidate should have claimed the Defence Category Claim in the
original Online application form. For claiming of Defence category, no
document is required at time of online registration. Request for Defence
category claim after submission application form will not be granted.
The seats reserved for Defence category candidates will be filled regionwise.
In the event of non-availability of candidate in any of the defence category,
the vacancies that have remained unfilled will be filled by inter-se merit of the
candidates from remaining two defence categories of the same region. Even
after this, if the seats remain vacant, then they will be filled in from 70% open
category as these defence seats have been carved out from 70% open
category. Minimum eligibility criteria shall be as per open merit candidate for
selection.
9.1.5.3 Person with Disability (PWD) Quota: The candidate should have claimed
the Person with Disability (PWD) quota reservation in the original Online
application form. For claiming of PWD quota Category, no document required
The Medical Board after ascertaining his/her disability must be satisfied that the
candidate is physically fit to undergo the course despite his/her disability.
3. Candidate is required to submit the proof of his/her disability by way of a
certificate (issued in year 2019) in prescribed proforma (Annexure "D") from the
authorities stated in 9.1.5.3 (2) above at the time of verification of documents
during Preference form filling process. These PWD quota seats will be
distributed under 30% State quota. Any seat remaining vacant will be reverted
back to State 30% Quota.For filling these seats, no fresh preference(s) will be
called from the candidates. These seats will be added to the seat matrix of the
30% state quota and allotted as per the preferences(choices) already exercised
by the eligible candidate(s) during online preference filing system.
PWD vacant seats If the seats reserved for the person with disabilities in a
particular category remain unfilled on account of unavailability of candidates the
seats shall be included in the annual sanctioned seats for the respective
category and allotted as per the preferences (choices) already exercised by the
eligible candidate(s) during online preference filing system.
(Refer Annexure-D of NEET UG-2019 Information Brochure). The person with
Disability candidate will have to submit Disability certificate issued by Competent
Authority as mentioned above.
The candidate must satisfy other conditions of eligibility as prescribed in NEET
UG 2019 brochure for selection to MBBS/BDS/BAMS etc. Courses as prescribed
for respective course.
9.1.5.4 Maharashtra-Karnataka disputed border area residents (MKB) Quota: (Refer
Annexure.-E)
The candidate should have claimed the MKB Quota reservation in the
original online application form. For claiming of MKB quota reservation, no
document is required at time of online registration. Request for MKB quota
claim after submission application form will not be granted.
Minimum eligibility criteria shall be as per open merit candidate for selection.
If the seat(s) from MKB quota remains vacant, they will be filled in from 30%
Open category as they are carved out from the same category.
9.1.5.5 Hilly Area (HA) Residents:- The candidate should have claimed the Hilly
area reservation in the original Online application form. For claiming of Hilly
area reservation, no document is required at time of online registration.
Request for Hilly area reservation claim after submission application form will
not be granted.
As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt.
/ Corporation Medical colleges (MBBS course only) are reserved for the
candidates from Hilly area. These seats will be distributed under 30% State quota,
70% Regional quota. There will be constitutional reservation and female
reservation.(Refer Annexure.-F of NEET UG-2019 Information Brochure)

10.6 Candidate must be very careful while filling the Online preference form.
Candidate can fill minimum one preference or any desired number of
preferences for NEET-UG 2019.
10.7 If a candidate does not give preference for a code for particular course and
particular college (Government / Corporation / Private); then it means that he /
she is not interested / desiring to take that Under Graduate Health Science seat.
Candidate should note that there will be no change / addition / deletion in his /
her list of preferences at later date / stage.
10.8 The candidates may kindly note while filling the preference form, that NEET UG
2019 merit list will be operated from NEET UG 2019 Rank number 1 onwards in
each round of selection for each group separately.
a. Based on preferences given, the seat will be allotted on merit and the
allotment will be displayed on website of State CET CELL
"www.mahacet.org".
b. Candidates as per allotment should report along with all original certificates
and a set of attested photocopies of each document as per NEET UG 2019
brochure, at allotted college as per the schedule. The Dean/Principal should
verify all the original documents before finalizing the admission. Candidate
will have to compulsorily join the college and course so allotted, with in
prescribed period as per schedule by completing the requisite formalities. i.e.
submission of all original document and a set of attested photocopies of each
documents as per the list given in NEET-UG 2019 Information Brochure and
payment of requisite fees in respective institution.
c. A candidate who is selected in first or subsequent round of selection
process but does not join the college or cancels the admission after
jointing, it will be presumed that such a candidate is not interested in
the admission process and for all further CAP round(s) including MOP-
UP round(s) of admission, such candidate shall not be considered for
allotment of any seat.
The candidate getting selected in previous round will be considered for
betterment in the subsequent round in group. The betterment herein means the
higher preference exercised by the candidate. The Shift in such betterment shall
be compulsory and mandatory except for those who have filled ‘Status
Retention Form.’ Such a candidate who has filled Status Retention form will
not be considered for any subsequent rounds of selection process for the year
2019-2020. The last date for filling Status Retention Form will be notified along
with the selection list.
It is hereby made abundantly clear that shifting on account of a better
choice given by a candidate in any round, will be effected only and only if
such a candidate in the subsequent round(s) is found entitled for 'change of
course' or a 'change of college'. Mere possibility of a 'change in category' on
account of availability of seat in the same college and/or same course in the
further round(s) will not amount to "betterment" as such and therefore, no
shifting will be effected in such an eventuality. Such a 'change in category' will
include inter-alia change from reserved category to open category or vice-versa.
The shift in such betterment shall be compulsory and mandatory, except those
who have filled Status Retention Form. Once a status retention is submitted
then there is no provision to withdraw or cancel the status retention.
10.9 Status Retention: In case if a candidate to whom a seat has been allotted in
the first round and who has joined the college accordingly, is satisfied with the
allotment, such a candidate must submit a Status-Retention Form (Annexure-J)
in the given format on or before prescribed date with the Dean of the College
where such a seat has been allotted to such a candidate. The Dean of every
Medical College in which admissions are so made in terms of these rules, may
appoint an appropriate Officer to receive such Status Retention Forms. Upon
receipt of such Status Retention Forms, an acknowledgement in writing shall be
issued immediately to the concerned candidates by the officer appointed by the
Dean of concerned college. It is mandatory for every such candidate submitting
a Status Retention Form to insist for issuance of acknowledgement thereof and
to preserve such acknowledgement till the present admission process is finally
concluded. In absence of such an acknowledgement, the claim of submission of
Status Retention Form within the prescribed time shall not be entertained.
Candidate who has submitted status retention forms will not be eligible for
remaining subsequent round(s).
It is hereby made clear that the period provided for submission of Status
Retention Form is crucial and vital. This period shall not be extended for
any reason whatsoever. Submission of the Status Retention Form is an
irrevocable and irreversible act for the candidate submitting such Status
The seat so allotted to such a candidate who does not join, will be presumed to
be a vacant seat as on and from the next date after the date set out as the last
date for joining the college in terms of such allotment. Such a vacant seat will
be allotted in the next round of admission process within prescribed period.
All the candidates who have filled the preference form and to whom a seat could
not be allotted in the first round will be held eligible for allotment of a seat in the
subsequent Round(s) in each group.
All India surrendered seats: If these seats become available, will be filled by
State CET CELL as per rules of state quota. For filling these seats, no fresh
preference(s) will be called from the candidates. These seats will be added to
the seat matrix and allotted as per the preferences (choices) already exercised
by the eligible candidate(s) during online preference filing system
10.9.1 Mop-Up Round (s) :After conducting two or more CAP rounds for each
group of seats allotment for Government /Corporation /Private aided /
Private Unaided / Minority colleges, if seats remain vacant due to non
allotment, non reporting for admission and resigning after joining or any
other reason, those seats will be filled in Mop-Up round(s). The details of
CAP Mop-Up round will be declared on the website in due course.

reserve category candidate. One seat in the college where he / she was eligible
for admission against open seat shall be earmarked for a candidate belonging to
the respective reserved category. Such earmarked seat will be made available
immediately to the successive reserve category candidate from the same
category merit during the counselling".
10.13 A candidate who is selected but does not join the college within prescribe time
limit or cancels the admission after joining, is not eligible for further selection
process in respective groups i.e Group- A (MBBS & BDS) and Group- B (All
courses other then MBBS & BDS).
10.14 Seats that have arisen or fallen vacant after the first round shall be made
available at the second round of selection on the basis of preference form
already submitted. No new preference form will be required to be filled in for
any subsequent round(s).
10.15 The inter-se round will be conducted for remaining vacant seats from the
category as per rule 9.1.5.1 of this Brochure, if necessary at the end of each
round.
10.16 The Cut-Off-date for all courses will be as declared by the respective councils.
No refund of Fees.
10.17 Selection shown on the official website will only be considered as valid,
selection letter given to candidate by unknown person/agency or available
on unauthentic website will not be treated as valid. Candidates should not
believe in such false/fake selection letter.
10.18 DISQUALIFICATION FOR ADMISSION
10.18.1The candidate who was allotted a seat in any course under MUHS
Nashik in previous year(s) and who vacates / abandons it after availing
the said seat, has completed such a period of course which would
result into lapse of the said seat, will not be eligible for admission for
the next two years under state quota.
10.18.2 Maharashtra University of Health Sciences, Nashik shall take the
decision regarding eligibility and granting of the term of selected
candidates. The selection of a candidate by the Competent Authority at
a later date does not place any onus to accord approval for grant of
term.
11. PAYMENT OF FEES:
11.1 The fee for the course should be paid at the respective college by Demand Draft
from any Nationalised / Scheduled commercial Bank in favour of Dean/Principal of
College, as applicable.
1. Before cutoff date as declared by the respective council - Rs.1500/- (Rs. One
thousand five hundred only) to be deducted and rest of the fees to be refunded
(Exception for MBBS/BDS as per clause 12).
2. On or after cut-off date as declared by respective council no refund of fees for
Health Science Courses.
3. The Dean/Principal of the college shall be responsible for making refund of the
fees, on the basis of cancellation letter from the candidate. If the candidate
expires or becomes invalid within 90 days from the date of admission, no
deduction shall be made.
12. CANCELLATION:
The selected candidate must join the college at which he/she is selected, on or before
the date prescribed by the Competent Authority, failing which his/her admission stands
cancelled.
The selected candidate who has joined the college and desire to cancel the admission
should cancel it, at the respective college. The college should accept the cancellation
and inform the Competent Authority along with copy of the cancellation letter
immediately. Last date to cancel the admission of Medical / Dental course on or before
the prescribed date to be declared in due course. If a candidate cancels his / her
admission after this date, he/she has to pay penalty as per rule 14.
Note:- Candidate who has filled status retention form can also cancel the
admission before prescribed date.
14.1 As per Government Resolution (G.R. No. MED 1007/CR-490/07/Ed-2 dated 8th
Feb 2008 and any G.R issued in this regard from time to time), candidates joined
against the seats of Government/Municipal Corporation colleges for admission to
MBBS/BDS Courses either through GOI nominee, All India quota or through NEET
UG 2019 will be required to sign a bond to serve the Government of Maharashtra
or local self government or Defence services for a period of one year, after the
completion of internship, failing which he/she will be required to pay Non
Refundable Rs.10,00,000/- (Rupees ten lacs only) for the default as penalty.
14.2 Additionally, he/she will be required to sign an undertaking to the effect that he/she
will not leave India within a period of five years from the date of obtaining the
degree, otherwise he/she will have to pay Non Refundable Rs. 10,00,000/-
(Rs.Ten lacs only) as penalty.
PENLTY FOR LAPSE OF SEAT (MBBS/BDS COURSE): As per Government
Resolution No. CET 3516/CR 169/Edu-2 dated 13/04/2017, Any candidate
responsible for lapse of MBBS/BDS seat will have to pay Non Refundable a
penalty of Rs.10,00,000/- (Rupee Ten Lacs Only). This penalty is applicable to all
those candidates who do not join during last round or cancel a seat after last round
of admission. This penalty is also applicable to any candidate resigning a seat after
cut off date for MBBS/BDS course or also fails to complete the course, irrespective
of admission quota of the candidate.
14.3 Bond for Private Unaided MBBS Courses: As per Government Resolution No.
MED 1016/C.R.345/16/Edu-2 Dated 05/01/2018 (As per Annexure Q). The
Government is providing reimbursement Scholarship to following group of
constitutional reserve category candidate(s) admitted in Government Aided /
Private Unaided Medical (MBBS) College(s) in the state of Maharashtra.
14.3.1 The candidate availing reimbursement / Scholarship will have to do one
year bond service as Medical officer in rural difficult and tribal area of
Maharashtra.
14.3.2 This bond condition will be applicable from academic year 2018-19 to all
such candidate admitted for MBBS course in Government Aided / Private
Unaided Medical College of Maharashtra.
14.3.3 The Candidate who are not availing reimbursement of fees / Scholarship,
the said bond service is not applicable.
14.3.4 The aforesaid bonded candidate, if fails to comply the bond condition, then
he/she will have to return all the amount withinterest to the Government of
Maharashtra. The condition applicable to bonded candidate passing
MBBS from Government Medical College (as mentioned in rule no 14.1)
will also to applicable to bonded candidate of Government Aided / Private
Unaided Medical College.
14.3.5 The allotment of bond service will be implemented by Directorate of
Medical Education Research, Mumbai and Directorate of Health Services,
Government of Maharashtra.
14.3.6 The following Government Departments are reimbursing the fee or
providing scholarship to respective category of Candidate.

15. INSURANCE SCHEME:
16.1 Failure of the candidate in making full and correct statements in the application
form and/or suppression of any information would lead to disqualification of the
candidate, even at later date. Such a candidate will be debarred from the entire
selection process.

16.3 The student while studying in the Health Sciences Courses, if found indulging in
antinational activities, unlawful activities or ragging in any form, contrary to the

expelled from the college by the Dean/Principal of the College.
16.4 Pursuant to orders in W.P. (Civil) No. 656 of 1999, Hon’ble Supreme Court of
India, has directed the Department of Human resources Development and

16.6 Any issue not dealt here in above will be dealt with when arising, fully and
finally by the competent Authority. Any amendment made by Government of

4) The Caste/Tribe validity Certificate issuing Authorities are as follows:-
a) For Candidates belonging to Scheduled Caste, Scheduled Caste converts
to Buddhism, Vimukta Jati, Nomadic Tribes1,2&3 and Other Backward
Class, Caste Validity Certificate is issued by Divisional Caste Certificate
Scrutiny Committee of respective Divisional Social Welfare Office
(Konkan, Pune, Nashik, Aurangabad, Amravati and Nagpur).
b) For Candidates belonging to Scheduled Tribe the Tribe Validity Certificate
is issued by Director/Deputy Director, Tribe Certificate Scrutiny
Committee of respective Region (Konkan, Pune, Nashik, Aurangabad,
Amravati and Nagpur).
5) The candidate should have claimed the constitutional reservation in the
original application form. The candidate claiming constitutional reservation
must submit original caste validity certificate at the time of counseling for
document verification, failing which the category claim will not be
granted.
6) NON-CREAMY LAYER
A candidate belonging to ‘Creamy Layer’ amongst the categories (C) to (G) must note
that the provision of reservation is NOT applicable to him/her. A candidate claiming
benefit of reservation under the categories (C) to (G) above will be required to produce
Non-Creamy layer certificate as specified in the Government resolution CBC-
10/2008/CR-697 VJNT-1, dated 24th June, 2013. The certificate should be valid upto
31/03/2020. The Non-Creamy Layer Certificate is issued by Sub-Divisional
Officer/Deputy Collector/Collector of the district.
However, such a Non-Creamy Layer Certificate shall be produced in any case at the
time of filling up of Preference Form, failing which the category claimed will not be
granted.
Applicants belonging to Special Backward Class
N.B.: Hon’ble High Court Mumbai had stayed admission to SBC category as a separate
quota and therefore, vide Government Circular from Social Welfare, Cultural Affairs
and Sports Department No. CBC-1095/WS/264/BCD-5 dated 24th October 1995, the
persons belonging to Special Backward Class (SBC) are to be considered as OBC
candidates.
7) Inter-se amongst the reserved categories will be operated at the end of each admission
process against the unfilled reserved categories seats as per merit and choice of the
reserved categories candidates.
The seats remaining vacant from various categories will be filled in during inter-se
admission process as follows:
a) From among the candidates of their respective group from the Interse State Merit
List of that particular group where the vacancies exist.
I- The groups are as follows -
GROUP - I
(i) Scheduled Castes and Schedule Caste converted to Buddhism (S.C.) 13%
(ii) Scheduled Tribes including those living out-side specified area (S.T.) 7%
GROUP - II

II- The seats remaining vacant from SEBC and EWS category will be allotted to general
Category candidate.
8) Ear-Marking : Reserved category candidate entitled to admission on the basis of merit
in an open category seat will have the option of taking admission either against his/her
respective category seat or on an open category seat. If he/she opts for the reserved
category he/she will be deemed to have been admitted as an open category candidate
and not as reserved category candidate. One seat in the college where he/she was
eligible for admission against open seat shall be earmarked for a candidate belonging
to the respective reserved category. Such earmarked seat will be made available
immediately to the successive reserved category candidate from the same category
merit.
Admission under constitutional reservation seat will be governed by the Maharashtra
Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta Jatis), Nomadic Tribes,
Other Backward Classes and Special Backward Category (Regulation of Issuance and
Verification of) Caste Certificate Act, 2000 (Mah. Act No. XXIII of 2001).

RESERVATION
Eight seats in Government Medical Colleges, two seats in Government Dental Colleges and five
seats in Government and Govt. aided Ayurvedic Colleges in Maharashtra are reserved for the
candidates belonging to Maharashtra-Karnataka Disputed border area on the following conditions:
a) The candidate must be a domicile of place situated in the areas as specified in the list given
below, and produce a domicile certificate from the District Collector accordingly.
b) He should have passed SSC (or equivalent) and/or HSC (or equivalent) examination from an
Institution situated in the border area. The candidate must produce a certificate from the
Principal/Head-Master of the College/School stating that candidate has passed SSC/HSC (or
equivalent) examination from the Institution.
c) Mother tongue of the candidate must be Marathi. The candidate must produce a certificate from
the Principal/Head-Master of the School from which he/she has passed the SSC (or equivalent)
examination, stating that the candidate’s mother tongue is Marathi as per the original school
record.
d) To avail the benefit of MKB claim, the candidate must appear at NEET UG -2019 examination.
e) The Competent Authority shall select the candidates claiming MKB Quota, on the basis of their
Merit at NEET UG -2019 examination

HILLY AREA (HA) RESERVATION
As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt. / Municipal
Corporation Medical colleges are reserved for the candidates from Hilly areas.
In accordance with G.R. issued by the Govt. of Maharashtra MED Dept. G.R. No. MED-
1002/3852/CR-617/02/Edu-2, dated 17/4/2003 and resolutions issued by Govt. of Maharashtra from
time to time, the candidates claiming seat under HA claim should satisfy following criteria to be
eligible:
i) Domicile Certificate of the parent stating that he/she is domicile in the village declared
as a Hilly area specified in the Table for the respective Regions (Rest of
Maharashtra/Vidarbha /Marathwada, As per the latest list issued by concerned Department)
The said certificate should be obtained from the concerned Revenue Department officer
(Tehsildar and Above).
ii) To avail the benefit of HA claim, the candidate must appear at NEET UG -2019 examination.
iii) The Competent Authority shall select the candidates claiming HA, on the basis of their Merit at
NEET UG -2019 examination.
iv) The constitutional reservation is provided under these HA claim seats.
v) The candidate should pass SSC/HSC (or equivalent) examination from School/Junior
College situated in the hilly area of his/her parents domicile or if not so, at the most,
from a School/Junior College situated in the taluka of his/her parent's domicile.

IMPORTANT: Candidates are advised to read the Information Brochure for Registration,
Counselling & Preference form filling and Admission before filling this Online Preference
Form.
1. Candidates, who are eligible during document verification and received Acknowledgement of
Document Verification, can only fill the Preference Form.
2. Candidate should submit one Preference Form. After filling and final submission of
Preference Form, no chance will be given to fill fresh preference form / change the
preferences.
3. Login with Application No. / Username, Password and Document Verification Code.
Document Verification Code is mentioned in Acknowledgement at left down corner.
4. After Login, Preference Form will be displayed.
5. Candidate can fill Minimum 1 preference and Maximum 300 preferences.
6. 100 preferences will be displayed; one after another in TAB .You have to click < SAVE
Preferences > with all 100 filled preferences to display next TAB for next 100 preferences.
7. Candidate must click < Lock Preferences > for final submission of Preference Form.

21. Candidate submitting preference for a college / course, indicates that he / she has accepted
tuition fees, other fees and other terms and condition of that college.
22. While filling the preference form, candidates must consider all the colleges including
colleges not approved by the respective council. A non recognized / non approved college if
gets recognition/ approval during selection process of First Round or Second Round, then
same preferences will be considered. A candidate not filling preference of a college
(because it is not recognized/ not approved) will not be considered for selection in that
college if the said college later on gets approval/ recognition.
23. If total college intake capacity shown in the present brochure is increased/ decreased during
admission process, then also same choices will be considered while preparing selection list.
24. There are following eventualities which may/ may not happen after submission of choices.

Guidelines for granting admission in NRI quota, to be followed Strictly, while
granting admissions to health science courses.
The candidate should have claimed the NRI quota seats in the original Online application
form. For claiming of NRI quota seats, no document is required at time of online registration.
Request for NRI quota seats claim after submission application form will not be granted

Following Documents are required to be submitted for admission against NRI Quota
1) Certificate for the students having basic qualification fixed by respective
Council/Authority for admission to respective Health Sciences courses, And
2) NRI certificate of the students OR of his/her mother or father OR the real brother or
the real sister ordinanly residing aboard, OR
3) NRI Certificate of following persons having blood relation with the student who
consider such student as 'ward' (palya) viz, the real brother/sister of father OR the
real brother /sister of mother, OR the father /mother of father OR the
father/mother of mother OR 1st degree paternal/maternal cousins ordinarily
residing abroad and should have looked after the student as guardians with
documentary evidence to that effect and also affidavit in support of the aforesaid
facts.
To prove the NRI status of the sponsor, following documents (issued by the
competent Authority wherever required) are required to be submitted:
1) Affidavit of claimant/sponsor disclosing his full identity i.e. Full name, Age,
Residence, Occupation, Relationship with the candidate, etc duly signed by the
sponsor, and
2) Passport, Nationality Certificate ,and
3) Residence of NRI, Valid VISA, and
4) Proof of residence i.e Driving License, Telephone Bill, Property Tax Copy, IT return
copy, etc and
5) Proof of residence showing minimum continuous 182 days of stay of claimant NRI
in Abroad of Academic Year of admission prior to the admission date, and
6) True copy of Foreign Bank Account Passbook (with copies of main page indicating
band name & Address Claimants name and address, with entries of last preceding 6
months prior to admission.
To prove the relationship between sponsor and candidates the candidate should
submit following documents (issued by Competent Authority wherever required)
1) Affidavit of claimant disclosing his full identity i.e Full name, Age, Occupation,
Relationship with sponsor etc. duly signed by the candidates/students or his/her
parents.
2) Affidavit of Family chart duly signed by claimant making clear the relationship, and
3) Leaving Certificates, Birth Certificate, Mark sheet, PAN card, Passport and Marriage
Certificate. etc of all members shown on family tree/family chart.
