CHAPTER I

PROBLEM AND ITS BACKGROUND

1.0 Introduction

Transaction Processing Systems (TPS) are computerized systems that


perform and record the daily routine transactions necessary to the conduct of the
business. These are basic systems that serve the operational level. Among the TPSs
is the computerized payroll system.

Not so long ago, all payrolls used to be calculated manually, without any
help from a computer. Professional accountants invested a lot of time and energy
into keeping track of all employee data, files and information, calculating monthly
salaries, hourly remunerations, bonuses, sick leaves, benefits, taxes, deductions and
so on. And they did this all by keeping numerous files filled with track records for
each and every person employed.

Nowadays, however, thing are far more simple than they used to be. Because
technology is always dedicated to making things easier and better, quite a wide
variety of computerized payroll systems is available to save us from this tedious
task. Now, instead of keeping dozens of files and spending endless hours
calculating, all they have to do is get a payroll software system and let it do all the
nasty work. [ALEXA2012]

A computerized payroll system includes payroll software and a timekeeping
system. Payroll software is designed to suit the size and complexity of the payroll.
It calculates wages and deductions according to the input information, reducing the
risk of errors. It also enables direct deposit and maintains payroll data for
recordkeeping purposes.

This study entitled “Computerized Payroll System for Global Academy of


Technology and Entrepreneurship, Inc.” focuses mainly on the design and
development of GATE payroll system that covers the timekeeping system,
computation of wages and generation of different reports such as payslips, payroll
summary, and other deductions which includes SSS, PAG-IBIG, PhilHealth and
TAX and other company’s related reports.

Global Academy of Technology and Entrepreneurship, Inc. formerly STI


College Santiago is a family corporation. GATE being owned by Cadiz family in
#8 Magsaysay Avenue Victory Norte, Santiago City and is led by the father
himself Mr. Elmer V. Cadiz, the school President. GATE so far has gone quite a
distance and still running towards the direction of progress, since it is the family's
vision is to grow and to grow in the service of quality education, the management
is on the process of expansion for a better and bigger education in the whole
region.

Currently, there are around 18 employees of the company classified as


regular and contractual. Employees include office staff, administration and faculty

personnel. There is only one (1) person in -charge in preparing the payroll, the
bookkeeper who served also as the payroll officer.

With the increasing number of GATE workforce due to the increasing


population of the institution, therefore it will continue to grow, and managing this
workforce while maintaining its integrity becomes increasingly complex and
tedious. Though the institution has implemented some improvement on their DTR,
it still encounters problem in its time keeping system. The bookkeeper still needs
to transfer the data to a MS Excel file manually before it is verified before the
preparation of pay slips which oftentimes prone to human errors. This process
often repeatedly which consumes much time. Although the daily time record is
updated regularly, five working days but most of time less than 1 day are allotted
only for the preparation of payroll which includes determining total working time
for the period, verifications, encoding of payroll related information, computation
and preparation of pay slips and generation of different payroll related reports.

With these common errors and difficulties recognized, the developers will
implement one important component of Human Resource Management System
(HRMS) – a computerized payroll system - which will improve its workforce
management. The computerized payroll system will cover a more efficient time
keeping, accurate computation and faster printing of pay slips, monitoring of
employees’ tardiness and absences, managing employees’ information, generation
of payroll-related reports and managing employees’ payroll-related records.

1.1 Statement of the Problem
How to design, develop and implement a Computerized Payroll
System for Global Academy of Technology and Entrepreneurship, Inc. that
will improve the current payroll system?
Specific Problems:
1. How to design, develop and implement a module that facilitates
timekeeping system of employees?
The payroll officer often encounters miscalculation of salary due to
erroneously type incorrect time-in and time-out of employee since the
current timekeeping system is separate biometrics system. Every payroll
cut-off it should be downloaded and manually encoded to excel.
2. How to design, develop and implement a module that will compute
employees’ payroll.
The payroll officer oftentimes miscalculate payroll due to the
unrecorded leave, overtime and absences.
3. How to design, develop and implement a module that will generate
payroll summary and pays lip?
In the current system, there is no generation of payslip. Employees are
signing only in the payroll summary which should not be for
confidentiality purposes.

1.2 Objectives of the Study


Generally, this study aims to design, develop and implement a
Computerized Payroll System for Global Academy of Technology and
Entrepreneurship, Inc. that will improve the current payroll system.
Specifically, this study aims to:

1. To design, develop and implement a module that facilitate timekeeping
system of employees.

The system is equipped with timekeeping system where employees


simply login and logout through their userID and password.

2. To design, develop and implement a module that will compute


employees’ payroll.
The system is equipped with a module that allows the user to
conveniently maintain employee payroll related information and other
parameters needed for the accurate computation of employee salary.

3. To design, develop and implement a module that will generate payroll


summary and pay slip.
The system is equipped with a module that programmatically
generates payroll summary and payslip by simply clicking a button.

1.3 Significance of the Study

The Computerized Payroll System will be a great help to the school for
faster, easier and more convenient way of generating the employee payroll. This
will lessen the effort of on the tedious processes while performs more accurate
process than the manual system. It will definitely help the faculty, staffs, and the
management as well.

1.3.2 To the Faculty and Staff

The proposed system will help the faculty and staff received their
salary every cut-off free from a lot of adjustments.

1.3.3 To the Developers

Through this study, the developers improved their critical thinking


skills, analysis and decision making. After hard time, effort, courage and
hard work, the developers gained additional knowledge in system analysis
and design. And moreover, the developers improved their skills, ability and
right attitude towards their chosen field of specialization.

1.4 Scope and Limitation


This project study is exclusively design and develops for the Payroll System
of Global Academy of Technology and Entrepreneurship, Inc. with the
following functionalities.

1.4.1 Maintenance Module


This module allows the user to programmatically add, edit, delete and
update information such as employee information, overtime, deduction, cash
advance, schedules, and cut-offs.

1.4.2 TAX, SSS, PhilHealth, PAG-IBIG Table


This module allows the user to update government mandated tables
such as TAX, SSS, Phil Health, PAG-IBIG.

1.4.3 Timekeeping Module
This module allows the users or employees to log-in and log-out to
monitor their daily time records.

1.4.4 Report Module


This module allows the user to programmatically generate payroll
related reports such as payroll summary, payslip and employee information
and employee list.

1.4.5 Limitations

The system is not capable of generating reports related to
government remittance due to the different existing system mandates
by each government agency.

1.4.5.2 Monitoring of employee leaves

The monitoring of employee leaves is limited to manual


monitoring due to the existing policy of the school in relation to leave
entitlements and credits.

1.4.5.3 Integration of the biometric timekeeping system

The available biometric timekeeping system cannot be


integrated due to the complex and highly technical design of the
biometrics device which limited the developers to figure out.

CHAPTER II
Review of Related Literature

2.0 Literature Review

The need of fast and accurate access of information especially in business


today, Information System has a great role to supports business transaction by
delivering business information effectively and efficiently. The system must be
able to supply information when it is needed. It must follow the changing
information needs of the business.

Information systems deal with the development, use and management of an


organization’s IT infrastructure. Information System is not merely an application
where data is gathered and transferred into information. It must include
connections to functions of the company and relevant external environment.
Failure in System occurs when there is no positive impact in business justifying the
effort spent on building or cannot be used to increase company results due to
unfavorable costs in maintaining the System that leads to a point where positive
effects are no compensations for the costs.

In this chapter, we’ll define Information System for further understanding.


To give background on Information System and other related topics.

2.1 Classes of Information System

2.1.0 Transaction Processing Systems (TPS)

TPS are computerized IS that were developed to process large amounts of
data for routine business transactions such as payroll and inventory. A TPS
eliminates the tedium of necessary operational transactions and reduces the time
once required to perform them manually although people must still input data to
computerized systems.
Transaction processing systems are boundary-spanning systems that permit
the organization to interact with external environments. Because managers look to
the data generated by the TPS for up-to-the-minute information about what is
happening in their companies, it is essential to the day-to-day operations of
business that these systems function smoothly and without interruption.

2.1.1Management Information Systems (MIS)

MIS do not replace transaction processing systems; rather, all MIS include
transaction processing. MIS are computerized information systems that work
because of the purposeful interaction between people and computers. By requiring
people, software(computer programs), and hardware (computers, printers etc) to
function in concert, management information systems support a broader spectrum
of organizational tasks than transaction processing systems, including decision
analysis and decision making. data. MIS output information that is used in decision
making. A MIS can also help unite some of the computerized information
functions of a business, although it does not exist as a singular structure anywhere
in the business. [KEND2003]

2.1.2 Office Automation System (OAS)

At the knowledge level of the organization are two classes of systems.


Office automation system (OAS) support data workers, who do not usually create
new knowledge but rather analyze information so as to transform data or
manipulate it in some way before sharing it with, or formally disseminating it
throughout, the organization and, sometimes, beyond. Familiar aspects of OAS
include word processing, spreadsheets, desktop publishing, electronic scheduling,
and communication through voice mail, email and video conferencing.

2.2Related Studies
2.2.1 Marissa L. Lasam (2015) researched for Payroll System of the Municipal
Office of Enrile. Her findings were the following: unsystematic handling and
generating of report, unsecured confidential information, overlapping job
/process, time consuming and many others. She recommended for the
computerization of the existing system since the company has an available
of computer unit, therefore the implementation will mean not high
expenditures.

2.2.2 Fredelyn (2015) proposed for Computerized Payroll System of Roxas


National High School. In her study, she found out that were lots of problems
encountered by the employees regarding the use of present manual system
such as wrong input of data records, data integrity, and inaccuracy of report,
show data processing, and time consuming and bulky of paper, upon
finishing her study.

2.2.3 Cheryll l. Lasala (2016) researched for Computerized Payroll System of the
national Conciliation and Mediation Board, Tuguegarao City. Through her
study, she found out the problems encountered by the employees, these were
the overlapping of jobs, updating is tedious job/process, inaccuracy of
report, show data processing, time consuming and many others. After
thorough analysis, she recommended for the computerization of
the system to lessen the workload of personnel involved in the system
and to provide for a more efficient and effective payroll system.

2.2.4 Based on the undergraduate study made on Cagayan De Oro City Hall
entitled "Cagayan De Oro City Hall Computerized Payroll System" stated
that is important that the system must be easily accessible, fast-tracked and
secure. (2015)

2.2.5 Based on the research study entitled computerized payroll system of
Department of Health (DOH) (20016) explains that a computerized payroll
system is a window based program which is specially designed to facilitate
and simplify the monthly preparation of general payroll and related reports.
Also that is must be flexible to provide option which allows the user to hold
additional fields for other compensations and deduction which was unique to
an office the company.
2.2.6 According to the book "System Documentation" (2015), states that “a
computerized payroll system must have the ability to update and maintain
employee information and to generate required outputs including pay
checks, reports to management and to the government.”

2.2.7 Based on the research study entitled "PAYROLL ERP SYSTEM" of


Advantos Systems (2015), explains that it is vital that a payroll system must
allow the user to set up an employee pay check record. It also emphasized
the use of separate salary record for each employee and the proper
maintenance of data on tax rates and exemptions.

2.2.8 Based on the system study entitled "INFONETICS PAYROLL


SYSTEM"(2015), emphasizes that a payroll system must be user-interactive
in all its processes (including maintenance of payroll records ad payroll
reports and checks printing). It also explains that the system must be capable
of maintaining accuracy of tax tables and deductions using a concrete
formula

The related studies presented equipped the proponents with knowledge that
the development of the information and payroll system of ALPS will enable its
administration to store unlimited data, keeping track of employees’ payroll details.
It can also automatically transfer all daily time records directly into the system,
which will store them instantly. It can even separate regular work hours from
overtime, and calculate the different remunerations according to set parameters.
Moreover, if human error sneaks in even with the most organized manual payroll
system, computerized payroll software will provide accurate calculations
regardless of the amount of data stored.

Furthermore, computerized payroll system saves time and money; it is very


easy to use and very practical especially nowadays that most of the businesses are
embracing information technology to further improve its services and
administration as well.

3.0 Introduction

A system development methodology can be any accepted approach to system


analyzing, designing, implementing and evaluating an information system
(KENDALL). It provides guidelines to follow for completing every activity in the
system development life cycle including specific models, tools, techniques and
system development life cycle (Satzinger).

To be able to come up with the proposed Computerized Payroll system Global


Academy of Technology and Entrepreneurship, Inc. the developers utilized System
Development Life Cycle (SDLC).

3.1 The System Development Life Cycle

System Development Life Cycle (SDLC) is more than simply organizing the
project into phases. The idea of an SDLC includes principles of management,
planning, organization, problem solving, coordination, control, division of labor,
scheduling and maintenance. As methodology, an SDLC provides the structure,
method, controls, and checklists needed to ensure successful development. The
SDLC includes the following:

3.1.0 Planning Phase

The primary objectives of the planning phase are to identify the scope of the new
system, ensure that the project is feasible, develop a schedule, allocate resources,
and budget for the remainder of the project. The following are the activities done
by the proponents during this phase.

 Group assignment done


 Search for a possible subject of the study/ company
 Produce the project schedule
 Construct the Gantt chart

3.1.1 Analysis Phase

The primary objective of the analysis phase is to understand and document the
business need and the processing requirement of the new system. Analysis is
essentially a discovery process. The keywords to drive the activities during
analysis are discovery and understanding. The activities done by the proponents in
this phase are:

 Interview with the people in charge in the operation


 Observe the process in the subject company
 Identify the different process in the current system
 Build prototypes for the identified requirements
 Priorities the requirements
 Generate and evaluate alternatives
 Review recommendation with management

The objective of the design phase is to design the solution system. High
level design consists of developing architectural structure for software programs,
databases, the user interface and the operating environment. Low level design
entails development the detailed algorithms and data structures that are required for
prolonged development. Design phase utilize input information obtained during
analysis phase. Design activities are closely interrelated and generally substantial
overlap. These activities done in design phase are:

 Design the user interfaces for each module of the system


 Design and integrate the database
 Prototype for design details
 Design and integrate the system controls

3.1.4 Implementation Phase

During the implementation phase, the final system is built, tested and installed. The
objective of this phase is not only to have a reliable, working information system
but also ensured that the users are all trained and that the business is benefiting. All
the prior activities come together during this phase culminate in operational
system. The following activities will make up the implementation phase:

 Construct software components


 Verify and test
 Develop prototype for tuning
 Convert data
 Train and document
 Install the system

3.1.5 Maintenance Phase

The objective of the support phase is to keep the system running productively
during the years following its initial installation. The activities during this phase
will fall into categories: (1) providing support to end user, and (2) maintaining and
enhancing the computer system.

System maintenance can also be classified into different types of the activities,
from simple program error corrections (also known as bug fixes) to comprehensive
enhancements and upgrades. Within the support phase, additional development
projects may occur.

3.2 Data Gathering procedures

3.2.0 Interview

An interview is a conversation between two people (the interviewer and


interviewee) where questions are asked by the interviewer to obtain information
from the interviewee.

An interview was done by the proponents on the 2 nd week of February, 2019 with
Ms. Maria Monina Cadiz, Payroll Master. For the guide questions are please
refer to attachment A

3.2.1 Research

Research is a methodical investigation into a subject in order to discover facts, to


establish or revise a theory or develop a plan of action based on the facts
discovered. (Microsoft Encarta Premium 2006)

Two types of research were utilized by the proponents to complete the study, the
library research and the internet research. The library research was conducted the
LPU-Batangas where they gathered necessary information from the books and
other unpublished theses for their references. On the other hand, to be able to look
for some subject matter that further augment the project documentation,
proponents made use of the in internet research.

3.3 Observation

Observation is careful watching and recording of something, like natural


phenomenon, as it happens and noting developments. (Microsoft Encarta Premium
2006)

The proponents spent 3 days at the subject company to personally observe
transactions/processes in time-keeping and payroll preparation.

3.3 Research Participants

The development this study is made possible through the valuable contributions
and support of the people in the person of Mrs. Merlinda Sajonia, Bookkeeper,
Mark Anthony Sanchez, and GATE management, to our adviser Engr. Marvin D.
Mayormente. Likewise, to the member of the panelists who shared their expertise
in order for the developers to fully realize the importance of this endeavor.

Computer hardware immediately depreciates as a hardware capability also


appreciates. As a rule, it is best acquire top of the line computer hardware
specification to implement this Computerized Payroll System for. It is also stressed
that the computer hardware is best quality to optimize the software to be installed.

Is a server side scripting language. That is used to develop Static websites


or Dynamic websites or web Applications. Php stands for Hypertext Pre-
processor, that earlier stood for personal home pages. PHP scripts can only be
interpreted on server that has PHP installed.

Integration Testing

A level of software testing where individual units are combined and tested as a
group. The purpose of this level of testing is expose faults in the interaction
between integrated units. Test drivers and text stubs are used to assist in

System Testing

System Testing is the testing of a complete and fully integrated software product.
Usually software is only one element of a larger computer based system.
Ultimately, software is interfaced with other software/hardware systems. System
Testing is actually a series of different tests whose sole purpose is to exercise the
full computer based system.

A computerized payroll system performs the same functions that manual methods
of payroll do. The

proponents upgraded the traditionary payroll of Global Academy of technology


and Entrepreneurship.

CONCLUSIONS

1. How accurate and reliable is the proposed system in terms of


computation.

It is concluded in this study that the proposed system and the manual
system is the same when it comes to accuracy or reports.

2. Will the proposed system able to simplify the current processes involved
in manual processes.

It is concluded that the proposed system is more simplify in terms of the


different process. The manual system has 5 processes while the proposed
has only 3 processes.

3. What feature can be used to minimize the cheating in time in and in time
out.

It is concluded that using barcode reader can be able to minimize cheating


in time in and time out.

The system has an essential role to the payroll because it has a capability to
automatically compute the total hours of work of every employee, deductions,
gross pay and net pay of the employee. The system can generate daily report of
employee’s attendance. The system can also print the outcome of the generated
report, payroll report and pay slip report. And the employee has a capability to
print and view their attendance record and pay slip record.
