1.

EXECUTIVE SUMMARY
1.1 BACKGROUND

LEA Associates South Asia Private Limited, New Delhi, has been appointed by
National Highways Authority of India (NHAI) for ‘Updation of Detailed Project Report
for Project Stretch of National Highway 4A from Km 0.000 to Km 84.120 in the State of
Karnataka’.

1.2 PROJECT DESCRIPTION

The Belgaum – Goa/Karnataka Border section of NH-4A from Km 0.000 (which is


situated near the Fish Market area of the Belgaum city) to Km 30.800 (end of
Khanapur town) is an existing flexible pavement connecting Belgaum, a major city in
the State of Karanataka, and Panji, the State capital of Goa, a major port and an
international tourist destination passing through the settlements of Khanapur, Gunji
and Ramnagar.

An index map of the project corridor is given in Figure 1-1.

1.3 OBJECTIVES

The main objectives of the Consultancy services are:


 To update the Detailed Project Report for rehabilitation and upgradation of existing
road.
 The viability of the project will be established taking into account the
requirements with regard to rehabilitation, upgradation and improvement based on
highway design, pavement design, provision of service roads wherever necessary,
type of intersections, rehabilitation, widening of existing and/or construction of
new bridges and structures including ROB/Flyover/Elevated Corridor/VUP/PUP/CUP
etc., road safety features, quantities of various items of works and cost estimates
and economic analysis based on the existing DPR details to be furnished by NHAI
with additional data as collected by the Consultant.
 The updated Detail Project Report would inter-alia include detailed Traffic
circulation plan, highway design, design of pavement and overlay with options for
flexible or rigid pavements, design of bridges and cross drainage and other
structures, quantities of various items, drawings and cost estimates.

1.4 LAND AVAILABILITY

The upgradation of the existing road to entirely 4 lane is affected by the restriction of
available land due to both protected and non-protected forest patches along the
project corridor. The available RoW (Right of Way) and the proposed sectional width
have been proposed as follows:

On discussion with Client and the representatives of CALA the Consultant came to
understand that there some private stretches within Km 15+400 to 22+000 and hence
proposed some additional land acquisition within the stretch for introducing grade
separated intersections in built-up locations with service roads and for the layout for
toll plaza. The details of the locations of the additional land requirement have been
given in the Drawing Volume II and the final available width of land is as follows:

1.5 PACKAGING OF THE PROJECT

During the review of the Draft DPR report as presented by the Consultants in various
forums it was recommended by the Client that the single project is to be split up into
two Packages as follows:

A. Package I: Four Laning of Belgaum (Km 0.000) - Khanapur (Km 30.500) Section
of NH 4A in the State of Karnataka.
B. Package II: Two Laning with Paved Shoulder from Km 30.900 to Km 70.800 and
Two Laning without Paved Shoulder from Km 70.800 to Km 84.120 of NH 4A in
the State of Karnataka.

1.6 WIDENING PROPOSALS AND TYPICAL CROSS SECTIONS

Based on the available land width, Packaging for the project corridor and the
pavement recommendation the Consultant proposed the following typical cross
sectional widths for the development of the project corridor:

The edge shyness which was initially given 0.25m in the draft DPR was modified to
0.5m as recommended by the Authority. The schematic representation of the Typical
Cross Sections is given in Volume II (Drawings).

1.7 IMROVEMENT PROPOSALS

To cater the free moving of traffic in major cross roads and reduce conflicts, grade
separated junctions are proposed at some locations. The grade separation is achieved
by provision of VUP (vehicular underpass having a minimum clearance height of 5.5m)
and LVUP (light vehicular underpass having a minimum clearance height of 4m. These
grade separators have been proposed which was not in the initial DPR.

It should be noted that that the VUP at Km 0+000 is to cater the local traffic
movement from NH 4 to Belgaum city and vice versa. The project corridor originates
through under the structure.

The Consultant proposed 7.0m service roads to be provided all along the bypass
sections, built up locations and at locations where VUP and LVUP has been proposed.

1.8 CANALIZING LOCAL TRAFFIC AT PROJECT TAKE-OFF POINT

The project corridor takes off from Km 497.500 of the existing chainage of NH 4 (Pune
– Bangalore Highway). It was studied by the Consultant and recommended by the
Client that there is a considerable amount of local traffic from that location going
towards Belgaum city. For this traffic the state government has already developed a

six-lane road form this location uoto the city limits. To make the movement of the
main traffic bound for NH 4A unhindered from the city traffic the Consultant has
proposed a VUP (2x 20m) at the start point that Km 0+000. The Bidding Agreement
has been modified accordingly to ensure that the Concessionaire constructs the
grade separated structure along with the approaches and service roads to cater the
traffic movement.

1.9.3 Toll Plazas

The Consultant has proposed one toll plaza at Km 19+200

The toll plaza at Km 19+200 caters the traffic for the four lane section and the
configuration for each up and down traffic lane consists of 4 nos. of 3.2m lane for fast
traffic + 1 no. of 4.5m lane for extra wide traffic and 1 no. of 3.2m outer lane for slow
traffic / local traffic. The plaza shall be accompanied by a administrative building and
shall comply the specifications of the Four Laning Manual IRC SP 84 – 2014.

1.9.4 Highway Lightening

Highway lightening systems has been proposed at the following locations:

 Major intersections including access controlled junctions

1.9.5 Traffic Aid post

Traffic aid posts shall be located at each toll plaza locations.

1.9.7 Overhead Gantry Boards

Full width overhead gantry boards shall be provided at the start and end locations of
the project corridor and half width cantilever gantry boards shall be provided at major
junction areas, toll plaza locations etc

1.10 TRAFFIC SURVEYS AND PAVEMENT DESIGN

The consultant has conducted the following traffic surveys on the project corridor to
project the optimistic traffic growth rates and to finalise the design MSA for pavement
design.

Based on the factors of the heavy rainfall in the region, tractive effects of heavy
vehicles negotiating sharp curves in the ghat / mountainous sections, heavy seepage
and surface runoff flow the Consultant in consultation with the Client opted rigid
pavement for the main carriageway for both four lane section as per the following
layer thickness:

1.11 STRUCTURES

1.11.1 Major Bridges

On review of the plan and profile drawings the following new major brides has been
proposed. The span arrangement for the major bridge at Khanapur Bypass and at
Ramnagar Realignment has been kept as per the initial DPR.

The span arrangement and the width of the ROBs which are already approved from
the concerned railway department have been kept as it is in the final DRP. The GAD of
the ROB at Km 6+620 and the Approved GADs has been presented in the Volume II
(Drawings).

1.11.3 Culverts

The Consultant during initial reconnaissance inferred that most of the existing culvers
which are generally slab and pipe are in poor condition with severe damages. Hence
the Consultant recommended reconstruction for all the existing structures and the
replacement with new box structures.

1.12 PROJECT COSTING

The project cost as worked out by the Consultants based on the latest SOR – The rate
for each item has been worked out as per the SOR PW,P & IWTD, North Zone, Dharwad
(2016-17) of Karnataka State is as follows:

1.13 COMPLIANCE TO DRAFT DPR

The consultant after finalization of the Drat DPR presented the same to the Authority
on 20.06.2017 at NHAI Head Quarter, New Delhi (the minutes have been attached as
Appendix 11-1). The following recommendations have been made by the Client and the
