During his address, Dr. S. S. Mantha affirmed that the future directions and policies for Polytechnic

country's development, the present status of Polytechnic education which plays major role in
2012-2013 industrial and economic development should be analyzed and more improvement should be brought
in its deployment. The policy should be such that it should fulfill the future demands of industry. He
also expressed that combined efforts of the Central and State government should empower the youth
with education.

Hon'ble Shri Kapil Sibal made it clear that he came with the intention to listen to the views of all stakeholders rather than addressing
the audience. He stated that every one out of six Polytechnics in India is located in Maharashtra. With the changing technology, the

demand for qualified personnel is also changing. He also said that the demand for technicians and supervisory level personnel is
increasing but there is limited supply. The major reason is that diploma students are opting for higher education rather than joining
industry. To avert this problem he suggested there should be a radical change in the curriculum in collaboration with industries
depending on the demand curve in market, making training cost effective with the help of grants received from Central and State
Governments, and faculty should be encouraged to acquire higher qualifications. He appreciated the idea of creating "District
Instrumentation Center". He also mentioned that all Grampanchayats will be connected through OFC network in coming two and half
years which will open doors to the knowledge network between urban and rural regions.
Second session was for 'Open House Discussions' focused on the views of
States, Industry and private stakeholders and was chaired by Hon'ble Shri Kapil
Sibal. Shri K. Venkataramanan, CEO, L & T, Mumbai put forth a proposal of
collaborative framework between employer industries and Polytechnic institutes.
He named the scheme as "HUB & SPOKE" wherein leading Polytechnics will
collaborate with leading industries, with State and Central government agencies
and industry associations playing supportive role. This concept will improve
employability of Polytechnic students, reducing retraining costs of workforce,
improved infrastructure and teaching quality of Polytechnic institutes. Shri G. S.

opined that there should be shifting of focus from higher education employment to

Dr. S. K. Mahajan in his presentation said that collaborative education in alliance with industry in areas like revamping the
curriculum, teachers training, curriculum delivery, collaborative projects etc. can surely bring about drastic reduction in challenges. Shri
Vivek B. Kamath, Director, Technical Education, Goa, said that the challenges faced by Goa are also similar in nature. In order to avert
them, State is running some quality programs such as Cyberage scheme, Goa scholar scheme, interest free loan scheme for students,
participation in seminar/conferences, Laptop scheme, QIP & study leave for faculty, and MOU with IIT Mumbai, CII (Goa), GCCI &
GSIA.
Shri. P. Kavimani, Commissioner, Deptt. of Technical Education, Tamilnadu suggested a formula that for one lakh population there
should be one Polytechnic. Counseling of parents is essential so as to divert diploma students for jobs. Shri UVSN Murthy, Jt. Director,
Technical Education, Andhra Pradesh narrated few initiatives like Skill Development Centers for faculty, Industry Institution Interface
through adoption of Polytechnic by nearby industries, implementation of Rajiv Yuva Kiranalu Apprenticeship Training etc. for
increasing employability of Polytechnic students. Shri H. U. Talwar, Director, Technical Education, Karnataka explained how industry
interaction is enhanced by establishing eight centers of competency in automation technology by BOSCH Group in Engineering
Colleges / Polytechnics. This has resulted in upgrading the skills of 80 teachers and continuous training of industry ready students.
Shri Z. H. Bhandari said that setting up and extensive usage of "Language Lab" can help in improving English speaking ability of
students. Also in - plant training should be made compulsory during summer vacation in nearby industries. Fresh recruit faculty should
be given induction training. Shri H. L. Sanghavi strongly suggested major changes in Education Policy. Mr. Firdose Vandrevala,
Member, Governing Council, MSBTE brought in spotlight the construction sector whose requirements are unique and having good
demographic dividend.
Hon'ble Shri Kapil Sibal in his concluding remarks highlighted that extensive
efforts will be undertaken to encourage Polytechnics through soft loans for
education, bridge courses to be drafted and affiliated to AICTE, changing the
curriculum in accordance with the industry demands, extensive use of language
labs. Introduction of Grade Point Assessment (GPA) system should be considered
for Polytechnic curricula and more practical orientation should be given to
curriculum. He also suggested that the faculty training should be organized in
association with industry. He requested organizers to give a thought to the
suggestions offered and after reaching consensus a National Policy for Technical
Education can be drafted.

As a preparation in this direction, MSBTE has


conducted meetings of Training & Placement Officers of
various Polytechnics in each region. First meeting in this
regard was held at Mumbai on 16th April 2012 where 59
TPOs were present, the next meeting on 18th April 2012 in
Aurangabad region attracted 80 TPOs. Subsequently, a
meeting was held in Pune region on 20th April 2012 where 83
TPOs participated and also at Nagpur on 21st April 2012
