THE INTRODUCTION.

HELP University existed in 1986 to provide reasonable quality educational opportunities for
Malaysians. It has since advanced into the leading institution of higher learning in Malaysia with
an international status among universities, scholars, research organizations, business and
corporate front-runners and governments in Asia Pacific, Europe and North America.

The pooled population is more than 14,000 students, including 2,000 international students from
82 countries in Europe, the Americas, Central, South, East and Southeast Asia, the Middle East
and Africa.

HELP University offers a varied and diverse range of programmers containing psychology,
business, law, management, economics, IT, the social sciences and the humanities at
undergraduate and graduate levels. It also works as leading responsibility in research and
progress in certain disciplines and subject areas.

Local and international students considerably follow its undergraduate programmer in


Psychology, Business, Accounting and Finance, Law and IT. The Faculty of Business,
Economics, and Accounting, and the Faculty of Behavioral Sciences are some of the largest and
most influential faculties in the country.

HELP also work together with trustworthy partners in the UK, the US and Australia in the
liberation of programs. Over a period of 32 years, HELP has educated students to success the
highest honours and awards from the University of London, including scholarships for masters
and doctoral programmed. It is conferred pride of place in the archives of the University of
London’s International Programme for contributing meaningfully to the advancement of its
mission of educating the public in the global arena.

Another sign of the quality of HELP’s academic programs is the acceptance of its undergraduate
degrees for masters and PhD studies at leading universities in the US, the UK and Australia.
HELP is also a leader in postgraduate education through the ELM Graduate School, with 13
master’s programs and two doctoral programs.

Explanation of Accident
The incident happened without a reason to presumption or accident is an incident undesirable
that can result in injury, pain, death or damage to property.

1. Human Factor
1.1 Less attention on work- While people want to be more done at work, they double
down on the time they put into their jobs or studies.
1.2 Fantasizing while working or studying- Not focus at work or studies, eventual lead to
poor communication or the attitude of not giving attention to the surrounding.

2. Lack of knowledge
2.1 about the work hazard while on the campus.

EVALUATION OF THE HEALTH AND SAFETY PRACTICES AT HELP
UNIVERSITY.

Safety is an essential value at HELP University is committed to the constant advancement of a


recognized safety culture with strong curriculums of personal safety, accident and injury
prevention, wellness preferment, and compliance with pertinent environmental and health and
safety laws and regulations of DOSH (Malaysia).

HELP University varieties all reasonable determinations to:

 Endorse occupational and personal safety, health and wellness;


 Protect the health and safety of HELP University faculty, staff and students;
 Deliver data to faculty, staff, and students about health and safety hazards;
 Recognize and exact health and safety risks and reassure faculty, staff, and students
to report probable hazards;
 Mien actions in a method protective of the environment, and inform the HELP
community regarding environmental impacts associated with institutional operations.
 Preserve a risk-based emergency management database to diminish the effect of
emergency events to the HELP community.

RECOMMENDATION TO REDUCE THE EFFECTS OF THE OCCUPATIONAL
ACCIDENT.

Observance to good health and safety practices and compliance with related health and safety
regulations are a responsibility of all faculty, staff, and students. Relation responsibility for
worthy health and safety repetition begins with the administrator in the workplace, laboratory or
classroom and ensures upward through the levels of management.

The HELP University Committee on Health and Safety are accountable for recommending
University-wide health and safety policies to the President. The Vice Chancellor for OSHA is in
authority for ensuring overall institutional compliance with pertinent policies, statutes, and
regulations; monitoring the helpfulness of the safety programs; and providing central health and
safety services and support to all areas of the University. Please find below as some
recommendations which need and the practice that will make the safety and health more
improved:

A. SUPERVISORY RESPONSIBILITIES.

HELP University supervisors, including faculty supervisors and Major Investigators, are
responsible for protecting the health and safety of employees, students and visitors working
under their direction or supervision. This responsibility entails:

 Being up-to-date with and implementing HELP University health and safety policies, practices
and programs;

 Certifying that workplaces, including laboratories, and equipment are safe and well maintained;

 Make certain that workplaces or laboratories are in compliance with HELP policies, programs
and practices, and

 Warranting that employees, students and visitors under their supervision or within their work
areas have been as long as with appropriate safety training and information, and observe to
established safety practices and requirements.

B. MANAGERIAL RESPONSIBILITIES
HELP University managers, academic and administrative, are responsible for making certain
that:
 Personalities under their management have the authority to contrivance appropriate health
and safety policies, practices and programs;
 Areas under their management have adequate resources for health and safety programs,
practices, and equipment; and
 Areas under their management comply with HELP University health and safety policies,
practices and programs.

C. FACULTY, STAFF, AND STUDENT RESPONSIBILITIES


Faculty, staff and students stay responsibly planned for as below:

 Keeping themselves informed of conditions affecting their health and safety;


 Participating in safety training programs as required by HELP University policy and their
supervisors and instructors;
 Observing to health and safety practices in their workplace, classroom, laboratory and
student campus residences; Recommending of or reporting to supervisors, instructors or
EHS potentially unsafe practices or serious hazards in the workplace, classroom or
laboratory.

D. SAFETY PERFORMANCE
Each individual at HELP is probable to perform all work safely. Managers and administrators
shall launch and keep a system of positive strengthening and increased discipline to care good
health and safety applies. Safety recital shall be a part of every personality’s role and
responsibility as well as act expectation and estimation.

PROVIDING A SAFE WORKPLACE

HELP’s program for providing a safe workplace for faculty, staff and students includes facility
strategy; hazard identification, workplace examination and corrective action; shutdown of
dangerous activities; medical observation: and emergency alertness. In addition to this general
institutional health and safety policy, additional hazard specific policies and requirements may
apply to different work and learning environments at HELP and will be found in the

A. FACILITY DESIGN

Facilities are and will be deliberate in a manner consistent with health and safety regulations and
standards of good design. Those University departments charged with primary responsibility for
the design, construction, and/or renovation of facilities, together with EHS shall ensure that there
is appropriate health and safety review of facility concepts, designs, and plans.

In the case of incongruity between EHS and the cognizant facilities department, the Vice
Chancellor and Dean of Research shall resolve the conflict in the conference with the knowing
vice president or dean and the Chancellor. The Associate Vice Chancellor for may stay the
determination of the Vice Chancellor and Dean of Research EHS awaiting a prompt appeal to the
President.

B. HAZARD IDENTIFICATION AND CORRECTION

HELP University encourages employees and students to report health and safety hazards to their
supervisors, managers, or EH&S. Employees and students shall not be discriminated against in
any manner for bona fide reporting of health and safety hazards to HELP or to appropriate
governmental agencies. Administrators shall update students and employees of this policy and
reassure reporting of workplace hazards.

Administrators, both faculty and staff, shall assure that consistent, intermittent inspections of
workplaces are showed to identify and appraise workplace hazards and unsafe work practices.

The regularity of inspections should be relational to the scale of risk posed in a particular
workplace.

Resources of correcting bare hazards and/or protecting individuals from the hazards shall be
strongminded and executed appropriately.

Dangerous conditions, which cannot be modified, by the administrator or manager must be


reported to the next higher level of management. Any of individual, supervisor or manager who
becomes mindful of a serious obscured danger to the health or safety of individuals shall report
this danger on time to the Department of EH&S and to the faculty, staff and students who may
be affected.

C. THE SHUTDOWN OF DANGEROUS ACTIVITIES

The Associate Vice Provost for EH&S has the authority to curtail or shut down any University
activity considered to constitute a clear and imminent danger to health or safety. In the
occurrence of such restriction or shutdown, the aware dean, director or vice president and the
Chancellor (or designate) shall be instantaneously notified.

In cases of dispute, in order to curtail or shutdown will remain in effect until the Provost or the
Vice Provost and Dean of Research (or their respective designates) determine in the inscription
that the threat has conceded or been moderated or that the order should be withdrawn for other
reasons.

Should the Associate Vice Provost for EH&S disagree with a determination to restore a curtailed
or shutdown activity, the Associate Vice Provost for EH&S may promptly appeal the matter to
the President. In the occurrence of a request, the order to restrict or shutdown intend to be in
consequence until the President decides otherwise.

D. PROVIDING MEDICAL SURVEILLANCE

HELP University shall evaluate and monitor, through a program of medical surveillance, the
health of HELP University faculty, staff and students who are visible to certain hazardous
materials and situations as defined by law or University policy. Each supervisor is responsible
for ensuring that employees and students under their supervision participate in the medical
surveillance program as required by University policy. EH&S will monitor medical surveillance
program participation. Respectively University department/school intend to administer the
program for faculty, staff and students covered by University policy.

E. EMERGENCY RESPONSE AND PREPAREDNESS

EH&S coordinates complete emergency response preparation for the establishment and provides
guidelines for departmental alternative response plans. Each department shall have an individual
emergency reaction plan and shall progress business permanence and emergency plans and
contrivance appropriate justification programs to reduce the effect of emergency events.

Schools and departments shall maintain local departmental emergency operations centres and
communications capabilities according to guidelines in the campus emergency plan. Numerous
departments placed within individual structures will cooperatively develop wide-ranging
building-based life safety reaction plans.

Emergency procedures shall consist of evacuation and assembly procedures, received evacuation
maps, reporting and communication practices, training, and drills.

C. TRAINING

Administrators, including faculty, shall be trained, competent or knowledgeable in the safety and
health hazards to which employees and students under their instantaneous direction and control
may be visible, and shall be educated of current practices and safety necessities in their field.

Faculty, staff and students shall have or be provided with the knowledge to protect themselves
from hazards in their working and learning environment. Supervisors, both faculty and staff,
shall ensure that employees and students have received appropriate training and information
regarding.

Less, the OSHA team should be well versed with OSHA term and proper training should be
provided frequently, as it will help to prevent and make safety producers easier. As this can be a
quarterly training and HR department should be more concern about this matter.

GENERAL HEALTH AND SAFETY PRACTICES OF THE WORKPLACE OR


LABORATORY, INCLUDING EMERGENCY PROCEDURES;

 Job definite health and safety performs and hazards;


 Acknowledgement and valuation of health and safety risks

protective equipment.
 The consciousness of suitable practices to protect the environment.
 Training shall occur when:

Faculty, staff and students should, periodically, be retrained or demonstrate an understanding


of current standard safety practices and requirements for their areas.

DOCUMENTATION AND RECORDKEEPING

Documentation and records as compulsory by regulation intend to stand held in reserve to


establish compliance with applicable acts, regulations and policies. Requirements and procedures
for such recordkeeping can be found in the Study Policy Handbook and at the EH&S website.

SUGGESTION TO REDUCE THE EFFECTS OF THE OCCUPATIONAL ACCIDENT

There is a saying-preventing better from treating. In preventing this accident, the relevant parties
have released various theories and the most popular are the precautionary measures that
remained issued by the UK Ministry of Labor and National Service 1956. Although it has been
almost half-century still relevant, the standard is:

A. Cooperation with employees must be continuous and earnest.

B. The top leaders and all levels must support the safety measures implemented.

C. Safety and health policy should be clear and known to all levels.

Use the best knowledge and method of obligation. In addition to controlling the occurrence of
accidents, there are also hazard control theories by eliminating hazards from the workplace,
removing hazards elsewhere, engineering controls by using certain equipment such as exhaust
fans to remove dirty air, administrative controls by creating certain procedures and finally the
use of PPE.

SUMMARY
Safety and health at the workplace had better emphasized as it has a great impact on employees
and organizations. To realize this, there must be a close collaboration between the organization
and the employee. Continuous improvement in knowledge, skills and enforcement is crucial in
ensuring that safe conditions, conditions and behaviours remain created. Employees' safety and
health had better-given priority over everything.

While various efforts have been introduced and offered by JKKP and NIOSH in ensuring the
continued compliance with the law, the companies cannot rely solely on the JKKP to enforce the
law and NIOSH to provide training, consulting and information services. These had better
supported by the commitment of individual companies with the overall goal towards the full
implementation of the OSHA-management system. OSHA- believes in safe and healthy
workplace preparation for workers to gain productivity improvement for the company and
ultimately reduce the number of industrial accidents and illnesses in Malaysia. "Well-being and
safekeeping" work KPPK (created to protect and grant appropriate rights to workers in Malaysia
especially in the health and safety aspects of the workplace.) All companies or organizations in
the royal must utilize this KTA and private sectors so both employers and employees can create a
working environment conducive. A comfortable atmosphere and environment will have a good
impact on productivity, cost, security, and company’s interests and will create a good
relationship between employers and employees. "The important thing is that the enforcement of
this act should be emphasized so that no party is trying to take the opportunity for its own
benefit. With the enforcement of AKPK and OSHA - ", the world of employment and
industrialization! Malaysia has entered a new era with serious attention given to the safety and
health of the existence of this act introduced by the government to this day has succeeded in
achieving its objective of providing a safe and healthy working environment not only to
employees but also to anyone in the workplace.
