1.0 PURPOSE:
The purpose of this procedure is to lay 40 mm OD HDPE duct guidelines and requirements
and to establish a method to control the OFC laying and jointing activity to be used in the 18"
& 24" pipeline construction works for KAKINADA-SRIKAKULAM PIPELINE PROJECT-
PHASE-I, SEC-I by MEIL.
2.0 SCOPE:
The scope covers submission of OFC & HDPE Duct alignment sheets for approval, testing of
OFC drums, optical fibre cable blowing and HDPE duct laying jointing &testing and
guidelines for testing of OFC between the repeater station including joints, site acceptance
testing & commissioning for construction of KAKINADA-SRIKAKULAM PIPELINE
PROJECT-PHASE-I, SEC-I by MEIL.
3.0 REFERENCES:
3.1 RESPONSIBILITY:

GENERAL REQUIREMENT:
MEIL shall submit credentials/experience of team during OFC & HDPE duct laying works.
Contractor shall submit OFC&HDPE Duct alignment sheets for approval before start laying
works.
MEIL shall carry out all works related to the OFC installation, jointing and testing. All
material likes OFC cable, HDPE conduit and other associated works shall be under MEIL
scope for
Successful completion of the OFC installation. MEIL shall also include obtaining all
statutory, approvals, crossings approval, appraisal and taking cognizance of site-conditions,
Government rules and regulations / laws. All procedures and pr gv required for
pipeline laying shall be followed for OFC laying. MEIL shall pl cable- ii operation

The cable shall be laid through permanently lubricated HDPE conduit preferably on the
same side of the pipeline along the entire length of pipeline route and crossing of the
pipeline shall be avoided(except at the repeater stations and as per exigencies arising due
to site conditions).
Permanently Pre lubricated HDPE conduits shall be laid for installation of Optical Fibre
Cable. The conduits shall be continuous in length of 1 km. The HDPE laying will follow
lowering of pipeline. HDPE conduit should be laid in the pipeline trench bed as per Drw.
/Sketch The duct shall be placed over 50 mm soft padding of sand or soft soil
The OFC can be laid by blowing technique using a mobile reel system or a fixed reel
system depending on the characteristics of each section.
MEIL shall offer physical verification of materials before start of work to engineer of
PMC/client
LAYING:
> Place the jack stand along the sides of the trench.
➢ Observe correct drum position i.e. HDPE Pipe should uncoiled from the bottom
not from the top of the drum.
➢ Drive the reel slowly to avoid over spinning the reel when you are pulling HDPE
Pipe for installation.
> Unroll the HDPE Pipe to the length spacing the workers after every 20mtrs.
➢ When encountering an obstruction, utility crossing or bore, pull the HDPE Pipe
beyond the Obstruction until you have enough pipe to maneuver it through or
under the obstruction and then re-pull the HDPE Pipe.
➢ HDPE Pipe can be placed into open trench either directly from

CROSSINGS:
CROSSING BY BORING:
In case of crossing to be done with boring/ jacking/ HDD/ Thrust Boring the OFC shall be
laid in HDPE conduit shall be Sub-contractor-ducted in a steel conduit. Easy-to-install
cable sealing plug shall be used to seal the ends of the conduit to prevent the ingress of
water, dirt and rodents, which may damage of OFC Cable. The two ends of each conduit

At bends and leading-in-points, a flexible PVC pipe may be used for protection and
maintenance of the required bending radius of minimum 20 time outer diameter of the
cable.
For these crossing MEIL shall lay the cable through the HDPE conduit. Length of HDPE
pipe shall be estimated with the help of survey documents & alignment sheets. For water
crossings, HDPE conduit shall be used till —5m of the normal underground trench depth on
either side. The bank protection measure being provided for line pipe shall also be
extended to take care of Optical Fiber Cable. For road crossings, the HDPE conduits shall
be extended for minimum 3 meters on either side of the road. If crossing is provided in
open cut crossing then the OFC laying methodology shall be similar to as explain above.
This test is to be done to check the flattening, twisting or kinking, roundness and the
integrity of the duct. This testing process shall be conducted by blowing a plug or probe
through the duct segment with compressed air.
The calibration process shall be considered completed once the probe exi
other end after an uninterrupted pass.

> A static pressure test is to be carried out in order to verify air tightness for the purpose
of cable blowing as well as to prevent ingress of water or dirt during the life time of
the duct.
➢ To verify the air tightness, pressure inside the duct should be brought up to 10 bar for
2 minutes. A pressure drop of 0 to 0.5 bar per minute of the test is acceptable.
➢ After pressure testing duct ends should be sealed with the help of duct plugs to
prevent entering of any dirt and water inside it.
➢ After completion of HDPE Pipe laying the drum of cable should be kept at
intermediate point of section.
> After completing the OFC cabling blowing of 2 Kms in one direction from
intermediate point then the cable has to be decoiled in the figure of eight for next
cabling of 2kms in other opposite direction.
> Blowing method is based on the concept of a consistent airflow force equally
distributed along the entire OFC throughout the HDPE Pipe. The OFC must be
mechanically fed into the pressurized space to overcome the pressure drop at the entry
point. The additional pushing force at the entry point is important to increase the total
successful blow able length.
> Use a proper compressor. The following compressor parameters are suggested. (with
minimum pressure of 8 bar and maximum pressure of 12 bar) with flow rate of
minimum 10m3/minute)
> Before beginning, survey the route to determine the best locations, for access points
for blowing machines and compressors. This can save considerable materials and
labour.
> Always blow down the hill where possible. Up-hill slopes located at the beginning of
the route reduce the blow able length more than the slopes located near the end of
blow able lengths.
> At every joint a coil of 10 mtrs should be kept in manhole from both sides at pit.
> The blowing person has to ensure that excess OFC is not coiled in the blowing pit and
also OFC does not fall short of the location of blowing pit, he has to match the cable
drum length with the location of blowing pits to ensure minimum cut length and
wastage of OFC.

OFC JOINTING:
The cable-blowing pit shall enclose HDPE section ends from both sides at every 1-km
nominal distance or as per direction of Engineer-in-charge. The cable-blowing pit shall be
circular (Internal diameter 1200 mm) and made of reinforced concrete with lifting lungs

cast into the lids during contraction itself The pit shall be provided with suitable
arrangement for the entry of HDPE pipes (50/40 mm outer dia ) from both side so that
HDPE pipe should enter the pit at a height of 300 mm above the bottom level of the pit

Each splice loss shall be < 0.1 dB at 1310 nm.
In all the jointing locations (normal joints at the end of each drum as well as other joints)
at least 20m of cable from each end of the cable shall be left surplus in a coiled. During
jointing, electrical continuity of each of the metallic layer in the optical fiber cable shall be
maintained. After completion of each joint at site, it shall be tested for water proof-nes _by. .

During jointing, electrical continuity of each of the metallic layer in the OFC shall be
maintained.
BACKFILLING:
250 mm padding of sand / soft soil shall be done covering the HDPE conduit and then a
warning mat (PVC sheet, red colour, and warning in white, 150mm * 0.1mm in the MEIL
scope) shall be placed. After proper padding of the warning mat for min 100mm, the
trench shall be backfilled.
CABLE MARKER:
Cable marker (300 mm (I) metal plate) shall be provided on the pipeline marker itself, at
approx, every kilometer and at crossing.
The MEIL shall suitably paint on these metal plates the following
1. Optical fibre cable.
2. Cable progressive distance w.r.t. the repeater station. This repeater station shall be
the one nearest to the progressive distance in the direction as specified by SIC.
3. Optical fiber cable length
4. Fiber Length.
5. Cable markers shall be similar to the diagram except the description of joint
number.
JOINT MARKERS:
All jointing locations shall be marked with proper identification markers sketch in tender
document these markers shall be installed approximately lmtr away from the jointing pit
in the direction as per the instruction of SIC/Owner.
The electronic markers shall be lightweight and shall have a passive tuned resonant circuit,
enclosed and sealed within a casing. The marker locator shall be able to locate the
electronic markers from a distance of 2.2m minimum with the help of audio and visual
signals. The markers shall be of colour suitable for Oil & Gas application. ‘14G & m-77\

After entering the telecom room the cable shall be secured on 'Steel Mesh' or 'Wire
Mesh' by the help ties (-15 cable being kept in turns in oval from) this mesh shall have
suitable chemical coating/ painted to prevent corrosion. In case of painting, the colour
shall march the wall colour. Further, the cable shall be terminated of Fiber Termination
Closure (FTC) 20mtr loop at each station on wire mess shall be provided.
The FTC shall give grounding arrangement for all the metallic layers of the cable. The
cable shall be specified to pigtails on trays provided in the FTC. The connector side for the
pigtails shall be secured with suitable coupler/ thr h adapter provided as integral part of
the FTC itself. The FTC shall have trays suitabl p icing maximum of 6 Fibers per tray.
The arrangement inside the FTC should be simple and in straight line.
FTC should have entry points for a minimum of 2 No. of Optical Cable (armored/ non-
armored) of diameter up to 20 mm with cable clamps to avoid entry of rodents/ dust in
general. It should have a minimum of 2 Nos. of outlets for taking out 24 Nos. Pig tail. The
outlets should have cable clamps.
The FTC shall be form one of the following makes. (1) 3M. (2) Raychem. (3) Krone.
Grounding arrangement should be provided with the FTC. It should include as minimum 2
Nos. grounding shield bonds with nut and bolts for fixing to the armor of the OFC. 2 Nos.
of grounding cable of green colour with suitable length & lugs clamped to its end for
connecting the armor of OFC with the grounding terminal of the FTC.
The single mode fiber pigtails and connectors should meet the TU-T recommendations G-
652 & G-655 as required.
Optical Fiber Cable, connections & pigtails shall be fully compatible and matching to each
other.
The OF cable shall be properly earthed at each telecom room for lighting protection as per
the scheme given in sheet.
OTDR measurement for the splice loss, the OTDR tests shall be performed on each station
of the link bi-directional and average of the two readings shall be taken as the test result.
OTDR test shall be undertaken on each fibre, results shall be recorded on the recording
format.
47- The attenuation in the fibre cable length between the two repeater stations will be
,--0,, 1.4._ t measured with the help of an optical source and a power meter. Optical power will be

the attenuation measured from both the sides will be taken and the following procedure

u • Pigtails will be spliced to the fibre of the cable for which the measurement has to be taken.
- Optical power will be launched by splicing the patch cord to the fibers under test at the
both ends. The measurement will be recorded at the receiving station.
Neither the patch cord connector from the power source shall be removed nor the power
.. source switched off. .
Testing will be done from both ends and average will be calculated (for both 1310 nm and
1550 nm).
