1. Information on the sector being transformed / field of activity which the


new branch covers

Target indicators:
Employed in the sector: 4 million people.
The sector’s contribution to GDP is 3.69 trillion rubles or 4.01 percent.
Export earnings: 20.7 billion US dollars.
Large agricultural holdings and medium-sized enterprises - 36.5 thousand.
Small companies - 136.7 thousand.
Contribution to GDP in “agriculture, hunting and forestry” line in 2015 was
4.2 percent (in accordance with the data of the Federal State Statistics Service)
with a volume of 3.67 trillion. rubles, 2016 - 3.87 trillion. rub. and 2017 - 3.69
trillion. rub.). According to the Federal State Statistics Service (Rosstat) in 2016,
Russia harvested 119.1 million tons of grain, in 2017 a record 135.4 million tons of
grain. Russia ranks first in export of wheat - 36.4 million tons (data for March
2018).
In terms of arable land, Russia occupies the third place in the world (116
million hectares, the first place belongs to the United States, the second to India).
Possessing the potential to transfer agricultural land, Russia is increasing
grain yields, showing the highest growth since 2000: yields increased by almost 60
percent. At the same time, according to a number of indicators, Russia lags behind
the leading economies, the yield of cereals is lower than the yields in the USA and
Germany 3-4 times, the cost of agricultural products per employee is 22 times
lower than in the USA.

Thanks to the mechanisms of state support for the agro-industrial complex,


within the available funding, the amount of funds for purchasing agricultural
machinery at preferential prices (up to 5.2 billion rubles) has been increased almost
threefold, the primary sector is being re-equipped, but the weak export potential
leads to a decrease in investment in fixed assets, the savings on purchased and
supplied equipment leads to the fact that it does not meet the requirements for
connecting to telemetry platforms and controlling the Internet of things.
At the same time, Russia should be ready for the entering of domestic
agricultural producers to the world market, especially with products of high added
value. The absence of processes compatible with high requirements for production
adopted in the markets of other countries can lead to crisis phenomena in domestic
branches with high potential and rapid growth dynamics: swine-breeding, poultry
farming, sugar production, fat and oil industry, as the domestic market becomes
saturated. The development of agriculture in Russia in recent years in the context

of the embargo on imports of a number of products has already identified some
sectoral problems that need to be resolved 1.

Agriculture in Russia is an integral part of the agro-industrial complex,


Digitalization of Agriculture program should provide participants with the
opportunity to use broadband, mobile, LPWAN communication, information
technologies (small and big data, artificial intelligence, control platforms) of
domestic instrumentation (labels, controllers, sensors, controls).
The opportunities for modernizing of the sector are enormous, the country’s
food security and development of export potential turn agriculture into a high-tech
branch that can not only provide food for Russia, but also for many countries of the
world, and create opportunities for the introduction of new innovative
developments that did not exist before, encourage management decision making
that can provide the population with quality and safe products.
According to expert estimates, during a season a farmer has to make more
than 40 different decisions at limited intervals. Many of these decisions are objects
of digitalization.
The current level of digitalization of domestic agriculture raises serious
concerns: the lack of scientific and practical knowledge on innovative modern
agricultural technologies and methodology, the lack of a global forecast for
agricultural prices, and the underdevelopment of the logistics, storage and delivery
system lead to high production costs. A small number of agricultural producers
have the financial capacity to purchase new equipment, use IT equipment and
platforms.
The amount of ICT expenditure in Agriculture, hunting and forestry section,
amounted to 4 billion rubles according to the Federal State Statistics Service in
2015, which is 0.34 percent of all ICT investments in all sectors of the economy, in
2017, 0.85 billion rubles. or 0.2 percent. This is the lowest indicator for the sectors,
which indicates a low digitization of the domestic agricultural economy, but this
figure emphasizes that the branch has the greatest potential for investment in ICT
technologies.
The transformation of the Russian Federation's agriculture includes the digitization
of the following production lines:
- Crop production, primary processing, accelerated selective breeding and
genetics;
- Vegetables of open and closed ground, greenhouse branch;

- Fruit and berries, processing and storage technologies;
- Aquaculture, fish farming, processing technologies;
- Poultry and livestock, nutrition, accelerated selective breeding and genetics.

The program also directly affects:


- State support of manufacturers;
- Financial and insurance sectors;
- Agricultural production means;
- Storage and processing infrastructure, logistics and supply chains;
- Supervision and control processes;
- Educational processes and training programs.

precision digital maps of fields, experimental plots and experimental scientific

vehicles and regularly monitored crops and an index of NDVI, which allows to
make mineral fertilizers during fertilization differentially. Quadrocopters were

Biorperaty), which will later enable organic farming.

1. Goals and objectives of digital transformation of the sector / field of


activity
The objectives of digital transformation of agriculture are:
- Growth of the contribution to the economy in 2024 - up to 5.9 trillion. rub.
- Growth of export proceeds in the perspective of the year of 2025 to 45
billion dollars.
- Creation, dispatching and aggregation of data streams to create end-to-end
chains from agricultural production to consumption with deep integration into
related sectors of the digital economy as a tool for increasing labor productivity in
agriculture and maximizing the profits of industry enterprises.
Increasing the efficiency of agricultural production, reducing the cost of
production processes, the formation of new high-tech industries, involving new
professionals in agricultural production, rural incomes and agricultural exports
increasing are the declared goals of the Digital Agriculture program.
Russia has a significant reserve of increasing the efficiency of agricultural
production (3-5 times) and the potential for growth in the sector’s turnover through
the introduction of digital processes and technologies in crop production and
livestock raising, increasing labour productivity and making full use of the
capabilities of modern digital platforms for management at macro- and local levels
production.
The key objectives of the program are:
- Creation of technologies that simplify the process of crediting and
insurance of agricultural production, reduction of the terms for the provision of
public services (subsidies, etc.), taking into account the availability of objective
digital data on the subject, simplifying the workflow. The task is to stimulate the
introduction of the figure and, consequently, the growth of turnover and labor
productivity of economic entities;

- Implementation of digital tools for the use of information resources,
platforms and technologies that increase the efficiency of production (precision
agriculture, vegetation control, digital field, digital herd, etc.), which contribute to
better control and supervision, ensuring management effectiveness (balance sheet
analysis of production and consumption, export, market conditions at all levels,
creating an effective sales chain from producer to consumer;
- Use of financial and regulatory tools to smooth out seasonal downturns and
information management tools for the availability of exchange commodities in
storage warehouses (grain, oil, sugar, milk powder, etc.);
- Increase the effectiveness of interaction between participants and the state
with the transition to digital format, the integration of information resources and
convenient quick access to them of an unlimited authorized number of users
(electronic transaction support, electronic warehouse receipts, acceptance
certificates for processing, etc.);
- Development of a digital environment for distance agricultural education
and the market of professional agricultural consulting;
- Increasing the attractiveness of work in agriculture, increasing demand for
IT professionals, in the agricultural sector, raising income levels in rural areas;
- Ensuring the compatibility of processes and production standards with
global ones for Russia’s access to the leading position as an exporter of agricultural
products;
- Providing agricultural participants with access to the demand macro
forecast platform, agricultural machinery management platforms, weather forecasts
and objective vegetation control tools, planning and production management tools
with Big Data and AI elements, close integration of digital agriculture processes
with platforms developed in the process of digital economy implementation.
The specific tasks of digital transformation of agriculture are:
- Formation of a basic set of processes and methodology for digital agriculture, in
order to use available resources efficiently and quickly for the introduction of
economically sound best available technologies and practices that increase the
profitability of agricultural production, enabling the production of agricultural
products in an end-to-end digital environment “from a field to a counter”;
- Launch of a platform for producers, which contributes to the formation of
dynamic seasonal KPI crop management – “Effective hectare”, and livestock –
“Effective head”, which makes it possible to use the resources available from the
manufacturer effectively:
capacity of the machine and tractor fleet, human resources, profit, profitability and
cost indicators, production cost values by industry, sales forecasts, futures for
purchase prices for products inside Russia and for export of products;

- Development of functional requirements for domestic differential positioning
equipment based on GLONASS / GNSS signals for digital and precision
agriculture systems;
- Implementation of platforms for objective monitoring and management of
transport and logistics infrastructure in agriculture;
- Creation of innovative farms as platforms for technologies training and
education;
- Implementation of Internet of Things platforms (cyber-physical systems) for
managing agricultural machinery, greenhouses, tools, flows of used materials,
improving energy efficiency of production, managing traceability systems, etc.;
- Ensuring the international compatibility of the applied standards and protocols
with the aim of gradually import substitution of foreign technologies dominating
the agricultural production market.
- Mandatory localization of telemetry control data;
- Application of technologies for digital analysis of structure, texture and condition
of soils, monitoring of crops for increasing crop yields and predictive analysis of
crops, pests, etc.;
- Elaboration of technical requirements and introduction of domestic instruments
for differentiated application of fertilizers and chemicals for digital and precision
agriculture systems based on digital soil maps showing the features of the property
in each section of the field;
- Creation of a matrix of digital solutions for the formation of crop rotations for
different regions of the Russian Federation, taking into account the specifics of
production (for example: lowland crop production, northern pasture reindeer
herding, lake aquaculture, etc.), to produce quality environmentally friendly
products based on best practices and using scientific potential;
- Approbation, analysis and implementation of digital management technologies
for saving agriculture (biologization of production), applied at all stages /
technological operations of production (direct and band sowing, differentiated
fertilization, Controlled Traffic Farming (CTF), efficient harvesting and post-
harvest logistics, etc .);
- Integration of analytical digital tools and regulatory solutions to combat the open-
field system, monitoring the use of land resources through the analysis of big data;
- Application of technologies for digital analysis of the structure, texture and
condition of soils, monitoring of crops for increasing crop yields and predictive
analysis of crops, pests, etc.;
- Integration of information systems of Federal Service for Veterinary and
Phytosanitary Surveillance (Rosselkhoznadzor) and veterinary services into a
public-private digital platform to seamlessly integrate monitoring and supervision

systems into business management systems of economic entities for the purpose of
identification and traceability of animals and for inclusion in the end-to-end digital
chains of the full production cycle of livestock products.
- Digitalization of livestock and the use of digital herd technologies, the
introduction of life cycle and traceability processes to ensure high quality,
including for the export of livestock products (“green corridors”);
- Work on standardization of formats and protocols for data exchange between
information systems of production management to increase the competition of
digital solution providers with priority to domestic software developers, while
observing compatibility in global standards;
- Development of digital technologies of Russian selective breeding and
genetics (including on blockchain-based technology), accelerated selective
breeding and production of new varieties of plants and animal breeds adapted to
specific soil and climatic conditions of regions, with high yield potential, weight
gain and resistance to disease and damage by pests with the creation of breeding-
seed centers in the regions;
- Assistance in the development and implementation of new educational
programs and training standards for innovative technologies in digital agriculture
(including direct seeding, precision agriculture technology, biotechnology, etc.) in
the system of higher and secondary vocational education, and in training courses
personnel for the agro-industrial complex, providing a set of measures for
transferring knowledge and spreading the technologies of saving agriculture and
biotechnology in agricultural production.
- Creation of an end-to-end platform for controlling agricultural production
processes to ensure the operation of Russian social nutrition systems;
- Formation of data sets and procedures for the creation of information
systems for bidding, procurement, management of exports and imports of
agricultural products;
- Integration of information systems of market and government participants
into a distributed and open “metasystem” that integrates knowledge bases on
innovative technologies for the environmental and economic efficiency of
agriculture across all working systems, including traceability systems, data on the
seed and genetic fund, data from fertilizer suppliers and etc.
The implementation of the program will contribute to the development of the
new agrarian technology policy of the Russian Federation and growth in related
industries: ICT, the production of innovative agricultural machinery and also
equipment for precision agriculture, biological products (Plant protection products,
stimulants and fertilizers), optimization of the use of mineral fertilizers and
chemical plant protection products, reduction of environmental impact, the

development of selective breeding and seed centers, the introduction of new
educational standards to curricula in agricultural universities and colleges, as well
as in courses of improvement of professional skills, professional service of
agrarian consultants, optimization of processes of life cycle of agricultural branch
due to digitalization of processes.
Digitalization in agriculture provides an opportunity to create complex
automated production and logistics chains that cover retail chains, wholesale
trading companies, logistics, agricultural producers and their suppliers into a single
process with adaptive management. In turn, the digitalization of commodity flows
and production makes it possible to accumulate trading lots for the export of
agricultural products systematically.
The program creates conditions for attracting private financing of currently
being created platforms and applications for agricultural producers, as well as for
actively attracting services for agricultural consulting.

4. Scenario of digital transformation of the sector / field of activity

The scenario of digital transformation presupposes a systemic, accelerated


digitalization of agricultural production and integration with the programs of the
digital economy. The program dictates the need for inclusive use of logistic cargo
transportation, stimulation of domestic consumption, development of export of
products and construction of platforms that provide end-to-end digital solutions for
the formation of value added and ensuring the competitiveness of Russian
business. The program is created for:
- increase of labour productivity and business efficiency of agricultural
producers;
- to ensure the most effective mechanisms of public administration in terms
of financial support, training of citizens, the final solution of food security issues,
and improving the living standards of the rural population.
The scenario implies a step-by-step development of the digitization of Russian
agriculture in production cycles. Taking into account the horizontal nature of the
transformed sector as a whole, this will ensure the creation of chains of the life
cycle of production and sales of products:

As part of the program’s activities, during the first phase (2018-2021) of the
program implementation, the methods of stimulating the introduction of digital
technologies by farmers “give & take model” 2 ), are piloted, the collection and
analysis of objective data from market participants, the reintegration and
enrichment of data necessary for the digital economy from the state sources of
information. Piloting takes place on the prototype of the public-private platform
called Digital Agriculture with the participation of the information system of the
Analytical Center of the Ministry of Agriculture of the Russian Federation.
The development of Internet of Things platforms for the management of
agricultural machinery and equipment, the integration of data into different
systems of corporate governance, the development of commercial applications
called “digital field” and others are considered within the program in terms of
providing a favorable regime for creating a highly competitive environment. The
program creates a powerful incentive for the development of such platforms3.
At the first stage, the participants of the program together with the Ministry of
Agriculture of the Russian Federation form and provide the process of determining
dynamic seasonal KPIs for the agricultural sectors. A National Union of Digital
Transformation of Agriculture is being established, which will act as the
Program Competency Center, which ensures non-discriminatory access to the
program by all stakeholders in the agro-industrial market. The Union is also
responsible for the relationship on the development of Euro-Asian contacts in the
field of digitalization of agriculture.
The key task of the Union will be to study the effectiveness of the use of digital
technologies, coordinate pilot implementation at enterprises in the regions of the

Russian Federation. The Union will conduct an open handbook of available
technologies and give recommendations to the Russian industrial complex for the
production, localization, development and import substitution of technologies of
paramount importance.
The Union will also provide:
- classification of tasks and identification of problems in the field of introduction of
cyber-physical systems (the Internet of Things), analysis of big data, integration of
business management systems and traceability systems and other information
systems used in agriculture;
- ranking tasks in terms of importance and identifying specific problems related to
the digitalization of the sector, including legal regulation;
- formulation of decisions in the interests of the sector;
- Consolidation of opinions of market participants and preparation of drafts of legal
documents and their coordination with representatives of public authorities.
The Union will work on interaction with state and municipal authorities on the
issues of digital technologies and adaptation of legislation, as well as coordination
with other areas of the digital economy.
The Union will engage in analytical research aimed at digital development of the
agribusiness, analysis of trends in the world economy, disclosure of export
opportunities and development of recommendations for supporting domestic
producers of digital solutions for the agro-industrial complex.
The second stage (2019-2024) involves large and medium-sized agricultural
producers. Scaling of the approved technologies by business entities is taking
place, including using incentive measures, by shifting state support in favor of
enterprises introducing digitalization processes and technologies using methods of
objective production control. This, in turn, will allow agricultural producers to
integrate into the world economy using world standards of compliance with quality
and traceability requirements.
At the second stage, there is a digitalization of technologies for selective
breeding, seed stock, the genetic stock of animal producers, the use of genomic
selective breeding, and a digital plan for food security is separately formed.
Digital chains are being built to support the logistics of supply and
marketing of products with parallel processes of digitalization of transport and
logistics, the exchange of information received from vehicles, operators of digital
platforms, interested federal executive bodies, the creation of digital logistics
nodes (integrated clearing center).

A digital platform for providing social nutrition 4 on the principles of
public–private partnership is being formed
Technological and organizational bases for distance learning and advanced
training of employees of agribusiness with access to the most advanced
technologies in the field of agriculture and processing products are being formed
and are being launched.
Assistance is provided to scientific institutions of the Russian Federation
working in the agricultural field in the launch of the scientific advisory system,
producers of technologies for growing crops, animals and processing products.

At the third stage (2022 - ...), an end-to-end system of information support in the
field of agriculture will be created, all cycles of agricultural production will be
digitized, which will ensure cost reduction and increase the availability of
products, including by minimizing the participation of intermediaries in supply
chains. There will be digital fragmentation (division of labour) and “uberisation”
of farms (for example, an owner of cattle and dairy production is responsible only
for feeding, paddling and milking, delivery of feed, medicines, slaughter,
transportation of products is carried out by specialized companies).
At all stages, private digital production management platforms, cloud and
edge systems 5 for managing cyber-physical systems and the Internet of things,
prognostic platforms for information support of the solution of individual
production tasks will be introduced. A key feature of the implemented digital
platforms in agriculture is their openness and deep integration into the meta-system
that provides support to the life cycle of the entire agricultural sector and quality
control within the framework of a risk-oriented approach based on data analysis
and forecasting models. The prototype of the meta-system is the state-private
“digital agriculture” platform that continues its development from the first stage of
the program. A reasonable balance is established between the openness of data and
the confidentiality of data of participants in economic activities.
Digitalization of agriculture will require the training of personnel capable of
servicing agricultural machinery and cyber-physical devices with a special
technical education (not to be confused with programmers).
In general, the expert team of the digital economy program believes that a
number of information platforms should be created within the digital
transformation, most of which should be open to agribusiness participants. This

should accelerate the introduction of digitalization, ensure competition between IT
companies and consulting agencies and ensure the reliability of data in agriculture.

5. Expected conditions for business and government partnership

“Smart farming” 6 , according to the world rating of the potential positive


effect of global technologies, ranks first in the world, the digitalization of Russia's
agriculture will require an active phase of investment in the companies of the agro-
industrial complex7.
A significant part of the direct digitalization of processes is the introduction
of the Internet of things, the development of applied mathematics, consulting and
data processing. These are tasks that can be realized only with the involvement of
private financing.
The first and second stages will be implemented, including by attracting
investments from private and institutional investors. In general, Russia will have to
pass the stage of attracting investments to digital agricultural technologies in
analogy with the USA (2010-2012), as well as with the countries of Europe and
Asia (active attraction of investments is currently taking place there). At the third
stage, the working group members predict an active phase of mergers and
acquisitions of participants in the digital market in the agricultural sector.
The main investments in the deployment and maintenance of technological
equipment for digital agriculture (including during the implementation of pilot
projects) will fall on the shoulders of business. The role of business is to introduce
reliable, affordable, safe and cost-effective communications, computing power,
information systems and services, digital platforms created with the priority use of
domestic technologies that promote the development of agricultural production.
The role of the state and planning in the large-scale development of digital
agriculture will grow substantially due to the provision of favorable fiscal and
regulatory regimes, as well as the creation of a “heavy” infrastructure requiring the
longest investments:
- established (incentive) rates of bank lending, depending on the degree of
digitalization, expressed in the presence of mechanisms for obtaining objective
data from the credited company;
- The established (incentive) rate of insurance premium, depending on the
degree of digitalization, expressed in the presence of mechanisms for obtaining
objective data from the company being credited;

- Providing access to online satellite sensing data and digital GIS substrates
for maximum details;
- Direct participation of the state in solving international issues related to the
increase in the volume of export products;
- Improvement of the legal regulation of the quality of foodstuffs,
information space and simplification of the use and maintenance of the Drone and
unmanned aerial vehicles Register (amendments to: Resolution of the Government

weather forecast using data analysis. The processing of thousands of data sources
can be handled by Russian Internet technology leaders (such as Yandex or
Mail.ru);
- the established systems of digital transport and logistics, together with
wholesale distribution centers of agricultural products, become part of the
agricultural production ecosystem. The state and private business within the
framework of the program named “Digital Transport and Logistics” are partners in
the construction of this infrastructure to meet the needs of agriculture.

Business for the purposes of digitalization of agriculture expects from the
state participation in the following areas:
- formation of a methodology for planning, forecasting, monitoring and
reporting in the implementation of the Agricultural Development Programs;
- reducing the costs of companies in the provision of reporting and
interaction with supervisory and supervisory bodies in a digital automated format.
Native integration of reporting in near real-time mode. Preservation of traditional
reporting methods for enterprises that do not support digital production support
formats;
- making decisions more efficient by switching to electronic exchange of
documents (information), automating procedures and processes, using automated
decision support systems;
- ensuring coordination of activities of federal and regional executive bodies,
local self-government bodies and interaction with business representatives on the
development of the agriculture sector;
- provision of effective projects accessible for scaling in the regions of the
Russian Federation, for example, Social Nutrition project: the formation of a food
basket using digital traceable chains of food production;
- the creation of a system of educational programs that provide retraining,
modern competence of specialists, the formation of the necessary competencies for
digital agriculture;
- operative adaptation of the current legislation to the technological
requirements necessary for the intensive introduction of digital agriculture;
- ensuring coordination of regional executive bodies and federal
executive bodies in the implementation of digital technologies in rural areas;
- stimulating agricultural producers to introduce digital technologies
through government support;
- assistance to telecommunications companies in expanding the
coverage of communications on agricultural land;
- maximum implementation of electronic document management,
reporting, automation of public services and decision-making systems.

6. The influence of sectoral strategies (program documents) on achieving


indicators
The program assumes the adaptation of legislation regulating agriculture to
new types of relations regulating the activity of new objects and subjects of
digitalization of agriculture, the creation of infrastructure, technologies and
platforms providing data acquisition, storage, processing and protection, training of

qualified personnel, ensuring information security, applied solutions development
for the new quality of information and telecommunication technologies.
Introduction of technological solutions to the agricultural development program
will help provide Russian companies with equal competitive conditions in the
world market of agricultural products, and take the leading positions in the
production and sale of organic products.

Significant indicators are the following:


- the development of the Unified Information Management Space (UIMS),
which is adequate to the challenges of the time in the field of food security,
production and market of agricultural products, raw materials and food, as well as
the management of the agro-industrial complex of the Russian Federation.
- improving the quality and efficiency of making managerial decisions in the
areas of ensuring food security and managing the agro-industrial complex
(including in emergency situations), using modern analytical methods and tools for
intellectual work with information, long-term and short-term forecasts for the
development of agricultural production and the market of agricultural products,
raw materials and food;
- increase on this basis the effectiveness of state support for Russian
agricultural producers;
- operative satisfaction of the changing needs of users in government
information resources and applied services in the areas of ensuring food security
and agribusiness management;
- simplification and optimization of the spectrum of indicators of
agribusiness information, reduction of the collection time, data processing and
presentation to consumers, transition to real-time data processing;
- increase of reliability of agricultural census results and information on
agricultural producers;
- reduction in the time taken to obtain data on hydrological and
meteorological conditions, phytosanitary and epizootic conditions, the state of
markets for agricultural products, raw materials and food, the state of technical,
land and human resources;
- reducing the time for prompt response to challenges and threats with the
aim of ensuring the necessary level of food security of the Russian Federation
through the use of modern scientific methods for the formation of quality long-
term and short-term forecasts for the development of agricultural production and
the market of agricultural products, raw materials and food, as well as
recommendations in the management of the agro-industrial complex;

- digital inventory and monitoring of agricultural land, increasing the level
of control over the condition and use of agricultural lands;
- the maximum expansion of the range of public services and information
services provided in electronic form to regional and municipal government
authorities and agricultural producers of all forms of ownership;
- creation of conditions for equal access of all citizens to information on the
state of the agribusiness;
- intensification of the provision of scientific knowledge and practical
recommendations in the field of agro-industrial complex;
- further improvement of the normative, technical and organizational and
methodological base for the application of effective information technologies in
the agro-industrial complex. Wide introduction of modern information
technologies in ensuring the activities of the agribusiness management bodies and
regulation of the agro-food market;
- information security (the system of state information support in the field of
agriculture) at a level adequate to the nature of threats to information security and
the importance of the tasks of ensuring food security of the Russian Federation,
taking into account changes in the system of state information support in the field
of agriculture that occur during its development.

7. The possibility of integration of the new trend initiatives with the programs
of the National Technological Initiative

At the moment, the following programs of the National Technology Initiative


have been adopted: EnergyNet, HealthNet, AeroNet, MariNet, NeuroNet.
In accordance with the Roadmap for the National Technology Initiative,
Russian companies should actively engage in the implementation of the smart
agriculture strategy (automation, artificial intelligence, and Big Data are used in
production).
The program of digitalization of agriculture fits perfectly into the strategy of
FoodNet program.
The implementation of the program on digitalization of agriculture will be a
link in the construction of the “Digital Economy of the Russian Federation” and
provides for the transition of the Russian agribusiness to high-tech production and
reduction of dependence on imports, as well as the entry of Russian companies into
promising global markets.

8. The possibility of integration with the current branches of Digital
Economy of the Russian Federation program
Digital Agriculture program integrates with the following branches of the
Digital Economy program:
 Information infrastructure program in the development of broadband
access networks, the development of 5G. Segments of the development of
NB-IOT and LPWAN networks to provide telemetric infrastructure as one
of the main technological elements of cyber-physical systems are of
particular importance.
 Legal regulation program in the development of standards for Internet of
Things and public-private partnerships.
 Transport and Logistics program in the development of logistics supply
and delivery of agricultural products, as well as controlling the parameters
of goods (temperature, humidity, delivery time and much more).
 Scientific and technical aspects program in the part of stimulating the
development of knowledge-intensive initiatives in the field of Big Data,
artificial intelligence, robotics and sensorics in the field of agro-industrial
complex.

9. Opportunities for international cooperation (priority Eurasian


Economic Union)
Within the framework of the Eurasian Economic Union, there is Permits
Working Group, which is part of the Working Group for the implementation of the
plan of measures provided for by the Basic Guidelines for the Development of the
Single Window Mechanism in the Eurasian Economic Union Member States
Regulation System approved by the Decision of the Eurasian College Board
Economic Commission dated as of 28 September 2015 No. 124.
The Working Group also includes thematic blocks: “Electronic customs”,
“Payments and e-commerce”, “Transport and logistics”, “Information
technologies”.
Activities on the digitization of agriculture complement the plans for the
development of international cooperation within the Eurasian Economic Union.
With the digitalization of both the Russian agribusiness and the agribusiness
of the Eurasian Economic Union member countries, it is possible not only to
strengthen cooperation in the agrarian industrial field within the Eurasian
Economic Union, but also, first and foremost, to successfully pursue and
implement a coordinated policy regarding the export of agro-industrial products to

foreign countries, implementation of integration systems for traceability of crop
and livestock products and unified product quality standards.
Within the Eurasian Economic Union, a working group on Scientific and
Technical Cooperation field has been established. The Eurasian Economic Union
member states actively participate in the joint implementation of research and
development activities on the topics: “Development of resource and energy-saving
technologies and technical facilities for deep processing of cereals and vegetable
crops” and “Development of promising low-cost technologies and machinery
systems for the production and processing of milk”.
The development of a program for the digitization of agriculture in Russia
will help to accelerate the harmonization of the legislation of member states in this
field and will make it possible to use the means of state support effectively for
agriculture of the member countries.

10. Opportunities for joint implementation of international projects

Cooperation is also possible with countries outside the Eurasian Economic Union,
BRICS, ASEAN, regarding the study of initiatives to create a single digital market
in Europe.
Given the scale and diversification of agriculture in Russia, the results of the
program can really provide Russia’s own domestic needs and world markets with
environmentally safe quality products (including halal, kosher, which take into
account national traditions).

11. The result image on 2021/2024 on the results of the implementation of


the programs

Images of the digitization of agriculture

A producer of agricultural goods connected to the platform of digital agriculture has a set
of tools that determine the parameters of the planned crop (animals) on the basis of
historical data according to the parameters and climatic conditions in the given region.

A producer of agricultural goods, connected to the digital agriculture platform,


automatically surrenders a set of aggregated parameters with characteristics of crops
(herd), resources expended, local conditions (meteorological, hydrological). Production
and financial reporting is provided automatically in a mode close to real time with the

minimization of human participation.

Digital agriculture platform (exclusively) in the role of aggregator of banking services,


insurance and other companies offers a choice of different options for lending (insurance),
warehousing services and product sales. Subsidy packages, personal packages of
