Report on Recognized Training and Responsible Experience

1.0 INTRODUCTION

This report which presents my training and experience in the field of Civil Engineering, is submitted to

the Institution of Engineers, Sri Lanka, in fulfillment of the pre-requisite to the professional review to

be held on March/April 2018 for election of Corporate Members.

I entered Faculty of Engineering, University of Peradeniya, in June 2008 and followed four-year full-

time degree course in Engineering and obtained a Bachelor of the Science of Engineering degree with a

second-class Honors Lower division pass having specialized in the field of Civil Engineering in 17th

October 2014.

After graduation I got the appointment as a trainee Civil Engineer in Maga Engineering (Pvt). Ltd

. Since then I have been serving this Organization where I had the opportunity to delight my carrier path

involving in multi-disciplinary projects under the direct supervision of well qualified Engineers.

This report is concise account of recognized training and responsible experience that I have obtained

during my service as a Professional in Civil Engineering and how I attained competencies as a

Professional through my career progression.

3.0 RECOGNIZED TRAINING AND RESPONSIBLE EXPERIENCE

3.1 RECOGNIZED TRAINING BEFORE GRADUATION

3.1.1 Engineering Trainee –Road Development Authority

Duration: 03 Months (17.05.2010-06.08.2010)

This was my first exposure in Civil Engineering field. It provide me with great opportunity to develop

confidence and carrier path in Civil Engineering.

During this period, I was able to get knowledge and experience about

 Maintenance of Road structure.

o Patching of potholes.

o Resurfacing of Existing road.

o Shoulder Maintenance of Concrete road.

 Construction of Single Bitumen Surface Treatment.

 Construction of Box-culvert.

 Construction of random rubble masonry wall as retaining structure.

3.2 RECOGNIZED TRAINING AND EXPERIENCE AFTER GRADUATION

3.2.1 Site Engineer, Central Engineering Consultancy Bureau (CECB)

Duration: 14.5 Months (17-09-2012 to 30.11.2013)

Project: Re-construction of Northern Railway Line (Pallai-Kankesanthurai)

Client: Sri Lanka Railways

Contractor: IRCON International Limited

Consultant: Central Engineering Consultancy Bureau

Contract Value: USD 149.34 Million

Construction Period: 24 Months

I joined the Central Engineering Consultancy Bureau (CECB) as my first appointment. I was appointed

as a Site Engineer of the Re-construction of Northern Railway line.

The scope of the project was to newly construct Railway line and structures such as Station buildings,

Platforms, Culverts and Bridges, drainage and toe-walls.

Summary of project scope

Total Track Km: 63.07 km including all lines in crossing stations.

Culvert and Bridges: 13 Pre-cast box culvert, 59 cast-in-situ box culverts, 3 minor girder bridges, 1

Major bridge with two span.

Stations and platforms: 07 Crossing stations with station building and 12 halt station.

Level crossings: 76 Nos

Project description:

Primarily the alignment and design level were finalized, and the formation was cleared of all shrubs and

trees. Then clearing, grubbing and stripping was carried out along the right of way. Thereafter the

formation of 6.1 m top width was compacted over with 200 mm thick Aggregate Base Course (ABC) to

the specified standard and correct level. Then the initial ballast layer 100 mm thick was spread, levelled

and rolled with 8-10MT static roller. Thereafter the mono-block pre-stressed concrete sleepers placed

in line on the ballast with 650 mm center to center spacing and welded rail panels (3 rails of 13m length)

on the sleepers and fastened on to the sleepers with elastic rail clips and temporarily linked with fish-

plates. The mobile welding-plant moved on the Skeleton track and welded the rails to form Long Welded

Rail (LWR). Switch Expansion joint (SEJ), Glued joints, Turnouts and Level crossing were installed

wherever necessary. After completing the activity the service rains were loaded with ballast and the

ballast was released from the ballast wagons (BHO) on to the track. The Tie Tamping Machine (TTM)

were carried out the tamping operations. After the first tamping the service train unloaded ballast at

ballast deficient lengths of track and second Tamping was carried out. The Third and the final tamping

was carried out to the correct alignment and design level. Then de-stressing from the one end was carried

out till the end of the section to the entire length.

During the construction period I gained the experience in the following works.

 Conducting setting out work for the culverts, bridges and platforms and carry out cross-

sectional survey for the track work.

 Supervision of formation work and carry out field and laboratory testing.

Formation work consist of Earth filling and Aggregate Base Course (ABC). As instructed

Resident Engineer, I was jointly collect the samples of (Soil, ABC and track ballast) and send to

the laboratory at Pallai and carried out the testing as specified in the specification and project

procedure manual.

After getting the material approval Earth and ABC works were carried out as per the

specifiedstandard and required cross section. At the site, Field density test for each layer of earth

filling and ABC layer was carried out.

 Construction of box culverts and bridges.

Supervision work of, excavation and preparation of base for the culvert construction and

formwork, reinforcement and concrete work and also placement of pre-cast box culvers and its

construction.

 Construction of platform and station buildings.

Plat form wall was constructed as cast in-situ concrete base, wall and copping slab.

Supervision of formwork, reinforcement and concrete work. Back filling of platform and laying

was carried out as per the earth work required standard and laying paver blocks.

 Track work.

In Northern line track was constructed using Long Welded Rails (LWR) using 60kg 90UTS rails.

In LWR, rails were welded by Flash Butt welding either Almino-thermic welding. In LWR the

central part of which does not undergo any longitudinal movement due to temperature variations.

As per the Indian Railway standard LWR shall normally restricted as one block section (not

continue through station yards including points and crossings). Switch Expansion Joint (SEJ)

installed at each end of LWR to permit expansion/contraction of the adjoining breathing lengths

due to the temperature variation. LWR shall not be laid on curves sharper than 440 m radios.

I was carried out the works related to track work

 Supervision of welding work and testing of welded joint at site and laboratory and

checking profile grinding of joints as per the requirement.

 Checking track gauge and alignments of track.

 Supervision of de-stressing of LWR

 Supervision of other works

 Laying of level crossing

 Construction of sub soil drain

 Turfing of Embankment slopes and other slope protection work.

 Taking joint measurement for the works carried out and checking measurement sheets and

certifying.

3.2.2 Site Engineer, Central Engineering Consultancy Bureau (CECB)

Durations: 11 Months (01.01.2016 to 30.11.2016)

Project: Construction of District Secretariat Building Complex Colombo Stage (III) at Narahenpita

Client: Ministry of Home Affairs

Contractor: Sanken Construction (pvt) Ltd

Client: Central Engineering Consultancy Bureau (CECB)

Contract Value: 3487.019 Million SLR

After completion of Railway project I was transferred to this project.

The scope of the project was to construct balance structure work(above 5th floor to Roof top level) and

complete the building with all services provided as per the contract requirement and renovation work

and fixing services of floors which were constructed in Stage (I) and(II) of the project.

At the time of start the project, District secretariat office was functioning at the building which was

constructed and handed over to the client. Therefore we were strictly advised to follow all safety

measures.

During the project period I gained experience in construction of high rise buildings and services.

 I was appointed to supervise the all reinforcement work of Columns, Lift well wall, slabs, beams,

stair cases and other structures. This include chemical anchoring, lapping and binding, providing

different types of links as per the design requirement, rebar arrangement of façade wall, rebar

arrangement of structural wall and opening provided in wall for MEP service requirement was

checked.

 Checking of setting out works

 Quality control of other civil works

 Formwork of column, beam, lift wall, slab and staircases.

 Concrete work. Concrete was placed by using pump-car and stationary pump.

 Checking and approving bar schedule as per drawing and checking measurement sheet for

interim payment certificate.

 Supervision of provision of services before erect the form work and concrete such as

electrical,Mechanical, and plumbing.

 Block wall, finishes work, water proofing work.

3.2.3 Trainee Design Engineer, Central Engineering Consultancy Bureau (CECB)

Duration: 06 Months (01.03.2017 to 31.08.2017)

I was given an opportunity to familiarize British Standard, Hand books, and other books related to

construction and design practice. After reviewing the basic design concepts in the structural engineering,

I was entrusted to the design relevant to the Proposed Accommodation building for Minor staff at

Sugathadasa National Sports Authority. Under the guidance of Senior design Engineer. Structural

elements of slabs, beams, columns, staircases and roof had to be designed and calculations was produced

with drawings. The design are carried out using PROKON software also got familiarized.

3.3 RESPONSIBLE EXPERIENCE AFTER GRADUATION

3.3.1Civil Engineer, Central Engineering Consultancy Bureau (CECB)

Duration: 25 Months (01.12.2013 to 31.12.2015)

Project: Re-construction of Northern Railway Line (Pallai-Kankesanthurai)

The Railway line between in the stretch Pallai-Chavakacheri (355km-376km) is running parallel to A9

Road. Most of location is very close to Road (center to center distance 6-10m). A9 road was constructed

before the starting of Railway line project. At the timing of construction of A9 Road, they have

introduced many storm water outlet into the railway line, which there is no existing culvert in railway

line to drain out the collected water. As per the earlier request of RDA, some culverts was introduced,

and constructed by Railway contractor at the time of work is in progress in Pallai-Chavakachcheri.

When the earth work, ABC work was completed in the stretch, rainy season was started, more water

was stagnating between Railway line and A9 road. This Couse erosion of embankment slope of track

formation and bring eroded soil in to road and danger to drive on A9 road at rainy days.

My duties and responsibilities

o Prepare the Report on identify the location and requirement of proposed structure, and

getting approval. RDA also take their responsibility to solve the problem.

o Conducting survey and prepare design level sheet to construct Earth drain and concrete

drain and Toe-wall

o Ensure the quality of work carried out by Railway contractor

o Surveying and levelling

o Concrete work of toe-wall and drainage work.

o Construction of Hume-pipe culvert across the level crossing.

o Arrange RDA to complete their work and monitor to complete culvert constructions

without delaying the track linking activity.

o Prepare the report in (Pallai-Kankesanthurai) section where the Toe-wall and drainage

requirement.

 Provided10nosPrecast Hume-pipe culvert across the track, locations where the RDA has

provide drain outlet in to the track, and this was constructed by Road contractor without

disturbing the track linking activity is going in progress at the stretch.

 If there is no drain outlet, but water is stagnating in between track and road, due tolowest

point of road,Cast in-situ U-Drain was constructed to connect the newly constructed culvert

on track. This was carried out RDA.

 Where the locations, Track formation level was lower than A9 Road earth drain was

constructed to connect the closet culvert. This was carried out by Railway Contractor.

 Where the locations, Track formation level was higher than the A9 road and very close to

road (center to center 5-7m distance), Toe wall constructed with U drain to protect

embankment as well as drain out the water without stagnating on Road. This was carried out

by Railway contractor.

 Toe-wall was constructed beyond Jaffna, is running highly populated area, and both side of

the track roads are parallel and close to track.

Project: Re-construction of Northern Railway Line (Pallai-Kankesanthurai)

Surfacing of Level Crossings: - Scope of this work not included in the Main Contract. After completing

the track work, main contractor carried out surfacing of level crossing with ABC finish only. Track and

road are parallel and very close, unable to provide surfer running access to publics to cross the track

from road side. ABC finish surface was continuously disturbing and it course accidents also. Due to

this, informed the Client to solve the problem.

Client request us to prepare the Engineer’s estimate to carry out the surfacing of level crossing by

Concrete finishes either Asphalt concrete surface and each estimation cost not more than 10 million for

each section.Meeting was arranged by Team leader with Project director regarding selection of

surfacing.

Concreting of level crossing is take time and it want to be a time to allow traffic to public until getting

required strength. Finally decided to carry out the surfacing with Asphalt concrete. Client was appointed

SD&CC as a contractor to carry out the task.

My duties and responsibilities

 Measuring and preparing Bill of quantity as per the client request, total section was divide as 5

section to carry the work.

 Preparation of work program and monitor the work progress.

 Make arrangement to ensure health and safety on site during construction. Arrange traffic plan

to divert the traffic while work is in progress in level crossing.

 Quality controlling of Asphalt work

o Preparation of ABC top surface

o Prime coat, tack coat and Asphalt work

o Testing of Asphalt at laboratory

o Check and certifying Interim Payment Application.

Finally all the Level crossing was asphalted in Pallai-Kankesanthurai section.

3.3.2 Civil Engineer, Central Engineering Consultancy Bureau

Duration: 3 Months

Project: Construction of Boat-yard facilities at Karainagar –Package II

Slipway, Gabion wall and Dredging at Karainagar Boat yard Premises.

Client: Ministry of Fisheries and Aquatic Resources Development.

Contractor: RR Construction (pvt) Ltd

Consultant: Central Engineering Consultancy Bureau

Project Cost: 58 Million SLR

Duration: 3 Months

I was appointed as a Civil engineer for the project under the direct supervision of Resident Engineer.

The scope of the project was Construction of Slipway, Gabion wall and Dredging at Karainagar Boat

yard premises. Gabion wall was designed to construct (180m) along the coastal boundary of the existing

land ownership of CEY-NOR ltd.

Due to the construction difficulty and Durability of structure, the contractor propose to Pre-cast wall

segment instead of Gabion wall. After reviewing the design and specifications Client request to carry

out the work as Pre-cast Wall, within the earlier project cost estimated for the gabion wall construction.

Slipway also constructed as pre-cast panel and placed as per the design and specification.

My duties and Responsibility

 Conducting survey and leveling.

 Review the work program and monitor the progress.

 Ensure the quality of work

o Formwork and Concrete of pre-cast wall panel and slip-way panel and capping beam

o Testing of concrete cube and approval for placement of casted panel. Cube were tested 3

days, 7days and 28 days. After checking the 3 day strength allowed to lift the panels and

7 days strength allowed to place to place the panel.

o Checking and certifying Interim payment application.

At the final stage of project Client request to provide as access jetty, to enter boat operators to come into

the workshop area. Then as per the site conditions and the design requirement was finalize to provide 8

nos of column with individual footing and beam and slab was constructed over the compacted dredged

material filling. When back filling was carried out rear side of pre-cast wall difficult to compact with

vibratory roller, due to the sea water pressure. I discuss with RE and proposed, first layer of filling above

the water level, then do the ponding and compact using Poker vibrator (75 mm dia). It was good

compaction of filled material and balance work was completed within the time.

3.3.3Design Engineer, Central Engineering Consultancy Bureau

Duration: 6 Months

Project: Proposed accommodation building for minor staff at Sugathadasa National Sports

Authority.Accommodation Building was three storied building slab thickness is 125 mm. there is a one

staircase. Discuss with Architect and senior Design Engineers as per the client requirement the wall was

changed as 100mm, 150mm hollow and solid concrete wall as respectively. As per the changes the final

design was carried out for the structural members. Floor to floor height was 3200mm. The roof structure

is supporting on a stiffener column on third floor level rested on cantilever beam, as per the requirement

third floor beams was designed. Used PROKON software to carry out the design.

4.0 ATTAINING OF COMPETENCES THROUGH CARRIER PROGRESSION

4.1 Knowledge and understanding of engineering principles.

 In Northern railway track was constructed as long welded rails (LWR). LWR is a welded rails,

the central part which does not undergo any longitudinal movement due to temperature

variations. As Indian standard specification LWR is restricted as one block section not continue

through station yards and points and crossings. The rails are securely fastened to sleepers,

movement due to temperature variations is restricted (sleeper spacing 650mm c/c). Elastic rail

clips are fastened on sleeper,movement of sleepers was restricted by the fully ballasted track

with adequate shoulder.Indian railway have found by research that only 60m rails at the both

end of LWR is going to expand in Zone I( south Indian region). That was applied to Sri Lanka

also. This is calling as breathing length. Both end of LWR, providing Switch expansion joint

(SEJ) to permit expansion or contraction of adjoining breathing length due to temperature

variations.

LWR is not provided in following locations

 Curves are sharper than 440 m radius

 Through the Bridges track laying without Ballast deck.

 Through the points and crossings.

LWR may continue through reverse curve the radius not sharper than 875 m and for reverse

curve sharper than 1500mm radius, shoulder ballast 600 mm to be provide 100m either side from

the common tangent point of the curve.

 Curves are introduced on railway track to bypass obstacles and pass the rail line through

obligatory or desirable locations. Horizontal curves are provided when changing the track

direction and vertical curves are provided where the two gradients meet or meet the gradient

-meets level ground. To provide comfortable ride on a horizontal curve the level of the outer rail

is raised above the level of the inner rail. This is known as super elevation or cant. The cant is

varying as per the changing of radius of curve. The maximum cant is allowed in Sri Lanka

Railway is 140mm. Depend on the radius of the curve the speed of train is restricted.

 De-stressing of Rails to be carried out in long welded rail track before starting services. It should

be start from one end to other end in a one block section. In the section taken up to de-stressing,

the rail fittings (Elastic rail clips and elastic liner) shall be opened for the complete length. Rail

shall be lifted and placed on roller (25-40 mm dia) at every 15th sleeper location. Temperature

of the rail shall be recorded with dial type thermometer. At the time of de-stressing, temperature

should be the specified range. (Tm+5 to Tm+10) Tm is the mean rail temperature of the section.

The web of lifted rail shall be hammered with wooden mallets throughout the section. Thereafter

the fittings shall be re-fixed. Immediately on completion of de-stressing AT welding of welds

on either side to be done.

4.2 Practical application of engineering knowledge.

 While construction of platform work was in progress, I assigned to supervise the work. Daily

casting of concrete of 12 m raft and 12 m wall at a time. After concrete reach the site initial

slump was checked and allowed to carry out the work. When doing the wall concreting, sudden

slump loss were occurred at the time of wall casted up to half height , unable to do the wall

concreting further, checked the slump again and I request not to do the wall concrete further and

ask contractor to provide poker and shutter vibrator to wall. I discussed with material engineer

in the batching plant and allow them to carry out raft concrete. While raft concrete in progress

further slump loss occurred. I stopped the concrete and request contractor to finish the surface

and carry out green cut at the tip of the joint. After next day the wall formwork was removed.

Clean the reinforcement and chipped the joint and removed all loose particles and further

concreting was done. Previously casted concrete core cutting was done and tested.

 At the time of asphalt concrete of level crossing surfaces, sudden rain was occurred. I request

the contractor to carry out the compaction work immediately to already laid asphalt, stop further

laying of asphalt. Then contractor covered the balance asphalt in the tipper. After stop the rain,

earlier tack coated area was dried up using compressed air and tack coat repeated. Temperature

of asphalt were checked and further allowed to complete the work.

 I assigned to supervise the earthwork and ABC work in the railway line between (365-376 km).

While compaction of earth work, surface cracks was occurred due to high moisture of soil. I

request the contractor to scarify and keep the soil to dry and further carry out the work in the

section problem was occurred. Finally the compaction was done and tested as per the required

standard.

 Construction of district secretariat building complex stage (III) project, I assigned to supervise

the reinforcement work. At the time of completing stage II of the project at 5 th floor level,

reinforcement starter bars for further construction provided, not meet with the construction

drawings,

o Reduction of column size

o Wrong spacing

o In adequate lap length

o Corrosion of reinforcement.

Finally take the all detail of reinforcement and discuss with structural design engineer,

o Column size was increased up to 6th floor level as same below 5th floor.

o Chemical anchoring was done to keep proper spacing and where the

reinforcement with inadequate lap length.

o Cub-brushing off to remove corrosion and if more corrosion encountered at

bottom of reinforcement, chemical anchoring was done.

 4.3 Leadership and Management

At the final stage of railway project, last section of Maviddapurm-Kankesanthurai was under the

high security zone, limited no of labors and staff was allowed in the section. Client request to

complete the track work up to Kankesanthurai at end of the December 2014. That time limited

no of staff was in our supervisory team. At the time there was lots of major works to be complete

in Jaffna-Kankesanthurai section.

o ABC work Mavidapuram-Kankesanthurai

o Laying of track 6 km

o Platform construction of Kankesanthurai yard 920 m (including main and island

platform)

o Rail painting

o Back filling of platform and laying paver blocks.

o Fixing of Paver blocks in level crossing and surfacing.

In order to complete the work contractor planned the work for 24 hrs.with shifting of staffs and

labors. Our team was divided in two group with available staff and supervise the work according

to work plan proposed with maintain quality assurance. Finally all the major work were

completed within the time period and train service was inaugurated on 2nd January 2015. Balance

work was carried out later.

o Rail painting in yard area other than main line

o Laying paver blocks in platform

o Surfacing of levelcrossing.

 4.4 Communication and interpersonal skills

In Northern railway, there were no train service for past 25 years. Therefore people occupied the

railway land and station yards and so many obstruction in the right of way in the track. I was

appointed as first site engineer to the section. Team leader assigned me to carry out full survey

of track and collect all details of obstructions want to remove from the right of way. Then I

collected all detail of

o Trees and CEB,SLT post in the track

o Collect the detail of occupied people in Station Areas

o Unauthorized level crossings.

o Unauthorized buildings and structures

Then separate in each item and meet with responsible parties to remove such obstruction. Such

as State Timber Cooperation, Ceylon Electricity Board, Sri Lanka Telecom, Responsible area of

Local council and Divisional Secretariat to remove or relocate such obstruction in right of way.

Then arranged site visit with each parties to show the problem, they have been take action to

solve the problem before contractor start the construction work.

While work in progress, NWS&DB also ask us to carry out their work across the track to, provide

Hume-pipe for the future project plan. I went site visit and identify the locations, discuss with

them and monitor their work to complete early.

While working in railway I faced more problems due to unauthorized level crossings. There are

two unauthorized level crossing in Kodikamam and Mirusuvil station area. Due to extension of

platform, the level crossings want to be close. Public was protect and stopped construction work.

I immediately discuss with Resident engineer and arrange meeting with local council chairman

and, discuss with public to solve the issue. The decision was taken to close the two level

crossings and provide an access road to connect the closed road within the railway land parallel

to the track (400m length). Then informed the client to this matter and they have accepted our

decision.

With the help of the Project Director, we have conducting an awareness program for the schools

children about level crossings and its safety in our section.

 4.5 Professional conduct

I attend public lectures, CPD courses, training program, and workshop organized by IESL and

other organizations.

When working in Railway project organized and participated presentation among CECB and

IRCON staff, to share knowledge and get more experience through it. While working in the site

follow up all safety measures to avoid accident and inconvenience to public and other

organizations.
