Regional Consultative Meeting for Northern Luzon on Legal Education

Issues:

1. Based on statistics historical data, there’s always a gap big disparity in


terms of the passing percentage and the production of topnotches’ as well
between Manila and Provincial Law schools. (Humbly raised by the
group…..Upang Law).

2. The necessity of Student Council in law schools. (Raised by other schools)

3. Qualifications of College of Law secretary. (Raised by other schools)

Proposals:

1. Tried and Tested Strategies

a. Mooting

- Culture and/or values among ALL faculty and law students among
themselves from 1st year to 4th year. (i.e. Provide mutual support such as
sharing of law materials, proper orientation/motivation, tutorial etc.
among the students and provide support for tutorial and orientation from
higher down to lower batch).
- Harmonious relations hip among students and faculty, professors and
administration. (i.e. Addressing problems Raising concerns and
deficiencies and recommend to immediately find solutions to address it
the same).
- Interactions to with other Universities in order to incorporate their
methods and system for improving the Legal Education. (i.e. The
students of University of San Carlos travel going to San Beda to attend
special class and/or San Beda professors are the one who travel to USC
to conduct special lectures).
b. Immersion and Legal Clinic
- Engaging regular 4th Year Law students in the actual practice of law as
provided under RULE 138-A - Law Student Practice Rule

c. Support of the University and/or Alumni


- Provides for resources. (i.e. Monetary, Financial, hotel accommodations,
books and review materials physical, emotional, mental and spiritual
support).
- Motivating bar candidates in their review (i.e. having Bar-ops, emotional,
mental and/or spiritual factors) such as coaching and mentoring them
students and especially bar candidates to guide in their review.

d. Compensation

- Remuneration in other law schools are is higher. It serves as a


motivational factor to exert their best effort in teaching.

2. Student Council

- Works for extra-curricular activities


- Improvement of study room facilities/environment i.e. lights, air-
condition
- Serves as the connecting body to facilitate and receive support from the
Association of Law Schools of the Philippines (ALSP), IBP, and other
organizations.

3. Qualifications of College of Law Secretary

- He/she must be a lawyer or at least a LLB College graduate. LLB


Graduate is an advantage
- Good interactions and communication skills
