NARRATIVE

PROBABLE CAUSE:
On Monday 6-17-19 at approximately 2245 hrs KDPS began investigating a possible homicide at Verburg Park located at 800 E Paterson St
which is in the City of Kalamazoo / County of Kalamazoo / State of Michigan. The investigation showed Ineza McClinton killed herself and
murdered her 2 children Faith and Angel McClinton by driving the occupied vehicle into the river. At the time of the report, Ineza and one of the
children`s bodies have been recovered. During the investigation, Terrance McClinton interfered and resisted / obstructed officers. Terrance is
currently lodged at KCSD Jail.

OFFICER ACTIONS:
At approximately 2245 hrs, I was en route to on an unrelated call. As I was leaving KDPS station 3 located at 1005 Gull Rd, a dark colored
Dodge SUV entered the lot from the Riverview entrance. I exited my vehicle as the driver, later identified as Terrance McClinton, exited the
driver seat.

INTERVIEW WITH TERRANCE ARTHUR MCCLINTON:


Terrance appeared to be out a breath and frantic. He said his nieces were lost. He said he had one of the them on the phone but could not tell
where they were at. He handed me the phone and asked me if I could tell him where they were at. He began saying the girls were young and
maybe 8 or 9 years old. While on the phone, Terrance was interjecting they told him that they were on Riverview Dr near some trucks.

I began speaking with a juvenile female on the phone. She was upset and I could hear her crying. Based on her emotional state and connection of
the phone, it was difficult to hear what she was saying. She told me she saw a sign that said, "K ZOO." I asked if she saw any other buildings in
the area and she stated she did not. I told Terrance it was difficult to understand what she was saying. Terrance took the phone. I informed him
there was a business on E Michigan Ave with a sign that says KZOO (K-zoo Makers, 1102 E Michigan Ave.) I told him where it was at and he
said he was going to follow me.

Terrance left the parking lot and began traveling in front of me south on Riverview Dr. He was traveling at a high rate of speed. He did not turn
onto E Michigan Ave. He continued inbound underneath the viaduct. I proceeded to K-zoo makers. I entered the parking lot and did not see
anyone. I walked the perimeter of the building and did not see anyone.

At this point, I did not have any contact information for Terrance as he did not follow me. I began looking up additional business with a sign that
stated KZOO. At approximately 2254 hrs, dispatch advised the female juveniles had been located and were at the Walgreens located at 918
Riverview Dr.

CONTACT AT WALGREENS:
KDPS made contact at the Walgreens located at 918 Riverview Dr. The juvenile females were in the backseat of a Tan Buick Enclave being
driven by Valencia Scott with passenger Kristin Kerner. Terrance was already on scene, as well. Terrance said the females would not give him the

children, which he understood, until the police arrived.

CONTACT WITH JUVENILES TAMIYAH DILLARD AND TIARA MCCLINTON:


Tamiyah was the older of the 2 juveniles and provided statements. She said Tiara and she were with their grandma (Ineza McClinton) somewhere
by the river. Ineza told the 2 of them to get out of the car and gave them her (Ineza) cell phone. I asked if they knew where Ineza currently was.
One of them said by the river and the other said by the water. I asked if they knew how long they were walking around for. They did not know.

INTERVIEW WITH WITNESS KRISTIN JEAN KERNER:


Kerner was the passenger in the vehicle. Kerner said they were driving near Walbridge and E Paterson St. She said they saw the females at the
corner and were concerned for them. She said they were crying and wanted to make sure they were ok. She said they were on the phone with
Terrance when they spoke to them. She said they wanted to meet Terrance at the Walgreens and make sure he was actually their uncle before
turning them over.

I added Kerner into ILEADS with a telephone number she provided.

CONTACT WITH PARENT TIMASHA BERNICE MCCLINTON:


The juveniles still had Ineza`s phone. I asked if Tamiyah could call her mom who she identified as Timasha McClinton. She called her and
handed me the phone.

I asked Timasha if she knew what was going on. She stated she did not. I updated her with the information I had at the time. I informed her that
her mother (Ineza) had kicked the kids out of the car. I asked if she had any contact information for Ineza. She said Ineza currently lives in Grand
Rapids and I was currently talking to her on her (Ineza) phone. Timasha identified juvenile Tamiyah Dillard as her daughter. She said the other
juvenile was Tiara McClinton. She said that was her niece and her mothers name is Tishyron McClinton. She had no contact information for
Tishyron.

Timasha stated she currently resides in Atlanta, Georgia. Tamiyah stays with Ineza during the summer. She identified Terrance as her brother.
She said her daughter Tamiyah was in the custody of Ineza. Further, that her niece Tiara was supposed to be with Ineza, as well. I asked how they
got in Kalamazoo if Ineza lives in Grand Rapids. She said she spoke to Ineza around 1900-2000 hrs. She told her that she was at Terrance`s
residence of She said her (Timasha) grandmother also resides there. She identified her as Bernice Carter. She recently
spoke to Carter who was en route to the Walgreens to take custody of Tamiyah and Tiara. I asked if she has since spoken with her mother, Ineza.
She stated she has not. She could not call her because Tamiyah had the cell phone.

At this point, PSO Pittelkow received information from Tamiyah that Ineza drove her vehicle into the river.

CONTACT WITH BERNICE CARTER:


Bernice Carter arrived at the Walgreens. I asked if she knew where Ineza was. She said she did not know. They were informed that one of the
kids was alleging Ineza drove the vehicle into the river. I asked what Ineza was doing in Kalamazoo if she lived in Grand Rapids. She said she
was there visiting. I asked when she last saw Ineza and the kids. She said it was a couple hours ago and it was still light out. Ineza told her that
she was headed back to Grand Rapids. I asked if she has any mental health issues. She said takes medication for schizophrenia, bipolar, and
anxiety. I again asked what time she thought Ineza left her house. She said she believed it to be approximately 1700 hrs. She said she left her
house with Tamiyah, Tiara, and her own 2 kids (Faith and Angel.)

VERBURG PARK:
Based on the kids being located near E Paterson St and Walbridge St, I believed they were possibly at Verburg Park near the boat ramp. We asked
Terrance if he could follow us to Verburg Park to see if the juveniles could point out where Ineza was last seen. Terrance said he would, however
drove outbound Gull Rd. Officers had to stop him and he followed us to station 3. Officers eventually drove Bernice and the 2 juveniles to
Verburg Park while Terrance left on his own.

SUMMARY:
On June 17, 2019 I responded to 800 E Paterson regarding a vehicle that has driven into the river. The vehicle was located submerged in the water.
I assisted with scene assignments and later with the arrest of Terrance McClinton for resisting/obstructing.

ARRIVAL:
Upon arriving at Verberg Park, officers were checking the immediate area around the boat launch. Once rescue 6 and Squad 6 arrived, the rescue
boat was utilized to check further away from shore. Once officers confirmed there was a vehicle submerged in the water, the area was secured with
police tape and officers were standing by the perimeter points making sure subjects did not enter into the crime scene.

SCENE:
While on scene I had walked over to the northern police line where Terrance McClinton was acting irate and at times appeared that he was going
to bust through the police line. I saw on several occasions officers telling McClinton that he was not to cross the police line. Additionally at one
point Rio Snell was standing outside the police tape trying to talk McClinton not to try to cross the tape into the secured scene.

Eventually more family members arrived at Verberg Park and McClinton decided to push past officers and the police line tape. McClinton initially
fell as he ran under the police tape but got back up. As he continued to run toward the boat launch I began to run toward McClinton to cut him off
before he could get past. As McClinton was running toward the boat launch well past the DO NOT CROSS POLICE TAPE, he fell on the uneven
ground. Once McClinton fell I was able to get to his location while he was still on the ground and hold him down on the ground while other
officers assisted. Eventually McClinton was secured in handcuffs.

Shortly after this arrest was made I cleared the scene.

INFORMATION:
On 06/18/19 at approx 1230am I was called into work reference this case. Upon arrival Det. Stolsonburg and I went to to speak
to family/witnesses. Only Bernice Carter and the two young girls who witnessed this crime were at the house. Terrence McClinton had reportedly
left to go to the scene at Verburg Park. Det. Stolsonburg spoke to Bernice Carter in the kitchen while I spoke to 7yoa Tamiyah Dillard who was
awake and on the living room couch watching TV. The other little girl, Tiara McClinton, was also on the couch but clearly asleep.

INTERVIEW WITNESS (TAMIYAH DILLARD):


I conducted a forensic interview with Tamiyah Dillard. Tamiyah was calm and able to answer questions appropriately but she started to tear up
when talking about how her "nana" Ineza drove into the "ocean" with Faith and Angel in the car. Below is a summary of the interview:

Tamiyah said that she lives in Georgia but last night she and Tiara McClinton spent the night with Ineza McClinton, whom she referred to as her
"nana" or "granny". The only other people who were at Ineza`s house last night with them were Ineza`s two daughters, Angel and Faith. Tamiyah
was unable to say where Ineza`s house is but it is in Michigan. This morning when they woke up Ineza took them to the zoo; she was unable to
say which zoo. Afterward Ineza packed up Tamiyah`s suitcase and put it in the trunk and drove them to her other grandma Bernice Carter`s house
but Bernice was at the laundromat although she later came home. Tamiyah was unable to say why Ineza didn`t leave her and Tiara at Bernice`s
house. Instead Ineza took all four kids and started driving down the street. Then she told Tamiyah and Tiara to get out of the car and drove the
car, with herself and the twins in it, into the "ocean".

When asked how Ineza was feeling before she drove into the ocean, Tamiyah said Ineza was mad. When asked what Ineza was doing or saying
that made her think she was mad she said she didn`t know. She said Ineza kept saying "I`m sorry. I`m sorry." They kept asking her what she was
sorry for but she just kept saying "I`m sorry". When she made Tamiyah and Tiara get out of the car she told them to take the cell phone and walk
down the street. As they were walking away they saw her drive the car, with Angel and Faith still inside, into the "ocean". She said Ineza was
driving, Angel was in the front passenger seat and Faith was in the backseat. Tamiyah and Tiara had been in the backseat with Faith before Ineza
made them get out. Tamiyah said no one had seatbelts on. When asked if Angel and Faith were awake or asleep or something else right before
Ineza drove them into the water, Tamiyah said Angel and Faith were awake and they were yelling. When asked what they were yelling, she said
"they were yelling my name". When asked if Ineza had given any of them any medicine that day she said no. When asked if she thinks Ineza
drove them into the "ocean" on accident or on purpose or something else, Tamiyah was adamant that "she did it on purpose".

ADDITIONAL:
While at the scene later, I spoke on the phone with CPS worker Suzanne Madsen and requested that she confirm and other children of Ineza so
that we could make sure they were safe and accounted for. Madsen advised there was a possible 14yoa son, Xzavion Dillard , residing
at . I had an ops unit do a welfare check at that address and Xzavion was confirmed safe.

SUMMARY:
On 6/18/2019 I responded to Verburg Park with Squad 6 for a report of an occupied vehicle that may have driven into the water. The vehicle was
later located in the middle of the river near the boat launch. I assisted with recovering 2 bodies that were located near the vehicle.

INFORMATION:
I was working my assigned shift, and was assigned to Squad 6. We were dispatched with Rescue 6 to Verburg Park to assist in attempting to locate
a vehicle that may have driven into the Kalamazoo River.

INFORMATION / OFFICER ACTIONS:


LT Skibbe and members of Squad 6 were able to locate the vehicle in the river with the use of a boat. They also located the bodies of 2 females
near the submerged vehicle. I was assigned to wait on shore to assist in recovering the bodies.

LT Skibbe and members of Squad 6 transported the bodies to shore using the boat. When they neared shore, I, along with PSOs Spieldenner and
Vorick wrapped the bodies in sheets and pulled them up to shore. The bodies were placed on a tarp near the boat launch and covered with sheets. I
did not notice any obvious signs of trauma on either body.

DVR:
No recording devices were activated.

I had no further involvement in this case.

On 6/18/2019 at approximately 0029hrs I was dispatched to 800 E Paterson St (VERBURG PARK) to assist with scene security on a homicide. I
maintained a perimeter point on Ray St North of Gull Rd until I was relieved by a day shift officer. I was on the east side of the river with the only
purpose of preventing persons from attempting to place a watercraft into the water.

SUMMARY:
On 6-17-2019, around 2245 hrs, I assisted PSO Perez who had contact with Terrance McClinton regarding his two nieces missing in the area.
Terrance stated that his nieces, to include 9-year-old Tamiyah Dillard, advised that they were with Ineza Marie McClinton prior to calling Terrance
McClinton to be picked up. Terrance confirmed the same that Ineza McClinton had Tamiyah Dillard, his other niece, and his two sisters Angel
and Faith with her when they left his home at this evening around 2000 or 2100 hrs. According to Tamiyah Dillard she
contacted Terrance after Ineza handed her cell phone over to her and Tamiyah watched as Ineza McClinton drove her 2000 black Chevy Impala
into the Kalamazoo River at Verburg Park Boat Access with her two children Angel and Faith McClinton inside the car.

After receiving this information and going to the scene, Squad-6 and Rescue-6 were deployed with their boat to assist in checking the river.
Shortly thereafter Ineza McClinton and one of the children were located in the water. CID and ME were contacted regarding this investigation.
The perimeter and scene were secured upon discovery and lab techs responded on scene for scene processing. I assisted in the capacity of
attempting to locate mother outside of Verburg Park, having Grand Rapids Police Department, along with KDPS Officers check known addresses.
I had brief contact and interview with Bernice Carter, Terrance McClinton, and Tamiyah Dillard.

INITIAL INVESTIGATION:
PSO Perez notified Dispatch that he had a walk-up to Station-3. Terrance McClinton was making contact with him regarding his nieces being lost
in the area, a 9-year-old and a 7-year-old, and needed assistance in locating them. The children were on the phone with Terrance McClinton trying
to give him a visual observation of the specific area they were in. As myself and PSO Perez combined our efforts to drive through the area in
hopes of locating them, Good Samaritans located them and brought them to Walgreens coordinating with Terrance McClinton with that location. I
arrived first making contact with parties present, along with PSO Pittelkow and PSO Perez. At Walgreens I spoke with Terrance McClinton
regarding this incident.

CONTACT WITH TERRANCE MCCLINTON:


Terrance McClinton advised that he is the uncle to 9-year-old Tamiyah Dillard and the 7-year-old in the vehicle with Tamiyah today. He advised
that their mothers are currently out of town. He and his mother were watching the children. His nieces and his two sisters, Angel and Faith
McClinton, were with his mother, Ineza McClinton, who he was unable to get a hold of and was not sure why his two nieces were no longer with
her. Initially as PSOs were making contact with the children, they advised me that they were having difficulty communicating with them as they
were hesitant to say what was going on or what they were doing prior to calling Terrance for being picked up and located.

I advised Terrance that obviously being the uncle and him alleging that one of the mothers was currently in town, specifically at Gull Road, that I
would like her, the mother of one of the nieces, to respond to the scene to take charge of the children. There was hesitation at first in contacting
her by phone. He did not want to speak further about picking her up. I advised him that I would standby on scene until he brought mother down.
In an upset state, Terrance left the scene, driving away in his blue SUV up Gull Rd. Shortly after he arrived with Bernice Carter who assisted us in
this investigation and who is the grandmother to the nieces present and Terrance.

On scene with the children still, PSO Pittelkow was able to obtain information from the 9-year-old Tamiyah Dillard that Ineza McClinton handed
her her phone that they were currently using to her prior to "driving into the ocean". We determined that that could possibly be in reference to the
location where they were found, being that of the area of Walbridge and Paterson and Verburg Park that has a boat access to it within the park and
only close body of water to where they were found. PSO Pittelkow advised she was able to clarify that she stated that the dark colored sedan
driven by Ineza was occupied with Ineza`s two children and herself and that they drove into the water after handing her cell phone over Tamiyah
Dillard today.

PSO Jones and I went to that location, as units attempted to do further background. PSO Jones and I began to check Verburg Park. At initial
glance we did not locate anything out of the ordinary or suspicious in nature initially.

As the investigation progressed and officers continued their check of the area, I returned to Station-3 where Bernice Carter and the two nieces were
currently staying with PSO O`Strander to assist in this investigation. For further verification I had Tamiyah Dillard with Bernice Carter
transported to this scene to have Tamiyah walk us through where and how this progressed. She advised on scene, that they were near the boat
access, Tamiyah was handed the phone of Ineza McClinton, and it was currently dialed up for and currently calling Terrance McClinton. She told
her to walk up the drag and then drove the vehicle with her two twins still inside the vehicle into the water.

From that information and me speaking with her at Station-3 again about the incident, Squad-6 and Rescue-6 were deployed with the Station boat
to assist in our investigatio. The waterway conditions were stable but murky from our standpoint and did not aide us in observing from the
shoreline the possible vehicle or victims in question.

RECOVERY EFFORTS:
Sgt Skibbe and Station-6 personnel arrived on scene and deployed the boat into the water. In doing so, within minutes they were able to locate the
vehicle in question, five to six feet below the water line and two floating persons in the waterway, that we believed to be Ineza McClinton and one
of her daughters. Scene command being that of Sgt Bentley took over assigning myself to outside efforts in locating mom and family, as well as
Sgt Stuglik to handle the scene and river itself.

In my efforts I took care of eliminating any potential locations or addresses where Ineza McClinton and the children could be. I reached out to
KDPS personnel for the address shown in I/LEADS of . PSO Radenovic went to that location and verified through the occupants there
that the female we were looking for does not live at the residence nor has she to their knowledge.

Her current known address in Grand Rapids was checked by Grand Rapids Officers. Due to the nature of the investigation and after receiving no
answer within the home, an emergency entry was made into the residence locating no other persons inside. This aided us in eliminating any
potential known locations where Ineza McClinton may be if we were not able to identify her as one of the persons recovered in the water.

I further assigned PSO Pittelkow to CPS contact regarding their involvement in this investigation and any other information of children at or
around the age of the twins found in the waterway and to assure there were no other persons we were looking for in the vehicle. Thirdly, I
assigned perimeter units to block off access points to the waterway both within the park`s property and outside exterior access along roadways
surround it.

ASSIGNMENTS:
PSO Pittelkow was assigned to interview persons involved, as well as entry security of the park itself.

PSO Morgan was assigned to Terrance McClinton upon initial investigation, as well as throughout the night when he attempted to come to the

scene to observe what was occurring. Terrance McClinton was making repeated attempts to come to the scene and/or was all over the place
emotionally between cooperativeness and non-cooperativeness throughout this investigation.

PSO Perez was mobile perimeter at main entranceway, along with prime officer of initial statements for this investigation and contact.

PSOs Pena, Hutson, and Jones were assigned to the exterior perimeter at the Gull Rd and Ray St access, the main drag between Ampersee and the
Gull Road access to Verburg Park. PSO Jones was also assigned to the interior entranceway to the park to monitor the trail access.

CONTINUATION WITH TERRANCE MCCLINTON:


Terrance McClinton responded back to Station-3 on my attempts to gain further information from Tamiyah Dillard regarding the validity to her
statements. When Terrance arrived he was semi-emotional and when informed that we were clearly looking for her in trying to recover a missing
person, he was very reluctant to assist in the investigation further advising he had provided us with enough information, again confirming around
the hours of 2000 and 2100 hrs, what he described as "just before the sun went down", Ineza McClinton had his two sisters, Angel and Faith
McClinton, and his two nieces with her. They left his home on Trimble to head to an address on Gull Road where his alleged other sister and/or
Bernice Clark stays at. He stated after which he received a phone call from his niece, Tamiyah Dillard, to pick her up. He did not know where his
mother was, having learned the information from Bernice and alleged allegations that he believed that she may be in Verburg Park, became
emotional. I advised him that it was best to wait out of the area and that we would reach out to him when the investigation warranted such.

EVIDENCE COLLECTION:
I was able to retrieve the phone belonging to Ineza McClinton for CID collection and evidence processing regarding this investigation. McClinton
provided me with the security code, as well as the phone number to the phone which was passed over to CID personnel.

CPS:
CPS was contacted by PSO Pittelkow regarding this investigation and they were planning to reach out at earliest convenience regarding this issue.

SUSPECT BACKGROUND:
Ineza Marie McClinton had some mental difficulties according to Terrance McClinton and Bernice Carter, her mother, this evening. Both advised
that possible undiagnosed bipolar tendencies and she currently had a lot of anxiety which made her emotions very erratic. Terrance advised that
there were possibly some suicidal tendencies and officers did learn on scene that there were possible attempts to harm herself and others in recent
weeks.

possibly in an intoxicated state, began to become a difficult combination leading him to run through caution tape towards the scene to see his
mother. He would ultimately be taken down by PSOs and arrested for R&O and lodged at KDPS for this incident.

CID BRIEFING:
I did brief CID regarding the information received and they later would respond to the scene and take over the investigation.

ME CONTACT:
I contacted the ME, Jill Jellenick (unknown spelling) to advise her of our current situation. She would later coordinate with CID on her efforts for
scene investigation.

DISPOSITION:
Prior to my relief and departure from scene, two of the three females were recovered. SGT Noble took over command and continuation of efforts
with MSP Dive Team on scene.

Summary:
On June 17th, 2019, at approximately around midnight, I received a call from Lt. Vanderklok advising they had a vehicle driven intentionally into
the Kalamazoo River. I contacted a few Detectives, along with Lab Personnel to assist with this incident. I assigned Detectives to interviews with
the family and the two girls involved.

Dive Team:

I spoke with Lt. Vanderklok regarding a Dive Team response. He attempted to contact Kalamazoo Sheriff`s Office for their dive team, but they
were unable to respond. I had Lt. Vanderklok call Michigan State Police, who responded.

Actions/Scene:

I responded to the scene around 1:30am. When I arrived, two victims had been brought ashore, and were on a green tarp. The vehicle had been
marked with a buoy, so MSP would know where to start their search for the third victim.

Media:

I drafted a news release for this case. It was sent out around 6:50am.

Lab:

Lab Specialist Gary Latham and Lab Tech Denharder responded to process the scene.

I spoke with Capt. Vanderkoi regarding an address in the City of Grand Rapids. KDPS contacted GRPD to check on a residence in their
jurisdiction, attempting to locate Ineza McClinton. GRPD checked the address for Ineza without locating her. GRPD stayed at the address until
we were able to confirm we had located Ineza McClinton in Kalamazoo, which we did. I informed Capt. Vanderkoi they could release the scene.

Evidence:

Sgt. Millard turned over Ineza McClinton`s cell phone to me. I placed the cell phone into the vault in CID for examination. I also informed Det.
Stolsonburg the phone was in there for his inspection.

I had no further involvement with this case.

SUMMARY:
On 6/17/2019 I was dispatched to check the area of E Paterson and Walbridge St reference a missing vehicle (Dark Chevy Sedan). After I was not
able to locate the vehicle I was assigned to scene security at Verburg Park. While assigned to scene security, Terrance McClinton crossed the
police line in attempt to get near the water and resisted officers as they attempted to put him in custody. After McClinton was put in custody, I was
assigned to scene security once again.

ARRIVAL:
As I arrived on scene, we were still in the initial stages of the investigation. After it was determined that there was a possibility of the car being in
the river I was assigned to scene security.

SCENE SECURITY:
As I was initially assigned to scene security, McClinton was also on scene. McClinton was advised that he needed to stay away from the water and
the police line. While talking to McClinton, he attempted to run through the woods towards the water (was not initally roped off or advised not to
go that direction). McClinton was stopped before he entered the water and escorted back to his vehicle. After speaking with McClinton and
de-escalating the situation, he agreed to go home and be with family.

TERRANCE MCCLINTON RESISTING AND OBSTRUCTING:


McClinton returned to the scene approximately 3 hours later, still agitated. McClinton was given multiple warnings that he was not allowed to
cross the police line. After talking to his family, McClinton became more agitated and said that he was going to go get in the water. At this time,
McClinton began running towards the boat launch, sliding under the police line. Approximately 25 Feet beyond the police line, McClinton slipped
and fell on the wet grass. I then jumped on top of McClinton in attempt to stop him from getting near the water. McClinton resisted officers as they
were attempting to put him in custody by trying to pull his arms under his chest. McClinton was eventually put in handcuffs and placed in to
cruiser 1193.

ARREST:
McClinton was arrested for Resisting and Obstructing and lodged at the Kalamazoo County Jail.

ADDITIONAL INFORMATION:
After McClinton was lodged, I was reassigned to scene security.

DVR:
My department issued body camera was in use and operable during the incident.

On 6/18/2019 at approximately 0615 hours I was briefed by Sgt. Millard in reference to a suspected sucide/homicide at 800 E. Paterson Ave
(Verburg Park). Millard informed me that there was a vehicle that had driven into the Kalamazoo River at the boat ramp in the park. Sgt. Millard
said that two bodies had been recovered (an adult and a child) and it was believed that there was another child deceased in the vehicle that had not
been located. MSP`s dive team had just arrived on scene to assist in locating the child.

ASSIGNMENTS:
PSO Cole was assigned to the security of the entry of the park.

PSO`s Kendall and Smith were assigned as mobile perimeter at main entranceway, along with dealing with family/bystanders.

PSOs Corstange,Knauf and Kohl was assigned to the exterior perimeter at the Gull Rd and Ray St access, the main drag between Ampersee and
Gull Road access to Verburg Park. PSO Kanuf was assigned to the interior entranceway to the park to monitor the trail access.

MSP DIVE TEAM:


Tpr. Hessling, Tpr. Matsumoto, Sgt. Parros, Tpr. Clement, Sgt. Lynema and Tpr. Kuhn were on scene to assist in locating the victim.

BODY LOCATED:
During the dive in the Kalamazoo River, Sgt Lynema (MSP) advised that he had located a deceased child in area outside of the passenger side of
the sumerged vehicle at 815 hours.

MEDICAL EXAMINER:
The medical examiner assigned to the incident on scene was notified.

BODY REMOVAL:
The body removal was contacted by the ME.

LAB:
Lab Tech Latham took photographs of the deceased child located and the vehicle involved.

VEHICLE TOW:
The submerged vehicle involved was taken to the Mcdonalds Towing lot on E. Cork per Lab Tech Latham.

dSUMMARY:
On 6/17/2019 I responded to the address of 1005 Gull Rd at KDPS station 3 regarding two missing children as well as an adult by the name of
Ineza Mcclinton which resulted in the locating of multiple deceased individuals in the river at 800 E Paterson. My involvements included assisting
with locating the scene of the victims, scene security, contact with Grand Rapids Police Department, as well as the Interference arrest of Terrance
Mcclinton.

PROBABLE CAUSE (TERRANCE MCCLENTON):


On 6/18/2019 at approximately 0300 hrs, PSO O`Strander was assisting with processing a crime scene involving the death of multiple individuals
at 800 E Paterson at Verberg Park located in the City of Kalamazoo, in the County of Kalamazoo, within the State of Michigan when an individual
by the name of Terrance Mcclinton had broken through the clearly marked police tape with intent on disrupting the sensitive crime scene while at
the same time resisting officers by running from and attempting to prevent officers from placing him in handcuffs. The charge of Interference,
Attempt R/O , and crossing a police line are requested.

ARRIVAL:
Due to calls for service, I was not immediately involved in this matter, and I was instructed to come to KDPS station 3 to assist with this
investigation which had already been undergoing for a number of minutes. Upon arrival, I was advised that two juvenile females (Tamiyah Dillard
and Tiara Mcclinton) had potentially witnessed a vehicle containing an adult female and two young juvenile females drive into the river at Verberg
Park. I was tasked with transporting the young females and Bernice Carter to Verberg park, so that the two juveniles could point out exactly where
they witnessed the vehicle drive into the river.

LOCATION OF SCENE:
Upon transporting Bernice Carter as well as Tamiyah and Tiara to Verberg Park located at 800 E Paterson, they directed me to a boat launch
located near the South West portion of the main parking lot. Nothing obvious could be seen in the water at the time, Rescue 6 was called to the
scene with the water rescue boat to investigate further. While Rescue 6 was conducting the search, I transported the juveniles and Carter back to
Station 3 to prevent the young females from further exposure to a traumatic situation.

INTERVIEW WITH BERNICE CARTER:


Carter was identified verbally and confirmed in iLeads. I asked Carter to provide further information regarding Ineza Mcclinton. Carter advised
that Mcclinton is more of a "loner." Carter stated that Mcclinton resides at . in Grand Rapids, Mi. Carter advised that she is the only
one in the family who lives in Grand Rapids with her two twin daughters and advised that the rest of her family members live in the Kalamazoo
area. Carter stated that Mcclinton has no friends or has anywhere she would go to in the Grand Rapids or Kalamazoo area other than to her own
home at this address or at the home of one of the family members who were already actively involved in this investigation.

Carter advised that she had last seen Mcclinton around 1700 on 6/18/2019 and advised that Mcclinton planned on going back home to her
residence in Grand Rapids. Carter stated that she was in town visiting family. Carter advised that everything seemed normal, and she did not notice
anything worrying in Mcclinton`s behavior during her entire stay.

Carter did also advise that approximately two months prior, Mcclinton attempted to commit suicide by overdosing on pills. Carter advised that
family had intervened in Mcclinton`s suicide attempt and discovered that she at the same time attempted to poison her two twin daughters by
trying to make them drink anti-freeze. These attempts were unsuccessful and a report was filed with the Grand Rapids Police Department (GRPD).

Carter did not provide any further.

CONTACT WITH GRAND RAPIDS POLICE DEPARTMENT:


I asked dispatch to request GRPD officers to conduct a welfare check of in Grand Rapids in an attempt to locate Mcclinton and the
two young girls. I briefed GRPD officers on this incident over the phone and GRPD officers attempted contact at the door, however no contact
was made. It should be noted that around this time of the investigation, two deceased individuals were located in the water at Verberg Park.

I was later advised that due to the nature of this incident, GRPD forced entry into the home to ensure no further victims were inside. I was advised
that nobody was located inside I was contacted by Captain VanderKooi of GRPD and briefed him on further details of this incident.
Captain VanderKooi advised that GRPD is more than willing to assist with this investigation, should further contact with this house be needed.

GRPD`s involvement was documented in their own case number: 19-041280.

Captain VanderKooi also sent me the case involving the attempt suicide from two months prior (it should be noted that the incident with the
anti-freeze was not reported to officers according to this case). The related GRPD case number is 19-028461.

SCENE SECURITY:
After my contacts with GRPD I was assigned to scene security at the southern point of the scene. I was later moved to the northern perimeter
where K9 Officer Pittelkow was speaking with an extremely irate male identified as Terrance Mcclinton.

CONTACT WITH TERRANCE MCCLINTON:


Terrance is the son of Ineza Mcclinton. Terrance was extremely emotional due to the nature of this matter and was demanding to know if his
mother was in the river. Terrance was advised multiple times that we are unable to release information until facts are confirmed. Terrance was
extremely belligerent and emotional. Terrance approached the clearly marked yellow police tape multiple times, and I personally had to step
between him and the tape to block his direction of travel.

Terrance was pulled aside by CID where he was notified as to the deceased individuals located in the water. Terrance began to scream and cry in
anguish after being advised of this information. Shortly after, more of Terrance`s family showed up to the scene. Family members attempted to
calm Terrance due to his heightened state of belligerency. Terrance was eventually surrounded by his family where he fell to his knees hugging
one of his family members.

ARREST / R&O:
Due to the escalating situation occurring outside of the police tape, several officers began to approach this area in case of a possible chaotic
outburst. Terrance was in a kneeling position with his family when suddenly I heard Terrance shout "I don`t care if I go to jail" and "I`m gonna go
to jail." After making these statements, Terrance began to sprint towards and under the police tape which he then began to bolt towards the
location of the submerged vehicle. It was believed that Terrance`s intent was to jump into the water to get to Ineza Mcclinton. While Terrance was
doing so, myself as well as several other officers gave loud commands for Terrance to stop, while actively chasing after him. Terrance only got
approximately 20 feet past the police tape, where he slipped on the wet grass, and myself as well as several officers, grabbed onto Terrance to

restrain him from continuing further. Terrance attempted to stop officers from getting his hands behind his back by trying to use his strength to
keep his hands near the center of his body. Officers were able to defeat Terrance`s attempts to resist further and got his hands close enough
together behind his back to where I could effectively place a set of hand cuffs on him.

Due to the escalating scene with family members around, Terrance was quickly loaded into my KDPS patrol vehicle and I transported him directly
to the Kalamazoo County Jail. KCSD was notified of his behavior, and extra correctional officers assisted with the change out process at the jail.

No injuries were reported between Terrance or other officers.

THIS CONCLUDES MY INVOLVEMENT IN THIS MATTER.

SUMMARY:
On 6-17-2019, at approximately 2200 hrs, I responded to 918 S Riverview to assist officers with a suspicious occurrence. Upon arrival I was
informed that a 9-year-old had been located by Valencia Scott near the intersection of Paterson and Walbridge. After speaking with involved
parties, it was determined that the 9-year-old had previously been with her grandmother who had possibly driven her vehicle into the Kalamazoo
River at Verburg Park. I was assigned to scene security at Verburg Park and to assist in checking the shore line. I was later advised that the
Kalamazoo Boat Rescue Team had located potential victims in a vehicle in the river. I was then assigned to tape off the scene and act as scene
security until proper personnel could arrive and take over the scene.

INTERVIEWS CONDUCTED:
I conducted an interview with the initial reporting party and finder of the 9-year-old, Valencia Scott. I spoke briefly with the 9-year-old Tamiyah
Dillard. I also had brief contacts with Terrance McClinton and witness Kristen Kerner.

ARRIVAL:
I arrived to 918 S Riverview where PSO Perez and Sgt Millard were speaking with a male, later identified as Terrance McClinton and two females
inside a minivan. Sgt Millard directed me to speak with the female driving the minivan, who was later identified as Valencia Scott.

INTERVIEW WITH VALENCIA SCOTT:


I asked Valencia Scott how she came into contact with the child today. Scott explained to me that she was driving in the area of Paterson and
Walbridge when she saw what appeared to be a distraught and confused 9-year-old girl and a younger toddler standing next to her. She stated the
young girl had a phone in her hand and appeared to be looking around as if she did not know where she was. Scott stated that she feared for the
child`s safety, so she stopped and asked if she was okay. Scott advised that the child, who was later identified as Tamiyah Dillard, advised that she
was not okay and needed help. Scott stated that it took some encouraging to explain that she was a `safe person` so she could get Tamiyah and the
young 3-year-old into the vehicle. Scott advised that she asked Tamiyah if she knew anyone in the area to call. Tamiyah then called her Uncle
Terrance.

Scott advised that she spoke with Terrance and they agreed to meet at 918 S Riverview, the Walgreens so the child exchange could be made.

Scott explained that once Terrance arrived the children acted scared and stated that they did not want to go with him; therefore, she called the
police to ensure that the children were returned safely to their proper family.

At that time I interrupted my interview with Scott and opened the back door to speak with who I later identified as 9-year-old Tamiyah Dillard.

INTERVIEW WITH TAMIYAH DILLARD:


Tamiyah Dillard told me that she was with her grandma earlier in the day. She could not tell me her grandma`s address. When I asked her address
she stated it was in Atlanta, Georgia. I asked her where her mother was and she told me her mother Tamisha McClinton was in Atlanta, Georgia. I
asked Tamiyah who she was staying with in Kalamazoo, Michigan. Tamiyah could not answer that question. I asked her if she knew who

Terrance was; she stated it was her uncle. I asked Tamiyah how she came to be at Paterson and Walbridge today. Tamiyah told me that she was
with her grannie. She did not know her grannie`s real name. She advised that her grannie had driven into the ocean. Initially I did not know what
Tamiyah meant by that as there are no oceans in Kalamazoo, Michigan, nor were there any large bodies of water that I could think of.

Tamiyah advised that her grannie had given her her phone and told her and her younger niece, Tiara (unknown spelling) to get out of the car.
Scott then reminded me that she found the child by Paterson and Walbridge which I recalled was near the boat launch off the Kalamazoo River at
Verburg Park. At that time I interrupted my interview with Tamiyah and explained to Sgt Millard what she had told me. Officers were dispatched
to the area to begin looking for a possible car driven into the river.

I tried to question Tamiyah further as to what her grannie told her, what her grannie was driving, or further details. Tamiyah was clearly distraught
and shy. She was very scared and started crying and told me she did not want to talk about it. I gave Tamiyah a moment and Scott came back to
the backseat to try and comfort Tamiyah.

I walked back and debriefed with Sgt Millard and PSO Perez who were also on scene. I discovered that PSO Perez was speaking to Tamiyah`s
other grandmother who lived on Gull Rd. Terrance had left the area and had made his way back with the grandmother that lived on Gull Rd,
Bernice Carter.

When Bernice and Terrance responded back I explained to them what they were saying. At that time I was informed that there were some mental
health conditions possible with the grannie that Tamiyah had been speaking about. It was discovered that Tamiyah did in fact have her grannie`s
phone. Tamiyah`s biological mother, Tamisha was gotten a hold via telephone.

CONTACT WITH TAMISHA MCCLINTON:


I spoke briefly with Tamisha McClinton via Bernice Carter`s phone. Tamisha explained that her grannie, Ineza McClinton did suffer from mental
conditions. She stated that she feared that the grandmother might have driven her twin daughters into the river as she had attempted to harm them
in the past. At that point, I requested that Terrance McClinton and Bernice follow myself and PSO Perez to Verburg Park with the children to see
if they could point out where the vehicle had been driven into the river.

SUSPICIOUS BEHAVIOR:
After explaining to Terrance McClinton what to do, myself and PSO Perez decided based on his nervous behavior, that one of us would drive in
front of him and one of use would drive behind him to ensure that he did not try to escape somewhere with the children. I told Terrance to follow
me. Terrance, instead of waiting for me to pull out in front of him, turned eastbound on Gull Rd as opposed to westbound which is the direction I
had attempted to pull out on. I had to drive in front of him and turn on my lights, roll down my window, and again tell him to turn around and
follow us. Terrance was concerned about not having enough gas and I explained to him the emergence of getting to where we needed to go to
attempt to assist in a potential life-threatening situation. Terrance then agreed to follow me; however, we determined that it would be better if an
officer went with the children to the location based on his sporadic behavior. I called PSO O`Strander to Station-3 to attempt to drive the kids to
Verburg Park to identify the location where the vehicle was possibly driven into the river.

Once at Station-3 I made contact with Terrance and asked for his driver`s license. I conducted a subject check on Terrance who became
belligerent, stating he needed gas, and he just wanted to drive back home and find whoever he was looking for on his own. Terrance told me that
he did not want us to take custody of the children.

SECOND CONTACT WITH TAMISHA MCCLINTON:


I made contact again with Tamisha McClinton via telephone with Bernice Carter`s phone. I explained to Tamisha what was going on and why we

felt Terrance McClinton was acting suspicious. Tamisha calmed down enough to understand what I was saying. I told her that an officer would
like to drive the children to the area where we believed the car was driven into the river. She stated that she would allow that as long as Bernice
went with them. PSO O`Strander orchestrated that and the children were driven to Verburg Park.

I responded to Verburg Park where I was directed to check the shore line for any signs of vehicles driven into the river. I did not locate any signs
of anyone driving into the river. In the meantime, a boat rescue was dispatched to the area. I was advised by boat rescue operators that the vehicle
and potential victims had been located. I responded back to the scene where I was directed to act as scene security.

FIA NOTIFCATION:
I was instructed by Sgt Millard to make contact with CPS reference the incident. I made contact with Shelly from Intake. She provided me the
Intake Number of #5023538. Shelly also put me in contact with Susie McClendon from CPS. I spoke with Susie via telephone.

CONTACT WITH SUSIE MCCLENDON:


I made contact with Susie McClendon and informed her of what had occurred tonight. She was given a direct number to Detective Kristin Cole to
answer further questions. Susie McClendon was able to tell me that there was one 14-year-old son Xavion Dillard outstanding. I was able to talk
to Bernice Carter who stated that Xavion Dillard was safe and secure with his father.

R&O:
While I was conducting scene security, Terrance McClinton made it past police lines and began to sprint towards the river. He was screaming
"I`m going to get in the river. I want to see my mother. Terrance had been told several times not to cross police lines, he was told to leave the
scene and to avoid the park all together. Terrence disobeyed several police orders, pushed past several officers prior to contact with me. As
Terrence was running towards the river he slipped and fell. Taking advantage of Terrance being on the ground, I then placed me knee on his back
and took control his left arm. Terrance put his left arm behind his back and then ripped it back forward again. I again grabbed Terrance`s left arm
with my right knee on his back and placed it behind his back. Handcuffs were placed on Terrance by other officers.

I assisted with standing Terrance up. I told Terrance to roll to his side and then sit up. Terrance complied. I told Terrance to stand up. Initially
he stated that he was not going to. Terrance again resisted and obstructed arrest by refusing to stand up. Terrance had to be given several direct
orders to stand up at which time I assisted him in standing by hooking my arm under his shoulder and pulling upwards. Terrance then finally
complied and put his feet under himself and began to walk. I told Terrance to walk towards the police car; he did comply at first. When Terrance
got back towards his family he tried to stop. I again used my body momentum to maneuver Terrance forward. He then complied and sat down in
the cruiser. I told Terrance to put his feet inside and advised he was under arrest for Interfering at that time but was later advised it would be
changed to Full R&O.

INJURIES:
I was not injured during this incident. Terrance McClinton did not report any injuries to me.

WATCHGUARD:
Watch Guard vehicle #1132 and body camera were activated and coded out as `Report Written`.

After Ineza McClinton was reported to be the female that officers were looking for, I ran her via I/LEADS and saw that she had an address on
according to I/LEADS. I went to , and made contact eventually with the resident of the apartment.

CONTACT WITH INVOLVED OTHER (KIYONDRA EDMONDS):


I identified Kiyondra Edmonds verbally and eventually through an SOS photograph. Edmonds advised that she just woke up and was not sure
what was going on. I asked her if she knew Ineza McClinton and she advised that she does not know who that is. I asked her how long she had
been residing at and she said since approximately May 2018. I asked her if she knew who resided there before her and she said it was
a female with children; however, she did not elaborate on this. I saw that McClinton had a last involvement at per I/LEADS on
12-18-2017. After I was advised by Edmonds, I cleared and had no further involvement.

I/LEADS:
I/LEADS was updated.

DVR / BODY CAMERA:


DVR #1124 was not used. My body camera was used and coded as `Case Written`. It was not saved as evidence.

DISPOSITION:
After I made contact with Kiyondra Edmonds, I cleared and had no further involvement with this case.

SUMMARY:
On 6/18/19 at approximately 1225hrs I was contacted at home by Capt. Misner and requested to respond to work to assist with this investigation. I
interviewed the suspect`s mother, Bernice Carter as well as her son, Terrance McClinton and sister, Jeanette McClinton. Based on statements from
those subjects, Ineza has mental health problems.

BRIEFING:
Upon arrival to KDPS HQ I met with Capt. Misner and Sgt. Millard. Sgt. Millard provided details about the incident that they had at that time.

INTERVIEW INVOVLED OTHER (BERNICE CARTER):


On 6/18/19 at approximately 0200hrs I made contact with Bernice along with Det. Cole, at her residence, . Carter allowed us
inside, where I conducted an interview with her.

Carter asked me to tell her that it wasn`t true. I told her that I was just getting started on the investigation and that I didn`t have any definitive
answers that I could provide at this time. I asked Bernice to tell me what she knew so far. Bernice stated that her daughter, Ineza, lives in Grand
Rapids, MI, but was in Kalamazoo on 6/17/19, visiting with her son, Terrance at Bernice advised that Ineza seemed normal to
her and she didn`t notice anything out of the ordinary. She advised that other family members were over and they were outside having some
drinks. I asked her if Ineza was drunk and she said no, Ineza wasn`t drinking. Bernice said that her other daughter, Jeanette told her that Ineza
seemed stressed, but she didn`t really notice it since she was busy with the other kids.

Bernice advised that she was inside of her house when her grandchildren, Tamiyah Dillard and Tiara McClinton were dropped off by Terrance.
Bernice said that is when Tamiyah Dillard told her that Ineza drove her car into the river with Angel and Faith inside the car as well.

I asked Bernice if Ineza has ever attempted suicide in the past. Bernice said that she heard that a couple of months ago Ineza tried to overdose by
taking a large amount of pills and giving Angel and Faith anti-freeze in their juice cups. Bernice stated that Angel or Faith saw her doing this so
they didn`t drink it.

I asked if she had anything else that might be helpful and she said no. I then requested her phone number so I could call her later if I had any
questions or updates and she told me that she didn`t want me to have her phone number. I asked her where Terrance was at and she said he was
down at the scene, awaiting information.

SCENE ARRIVAL:
I arrived on the scene of Verburg Park and observed an approximately 30yr old b/m with his hair in braids that was clearly distraught. I confirmed
with officers on scene that this was Terrance.

INTERVIEW INVOLVED OTHER (TERRANCE MCCLINTON):


I introduced myself to Terrance and attempted to interview him. Terrance walked away from me and was screaming and punching himself in his

legs. Several minutes later I again tried to speak with Terrance and asked him what he knew. Terrance began by telling me that he went to prison
for a CSC when he was younger and that his twin brother is in prison for murder. Terrance said that his mother, Ineza, raised him to be racist and
was upset that he had sex with a white female. I tried to refocus Terrance on what he specifically knew about this incident. Terrance insisted that I
listen to his background story first, which he explained to be the reason that his mother was depressed.

Terrance stated that his mother, Ineza, came from Grand Rapids to visit him in Kalamazoo on 6/17/19. Terrance advised that he and Ineza had
smoked some marijuana and drank some Hennessey outside of his residence, . Terrance said that he then got dropped off at his
"girls" place also on Trimble, but wouldn`t say whose house or the address.

Terrance advised that he received a phone call from Tamiyah Dillard from Ineza`s phone. Terrance said that Tamiyah said she and Tiara needed a
ride and didn`t know where they were. Terrance said that he was driving all over the place looking for them and was frantic. Terrance then began
squatting down and screaming and then walked away yelling and screaming again. This concluded my interview with Terrance.

Additional family members showed up at Verburg Park, which seemed to further agitate Terrance. He eventually ran through the police line and
refused to obey police commands and was arrested.

INTERVIEW INVOLVED OTHER (JEANETTE MCCLINTON):


I made contact with Jeanette McClinton on scene at Verburg Park after she identified herself as Ineza`s sister. I recalled Bernice Carter telling me
that Jeanette noticed something different about Ineza.

I asked Jeanette McClinton what she knew at this time and could tell me. Jeanette said that she had seen Ineza a few days ago and again saw her on
6/17/19 at . I asked her if Ineza was drinking heavily or high from drug use. She said that she was probably high from marijuana use.
I asked her if she noticed anything out of the ordinary with Ineza. Jeanette said that she seemed stressed. I asked her if she told her why she was
stressed and she said no, they didn`t have a conversation about it.

I asked her if she was aware of any suicide attempts made by Ineza in the past and she said no. Jeanette said that she believed Ineza checked
herself into Pine Rest in Grand Rapids within the last couple of months for mental health issues.

GRAND RAPIDS POLICE DEPARTMENT REPORT:


I received a copy of GRPD police report #19-028461 which pertains to Ineza. This report indicates that on 4/27/19, GRPD was dispatched to
for a welfare check. The caller was from Georgia and stated that her mother, Ineza told her over the phone that she was going to take
some pills and doesn`t want to be here anymore. GRPD made contact with Ineza who advised that she was not suicidal, she was just tired because
the doctor`s changed her meds and won`t let her take seroquel anymore.

I attached a copy of the GRPD report to this case.

REVIEW CELLULAR PHONE:


Captain Misner informed me that he placed the phone that belonged to Ineza McClinton into the CID vault as evidence. On 6/19/19 and again on
6/20/19 I reviewed the contents of the phone. I did not observe any search history, text messages or photographs that indicated that Ineza was
planning to commit a double murder and suicide. On 6/21/19 I packaged the phone as evidence and placed it into KDPS evidence locker 5.

On 6/20/19 Tinasha McClinton showed up at KDPS and requested to speak with me regarding her mother, Ineza McClinton`s personal property.
Timasha stated that she would like whatever property we have belonging to Ineza released to her. I explained to her we were unable to release any
property at this time. Timasha stated that she understood, but just wanted to let me know that when it is time to release the property, she wants it.
Timasha explained that her grandmother, Bernice Carter will also want the property, but that Ineza would not have wanted that.

Timasha provided me with a notarized statement that she drafted and signed stating the following:

"To whom it may concern: I am the next to kin relative to Ineza Marie McClinton, I am her daughter. There are no pending probate court action. I
am asking and pleading for my mother possesion to be release to me. That`s what she would have wanted" (signed Timasha McClinton).

Timasha also provided me with a copy of her birth certificate which shows that Ineza is her mother.

SUMMARY:
On June 17, 2019 I responded to 800 E Paterson regarding a vehicle that had been driven into the river. The vehicle was located submerged in the
water. I assisted with supervision at the river.

ACTIONS:
Upon arriving at Verberg Park, I was assigned to river operations. I assigned officers to check the river banks from E Michigan-north bound.
Rescue 6 and Squad 6 arrived and the rescue boat was utilized to check further away from shore for the vehicle. Lt Skibbe confirmed from the boat
there was a vehicle submerged in the water approximately 40 feet from the boat launch. Lt Skibbe also advised that two victims had been located
in the water. I assigned officers to secure the area with police tape and physically secure the perimeter. PSOs stood by the perimeter points making
sure subjects did not enter into the crime scene.

Rescue 6 and Squad 6 successfully removed an adult female victim and a child female victim from the water and placed them on the river bank.
Lab tech Denharder and Lab Specialist Latham arrived on scene. Upon further inspection of the submerged vehicle, Lab Specialist Latham
advised the third victim`s hand could be seen in the vehicle.

SCENE:
While on scene I had walked over to the northern police line where Terrance McClinton was acting irate and at times appeared that he was going
to bust through the police line. I saw on several occasions officers telling McClinton that he was not to cross the police line. Additionally at one
point Rio Snell was standing outside the police tape trying to talk McClinton not to try to cross the tape into the secured scene.

Eventually more family members arrived at Verberg Park and McClinton decided to push past officers and the police line tape. I observed as
McCLinton ran toward the boat launch and PSOs began to run toward McClinton to cut him off before he could get past. As McClinton was
running toward the boat launch well past the DO NOT CROSS POLICE TAPE, he fell on the uneven ground. Once McClinton fell I saw several
officers close to his location. I turned my attention to his family who had followed him past the tape into the scene. I assisted in escorting them
back behind the tape.
