I. Project Profile
A survey done to 100 respondents in barangay San Fernando showing that
the most preferred development in the locality is to have a fully developed school
structure with the best facilities to cater the needs of the students.

As a result, this feasibility study will show a sample school structure with
complete facilities to accommodate classes from Kinder as per survey. The major
components are: Class rooms, Principal’s office, clean toilets, recreational area
and other facilities that student’s needs. The San Agustin Integrated School is one
of the best schools which may be beneficial to the local residents. The zone
comprises many people with “children and the young ones” that is why it needs
to be develop to make these young people enjoy education and become world
competitive in the future. This study will shows the dimension of best facilities
ever built among schools in Pampanga.

A close tie up with the provincial government, local government in


municipality or Department of Education will fund the proposal project.

a. The “Proposed Development of Integrated Elementary School and Livelihood


Center” are structures on the same lot that will serve the people to provide
education for the children and source of income for their unemployed parents.
The project is composed of an elementary school and a livelihood center.

b. The proposed structures will be located at the Brgy. San Agustin City of San
Fernando Pampanga which is situated near the Church and is walking distance to
the Barangay Hall and covered court.

c. The project was proposed for the betterment of the people of the barangay.
The Elementary School will be a place for the children to learn and to be
educated. While the Livelihood Center will serve as a working area for the parents
or other unemployed to develop their skills needed to earn income.

d. Implementing Agency:
The Department of Education and the Barangay will support the said project.

II. BACKGROUND
The Project needs immediate attention to show that local architects can do
the change to show the world that we have world class designers that can
outsmart other architects.

One of the problems of the barangay is the absence of school with


complete facilities to focus the youth and the completion of their elementary
education with a wide array of education, thus meaningful learning can only
achieve through actual learning experiences and this only can achieve by having
complete learning facilities in the school campus.

This proposal is hereby presenting a model school showcasing the different


facets of its entire structure of the school.

a) The Barangay San Agustin has an existing school but it is not well equipped with
the facilities needed to incorporate knowledge to the students.

b) The people of the barangay need extra income to support their family needs.

c) The youth of the barangay need monitoring and proper guidance for them to
avoid vises such as gambling or drug addiction.

d) The elders of the barangay need to have productive habits while earning
money.

2.1Problem

A. Elementary School

• There is low educational attainment in the barangay

• The existing Elementary School is not well-equipped and doesn’t have


adequate facility.

• Due to lack of facility, the children tend to enroll in other schools.

• The children experience long and unsafe travel because they enroll to
distant schools located on the next barangay.

• Some students don’t have strong basic knowledge giving them hard
time when they reach secondary level.

• Increase in unemployment rate due to lack of education

• Because of unemployment and lack of basic knowledge foundation, the


children tend to engage in vises and early marriage.

B. Livelihood Center

• Some families don’t have enough source of income to provide the


needs of their family.

• The parents couldn’t work because they need to monitor their children
every day.

• Due to unemployment, the people engage in vises which prevents


them from having a healthy and social life.

• Teenagers experienced early marriage because they don’t know what


to do in their lives since they don’t have work to focus on.

• The people tend to be unproductive.

2.2 Project Rationale

Project Statement:

“Proposed Development of Elementary School and Livelihood Center”


A structure that will help in providing the needs of the people of Barangay San
Agustin in terms of Education and livelihood.
Project Objectives
A. Elementary School
• To produce well-trained, educated and competitive students that will help in
the betterment of the nation in the future.
• To provide quality education for the children ofBarangay San Agustin.
• To train the students well and help them to cope with the “real world” ahead of
them.
• To aid in the advancement of learning and to supply the children the things and
skills they need to know.
• To prevent the children from transferring to other schools so that their parents
could save money by lessening their transportation fee.
• To improve the Educational attainment of the people.
• To provide a more accessible and functional school for the convenience and
safety of both students and parents.
B. Livelihood Center
• To provide source of income for the people to supply their family needs.
• To reduce the unemployment rate of the barangay by providing possible
sources of income.
• To prevent the people from doing nonsense and to help them quit their
unproductive vises.

•To develop the skills of the teenagers, who are suffering from early
parenthood, which they can be used to support their family.
• To help the people to become productive with regards to their selves and
to the community.
C. Both School and Livelihood Center on same Site
• The students will have a better place to study while the elders will
develop their skills in the livelihood project.
• The livelihood is located on the same site with the school so that the
parents can also monitor their children while working.

2.3 Project Linkages

The project is part of the package of projects designed to deal with the basic
needs for the community. It is located on the center of the barangay to provide
equal access to the remaining areas of the barangay.

III. Marketing Aspects


There is an undeniable demand for quality education by providing complete
facility and source of income for the unemployed people of Brgy. San Agustin City
of San Fernando, Pampanga. That’s why the proponent proposed a School and
Livelihood Center to supply the demand of the barangay.

3.1 Analysis of the Project Influence Area

The area of San Agustin has an environment of active people who stay outside or
which we called “TAMBAY” and plenty of youth stay outside too. Street foods are
one of their source of income therefore most of the people here sells food for
their earnings. But they need a proper place for their businesses, so that the road
have clear and soft access to school and along the Highway.

There are malls inside the barangay. Like walter mart, vista mall and many supply
store for constructions and the needs of people.

Barangay has almost identicalproblem and it includes San Agustin IntegratedScho
ol with a lack of facilities and equipment in schools and the proponent chose
San Agustin Integrated School.

Based on the demand analysis, in terms of livelihood center, the latest number of
unemployed is 159 as of 2017 census. And due to the computed rate, the number
of unemployed may continue to grow through the years. The demand for a facility
where the unemployed may work can help in lessening the unemployed people in
the barangay.

Based on the data given above, the unemployment rate tends to increase from
every other year. To prevent further problems regarding the unemployment rate
of the barangay, the proponent proposed a facility that will help the unemployed
people of the barangay to earn money.
Stated below are the common answers of the unemployed to the proponent’s
interview:

“On the other side city hall and barangay hall has no data of
unemployment rate”.

Barangay says some people has no work but they are skilled men but
many of them have no proper place to do their works. Therefore the
proponent added the proposal of livelihood program for skilled workers
opportunity for those wants to.

3.3 Demand Supply Consolidation


This section is already discussed in the analysis of project influence area.

3.4 Marketing Plan


As for the marketing plan, people will be informed through posters, bulletin
boards, tarpaulins, leaflets, and public announcements through Barangay Patrol
Cars, which may catch the attention of the people. While for the selection of the

intendedbeneficiaries, a seminar will be held with the help of the barangay


officials and other supporting bodies.
The children in the school will also be informed about the said project so that they
can tell their parents about the livelihood center. In this way, the proposal of this
project may strengthen the bond between the family.

3.4.1 Service Mix

For this project, the facilities were classified into two categories: the income
generating and the non-income generating. The income generating facility is the
active component which will generate income. While the non-generating facility is
the passive component which will not generate income but will provide
convenience for the users.

Income Generating or Active Facility


Livelihood Center-the livelihood center is considered to be an income generating
facility because it is a way for the unemployed to earn money. The products that
they will make may be sold to buyers that are interested. The
School -it’s considered to be an active facility because the students will pay for
their enrollment fees. But their enrollment fees will be used for their own
benefits also. The school will be provided for the students so that the problems in
low-attainment education will be solved.
Non-Income Generating or Passive Facility
Parks and playgrounds- the parks and playgrounds will serve as an eating area,
waiting area and a place to relax for both students and workers. The parks and

playgrounds will also serve as a place for relaxation if the workers are tired or the
students are stressed.

3.4.2 Marketing Mix


1. Pricing

There will be no pricing, no payment policy or any other involuntary contribution and
registration fees if a person wants to join the livelihood center. It will become open for the
people of Sta. Rita. But there will be payments for buyers who want to buy products from
the livelihood center. In this way, the people can earn income by selling the products they
made.

In terms of school, the children will pay for their monthly enrollment fee.

2. Promotion

The proposed “Elementary School and Livelihood Center” will be promoted in the Barangay
of Sta. Rita by the use of announcement, fliers and posters, bulletin boards and other aid
by the help of the barangay officials and volunteers.

3. Place

The school and livelihood center will be located on the same site of the barangay
Sta. Rita. The site is located on area which is more populated than other purok in the
barangay. The location of the site contributes to the marketing strategy of the said project.
This area is also convenient for the safety of the students and for the access of the parents.
3.4.3 Marketing organization
The initialization of the project will be headed by the Barangay Captain, honorable
Engineer RhegisManaloEvaristowith the help of other Barangay Officials. The
improvement of the Elementary School will be supported by Department of
Education and by the current Principal I, Marie Grace S. Ramoswith her co-
teachers. The barangay council, the teaching staff of the existing elementary
school and the concern citizens of the barangay will join forces to help in the
supervision of this project.
The Livelihood Organizations will conduct several seminars regarding on skill
development of the unemployed in this barangay, for their own benefit. The
officials of Technical Education and Skills Development Authority (TESDA) will be
the one to conduct seminars so that the people will be aware of the benefits they
can get by joining the livelihood center. These seminars will educate the

interested people of the barangay on how to earn money by harnessing their


skills.

IV. Technical Study

4.1 Alternatives
• For a greater efficiency to the beneficiaries, the existing elementary school will
not be demolished, instead it will be developed into a more functional place to
learn. Certain facilities will be added to the existing building to higher the
educational attainment of the students. The strategy will be based on utilizing
what is already existing in the site.

• The livelihood center will be added to the existing elementary school to utilize
the needs of the parents to monitor their children or grandchildren and at the
same time, to earn income. At the same time, the children will be guided
appropriately by their elders. It’s just hitting two birds with one stone.

• With the aid of proper planning and design considerations, combining buildings
in one site is an advantage to the people of the barangay. Because the students
can learn, while their guardians can earn income. At the same time, the parents
can also help the teachers in facilitating the school.

Design Parameters
Aesthetics- General considerations were taken into account to provide an inviting
ambiance to both school and livelihood center. The existing school will be
improved in terms of façade and other utilities. While the livelihood center will be
located on the rooms that are no longer functional in the school. Those rooms
that are no longer functional will be renovated to provide workshop for the
livelihood.

1. Anthropometrics- the measurements and clearances in terms of length, width


and height were taken into considerations while planning the project. These
elements were carefully observed to provide a functional place for the expected
users.

2. Location-the location of the project is in the rural area where there is a large
number of residentials. The location of the livelihood will be at the same site of
the school.

3. Natural Ventilation- the inlet and outlet of air are properly observed in planning
this study. Because airflow must be carefully analyzed so that the buildings will
provide positive ambiance.

4. Privacy- this factor is important so that the classes will not be disturbed by the
livelihood center or vice versa. This factor is carefully observed so that both
purposes of each building will not be disturbed by the other especially if they are
on the same site.

5. Structural Compositions
This section analyzes the arrangement of structural elements
The strength of the buildings shall comply with the National Structural Code of the
Philippines to secure the safety of the users.

➢ Allowed Uses-in general, are residential, commercial, institutional and parks


and recreation. These should comply with the National Code of the Philippines.

➢ Land Use Intensity Control Ratings- shall comply with the provisions National
Building Code.

➢ Yards, Building Setbacks and Parking Requirements -shall comply with those of
National Building Code as applicable.

4.2 TECHNICAL ALTERNATIVES

In this section, technical alternatives were discussed and identified to know the
factors that will affect the project. Factors such as site proximity to other facilities
were analyzed.
THE BARANGAY

Historical population

The population of San Agustin grew from 13,467 in 1990 to 20,166 in 2015, an
increase of 6,699 people. The latest census figures in 2015 denote a positive
growth rate of 1.69%, or an increase of 1,702 people, from the previous
population of 18,464 in 2010.

Population by age group

According to the 2015 Census, the age group with the highest population in San
Agustin is 20 to 24, with 1,912 individuals. Conversely, the age group with the
lowest population is 80 and over, with 195 individuals.

THE AREA OF SAN AGUSTIN


San Agustin is situated at approximately 15.0556, 120.7050, in the island of Luzon.
Elevation at these coordinates is estimated at 4.3 meters or 14.1 feet above mean
sea level.

In case of the "big one" hitting Metro Manila, Solidum said that Pampanga can
serve as evacuation ground for people affected by the major earthquake.The
Phivolcs chief said that Pampanga should not just prepare against the effects of
typhoons but also of earthquakes. He added that educating the public on how to
respond in such scenario would greatly reduce panic and safe lives. Philvocs is in
fact advocating regular schedules of earthquake and evacuation drills, lectures

and information dissemination on earthquake and disaster safety and


preparedness.
CITY OF SAN FERNANDO -- While Pampanga is not along any active fault, it may
still be affected by earthquakes coming from other active faults around the
province, Phivolcs director Renato Solidum reiterated this to Pampanga village
chiefs as he calls for preparedness plans.

THE SITE

The proposed project will be located at the site of the existing elementary school
of Barangay San Agustin City of San Fernando, Pampanga with a total lot area of
square meters. The said site was bought by the Department of Education for the
erection of the elementary school. The livelihood center will also function like the
school that will train the people to develop their skills. The only exception is that,

the school was built for the children while the livelihood center is for their
parents.

San Agustin Integrated School is a Public Elementary School specifically located at


Derecho in the municipality of City Of San Fernando (capital), in province of
Pampanga, and in the region of III - Central Luzon.

Believe it or not but this school was established on January 01, 1943, 76 years
ago.

d) Climate
There are two distinct seasons in the barangay, the wet and dry season. During
the months of March to May, the barangay experiences the hottest and driest
period. The months of June to September fall under the wet season. The
remaining months, October to February, the barangay experiences the cold
season especially during the yuletide seasons. But due to global warming, these
seasons may vary from time to time.

PROXIMITY TO NEXT BARANGAY

As shown on the image, the proposed site is accessible to all the purok in
the barangay. Providing easy access to all the children studying inthe existing site.
At the same time, the parents can easily access the livelihood center. The existing
school in the barangay San Agustin is located wherein it is near the residential
area where large number of unemployed are residing.
The site is near Florida Blanca in which public markets, secondary schools and
other facilities are located. The site is located on the next barangay. Therefore, it
is important to improve the existing school of barangay San Agustin so that the

students will no longer enroll into different schools. Helping them save money
and energy.
It is accessible to any kinds of vehicle because the roads were already fixed. That’s
why even if the site may seem to be far, the vehicles can travel fast.

PROXIMITY OF THE SITE TO THE HIGHWAY

The site is approximately 15 minutes way from the highway but if the vehicle is
fast, people can reach the highway in just 10 minutes or less. Travel is not difficult
because the roads were paved properly providing convenience to the people
especially in times of emergency.

The site is approximately 10 minutes away from the nearest hospital, San
FernandinoHospital, which is along the Mc Arthur highway. The second nearest
hospital is the San Fernandino Hospital located along the Mc Arthur highway
along the way leading to Dolores which is approximately 20 minutes away from
the site. The travel time from the site up to the said hospitals may vary depending
on the speed of the vehicle. Such indicated travel time above were the slow to
moderate speed of the vehicles.

PROXIMITY TO PARISH CHURCHES

The site is approximately 10 minutes away from the St.Agustine Parish Church
located at San Agustin city of San Fernando, Pampanga. Just across the church Is
the public market of San Agustin as well as other facilities such as drug stores,
clinics, bookstores, dress shops, printing and computer services and malls.

PROXIMITY TO MUNICIPAL HALL

The site is approximately 30 minutes away from the Municipal Hall. The mode of
transportation to reach the municipal hall is by means of jeep. Depending on the
speed of the vehicle, people can reach the municipal hall in just 25 to 20 minutes.

4.3 Social Feasibility


The acceptance of the people of the barangay is to be considered because the
project was proposed for their own good. Negative and positive feedbacks were
unavoidable regarding the project.

EXPECTED NEGATIVE FEEDBACK

• The people of the barangay will have higher expectation about the services of
the proposed elementary school and livelihood center.
• The school and livelihood center joined in one site may seem crowded and
unorganized.

EXPECTED POSITIVE FEEDBACK

ELEMENTARY SCHOOL
• The student will enjoy their stay in school because of the complete facility.
• The student will be equipped with knowledge they need to succeed.

LIVELIHOOD CENTER
• The people of the barangay will have new opportunity to find source of income.
• The unemployed people of the barangay will have productive lifestyle plus
income.

BOTH SCHOOL AND LIVELIHOOD CENTER


• The parents can monitor their children while harnessing their skills in the
livelihood center.
• The students will be assured and will focus on their studies more since they
know that their parents are working on the same area.
• The site is strategically located where there is a large number of children and
unemployed elders.
• The parents will also act as teachers in monitoring the behavior of the children.

4.4 Resource Requirements

A. Materials to be used are listed as follows:

1. Cement, Sand and Gravel, Steel, Concrete Hollow Blocks (CHBs),

The construction of the school will be funded by the Department of Education as
well as the barangay. While the livelihood will be supported by the barangay and
from the fund-raising activities.

Based on the Department of Education, the allotted budget for a two-storey 10


classroom is P 19, 708, 155.67. The estimated building cost of the proposed
project is P 15,683, 550. There is a difference of P 4, 024,605.67.

B.) Livelihood Center


As for the livelihood center, the proposed location is a building consists of non-
functional rooms. The Principal of the school agreed to the proposal that these
non-functional rooms will be used for the livelihood center.
Since the building is already existing, the proponent will just present the
estimated cost for the livelihoods’ equipment.
Here is the computation of the existing building that will be used as livelihood
center:

Sewing Machine=P7000 each x 15= 105,000
Supply of cloth=10,000 (starting budget)

And other materials that can be located in the barangay such as


P 350, 000= allotted budget for furniture and other needs of the
livelihood center

Since the budget of the Barangay is not enough to supply the needs of
the livelihood center, there will be fund-raising activities

After half a year, the proposed livelihood center will be fully
operational. But in case that the livelihood center needs more
equipment, the barangay shall continue in doing fund raising activities.
Other Options
If in case the people of the barangay don’t want to join the bingo, they
can join the Zumba session

Number of 4” CHB needed = 26.73 x 12.5 = 714 .5 or 715 pcs.
Wastetage for 715 by 8 %
Block = 715 x 0.08
Block = 57.8 or 58 pcs.
715 + 58 = 773 pcs of blocks ( withwastetage of 8% )

Price of 4” CHB per piece ( 14.00 pesos )

773 x 14 pesos = 10,822 pesos


Ten rooms x 10,822 pesos = 108,220 pesos all in all for two story with
ten classrooms.

1 sack of cement has 12.5 pcs of blocks to fill…

773 ÷ 12.5 = 62 sacks of cement needed


1 sack of cement price = 184 pesos

62 x 184 pesos = 11, 408 pesos

Ten rooms x 11,408 pesos = 114,080 pesos
