REDEPLOYMENT OF EXCESS TEACHERS


FOR PUBLIC ELEMENTARY AND SECONDARY SCHOOLS

To: ALL SCHOOLS DIVISION SUPERINTENDENTS

1. Pursuant to DepEd Order 22, series 2013, entitled “Revised Guidelines on the
Transfer of Teachers from One Station to Another” this office is hereby directing
all schools division offices to redeploy excess teachers from public elementary and
secondary schools for SY 2019-2020 to address imbalances and ensure equity of
teacher deployment, effective June 17 to July 10, 2019.

2. To facilitate the efforts of transferring the teachers, the following valid


conditions must be considered as “in the exigency of service” and reassignment
shall be made even without the consent of the teacher:
a. when the pupil/student-teacher ratio of the school is below 35:1 for
elementary and 27:1 for secondary level, except when the school is
implementing multigrade classes;
b. when there is a considerable decrease in enrolment in certain schools
arising from evacuation due to armed conflict, national disasters, resettlement
of families, closure of large private firms in the area, and other similar
circumstances;
c. when the teacher is declared excess by the principal/school head (SH) and
his/her expertise/area of specialization is needed in another
school/district/division;

3. In view of the aforesaid valid conditions, below are the guides in the decision on
whom to transfer:
a. teachers who were last to be hired (Last in, First out);
b. non-residents of the barangay or municipality where the school is located;
c. residents of the barangay or municipality of the proposed recipient school; or
d, secondary school teachers teaching subjects other than their areas of
specialization.

4. SDS shall redeploy excess teachers based on the following:
a. newly established schools (schools with existing School ID);
b. schools with highest Pupil/Student Teacher Ratio (P/STR);
c. schools with acute shortage of teachers;
d. school in far flung areas with teacher shortage, and;
e. multigrade schools with less than three (3) teachers.

5. If teachers were already identified, yet they desire not to be transferred, they
must handle additional assignments such as remedial and summer classes, tasks
concerning Alternative Learning Systems (ALS) and other teaching assignments that
their School Heads may deem proper.

6. Likewise, school head shall submit to the division office School Forms 2 and 7
and report on class session organized on or before June 17-20, 2019.

7. Priority shall be given when teachers are requesting transfer to another station
in need of additional teachers, having the foregoing situations, to wit:
a. when the teacher is declared excess by the SH and/or his/her expertise/
area of specialization is needed in another school/district/ division;
b. the teacher has served for more than five years outside his/her home
barangay/municipality;
c. the teacher is a bonafide resident of the barangay, municipality, city, or
province where the school is located (RA No. 8190, Localization Law), as
evidenced by the teacher's Voter's ID;
d. the teacher is joining his/her spouse in the same school (IRA No. 4670);
e. she is a nursing mother (PD No. 603, Child and Youth Welfare Code);
f. the teacher's life is in danger due to armed conflict, hostilities, or other similar
circumstances in the area where the school is located; or
g. he/she is in poor health condition, as evidenced by pertinent medical
records to that effect.

8. To ensure synchronicity of tasks, the following activities and timelines shall be

9. To ensure the correctness and validity of the Teacher Deployment Analysis,


attached is Enclosure 2: References, as follows:
a. Organization of Classes;
b. Time Allotment per Grade Level; and
c. Standard Planning Parameters in Deploying Teachers.

10. SDS and the teachers concerned shall execute a sworn Letter of Agreement
(LOA) using the enclosed template prior to redeployment. Attached is Enclosure 1: LOA
for reference.

11. The SDS through the Administrative Officer V and Administrative Officer IV –
Personnel must issue the redeployment order and effect the transfer of records by
sending the record of profile and assignment to DBM and to the Civil Service
Commission (CSC), copy furnished the regional office regarding the action taken upon
the teacher's redeployment.

12. Planning and Research Section shall ensure that the redeployment of excess
teachers in their respective Division is properly recorded and encoded in the EBEIS
and its effect on Teacher-Pupil Ratio is analyzed.

13. This policy shall be strictly implemented pursuant to RA 9155. Any violation or
attempt to abuse or circumvent this issuance shall be dealt with accordingly.

Important Reminders:
a. Public school teachers shall render at most six (6) hours of actual
classroom teaching a day, except when undertaking academic activities that
requires presence outside the school premises, i.e., education trips;
b. School heads shall assign teaching loads to public school teachers to
fully utilize the six (6) hour actual classroom teaching
All advisorship and/or special assignments for the entire school year
combined shall be considered as one teaching load; and

c. A teacher with less than six (6) hours of actual classroom teaching shall
render additional hours of appropriate teaching-related activities and duties
within the school premises to complete six (6) hours, as follows:

1. Preparation of lesson plans, action/work plans, instructional


materials, evaluation/assessment tools/rubrics
2. Preparation and checking of exercises; recording of academic
performance results and classroom accomplishments;

3. Conduct of research;
4. Attendance to seminars, workshops and similar programs;

5. Counseling, Mentoring, Coaching of Students including home visits;

6. Consultations and conference with parents;

7. Performance of coordination activities duly recognized community


social services; and
