1. SCOPE

ThisScope is to excavate & reinstate the asphalt road at 3 crossing in 11+ area at Quruyahbeach,
inorder toqualifyandcomplywithall theprojectstandards.
2. DEFINITIONS

Project : INCREASE PRESSURE & FLOW FOR RAW WATER SUPPLY AT QURYYAH BEACH
Owner/Client - SAUDI ARAMCO
Contractor - DHAFER M AL ZLAIQ CONTRACTING , RASTANURA

Method statement - Written document that explains the procedure in executing the work at
various stages, and to assure that it complies with project specifications &
Safety regulations.
JSA - Job Safety Analysis
PM - Project Manager
PE - Project Engineer HSEM - Safety Manager

4. GENERAL
This documentwill explain the activities and sequence that are to take place in cut &reinstatement ofexisitng
road (includes site grading , compaction &asphalt reinstatment).Safety shall be informed and shall be in place
as the operation begin and shall stay thorough outthe activities.
. Site Engineer / Supervisor shall ensure;
 All equipments are certified & inspected.
 All equipments operators are Saudi licensed.
 Work area is safe.
 Weather conditions are acceptable.
 No horseplay/practice at site; only certified or authorized operators are allowed to operate equipments.
 Only necessary persons that are required to stay in the work place.
 All Safety instructions to be properly disseminated to all personnel involved in the activity.
 Contractor representative shall do the inspections and ensure that all of the required documents are signed off
the work progress.

5. RESPONSIBILITIES

5.1 Project Manager Project Manager shall be responsible for the over-all direction, coordination
and control of all the construction activities.

5.2 Project Engineer

 Project Engineer shall report to and receive technical direction from the Project Manager. He
shall be responsible for the over-all implementation and monitoring of all the activities.
 Encourage the work force for the safe and productive working culture.

5.3 HSE Manager

 Safety Manager shall oversee and enforce the safety regulations and ensure that all personnel
involved in the work abide. He shall prepare the work safety plan that must be implemented and
safety awareness of personnel involved in the Excavation/Backfilling work, prior to the
commencement of the work.
 Responsible for the overall safety of personnel, materials and equipment during the construction.

5.4 HSE Officer

 Ensure that clearance certificates and work permits are available prior to commencement of
any work. Check personnel's compliance to safety requirements such as PPE. Check work areas
for any unsafe conditions. Job Safety Analysis (JSA) shall be strictly implemented before and
during Excavation/Backfilling works as per site HSE plan/procedure.

5.5 Site Supervisor

 Site Supervisor shall report to and review project direction from the ProjectEngineer. He shall be
directly involved in the execution of site works.

5.7 Foreman

 Foreman shall be responsible for the direct execution of works involve in the construction
process according to the plan and shall directly control and give instruction to the working
personnel. He shall also ensure that the workers are done with utmost regard to Safety and
Quality.

8 WORK PROCEDURES:

8.1 Pre-Requirements:
Prior to commencement of work, shall apply applicable work permits from
HSE department. Work area shall be properly cleaned for any loose soil or shuttering
materials.

8.2 Survey:
Verify the crossings so has to locate the area for reinstate of road according to the drawings issued, before the
commencement. All markings shall be "flagged" off all the times.

8.3 Prior to the commencement of work following inspections to be made:


A. Visual inspection to assure the areas is cleaned and ready to work.
B Proper safety notices and barricades in place.
C. Operators and drivers should have knowledge of work and aware of risks.

8.4. WORK PROCEDURE FOR ROAD

SETTINGOUT
Allsurveycoordinatesanddatumreferencesshallbebaseonthespecification.
 Establishedbenchmark(TBM) neartotheroadreinstate site.
 Marking the area and providing the details so as to maintain the accurate level as per the
requirement

8.6SEQUENCEOFWORK
Cut the asphalt layer & remove the debris .
Removal of existing base coarse& sub base material tp the level of pipe line crossing
Compact the sub grade .
Laying of steel plates for the road crossing for the temporary traffic
Prepare sand bedding for pipes
Laying of cpcv pipes
Hydrotest for pipes
Sand Backfill for the pipes
Marl Back fill & compaction
Sub base fill for 30 cm layer & compaction
Base coarse fill for 30 cm layer & compaction
Asphalt Reinstating the top layer with asphalt & compaction

The quality of the works shall be on line with the standards. Requiredtestsshallbeperformed asperITPof
Road work,
Contractor’sQA/QCInspectorshall closelymonitorandassureallAsphalt Paving activities are carried out
asper (RCJY) QA/QC requirements and conduct frequent inspections and maintain all records as
required by project QA/QC Program. (Inspection form shall be submitted on IFC stage by QA/QC.
RFI shall be raised before 24 hours to the inspection.
All inspections shall be carried out according to the approved ITP.
All inspection reports shall be submitted

10. SAFETY PLAN

- Safety personnel shall take all the safety precautions prior to start of any restoration work.
- Safety Officer shall carry out the safety site inspections to ensure that safety requirements laid out are
followed during the entire work.
- Site Engineer/Supervisor area in-charge shall prepare job safety analysis (JSA) prior to start of any
activities at various stages of the work.
- Safety toolbox meeting shall be conducted by the Safety Officer Area in-charge regularly at the day
beginning.
- Personnel protection equipments shall be provided to all personnel involve in the job.
- The, Roller, concrete vibrators and other equipments shall have to pass safety department inspection
prior to their use at site to ensure their safe-worthiness at work.
- Use ladders when ascending to and descending from the bottom of concrete storm drainage.
- Power hand tools shall be checked and shall be marked with colour coding tape signifying compliance to
safety inspection requirement.
- Only qualified operators with valid Saudi licence shall be allowed to operate the equipments/vehicles
such as concrete trucks, roller compactor, dump trucks and water tanker.
