Introduction

The image of Philippine National Police has been spoiled by some men. An example of
which was reported a policeman were charged over their alleged involvement in an attempt to kill
a drug addict. The police officer facing current issue about war on drugs, extra judicial killing,
violation of human rights, extorsion and abuse of authority and power. Extra judicial killing is a
process of killing without due process which is an illegal procedure and above the law. Extrajudicial
Punishments is unlawful by the nature, because they break the process of legal jurisdiction in which
they occur and because of that Human rights was attacking and threatening our president Duterte.
According to Atty. Jacqueline Ann de Guia (2019), spokesperson of CHR, on the SWS survey
reflecting majority sentiment of the police being involved in illegal drug trade, planting evidence
and extra judicial killings. When Rodrigo Duterte became the president of the Philippines last June
2016, extrajudicial killing became noisy. A thousand of people were victims on war on drugs which
is our president’s number one campaign.

In every 10 Filipinos, 7 are worried that they themselves or someone they know will
become a victim of an extrajudicial killing (EJK), the Social Weather Stations (SWS) found in their
second quarter survey. From June 23 to 26, 2017, the research group asked 1,200 Filipinos: "Gaano
po kayo nangangamba na o sino mga kilala ninyo ay naging biktima ng [EJK] (How worried are
you that you or anyone you know will be a victim of EJK)?" Extra Judicial Killing have been one
of the main concerns of Commission of Human Rights in the Philippines due to increasing numbers
of victims that were reported. One of the well-known victims is Kian Delos Santos according to
the police who arrested the teenager, Kian resisted the arrest prompting them to fire back at him
and the police also mentioned that they recovered a two sachet of shabu and a 45 pistol. According
to Alfred Dalizon (2017), the police that arrested Kian was found guilty and was sentenced to
reclusion perpetua or imprisonment from 20 to 40 years without eligibility of parole this goes to
show that EJK is occurring in this generation.

To understand the perception of victim family members and make the public understand
about Extra Judicial killing and the researchers also to know the different experiences or journey
that the family of the victims goes through and how they cope up with it.

The purpose of this study is to contribute or shed a light on the said social issue and gives
voice to the family’s victim. Also, this study may serve awareness and increasing the knowledge
to the reader’s about EJK.
